The Knight Foundation: Pulling back the curtain on civic tech


The Knight Foundation: “A new report released today by Knight titled “The Emergence of Civic Tech: Investments in a Growing Field” aims to advance the movement by providing a starting place for understanding activity and investment in the sector. The report identifies more than $430 million of private and philanthropic investment directed to 102 civic tech organizations from January 2011 to May 2013. In total, the analysis identifies 209 civic tech organizations that cluster around pockets of activity such as tools that improve government data utility, community organizing platforms and online neighborhood forums. Along with the report, we’ve developed an interactive data visualization tool to explore the network of civic tech organizations and their connections to one another.
In addition to scanning civic tech organizations, the report examines investors in this growing field and implications for ongoing philanthropic support. An overwhelming 84 percent of funding to civic tech organizations has come from private capital, though philanthropic capital outpaces private investment in clusters of tech related to open government. The analysis reveals an opportunity for greater co-investment by foundations, which have rarely teamed with other types of investors to fund civic tech organizations. Finally, the report suggests a few areas—such as peer-to-peer sharing of goods and services—that have already attracted significant amounts of private capital where philanthropy could perhaps have more influence by pursuing policy changes than it could through more small grants.
Equally exciting for us has been piloting this new, data-driven approach for doing social sector research. Knight worked with Quid, a firm that specializes in data analytics and network analysis, to map the field and overlay investment data contained in Quid’s database dating back to January 2011. Our intention from the start was to make the data open and we’ve developed a civic tech data directory with all the organizations and investments included in the review.
But the real power of the review will come through continuing to update it over time. Our current analysis is certainly not exhaustive, and there have undoubtedly been investments in civic tech organizations that eluded Quid’s review of private and philanthropic reporting databases. That’s why we’re seeking feedback and suggestions for other organizations and investments to include in the analysis; we will continuously update the data directory and will refresh the analysis in 2014. We don’t see this as just an attempt to document civic tech’s past; it’s a step for building shared insights and strategies around the future of civic tech where none previously existed.”

'Fix-It Squads': prototyping a way to better work with business in fixing problems


DesignGov (AU): “Can you really understand a problem if you have no experience with it? And can you really fix a problem if you don’t understand it?
The public sector plays a key role in the business environment, and sometimes that includes the generation and the resolution of problems faced by businesses. Our research as part of the business and government interactions project suggests that when businesses face issues that relate to multiple government agencies and/or multiple jurisdictions, it can be difficult for them to convey their experience. A problem that is very real for them can seem distributed and minor to the parts of the public sector that are connected with it. It is also difficult for public servants to get across the ‘whole’ of the problem and what can be done about it, when the solution may require coordination across agencies and where it may be hard to prioritise competing issues.
Through the ‘Fix-It Squads’ concept, we’re investigating how problem resolution processes might be improved:

  • To give public servants the opportunity to become immersed in the problem at hand and to share in the lived experience of it
  • To give businesses the opportunity to explain and show the problem as they experience it, rather than in the terms of public sector agencies (who might be contributing to the problem).

Data Mining Reveals the Secret to Getting Good Answers


arXiv: “If you want a good answer, ask a decent question. That’s the startling conclusion to a study of online Q&As.

If you spend any time programming, you’ll probably have come across the question and answer site Stack Overflow. The site allows anybody to post a question related to programing and receive answers from the community. And it has been hugely successful. According to Alexa, the site is the 3rd most popular Q&A site in the world and 79th most popular website overall.
But this success has naturally led to a problem–the sheer number of questions and answers the site has to deal with. To help filter this information, users can rank both the questions and the answers, gaining a reputation for themselves as they contribute.
Nevertheless, Stack Overflow still struggles to weed out off topic and irrelevant questions and answers. This requires considerable input from experienced moderators. So an interesting question is whether it is possible to automate the process of weeding out the less useful question and answers as they are posted.
Today we get an answer of sorts thanks to the work of Yuan Yao at the State Key Laboratory for Novel Software Technology in China and a team of buddies who say they’ve developed an algorithm that does the job.
And they say their work reveals an interesting insight: if you want good answers, ask a decent question. That may sound like a truism, but these guys point out that there has been no evidence to support this insight, until now.
…But Yuan and co digged a little deeper. They looked at the correlation between well received questions and answers. And they discovered that these are strongly correlated.
A number of factors turn out to be important. These include the reputation of the person asking the question or answering it, the number of previous questions or answers they have posted, the popularity of their input in the recent past along with measurements like the length of the question and its title.
Put all this into a number cruncher and the system is able to predict the quality score of the question and its expected answers. That allows it to find the best questions and answers and indirectly the worst ones.
There are limitations to this approach, of course…In the meantime, users of Q&A sites can learn a significant lesson from this work. If you want good answers, first formulate a good question. That’s something that can take time and experience.
Perhaps the most interesting immediate application of this new work might be as a teaching tool to help with this learning process and to boost the quality of questions and answers in general.

