Data Stewards: Data Leadership to Address the Challenges of the 21st Century

The GovLab at the NYU Tandon School of Engineering is pleased to announce the launch of its Data Stewards website — a new portal for connecting organizations across sectors that seek to promote responsible data leadership that can address the challenges of the 21st century — developed with generous support from the William and Flora Hewlett Foundation.

Increasingly, the private sector is collaborating with the public sector and researchers on ways to use private-sector data and analytical expertise for public good. With these new practices of data collaborations come the need to reimagine roles and responsibilities to steer the process of using this data, and the insights it can generate, to address society’s biggest questions and challenges: Data Stewards.

Today, establishing and sustaining these new collaborative and accountable approaches requires significant and time-consuming effort and investment of resources for both data holders on the supply side, and institutions that represent the demand. By establishing Data Stewardship as a function — recognized within the private sector as a valued responsibility — the practice of Data Collaboratives can become more predictable, scaleable, sustainable and de-risked.

Together with BrightFront Group and Adapt, we are:

  • Exploring the needs and priorities of current private sector Data Stewards who act as change agents within their firms. Responsible for determining what, when, how and with whom to share private data for public good, these individuals are critical catalysts for ensuring insights are turned into action.
  • Identifying and connecting existing Data Stewards across sectors and regions to create an online and in-person community for exchanging knowledge and best practices.
  • Developing methodologies, tools and frameworks to use data more responsibly, systematically and efficiently to decrease the transaction cost, time and energy currently needed to establish Data Collaboratives.

Smarter Crowdsourcing for Anti-Corruption: A Handbook of Innovative Legal, Technical, and Policy Proposals and a Guide to their Implementation


Paper by Noveck, Beth Simone; Koga, Kaitlin; Aceves Garcia, Rafael; Deleanu, Hannah; Cantú-Pedraza, Dinorah: “Corruption presents a fundamental threat to the stability and prosperity of Mexico and combating it demands approaches that are both principled and practical. In 2017, the Inter-American Development Bank (IDB) approved project ME-T1351 to support Mexico in its fight against corruption using Open Innovation. Thus, the IDB partnered with the Governance Lab at NYU to support Mexico’s Secretariat of Public Service (Secretaría de la Función Pública) to identify innovative ideas and then turns them into practical implementation plans for the measurement, detection, and prevention of corruption in Mexico using the GovLab’s open innovation methodology named Smarter Crowdsourcing.

The purpose of Smarter Crowdsourcing was to identify concrete solutions that include the use of data analysis and technology to tackle corruption in the public sector. This document contains 13 implementation plans laying out practical ways to address corruption. The plans emerged from “Smarter Crowdsourcing Anti-Corruption,” a method that is an agile process, which begins with robust problem definition followed by online sourcing of global expertise to surface innovative solutions. Smarter Crowdsourcing Anti-Corruption focused on six specific challenges: (i) measuring corruption and its costs, (ii) strengthening integrity in the judiciary, (iii) engaging the public in anti-corruption efforts, (iv) whistleblowing, (v) effective prosecution, and (vi) tracking and analyzing money flows…(More)”.

Citizenship and democratic production


Article by Mara Balestrini and Valeria Right in Open Democracy: “In the last decades we have seen how the concept of innovation has changed, as not only the ecosystem of innovation-producing agents, but also the ways in which innovation is produced have expanded. The concept of producer-innovation, for example, where companies innovate on the basis of self-generated ideas, has been superseded by the concept of user-innovation, where innovation originates from the observation of the consumers’ needs, and then by the concept of consumer-innovation, where consumers enhanced by the new technologies are themselves able to create their own products. Innovation-related business models have changed too. We now talk about not only patent-protected innovation, but also open innovation and even free innovation, where open knowledge sharing plays a key role.

