A Republic of Equals: A Manifesto for a Just Society

Responsible Data for Children


New Site and Report by UNICEF and The GovLab: “RD4C seeks to build awareness regarding the need for special attention to data issues affecting children—especially in this age of changing technology and data linkage; and to engage with governments, communities, and development actors to put the best interests of children and a child rights approach at the center of our data activities. The right data in the right hands at the right time can significantly improve outcomes for children. The challenge is to understand the potential risks and ensure that the collection, analysis and use of data on children does not undermine these benefits.

Drawing upon field-based research and established good practice, RD4C aims to highlight and support best practice data responsibility; identify challenges and develop practical tools to assist practitioners in evaluating and addressing them; and encourage a broader discussion on actionable principles, insights, and approaches for responsible data management.

Uses and Reuses of Scientific Data: The Data Creators’ Advantage

Wofford: “Open access to data, as a core principle of open science, is predicated on assumptions that scientific data can be reused by other researchers. We test those assumptions by asking where scientists find reusable data, how they reuse those data, and how they interpret data they did not collect themselves. By conducting a qualitative meta-analysis of evidence on two long-term, distributed, interdisciplinary consortia, we found that scientists frequently sought data from public collections and from other researchers for comparative purposes such as “ground-truthing” and calibration. When they sought others’ data for reanalysis or for combining with their own data, which was relatively rare, most preferred to collaborate with the data creators.

We propose a typology of data reuses ranging from comparative to integrative. Comparative data reuse requires interactional expertise, which involves knowing enough about the data to assess their quality and value for a specific comparison such as calibrating an instrument in a lab experiment. Integrative reuse requires contributory expertise, which involves the ability to perform the action, such as reusing data in a new experiment. Data integration requires more specialized scientific knowledge and deeper levels of epistemic trust in the knowledge products. Metadata, ontologies, and other forms of curation benefit interpretation for any kind of data reuse. Based on these findings, we theorize the data creators’ advantage, that those who create data have intimate and tacit knowledge that can be used as barter to form collaborations for mutual advantage. Belgian experiment that Aristotle would have approved of


The Economist: “In a sleepy corner of Belgium, a democratic experiment is under way. On September 16th, 24 randomly chosen Germanophones from the country’s eastern fringe took their seats in a Citizens’ Council. They will have the power to tell elected officials which issues matter, and for each such issue to task a Citizens’ Assembly (also chosen at random) with brainstorming ideas on how to solve them. It’s an engaged citizen’s dream come true.

Belgium’s German-speakers are an often-overlooked minority next to their Francophone and Flemish countrymen. They are few in number—just 76,000 people out of a population of 11m—yet have a distinct identity, shaped by their proximity to Germany, the Netherlands and Luxembourg. Thanks to Belgium’s federal system the community is thought to be the smallest region of the EU with its own legislative powers: a parliament of 25 representatives and a government of four decides on policies related to issues including education, sport, training and child benefits.

This new system takes democracy one step further. Based on selection by lottery—which Aristotle regarded as real democracy, in contrast to election, which he described as “oligarchy”—it was trialled in 2017 and won enthusiastic reviews from participants, officials and locals.

Under the “Ostbelgien Model”, the Citizens’ Council and the assemblies it convenes will run in parallel to the existing parliament and will set its legislative agenda. Parliamentarians must consider every proposal that wins support from 80% of the council, and must publicly defend any decision to take a different path.

Some see the project as a tool that could counter political discontent by involving ordinary folk in decision-making. But for Alexander Miesen, a Belgian senator who initiated the project, the motivation is cosier. “People would like to share their ideas, and they also have a lot of experience in their lives which you can import into parliament. It’s a win-win,” he says.

Selecting decision-makers by lottery is unusual these days, but not unknown: Ireland randomly selected the members of the Citizens’ Assembly that succeeded in breaking the deadlock on abortion laws. Referendums are a common way of settling important matters in several countries. But in Eupen, the largest town in the German-speaking region, citizens themselves will come up with the topics and policies which parliamentarians then review, rather than expressing consent to ideas proposed by politicians. Traditional decision-makers still have the final say, but “citizens can be sure that their ideas are part of the process,” says Mr Miesen….(More)”.

The Impact of Open Data on Public Procurement


Paper by Raphael Duguay, Thomas Rauter and Delphine Samuels: “We examine how the increased accessibility of public purchasing data affects competition, prices, contract allocations, and contract performance in government procurement. The European Union recently made its already public but difficult-to-access information about the process and outcomes of procurement awards available for bulk download in a user-friendly format.

Comparing government contracts above EU publication thresholds with contracts that are not, we find that increasing the public accessibility of procurement data raises the likelihood of having competitive bidding processes, increases the number of bids per contract, and facilitates market entry by new vendors. Following the open data initiative, procurement prices decrease and EU government agencies are more likely to award contracts to the lowest bidder.

However, the increased competition comes at a cost ─ firms execute government contracts with more delays and ex-post price renegotiations. These effects are stronger for new vendors, complex procurement projects, and contracts awarded solely based on price. Overall, our results suggest that open procurement data facilitates competition and lowers ex-ante procurement prices but does not necessarily increase allocative efficiency in government contracting….(More)”.