El Hacker Cívico: Civic-Minded Techies Gain Sway with Government in Mexico and Beyond


in the Huffington Post: “A handful of young hackers looked up from their laptops when Jorge Soto burst into the upstairs office they shared in an old Mexico City house one morning last spring. Soto wanted to be sure they’d seen the front-page headline then flying across Twitter: Mexico’s congress was set to spend 115 million pesos (then US $9.3 million) on a mobile app that would let 500 lawmakers track legislative affairs from their cellphones — more than a hundred times what such software could cost.
To many in Mexico, what became known as the “millionaire’s app” was just the latest in an old story of bloated state spending; but Soto and his colleagues saw a chance to push a new approach instead. In two days, they’d covered their white office walls with ideas for a cheaper alternative and launched an online contest that drew input from more than 150 software developers and designers, producing five open-source options in two weeks.
Lawmakers soon insisted they’d never known about the original app, which had been quietly approved by a legislative administrative board; and a congressional spokesman rushed to clarify that the project had been suspended. Invited to pitch their alternatives to Congress, a half-dozen young coders took the podium in a sloping auditorium at the legislature. The only cost for their work: a 11,500-peso (then US $930) prize for the winner.
“We didn’t just ‘angry tweet,’ we actually did something,” Soto, a 28-year-old IT engineer and social entrepreneur, said at the time. “Citizens need to understand democracy beyond voting every few years, and government needs to understand that we’re willing to participate.”
Seven months later, Mexico’s president appears to have heard them, hiring Soto and nine others to launch one of the world’s first federal civic innovation offices, part of a broader national digital agenda to be formally unveiled today. Building on a model pioneered in a handful of U.S. cities since 2010, Mexico’s civic innovation team aims to integrate so-called “civic hackers” with policy experts already inside government — to not only build better technology, but to seed a more tech-minded approach to problem-solving across federal processes and policy. What began as outside activism is slowly starting to creep into government….Mexico’s app incident reflects a common problem in that process: wasteful spending by non-techie bureaucrats who don’t seem to know what they’re buying — at best, out-of-touch; at worst, party to crony contracting; and overseen, if at all, by officials even less tech-savvy than themselves. Citizens, in contrast, are adopting new technologies faster than much of the public sector, growing the gap between the efficiency and accountability that they expect as private consumers, and the bureaucratic, buggy experience that government still provides.
To break that cycle, a movement of community-minded “civic hackers” like Soto has stepped into the void, offering their own low-cost tools to make government more efficient, collaborative and transparent….The platform, named Codeando Mexico, has since hosted more than 30 civic-themed challenges.
With Soto as an advisor, the team seized on the scandal surrounding the “millionare’s app” to formally launch in March, calling for help “taking down the Mexican tech mafia” – a play on the big, slow software makers that dominate public contracting around the world. In that, Codeando Mexico tackled a central civic-tech target: procurement, widely considered one of the public spheres ripest for reform. Its goal, according to Wilhelmy, was to replace clueless or “compadrismo” crony contracting with micro-procurement, swapping traditional suppliers for leaner teams of open-source coders who can release and revise what they build in near real-time. “It’s like the Robin Hood of procurement: You take money that’s being spent on big projects and bring it to the developer community, giving them an opportunity to work on stuff that matters,” he said. “There’s a whole taboo around software: government thinks it has to be expensive. We’re sending a message that there are different ways to do this; it shouldn’t cost so much.”
The maker of the costly congressional app in question, Mexico City consultancy Pulso Legislativo, insisted last spring that its hefty price tag didn’t reflect its software as much as the aggregated data and analysis behind it. But critics were quick to note that Mexican lawmakers already had access to similar data compiled by at least five publicly-funded research centers – not to mention from INFOPAL, a congressional stats system with its own mobile application. With Mexico then in the midst of a contentious telecom reform, the public may’ve been especially primed to pounce on any hint of corruption or wasteful IT spending. Codeando Mexico saw an opening.
So it was that a crew of young coders, almost all under 23-years-old, traipsed into the legislature, a motley mix of suits and skinny jeans, one-by-one pitching a panel of judges that included the head of the congressional Science and Technology Committee. Drawing on public data culled by local transparency groups, their Android and iOS apps – including the winner, “Diputados” — allowed citizens to track and opine on pending bills and to map and contact their representatives — still a relatively new concept in Mexico’s young democracy.”