A similar evolution has taken place in the field of the smart city. While the first smart city models prioritized technology left in the hands of experts as a key factor for solving urban problems, more recent initiatives such as Sharing City (Seoul), Co-city (Bologna), or Fab City (Barcelona) focus on citizen participation, open data economics and collaborative-distributed processes as catalysts for innovative solutions to urban challenges. These initiatives could prompt a new wave in the design of more inclusive and sustainable cities by challenging existing power structures, amplifying the range of solutions to urban problems and, possibly, creating value on a larger scale.

In a context of economic austerity and massive urbanization, public administrations are acknowledging the need to seek innovative alternatives to increasing urban demands. Meanwhile, citizens, harnessing the potential of technologies – many of them accessible through open licenses – are putting their creative capacity into practice and contributing to a wave of innovation that could reinvent even the most established sectors.

Contributive production

The virtuous combination of citizen participation and abilities, digital technologies, and open and collaborative strategies is catalyzing innovation in all areas. Citizen innovation encompasses everything, from work and housing to food and health. The scope of work, for example, is potentially affected by the new processes of manufacturing and production on an individual scale: citizens can now produce small and large objects (new capacity), thanks to easy access to new technologies such as 3D printers (new element); they can also take advantage of new intellectual property licenses by adapting innovations from others and freely sharing their own (new rule) in response to a wide range of needs.

Along these lines, between 2015 and 2016, the city of Bristol launched a citizen innovation program aimed at solving problems related to the state of rented homes, which produced solutions through citizen participation and the use of sensors and open data. Citizens designed and produced themselves temperature and humidity sensors – using open hardware (Raspberry Pi), 3D printers and laser cutters – to combat problems related to home damp. These sensors, placed in the homes, allowed to map the scale of the problem, to differentiate between condensation and humidity, and thus to understand if the problem was due to structural failures of the buildings or to bad habits of the tenants. Through the inclusion of affected citizens, the community felt empowered to contribute ideas towards solutions to its problems, together with the landlords and the City Council.

A similar process is currently being undertaken in Amsterdam, Barcelona and Pristina under the umbrella of the Making Sense Project. In this case, citizens affected by environmental issues are producing their own sensors and urban devices to collect open data about the city and organizing collective action and awareness interventions….

Digital social innovation is disrupting the field of health too. There are different manifestations of these processes. First, platforms such as DataDonors or PatientsLikeMe show that there is an increasing citizen participation in biomedical research through the donation of their own health data…. projects such as OpenCare in Milan and mobile applications like Good Sam show how citizens can organize themselves to provide medical services that otherwise would be very costly or at a scale and granularity that the public sector could hardly afford….

The production processes of these products and services force us to think about their political implications and the role of public institutions, as they question the cities’ existing participation and contribution rules. In times of sociopolitical turbulence and austerity plans such as these, there is a need to design and test new approaches to civic participation, production and management which can strengthen democracy, add value and take into account the aspirations, emotional intelligence and agency of both individuals and communities.

In order for the new wave of citizen production to generate social capital, inclusive innovation and well-being, it is necessary to ensure that all citizens, particularly those from less-represented communities, are empowered to contribute and participate in the design of cities-for-all. It is therefore essential to develop programs to increase citizen access to the new technologies and the acquisition of the knowhow and skills needed to use and transform them….(More)

Open Social Innovation: Why and How Seekers Use Crowdsourcing for Societal Benefits


Paper by Krithika Randhawa, Ralf Wilden Macquarie and Joel West: “Despite the increased research attention on crowdsourcing, we know little about why and how seeker organizations use this open innovation mechanism. Furthermore, previous studies have focused on profit-seeking firms, despite the use of open innovation practices by public sector organizations to achieve societal benefits. In this study, we investigate the organizational and project level choices of government (seekers) that crowdsource from citizens (solvers) to drive open social innovation, and thus develop new ways to address societal problems, a process referred to as “citizensourcing”.

