Openness as social praxis


Matthew Longshore Smith and Ruhiya Seward in First Monday: “Since the early 2000s, there has been an explosion in the usage of the term open, arguably stemming from the advent of networked technologies — including the Internet and mobile technologies. ‘Openness’ seems to be everywhere, and takes many forms: from open knowledge, open education, open data and open science, to open Internet, open medical records systems and open innovation. These applications of openness are having a profound, and sometimes transformative, effect on social, political and economic life.

This explosion of the use of the term has led to multiple interpretations, ambiguities, and even misunderstandings, not to mention countless debates and disagreements over precise definitions. The paper “Fifty shades of open” by Pomerantz and Peek (2016) highlighted the increasing ambiguity and even confusion surrounding this term. This article builds on Pomerantz and Peek’s attempt to disambiguate the term by offering an alternative understanding to openness — that of social praxis. More specifically, our framing can be broken down into three social processes: open production, open distribution, and open consumption. Each process shares two traits that make them open: you don’t have to pay (free price), and anyone can participate (non-discrimination) in these processes.

We argue that conceptualizing openness as social praxis offers several benefits. First, it provides a way out of a variety of problems that result from ambiguities and misunderstandings that emerge from the current multitude of uses of openness. Second, it provides a contextually sensitive understanding of openness that allows space for the many different ways openness is experienced — often very different from the way that more formal definitions conceptualize it. Third, it points us towards an approach to developing practice-specific theory that we believe helps us build generalizable knowledge on what works (or not), for whom, and in what contexts….(More)”.

Open innovation in the public sector

This is the territory that gives technopolitics its meaning and prominence, the basis on which a new vision of democracy – more open, more direct, more interactive – is being developed and embraced. It is a framework that overcomes the closed architecture on which the praxis of governance (closed, hierarchical, one-way) have been cemented in almost all areas. How can innovation contribute to building an open democracy? The answer is summed up in these ten connectors of innovation.

  1. placing innovation and collective intelligence at the center of public management strategies,
  2. aligning all government areas with clearly-defined goals on associative platforms,
  3. shifting the frontiers of knowledge and action from the institutions to public deliberation on local challenges,
  4. establishing leadership roles, in a language that everyone can easily understand, to organize and plan the wealth of information coming out of citizens’ ideas and to engage those involved in the sustainability of the projects,
  5. mapping the ecosystem and establishing dynamic relations with internal and, particularly, external agents: the citizens,
  6. systematizing the accumulation of information and the creative processes, while communicating progress and giving feedback to the whole community,
  7. preparing society as a whole to experience a new form of governance of the common good,
  8. cooperating with universities, research centers and entrepreneurs in establishing reward mechanisms,
  9. aligning people, technologies, institutions and the narrative with the new urban habits, especially those related to environmental sustainability and public services,
  10. creating education and training programs in tune with the new skills of the 21st century,
  11. building incubation spaces for startups responding to local challenges,
  12. inviting venture capital to generate a satisfactory mix of open innovation, inclusive development policies and local productivity.

Two items in this list are probably the determining factors of any effective innovation process. The first has to do with the correct decision on the mechanisms through which we have pushed the boundaries outwards, so as to bring citizen ideas into the design and co-creation of solutions. This is not an easy task, because it requires a shared organizational mentality on previously non-existent patterns of cooperation, which must now be sustained through dialog and operational dynamics aimed at solving problems defined by external actors – not just any problem.

Another key aspect of the process, related to the breaking down of the institutional barriers that surround and condition action frameworks, is the revaluation of a central figure that we have not yet mentioned here: the policy makers. They are not exactly political leaders or public officials. They are not innovators either. They are the ones within Public Administration who possess highly valuable management skills and knowledge, but who are constantly colliding against the glittering institutional constellations that no longer work….(More)”

Open innovation in the public sector: A research agenda


Atreyi Kankanhalli et al in Government Information Quarterly: “New models of innovation are emerging in the marketplace and these are rapidly replacing traditional corporate research labs as the sole source of new ideas, new technologies, and new practices. This trend is being fueled by the ready availability of venture capital, and more importantly, by the ubiquitous presence of information technologies (IT) that are enabling firms to identify and foster new ideas from a myriad of knowledge sources, which could be geographically dispersed. This de-centralized and un-directed form of innovation, referred to as “open innovation”, is gaining traction both in the private and public sectors. In this guest editorial for the Special Issue on Open Innovation in the Public Sector, we first explore the diverse issues that are engendered when implementing open innovation in the public sector, and the IT that can facilitate such initiatives. Next, we highlight the fundamental differences in terms of focus, aim, value, and external stakeholders of open innovation in the private vs. public sectors. Last, we describe an agenda for research on open innovation in the public sector based on trends and gaps in the literature as seen from papers that were submitted to this special issue. The openness buzz in the knowledge economy: Towards taxonomy