Accountability Technologies – Tools for Asking Hard Questions


New book by Dietmar Offenhuber and Katja Schechtner: “A growing part of the public is concerned about cities being designed and governed in a responsible way. In the contemporary information society, however, the democratic obligation of the citizens to inform themselves thoroughly, so that they can participate in public affairs has become impossible to fulfill. Rather than submitting to the opinions of self-proclaimed experts, citizens need new ways to make sense of what is going on around them. Accountability technologies stand for new innovative approaches to bottom-up governance: technologies to monitor those in power and hold them accountable for their actions. Accountability technologies are designed to coordinate citizen-led data collection, visualization and analysis in order to achieve social change. This book takes a close look at initiatives that have succeeded in making an impact on the reality of the city, as well as the motivations, strategies and tactics of the people who create and use these technologies. Power to the people: how open data is improving health service delivery


The Guardian: “…What’s really interesting is how this data can be utilised by citizens to enable them to make more informed choices and demand improved services in sectors such as health. A growing community of technologists and social activists is emerging across Africa, supported by a burgeoning network of technology innovation hubs. They’re beginning to explore the ways in which data can be utilised to improve health outcomes.
In Northern Uganda, the brutal Lord’s Resistance Army conflict displaced two million people, leaving the social infrastructure in tatters. In 2008, the government launched a Peace, Recovery and Development Plan, but progress has been limited. There are insufficient health centres to serve the population, a severe shortage of staff, drugs and equipment, and corruption is widespread.
Cipesa – an organisation that uses communication technologies to support poverty reduction and development – and Numec, a local media organisation, have launched the iParticipate project. A multimedia platform is being populated with baseline data outlining the current status of the health service across three districts….
In the same region, Wougnet is training women to use information technologies to tackle social challenges. Local officials and community members have formed voluntary social accountability committees and been trained in the use of an online platform to capture and store information relating to poor governance and corruption in the health sector, often via mobile phones.
The platform strengthened campaign efforts which resulted in the construction of a health centre in Aloni Parish. In Amuru district, five health workers were arrested following reports highlighting negligence.
In the village of Bagega in Nigeria, 400 children died and thousands suffered significant health problems as the result of lead poisoning caused by poor mining practices. The government pledged $5.3m (£3.23m) for remediation, but the funds never reached the affected region.
A local organisation, Follow the Money, created an infographic highlighting the government’s commitments and combined this with real life testimonies and photographs showing the actual situation on the ground. Within 48 hours of a targeted Twitter campaign, the president committed to releasing funds to the village and, in February this year, children started receiving long overdue medical attention.
All these initiatives depend on access to critical government data and an active citizens who feel empowered to effect change in their own lives and communities. At present, it’s often hard to access data which is sufficiently granular, particularly at district or local level. For citizens to be engaged with information from government, it also needs to be accessible in ways that are simple to understand and linked to campaigns that impact their daily lives.
Tracking expenditure can also operate across borders. Donors are beginning to open up aid data by publishing to the IATI registry. This transparency by donor governments should improve the effectiveness of aid spending and contribute towards improved health outcomes.
It’s hard to draw general conclusions about how technology can contribute towards improving health outcomes, particularly when context is so critical and the field is so new. Nonetheless, some themes are emerging which can maximise the chances of an intervention’s success.
It can at times be challenging to encourage citizens to report for an array of reasons, including a lack of belief in their ability to effect change, cultural norms, a lack of time and both perceived and real risks. Still, participation seems to increase when citizens receive feedback from reports submitted and when mechanisms are in place that enable citizens to take collective action. On-the-ground testimonies and evidence can also help shift public opinion and amplify critical messages.
Interventions are dramatically strengthened when integrated into wider programmes, implemented by organisations that have established a strong relationship with the communities in which they work. They need to be backed by at least one strong civil society organisation that can follow up on any reports, queries or challenges which may arise. Where possible, engagement from government and local leaders can make a real difference. Identifying champions within government can also significantly improve responsiveness.”