Using a dataset of 18 local government seekers that use the same intermediary to conduct more than 2,000 crowdsourcing projects, we develop a model of seeker crowdsourcing implementation that links a previously-unstudied variance in seeker intent and engagement strategies, at the organizational level, to differences in project team motivation and capabilities, in turn leading to varying online engagement behaviors and ultimately project outcomes. Comparing and contrasting governmental with the more familiar corporate context, we further find that the non-pecuniary orientation of both seekers and solvers means that the motives of government crowdsourcing differ fundamentally from corporate crowdsourcing, but that the process more closely resembles a corporate-sponsored community rather than government-sponsored contests. More broadly, we offer insights on how seeker organizational factors and choices shape project-level implementation and success of crowdsourcing efforts, as well as suggest implications for open innovation activities of other smaller, geographicallybound organizations….(More)”.

Digital Transformation at Scale: Why the Strategy Is Delivery

It is based on the authors’ experience designing and helping to deliver the UK’s Government Digital Service (GDS). The GDS was a new institution made responsible for the digital transformation of government, designing public services for the Internet era. It snipped £4 billion off the government’s technology bill, opened up public sector contracts to thousands of new suppliers, and delivered online services so good that citizens chose to use them over the offline alternatives, without a big marketing campaign. New Repository of Government Data Visualizations and Maps


Press Release: “Data-Smart City Solutions, a program of Harvard Kennedy School’s Ash Center for Democratic Governance and Innovation, today launched a searchable public database comprising cutting-edge examples of public sector data use. The “Solutions Search” indexes interactive maps and visualizations, spanning civic issue areas such as transportation, public health, and housing, that are helping data innovators more accurately understand and illustrate challenges, leading to optimized solutions.

The new user-friendly public database includes 200 data-driven models for civic technologists, community organizations, and government employees. “By showcasing successful data-driven initiatives from across the country, we have the opportunity to help city leaders learn from each other and avoid reinventing the wheel,” noted Stephen Goldsmith, Daniel Paul Professor of the Practice of Government and faculty director of the Innovations in Government Program at the Ash Center, who also leads the Civic Analytics Network, a national network of municipal chief data officers.

This new Harvard database spans city, county, state, and federal levels, and features a wide variety of interventions and initiatives, including maps, data visualizations, and dashboards. Examples include the California Report Card and GradeDC.gov, dashboards that measurecommunity health – and run on citizen input, allowing residents to rank various city services and agencies. Accountability in modern government: what are the issues?


Discussion Paper by Benoit Guerin, Julian McCrae and Marcus Shepheard: “…Accountability lies at the heart of democratic government. It enables people to know how the Government is doing and how to gain redress when things go wrong. It ensures ministers and civil servants are acting in the interests of the people they serve.

Accountability is a part of good governance and it can increase the trustworthiness and legitimacy of the state in the eyes of the public. Every day, 5.4 million public sector workers deliver services ranging from health care to schools to national defence.1 A host of bodies hold them to account – whether the National Audit Office undertaking around 60 value for money inquiries a year,2 Ofsted inspecting more than 5,000 schools per year, or the main Government ombudsman services dealing with nearly 80,000 complaints from the public in 2016/17 alone. More than 21,000 elected officials, ranging from MPs to local councillors, scrutinise these services on behalf of citizens.

When that accountability works properly, it helps the UK’s government to be among the best in the world. For example, public spending is authorised by Parliament and routinely stays within the limits set. The accountability that surrounds this – provided through oversight by the Treasury, audit by the National Audit Office and scrutiny by the Public Accounts Committee – is strong and dates back to the 19th century. However, in areas where that accountability is weak, the risk of failure – whether financial mismanagement, the collapse of services or chronic underperformance – increases. …

There are three factors underpinning the weak accountability that is perpetuating failure. They are: fundamental gaps in accountability in Whitehall; a failure of accountability beyond Whitehall to keep pace with an increasingly complex public sector landscape; and a pervading culture of blame….

This paper suggests potential options for strengthening accountability, based on our analysis. These involve changes to structures, increased transparency and moves to improve the culture. Can government stop losing its mind?


Report by Gavin Starks: “Can government remember? Is it condemned to repeat mistakes? Or does it remember too much and so see too many reasons why anything new is bound to fail?

While we are at the beginnings of a data revolution, we are also at a point where the deluge of data is creating the potential for an ‘information collapse’ in complex administrations: structured information and knowledge is lost in the noise or, worse, misinformation rises as fact.