Paper by Anne Lundgren in “Environment and Planning C: Government and Policy”: “In the networked information and knowledge-based economy and society, the notions of ‘open’ and ‘openness’ are used in a variety of contexts; open source, open access, open economy, open government, open innovation – just to name a few. This paper aims at discussing openness and developing a taxonomy that may be used to analyse the concept of openness. Are there different qualities of openness? How are these qualities interrelated? What analytical tools may be used to understand openness? In this paper four qualities of openness recurrent in literature and debate are explored: accessibility, transparency, participation and sharing. To further analyse openness new institutional theory as interpreted by Williamson (2000) is used, encompassing four different institutional levels; cultural embeddedness, institutional environment, governance structure and resource allocations. At what institutional levels is openness supported and/or constrained? Accessibility as a quality of openness seems to have a particularly strong relation to the other qualities of openness, whereas the notions of sharing and collaborative economics seem to be the most complex and contested quality of openness in the knowledge-based economy. This research contributes to academia, policy and governance, as handling of challenges with regard to openness vs. closure in different contexts, territorial, institutional and/or organizational, demand not only a better understanding of the concept, but also tools for analysis….(More)”

Innovando para una mejor gestión: La contribución de los laboratorios de innovación pública

En muchos países y en distintos niveles de gobierno, esto ha llevado a la creación de laboratorios de innovación, unidades cuyo objetivo es promover de diversos modos la innovación en el sector público. En este trabajo se analizan los roles y desafíos de los laboratorios latinoamericanos, contrastándolos con buenas prácticas y características que la literatura ha asociado a mayores niveles de innovación en el sector público y en otras organizaciones.

A partir de una encuesta a directores de laboratorios y dos estudios de casos, se describe el panorama de los laboratorios latinoamericanos y se discuten sus desafíos para: i) trabajar sobre temas centrales de la gestión, ii) conseguir la adopción de innovaciones y el escalamiento de las mismas y iii) asegurar la sostenibilidad de estas.

En particular, hay cuatro factores clave para su desempeño en esos aspectos: dos factores político-institucionales –el apoyo del liderazgo y las redes de política– y dos factores metodológicos –la adecuación técnica de las innovaciones y la construcción de un significado compartido sobre ellas–.

Además, se identifican dos diferencias principales entre la mayoría de los laboratorios relevados aquí y la experiencia de otras regiones, descripta por la literatura existente: un foco más intenso en temas de gobierno abierto y menos actividades para el testeo controlado de innovaciones, como experimentos aleatorios y evaluaciones de impacto. Open Innovation: Practices to Engage Citizens and Effectively Implement Federal Initiatives


United States Government Accountability Office: “Open innovation involves using various tools and approaches to harness the ideas, expertise, and resources of those outside an organization to address an issue or achieve specific goals. GAO found that federal agencies have frequently used five open innovation strategies to collaborate with citizens and external stakeholders, and encourage their participation in agency initiatives.

GAO identified seven practices that agencies can use to effectively implement initiatives that involve the use of these strategies:

  • Select the strategy appropriate for the purpose of engaging the public and the agency’s capabilities.
  • Clearly define specific goals and performance measures for the initiative.
  • Identify and engage external stakeholders and potential partners.
  • Develop plans for implementing the initiative and recruiting participants.
  • Engage participants and partners while implementing the initiative.
  • Collect and assess relevant data and report results.
  • Sustain communities of interested partners and participants.

Aspects of these practices are illustrated by the 15 open innovation initiatives GAO reviewed at six selected agencies: the Departments of Energy, Health and Human Services, Housing and Urban Development, and Transportation (DOT); the Environmental Protection Agency; and the National Aeronautics and Space Administration (NASA).

For example:

• With the Asteroid Data Hunter challenge, NASA used a challenge and citizen science effort, beginning in 2014, to improve the accuracy of its asteroid detection program and develop an application for citizen scientists.

