Paper by Hambleton, R.: “For a variety of reasons the notion of the smart city has grown in popularity and some even claim that all cities now have to be ‘smart’. For example, some digital enthusiasts argue that advances in Information and Communication Technologies (ICT) are ushering in a new era in which pervasive electronic connections will inevitably lead to significant changes that make cities more liveable and more democratic. This paper will cast a critical eye over these claims. It will unpack the smart city rhetoric and show that, in fact, three competing perspectives are struggling for ascendancy within the smart cities discourse: 1) The digital city (emphasising a strong commitment to the use of ICT in governance), 2) The green city (reflecting the growing use of the US phrase smart growth, which is concerned to apply sound urban planning principles), and 3) The learning city (emphasising the way in which cities learn, network and innovate). Five digital danger zones will be identified and discussed. This analysis will suggest that scholars and policy makers who wish to improve the quality of life in cities should focus their attention on wisdom, not smartness. Civic leaders need to exercise judgement based on values if they are to create inclusive, sustainable cities. It is not enough to be clever, quick, ingenious, nor will it help if Big Data is superseded by Even Bigger Data. Universities can play a much more active role in place-based leadership in the cities where they are located. To do this effectively they need to reconsider the nature of modern scholarship. The paper will show how a growing number of universities are doing precisely this. Two respected examples will be presented to show how urban universities, if they are committed to engaged scholarship, can make a significant contribution to the creation of the wise city.”
Can Bottom-Up Institutional Reform Improve Service Delivery?

First, it provides new evidence of the impact of community monitoring interventions using a unique dataset from the Citizen Visible Audit (CVA) program in Colombia. In particular, this article studies the effect of social audits on citizens’ assessment of service delivery performance. The second contribution is the introduction a theoretical framework to understand the pathway of change, the necessary building blocks that are needed for social audits to be effective. Using this framework, the third contribution of this article is answering the following questions: i) under what conditions do citizens decide to monitor government activity and ii) under what conditions do governments facilitate citizen engagement and become more accountable.”
Behavioral Economics of Education: Progress and Possibilities

Lavecchia, Heidi Liu, and Philip Oreopoulos:” Behavioral economics attempts to integrate insights from psychology, neuroscience, and sociology in order to better predict individual outcomes and develop more effective policy. While the field has been successfully applied to many areas, education has, so far, received less attention – a surprising oversight, given the field’s key interest in long-run decision-making and the propensity of youth to make poor long-run decisions. In this chapter, we review the emerging literature on the behavioral economics of education. We first develop a general framework for thinking about why youth and their parents might not always take full advantage of education opportunities. We then discuss how these behavioral barriers may be preventing some students from improving their long-run welfare. We evaluate the recent but rapidly growing efforts to develop policies that mitigate these barriers, many of which have been examined in experimental settings. Finally, we discuss future prospects for research in this emerging field.”
Smarter, Better, Faster: The Potential for Predictive Analytics and Rapid-Cycle Evaluation to Improve Program Development and Outcomes

Predictive analytics and rapid-cycle evaluation are analytical approaches that are used to do more than describe the current status of programs: in both the public and private sectors, these approaches provide decision makers with guidance on what to do next. Predictive analytics refers to a broad range of methods used to anticipate an outcome. For many types of government programs, predictive analytics can be used to anticipate how individuals will respond to interventions, including new services, targeted prompts to participants, and even automated actions by transactional systems. With information from predictive analytics, administrators can identify who is likely to benefit from an intervention and find ways to formulate better interventions. Predictive analytics can also be embedded in agency operational systems to guide real-time decision making. For instance, predictive analytics could be embedded in intake and eligibility determination systems, prompting frontline workers to review suspect client applications more-closely to determine whether income or assets may be understated or deductions underclaimed…”

If a free copy isn’t available we aim to make one. This is not a simple task and so we have to use a few different innovative strategies. First, we email the author of the research and ask them to make a copy of the research available – once they do this we’ll send it to everyone who needs it. Second, we create pages for each paper needed which, if shared, viewed, and linked to an author could see and provide their paper on. Third, we’re building ways to find associated information about a paper such as the facts contained, comments from people who’ve read it, related information and lay summaries.