New business models for open data in the digital economy: a preliminary assessment of the literature

For the government, open data offers potential for improving public service delivery, transparency and efficiency of operations. Open data bring also promising opportunities to generate innovation and economic growth in the economy. By releasing open data, individuals and companies will build new products and services that can feed back into the economy and promote economic growth. Despite recent advances on the matter, the business models that may help extracting the potential value of open data are not well understood. In this research in progress, we review possible directions in the literature to address in what ways open data may be a source for new business and innovation, as well as what challenges and potential barriers emerge on its take up.”

Owning the city: New media and citizen engagement in urban design


Paper by Michiel de Lange and Martijn de Waal in First Monday : “In today’s cities our everyday lives are shaped by digital media technologies such as smart cards, surveillance cameras, quasi–intelligent systems, smartphones, social media, location–based services, wireless networks, and so on. These technologies are inextricably bound up with the city’s material form, social patterns, and mental experiences. As a consequence, the city has become a hybrid of the physical and the digital. This is perhaps most evident in the global north, although in emerging countries, like Indonesia and China mobile phones, wireless networks and CCTV cameras have also become a dominant feature of urban life (Castells, et al., 2004; Qiu, 2007, 2009; de Lange, 2010). What does this mean for urban life and culture? And what are the implications for urban design, a discipline that has hitherto largely been concerned with the city’s built form?
In this contribution we do three things. First we take a closer look at the notion of ‘smart cities’ often invoked in policy and design discourses about the role of new media in the city. In this vision, the city is mainly understood as a series of infrastructures that must be managed as efficiently as possible. However, critics note that these technological imaginaries of a personalized, efficient and friction–free urbanism ignore some of the basic tenets of what it means to live in cities (Crang and Graham, 2007).
Second, we want to fertilize the debates and controversies about smart cities by forwarding the notion of ‘ownership’ as a lens to zoom in on what we believe is the key question largely ignored in smart city visions: how to engage and empower citizens to act on complex collective urban problems? As is explained in more detail below, we use ‘ownership’ not to refer to an exclusive proprietorship but to an inclusive form of engagement, responsibility and stewardship. At stake is the issue how digital technologies shape the ways in which people in cities manage coexistence with strangers who are different and who often have conflicting interests, and at the same time form new collectives or publics around shared issues of concern (see, for instance, Jacobs, 1992; Graham and Marvin, 2001; Latour, 2005). ‘Ownership’ teases out a number of shifts that take place in the urban public domain characterized by tensions between individuals and collectives, between differences and similarities, and between conflict and collaboration.
Third, we discuss a number of ways in which the rise of urban media technologies affects the city’s built form. Much has been said and written about changing spatial patterns and social behaviors in the media city. Yet as the editors of this special issue note, less attention has been paid to the question how urban new media shape the built form. The notion of ownership allows us to figure the connection between technology and the city as more intricate than direct links of causality or correlation. Therefore, ownership in our view provides a starting point for urban design professionals and citizens to reconsider their own role in city making.
Questions about the role of digital media technologies in shaping the social fabric and built form of urban life are all the more urgent in the context of challenges posed by rapid urbanization, a worldwide financial crisis that hits particularly hard on the architectural sector, socio–cultural shifts in the relationship between professional and amateur, the status of expert knowledge, societies that face increasingly complex ‘wicked’ problems, and governments retreating from public services. When grounds are shifting, urban design professionals as well as citizens need to reconsider their own role in city making.”

Towards a 21st Century Parliament


Speech by the Speaker of the House of Commons, the Rt Hon John Bercow MP: “…Despite this, there is an enormous challenge out there not only for the House of Commons and Parliament as a whole but for all legislatures in the 21st century. That challenge is how we reconcile traditional concepts and institutions of representative democracy with the technological revolution which we have witnessed over the past decade or two which has created both a demand for and an opportunity to establish a digital democracy. Quietly, over past decades, a radically different world has emerged which in time will make the industrial revolution seem minor.
There has been much research conducted in to this at the academic level and in individual initiatives and publications, not least those with which the Hansard Society has had the wisdom to become involved. But it is hard to see exactly where we are and hard to understand the notion of ‘trust’ in this brave new world, uncertain as it is. Indeed, there has not been one single overarching strategy for how we might move from where we are now to what a parliament in a digital democracy may look like, nor is there one role model from whom we can all take inspiration. That said, Estonia, where a quarter of the votes cast at its last national election in 2011 and perhaps half of those which will be recorded at its 2015 elections, were delivered online is something of a market leader in this regard and well worth investigation.
I am convinced that we need an innovation of our own to create such a map and a compass and to invite outside expertise in to assist us in this endeavour.
That is why I am announcing today the creation of a Speaker’s Commission on Digital Democracy, the core membership of which will be assembled in the next few weeks, supplemented by a circle of around 30 expert Commissioners and reinforced I hope by up to 60 million members of the public. This exercise will start in early 2014 and report in early 2015, a special year for Parliament as it will be the 750th anniversary of the de Montfort Parliament along with the 800th anniversary of the Magna Carta, the document that set the scene for the 1265 Parliament to come later.
Digital democracy will have some universal features but others which vary nation by nation. It is yet another change which pushes against formality and for flexibility. Its elements might include online voting, e-dialogue between representatives and those represented, increased interconnectedness between the functions of representation, scrutiny and legislation, multiple concepts of what is a constituency, flexibility about what is debated when and how, and a much more intense pace for invention and adaptation. What we are talking about here is nothing less than a Parliament version 2.0….”

