White House: Help Shape Public Participation

A team across the government is now working side-by-side with civil society organizations to deliver the first U.S. Public Participation Playbook, dedicated to providing best practices for how agencies can better design public participation programs, and suggested performance metrics for evaluating their effectiveness.
Developing a U.S. Public Participation Playbook has been an open government priority, and was included in both the first and second U.S. Open Government National Action Plans as part of the United States effort to increase public integrity in government programs. This resource reflects the commitment of the government and civic partners to measurably improve participation programs, and is designed using the same inclusive principles that it champions.
More than 30 Federal leaders from across diverse missions in public service have collaborated on draft best practices, or “plays,” lead by the General Services Administration’s inter-agency SocialGov Community. The playbook is not limited to digital participation, and is designed to address needs from the full spectrum of public participation programs.
The plays are structured to provide best practices, tangible examples, and suggested performance metrics for government activities that already exist or are under development. Some categories included in the plays include encouraging community development and outreach, empowering participants through public/private partnerships, using data to drive decisions, and designing for inclusiveness and accessibility.
In developing this new resource, the team has been reaching out to more than a dozen civil society organizations and stakeholders, asking them to contribute as the Playbook is created. The team would like your input as well! Over the next month, contribute your ideas to the playbook using Madison, an easy-to-use, open source platform that allows for accountable review of each contribution.
Through this process, the team will work together to ensure that the Playbook reflects the best ideas and examples for agencies to use in developing and implementing their programs with public participation in mind. This resource will be a living document, and stakeholders from inside or outside of government should continually offer new insights — whether new plays, the latest case studies, or the most current performance metrics — to the playbook.

How to use the Internet to end corrupt deals between companies and governments


Stella Dawson at the Thomson Reuters Foundation: “Every year governments worldwide spend more than $9.5 trillion on public goods and services, but finding out who won those contracts, why and whether they deliver as promised is largely invisible.
Enter the Open Contracting Data Standard (OCDS).
Canada, Colombia, Costa Rica and Paraguay became the first countries to announce on Tuesday that they have adopted the new global standards for publishing contracts online as part of a project to shine a light on how public money is spent and to combat massive corruption in public procurement.
“The mission is to end secret deals between companies and governments,” said Gavin Hayman, the incoming executive director for Open Contracting Partnership.
The concept is simple. Under Open Contracting, the government publishes online the projects it is putting out for bid and the terms; companies submit bids online; the winning contract is published including the reasons why; and then citizens can monitor performance according to the terms of the contract.
The Open Contracting initiative, developed by the World Wide Web Foundation with the support of the World Bank and Omidyar Network, has been several years in the making and is part of a broader global movement to increase the accountability of governments by using Internet technologies to make them more transparent.
A pioneer in data transparency was the Extractive Industries Transparency Initiative, a global coalition of governments, companies and civil society that works on improving accountability by publishing the revenues received in 35 member countries for their natural resources.
Publish What You Fund is a similar initiative for the aid industry. It delivered a common open standards in 2011 for donor countries to publish how much money they gave in development aid and details of what projects that money funded and where.
There’s also the Open Government Partnership, an international forum of 65 countries, each of which adopts an action plan laying out how it will improve the quality of government through collaboration with civil society, frequently using new technologies.
All of these initiatives have helped crack open the door of government.
What’s important about Open Contracting is the sheer scale of impact it could have. Public procurement accounts for about 15 percent of global GDP and according to Anne Jellema, CEO of the World Wide Web Foundation which seeks to expand free access to the web worldwide and backed the OCDS project, corruption adds an estimated $2.3 trillion to the cost of those contracts every year.
A study by the Center for Global Development, a Washington-based think tank, looked at four countries already publishing their contracts online — the United Kingdom, Georgia, Colombia and Slovakia. It found open contracting increased visibility and encouraged more companies to submit bids, the quality and price competitiveness improved and citizen monitoring meant better service delivery….”

Creating community data tools for local impact: Piton Foundation


Amy Gahran at Knight Digital Media Center: “Many local funders focus on providing grants and doing fundraising to support local organizations and projects. However, some local funders also directly operate their own programs to serve the local community.
This November in the Denver metro area, the Piton Foundation will launch a major revamp of their Community Factsonline database of neighborhood-level community statistics. This resource is designed to help Denver-area nonprofits, researchers, community organizers and others better understand and serve communities in need.
Although Piton serves Denver-area communities, it’s not a community foundation in the traditional sense. Piton is a private, operating foundation established in the 1970s with a mission to improve the lives of Colorado’s low-income children and their families. Recently, Piton became part of Gary Community Investments(GCI) — an organization that invests directly in for-profit and philanthropic organizations, projects and programs to benefit Colorado’s low-income children and their families. Originally Piton focused on serving only the city and county of Denver, but since Piton joined GCI, they’ve expanded their focus to serving communities across the entire seven-county Denver metro area.
Back in 1991, Piton took the then-unusual step of forming its own Data Initiative. This early “open government” effort gained access to local datasets, cleaned them up, and made this data available to organizations serving low-income Denver communities. By opening and democratizing local data, and putting it in the context of local neighborhoods, Piton empowered local organizations to do more for local families in need. Such data can help organizations better target programs or fundraising efforts, or better understand local needs and trends in ways that enhance the services they offer.
In 2011, Piton’s Data Initiative expanded, adding projects like the Colorado Data Engine — an open source online data repository of neighborhood-scale public data in a standardized, geolocated format. The development of this data engine was supported by funding from the Knight Foundation and the Denver Foundation….”