• Since 2009, DOT’s Federal Highway Administration has used an ideation initiative called Every Day Counts to identify innovations to improve highway project delivery. Teams of federal, state, local, and industry experts then implement the ideas chosen through this process….(More)”

Living labs: Implementing open innovation in the public sector


Paper by Mila Gascó in Government Information Quarterly: “Public sector innovation is an important issue in the agenda of policymakers and academics but there is a need for a change of perspective, one that promotes a more open model of innovating, which takes advantage of the possibilities offered by collaboration between citizens, entrepreneurs and civil society as well as of new emerging technologies. Living labs are environments that can support public open innovation processes.

This article makes a practical contribution to understand the role of living labs as intermediaries of public open innovation. The analysis focuses on the dynamics of these innovation intermediaries, their outcomes, and their main challenges. In particular, it adopts a qualitative approach (fourteen semi-structured interviews and one focus group were conducted) in order to analyze two living labs: Citilab in the city of Cornellà and the network of fab athenaeums (public fab labs) in the city of Barcelona, both in Spain. After a thorough analysis of the attributes of these living labs, the article concludes that 1) living labs provide the opportunity for public agencies to meet with private sector organizations and thus function as innovation intermediaries, 2) implementing an open innovation perspective is considered more important than obtaining specific innovation results, and 3) scalability and sustainability are the main problems living labs encounter as open innovation intermediaries….(More)”

Effect of Government Data Openness on a Knowledge-based Economy

Therefore, this study aims to investigate the effects of government data openness on a knowledge-based economy at the government level. Expanding citizen science models to enhance open innovation


 in the Conversation: “Over the years, citizen scientists have provided vital data and contributed in invaluable ways to various scientific quests. But they’re typically relegated to helping traditional scientists complete tasks the pros don’t have the time or resources to deal with on their own. Citizens are asked to count wildlife, for instance, or classify photos that are of interest to the lead researchers.

This type of top-down engagement has consigned citizen science to the fringes, where it fills a manpower gap but not much more. As a result, its full value has not been realized. Marginalizing the citizen scientists and their potential contribution is a grave mistake – it limits how far we can go in science and the speed and scope of discovery.

Instead, by harnessing globalization’s increased interconnectivity, citizen science should become an integral part of open innovation. Science agendas can be set by citizens, data can be open, and open-source software and hardware can be shared to assist in the scientific process. And as the model proves itself, it can be expanded even further, into nonscience realms.

 

The time is right for citizen science to join forces with open innovation. This is a concept that describes partnering with other people and sharing ideas to come up with something new. The assumption is that more can be achieved when boundaries are lowered and resources – including ideas, data, designs and software and hardware – are opened and made freely available.

Open innovation is collaborative, distributed, cumulative and it develops over time. Citizen science can be a critical element here because its professional-amateurs can become another significant source of data, standards and best practices that could further the work of scientific and lay communities.

Globalization has spurred on this trend through the ubiquity of internet and wireless connections, affordable devices to collect data (such as cameras, smartphones, smart sensors, wearable technologies), and the ability to easily connect with others. Increased access to people, information and ideas points the way to unlock new synergies, new relationships and new forms of collaboration that transcend boundaries. And individuals can focus their attention and spend their time on anything they want.

We are seeing this emerge in what has been termed the “solution economy” – where citizens find fixes to challenges that are traditionally managed by government.

Consider the issue of accessibility. Passage of the 1990 Americans with Disabilities Act aimed to improve accessibility issues in the U.S. But more than two decades later, individuals with disabilities are still dealing with substantial mobility issues in public spaces – due to street conditions, cracked or nonexistent sidewalks, missing curb cuts, obstructions or only portions of a building being accessible. These all can create physical and emotional challenges for the disabled.

To help deal with this issue, several individual solution seekers have merged citizen science, open innovation and open sourcing to create mobile and web applications that provide information about navigating city streets. For instance, Jason DaSilva, a filmmaker with multiple sclerosis, developed AXS Map – a free online and mobile app powered by Google Places API. It crowdsources information from people across the country about wheelchair accessibility in cities nationwide….

Perhaps the most pressing limitation of scaling up the citizen science model is issues with reliability. While many of these projects have been proven reliable, others have fallen short.

For instance, crowdsourced damage assessments from satellite images following 2013’s Typhoon Haiyan in the Philippines faced challenges. But according to aid agencies, remote damage assessments by citizen scientists had a devastatingly low accuracy of 36 percent. They overrepresented “destroyed” structures by 134 percent….(More)”