Article in the Financial Times by Eric Openshaw John Hagel: “Talent holds the key to company performance. From business units to Finance to IT, getting the right skills to the right place at the right time is a constant challenge. Now consider that workplace technologies are becoming obsolete faster, and the useful life of many skills is shorter. Workers at all levels need to be able to learn and relearn rapidly to adapt to and anticipate changing demands. Recruitment and retention initiatives can’t address the need, nor can standardised training programs and knowledge management.
New technologies offer an opportunity to rethink both talent development and traditional knowledge management and integrate learning directly into the daily work experience. Virtual platforms enable workers to connect with each other to solve problems across distributed work settings and beyond organisational boundaries.
The preponderance of sensors and advanced analytics today make it more possible than ever to collect and share individual’s real-time performance in a variety of settings. Sensors and the integration of social platforms into work allows for knowledge and experiences to be captured automatically, as they occur, rather than depending on compliance and coerced participation to populate reputation profiles and knowledge management databases. These technologies support rich, context-specific learning and participation driven by momentum as users discover and create value.
Training programs and knowledge management have a place, but they may not deliver the skilled workers needed to the right place and time in a rapidly changing environment. Pre-developed content quickly becomes obsolete or lacks the context to make it relevant to the individual. Perhaps more importantly, classroom training and knowledge databases tend to focus on the commonalities between work, the standard processes and practices, when in fact workers spend most of their days dealing with the exceptions that don’t fit into the standard processes and systems, whether it’s a one-off shipping request or a customer who can’t make your software work with their hardware. Workers typically get better at handling the non-standard aspects of their work through on-the-job experience…

In a recent paper, we detailed nine principles that help to create the type of environment that fosters learning and improvement. The following three principles demonstrate how technology can play an important role in enabling this on-the-job learning and in amplifying the learning, especially across a virtual workforce.

Real-time feedback for individuals and teams. For workers to improve performance and learn what works or doesn’t work, they need to have a context-specific understanding of what is expected and how they are doing relative to others, in the moment rather than three- or six-months down the line.
At virtual call-centre LiveOps, the independent agents see customer and program-specific metrics on an online dashboard. These metrics define the level of performance necessary for agents to remain eligible to take calls for a program and are continuously updated, providing real-time feedback after each call so that agents can see how they are doing relative to their peer group and where they can improve. This level of performance data transparency creates a meritocracy, as agents are compared to their peers and rewarded based on their relative performance.
Smart capture and share. In any work setting, a great deal of information is generated and exchanged in meetings, conversations, instant messages, and email. Easy access to that information helps foster collaboration, solve problems, and improve business processes. At SAP Community Network (SCN), intelligent cataloguing of insights from discussion forums, tagged for searchability, helps make the right information available at the right time to those who need it without requiring the burdensome documentation associated with typical knowledge management. Other users can search for solutions in the context of the original problem posed, as well as through related discussions that may have led to an ultimate solution. Instead of days of internal debate or experimentation, the typical time to receive a response is 17 minutes.
Helping workers make relevant connections. In a typical organisation, physical or virtual, it can be difficult to know who everyone is and what their experience, expertise, and interests are, and the typical knowledge and resource management tools that require individuals to maintain profiles rarely see the level of continuing compliance and participation to make them useful. Instead, workers tend to fall back on relationships. They seek help and learn from those already known to them.
Now, virtual platforms, such as the one used by Odesk, a global online workplace, automatically generate detailed, up-to-date profiles. These profiles include the contractor’s cumulative and historical ratings and hourly wages for each completed project as well as the scores for any tests or certifications. The same type of automatic, action-based reputation profiles can be used internally to facilitate assessing and connecting with the right co-workers for the job at hand…”