Nine Lessons for Bridging the Gap between Cities and Citizens

But what does this mean in praxis? What are some of the bottlenecks and pitfalls of such an approach?
Here are nine lessons learned from our work on Open Government and Citizen Engagement programs around the world.

  1. Open Government is more than just making Government more open and transparent. It is about rebalancing the “governance” and power structure between government institutions, civil society, the private sector and citizens.
  2. Openness and accountability of government is the basis for building a relationship of trust for effective civic participation. It can fundamentally alter the relationship between government and citizens.
  3. Open Government programs are not effective if they are not embedded into a much broader institutional and cultural changes within government and fully integrated into the governments overall economic and social development goals.
  4. New technologies can be powerful enablers to strengthen existing transparency and social accountability mechanisms that empower citizens and traditionally excluded groups. Technologies by themselves, however, are not transformational; they need to be closely embedded into the different local socio-political context and amplify existing social accountability and governance processes.
  5. Enhancing the capabilities of the urban poor, youth and minorities to engage in policy debates is equally important as strengthening the capacity of government institutions to effectively respond to citizen engagement.
  6. Effective Open Government programs not only enhance the openness and responsiveness of governments however also fosters the inclusiveness of institutions.
  7. It’s critical to recognize that Open Government initiatives are not just about learning how to better listen to citizens. It’s also about how to become more responsive to them and their expressed needs.
  8. Civil society plays a central role in enhancing government accountability. They can form effective bridges between government and citizens. Improved government openness does not translate automatically into the effective uses of information by citizens. CSOs are critical ‘infomediaries’ that can strengthen the capabilities of poor communities to better access information, evaluate and act upon the provided information.
  9.  A genuine process of political and institutional reforms can grow out of an effective alliance between reform-minded policymakers, civil society and private sector leaders. Thus, open governance reforms need to be driven by the local socio-economic, political and cultural context….”

USAID establishes its first open data policy


Billy Mitchell at FedScoop: “The U.S. Agency for International Development jumped on the open data wave last week, announcing its first-ever policy to share its data sets and tools with the public on a central repository.

Referred to as Automated Directives System 579, the open data policy is a hat tip to President Barack Obama’s directive on transparency and open government five years ago and comes after the agency’s Frontiers in Development Forum in September addressing pathways for innovation for its mission to provide support to impoverished countries. With the new policy, USAID will provide a framework to open its agency-funded data to the public and publish it in a central location, making it easy to consume and use.
“USAID has long been a data-driven and evidence-based Agency, but never has the need been greater to share our data with a diverse set of partners—including the general public—to improve development outcomes,” wrote Angelique Crumbly, USAID’s performance improvement officer, and Brandon Pustejovsky, chief data officer for USAID, in a blog post. “For the first time in history, we have the tools, technologies and approaches to end extreme poverty within two decades. And while many of these new innovations were featured at our recent Frontiers in Development Forum, we also recognize that they largely rely on an ongoing stream of data (and new insights generated by that data) to ensure their appropriate application.”…

USAID’s DDL and open data will be hosted on the USAID website, where there’s already a long list of databases hosted. USAID also started a GitHub page for any feedback on the data”

Open data for open lands


at Radar: “President Obama’s well-publicized national open data policy (pdf) makes it clear that government data is a valuable public resource for which the government should be making efforts to maximize access and use. This policy was based on lessons from previous government open data success stories, such as weather data and GPS, which form the basis for countless commercial services that we take for granted today and that deliver enormous value to society. (You can see an impressive list of companies reliant on open government data via GovLab’s Open Data 500 project.)
Based on this open data policy, I’ve been encouraging entrepreneurs to invest their time and ingenuity to explore entrepreneurial opportunities based on government data. I’ve even invested (through O’Reilly AlphaTech Ventures) in one such start-up, Hipcamp, which provides user-friendly interfaces to making reservations at national and state parks.
A better system is sorely needed. The current reservation system, managed by the Active Network / Reserve America is clunky and almost unusable. Hipcamp changes all that, making it a breeze to reserve camping spots.
But now this is under threat. Active Network / Reserve America’s 10-year contract is up for renewal, and the Department of the Interior had promised an RFP for a new contract that conformed with the open data mandate. Ideally, that RFP would require an API so that independent companies could provide alternate interfaces, just like travel sites provide booking interfaces for air travel, hotels, and more. That explosion of consumer convenience should be happening for customers of our nation’s parks as well, don’t you think?…”

Putting Government Data to Work


U.S. Department of Commerce Press Release: “The Governance Lab (GovLab) at New York University today released “Realizing The Potential of Open Government Data: A Roundtable with the U.S. Department of Commerce,” a report on findings and recommendations for ways the U.S. Commerce Department can improve its data management, dissemination and use. The report summarizes a June 2014 Open Data Roundtable, co-hosted by The GovLab and the White House Office of Science and Technology Policy with the Commerce Department, which brought together Commerce data providers and 25 representatives from the private sector and nonprofit organizations for an action-oriented dialogue on data issues and potential solutions. The GovLab is convening a series of other Open Data Roundtables in its mission to help make government more effective and connected to the public through technology.

“We were honored to work with the White House and the Department of Commerce to convene this event,” said Joel Gurin, senior advisor at The GovLab and project director of the Open Data 500 and the Roundtable Series. “The Department’s commitment to engaging with its data customers opens up great opportunities for public-private collaboration.”
Under Secretary of Commerce for Economic Affairs Mark Doms said, “At the Commerce Department, we are only at the beginning of our open data effort.