3D printed maps could help the blind navigate their city
Springwise: “Modern technology has turned many of the things we consume from physical objects into pixels on a screen. While this has benefited the majority of us, those with sight difficulties don’t get along well with visual stimuli or touchscreen devices. In the past, we’ve seen Yahoo! Japan develop Hands On Search, a project that lets blind kids carry out web searches with 3D printed results. Now the country’s governmental department GSI is creating software that will enable those with visual impairments to print out 3D versions of online maps.
The official mapping body for Japan — much like the US Geological Survey — GSI already has paper maps for the blind, using embossed surfaces to mark out roads. It’s now developing a program that is able to do the same thing for digital maps.
The software first differentiates the highways, railway lines and walkways from the rest of the landscape. It then creates a 3D relief model that uses different textures to distinguish the features so that anyone running their finger along them will be able to determine what it is. The program also takes into account contour lines, creating accurate topographical representations of a particular area….

A taxonomy of crowdsourcing based on task complexity

Nakatsu et al at the Journal of Information Science: “Although a great many different crowdsourcing approaches are available to those seeking to accomplish individual or organizational tasks, little research attention has yet been given to characterizing how those approaches might be based on task characteristics. To that end, we conducted an extensive review of the crowdsourcing landscape, including a look at what types of taxonomies are currently available. Our review found that no taxonomy explored the multidimensional nature of task complexity. This paper develops a taxonomy whose specific intent is the classification of approaches in terms of the types of tasks for which they are best suited. To develop this task-based taxonomy, we followed an iterative approach that considered over 100 well-known examples of crowdsourcing. The taxonomy considers three dimensions of task complexity: (a) task structure – is the task well-defined, or does it require a more open-ended solution; (2) task interdependence – can the task be solved by an individual, or does it require a community of problem solvers; and (3) task commitment – what level of commitment is expected from crowd members? Based on this taxonomy, we identify seven categories of crowdsourcing and discuss prototypical examples of each approach. Furnished with such an understanding, one should be able to determine which crowdsourcing approach is most suitable for a particular task situation.”
The Web Observatory: A Middle Layer for Broad Data
New paper by Tiropanis Thanassis, Hall Wendy, Hendler James, and de Larrinaga Christian in Big Data: “The Web Observatory project1 is a global effort that is being led by the Web Science Trust,2 its network of WSTnet laboratories, and the wider Web Science community. The goal of this project is to create a global distributed infrastructure that will foster communities exchanging and using each other’s web-related datasets as well as sharing analytic applications for research and business web applications.3 It will provide the means to observe the digital planet, explore its processes, and understand their impact on different sectors of human activity.
The project is creating a network of separate web observatories, collections of datasets and tools for analyzing data about the Web and its use, each with their own use community. This allows researchers across the world to develop and share data, analytic approaches, publications related to their datasets, and tools (Fig. 1). The network of web observatories aims to bridge the gap that currently exists between big data analytics and the rapidly growing web of “broad data,”4 making it difficult for a large number of people to engage with them….”
Behavioral Political Economy: A Survey
Paper by Jan Schnellenbach and Christian Schubert: “Explaining individual behavior in politics should rely on the same motivational assumptions as explaining behavior in the market: That’s what Political Economy, understood as the application of economics to the study of political processes, is all about. In its standard variant, those who played the game of politics should also be considered rational and self-interested, unlike the benevolent despot of earlier models. History repeats itself with the rise of behavioral economics: Assuming cognitive biases to be present in the market, but not in politics, behavioral economists often call for government to intervene in a “benevolent” way. Recently, however, political economists have started to apply behavioral economics insights to the study of political processes, thereby re-establishing a unified methodology. This paper surveys the current state of the emerging field of “Behavioral Political Economy” and considers the scope for further research.”