There are many reasons for this: the technical design of systems, turnover of people, and contracting out. Information is stored in silos and often guarded jealously. Cultural and process issues lead to poor use of technologies. Knowledge is both formal (codified) and informal (held in people’s brains). The greatest value will be unlocked by combining these with existing and emerging tools.

This report sets out how the public sector could benefit from a federated, data-driven approach: one that provides greater power to its leaders, benefits its participants and users, and improves performance through better use of, and structured access to, data.

The report explores examples from the Open Data Institute, Open Banking Standard, BBC Archives, Ministry of Justice, NHS Blood and Transplant, Defence Science and Technology Laboratory and Ministry of Defence.

Recommendations:

  1. Design for open; build for search
  2. Build reciprocity into data supply chains
  3. Develop data ethics standards that can evolve at pace
  4. Create a Digital Audit Office
  5. Develop and value a culture of network thinking

To shorten the path between innovation and policy in a way that is repeatable and scalable, the report proposes six areas of focus be considered in any implementation design.

  1. Policy Providing strategic leadership and governance; framing and analysing economic, legal and regulatory impacts (e.g. GDPR, data ethics, security) and highlighting opportunities and threats.
  2. Culture Creating compelling peer, press and public communication and engagement that both address concerns and inspire people to engage in the solutions.
  3. Making Commissioning startups, running innovation competitions and programmes to create practice-based evidence that illustrates the challenges and business opportunities.
  4. Learning Creating training materials that aid implementation and defining evidence-based sustainable business models that are anchored around user-needs.
  5. Standards Defining common human and machine processes that enable both repeatability and scale within commercial and non-commercial environments.
  6. Infrastructure Defining and framing how people and machines will use data, algorithms and open APIs to create sustainable impact….(More)”.

Data in the EU: Commission steps up efforts to increase availability and boost healthcare data sharing


PressRelease: “Today, the European Commission is putting forward a set of measures to increase the availability of data in the EU, building on previous initiatives to boost the free flow of non-personal data in the Digital Single Market.

Data-driven innovation is a key enabler of market growth, job creation, particularly for SMEs and startups, and the development of new technologies. It allows citizens to easily access and manage their health data, and allows public authorities to use data better in research, prevention and health system reforms….

Today’s proposals build on the General Data Protection Regulation (GDPR), which will enter into application as of 25 May 2018. They will ensure:

  • Better access to and reusability of public sector data: A revised law on Public Sector Information covers data held by public undertakings in transport and utilities sectors. The new rules limit the exceptions that allow public bodies to charge more than the marginal costs of data dissemination for the reuse of their data. They also facilitate the reusability of open research data resulting from public funding, and oblige Member States to develop open access policies. Finally, the new rules require – where applicable – technical solutions like Application Programming Interfaces (APIs) to provide real-time access to data.
  • Scientific data sharing in 2018: new set of recommendations address the policy and technological changes since the last Commission proposal on access to and preservation of scientific information. They offer guidance on implementing open access policies in line with open science objectives, research data and data management, the creation of a European Open Science Cloud, and text and data-mining. They also highlight the importance of incentives, rewards, skills and metrics appropriate for the new era of networked research.
  • Private sector data sharing in business-to-business and business-to-governments contexts: A new Communication entitled “Towards a common European data space” provides guidance for businesses operating in the EU on the legal and technical principles that should govern data sharing collaboration in the private sector.
  • Securing citizens’ healthcare data while fostering European cooperation: The Commission is today setting out a plan of action that puts citizens first when it comes to data on citizens’ health: by securing citizens’ access to their health data and introducing the possibility to share their data across borders; by using larger data sets to enable more personalised diagnoses and medical treatment, and better anticipate epidemics; and by promoting appropriate digital tools, allowing public authorities to better use health data for research and for health system reforms. Today’s proposal also covers the interoperability of electronic health records as well as a mechanism for voluntary coordination in sharing data – including genomic data – for disease prevention and research….(More)”.