Human Capital and Administrative Burden: The Role of Cognitive Resources in Citizen-State Interactions


Paper by Julian Christensen et al: “One means by which the state reinforces inequality is by imposing administrative burdens that loom larger for citizens with lower levels of human capital. Integrating insights from various disciplines, we focus on one aspect of human capital, cognitive resources. We outline a model that explains how burdens and cognitive resources, especially executive functioning, interrelate. We then provide illustrative examples, by highlighting three common life factors – scarcity, health problems, and age-related cognitive decline. These factors create a human capital Catch-22, increasing people’s likelihood of needing state assistance while simultaneously undermining the cognitive resources required to negotiate the burdens they encounter while seeking such assistance. The result is to reduce access to state benefits and increase inequality. We conclude by calling for scholars of behavioral public administration and public administration more generally to incorporate more attention to human capital into their research….(More)”.

Is it time to challenge the power of philanthropy?


Blog post by Magdalena Kuenkel: “Over the past six months, we’ve partnered with Nesta to explore some of these questions. In the “Foundation Horizon Scan,” unveiled at an event today with sector leaders, we take the long view to explore the future of philanthropic giving. In compiling the report, we reviewed relevant literature and spoke to over 30 foundation leaders and critics internationally to understand what the challenges to foundations’ legitimacy and impact mean in practice and how foundations are responding to them today. 

We learned about new grantmaking practices that give more power to grantees and/or beneficiaries and leverage the power of digital technologies. We heard about alternative governance models to address power imbalances and saw many more collaborative efforts (big and small) to address today’s complex challenges. We spoke to funders who prioritise place-based giving in order to ensure that beneficiaries’ voices are heard.

Alongside these practical responses, we also identified eight strategic areas where foundations face difficult trade-offs:

  • Power and control
  • Diversity
  • Transparency
  • Role in public sector delivery
  • Time horizons
  • Monitoring, evaluation and learning
  • Assets
  • Collaboration 

There are no simple solutions. When devising future strategies, foundations will inevitably have to make tradeoffs between different priorities. Pursuing one path might well mean forfeiting the benefits afforded by a different approach. Near-term vs. long-term? Supporting vs. challenging government? Measuring vs. learning?

How We Became Our Data


Book by Colin Koopman: “We are now acutely aware, as if all of the sudden, that data matters enormously to how we live. How did information come to be so integral to what we can do? How did we become people who effortlessly present our lives in social media profiles and who are meticulously recorded in state surveillance dossiers and online marketing databases? What is the story behind data coming to matter so much to who we are?


In How We Became Our Data, Colin Koopman excavates early moments of our rapidly accelerating data-tracking technologies and their consequences for how we think of and express our selfhood today. Koopman explores the emergence of mass-scale record-keeping systems like birth certificates and social security numbers, as well as new data techniques for categorizing personality traits, measuring intelligence, and even racializing subjects. The Digital Roadmap


Report by the Pathway for Prosperity Commission: “The Digital Roadmap presents an overarching vision for a globally connected world that both delivers on the opportunities presented by technology, and limits downside risks. Importantly, it also sets out how this vision can be achieved.

Craft a digital compact for inclusive development

Embracing country-wide digital change will be disruptive. Navigating it requires coordinated action. Reconfiguring an economy will result in some resistance. The best way to achieve buy-in, and to balance trade-offs, is through dialogue: the private sector and civil society in its broadest sense (including community leaders, academia, trade unions, NGOs, and faith groups). The political economy of upheaval is difficult, but change can be managed with discussions that are inclusive of multiple groups. These dialogues should result in a national digital compact: a shared vision of the future to which everyone commits. The Pathways Commission has supported three countries – Ethiopia, Mongolia and South Africa – as they each developed country-wide digital strategies, using the Digital Economy Kit.

Put people at the centre of the digital future

Rapid technological affects peoples’ lives.Failure to put people at the centre of social and economic change can lead to social unrest. The pace and intensity of change means it’s all the more important that people are at the centre of the digital future – not the technology. This requires equipping people to benefit from opportunities, while also protecting them from the potential harms of the digital age. Governments should take responsibility for ensuring that vocational education is truly useful for workers and for business in the digital age. The private sector needs to be involved in keeping curricula up to date.

Build the digital essentials

Digital products and services cannot be created in a vacuum – essential components need to be in place: physical infrastructure, foundational digital systems (such as digital identification and mobile money), and capital to invest in innovation. These are the basic ingredients needed for existing firms to adopt more productive technologies, and for digital entrepreneurs to build and innovate. Having reliable infrastructure and interoperable systems means that firms and service providers can focus on their core business, without having to build an enabling environment from scratch.

Reach everyone with digital technologies

If technology is to be a force for development for everyone, it must reach everyone.Just over half of the world’s population is connected to a digital life; for the rest, digital opportunities don’t mean much. Without digital connections, people can’t participate in digital work platforms, benefit from new technologies in education, or engage with government services online. Women, people with lower levels of education, and people in poverty are usually those who lack digital access. Reaching everyone requires looking beyond current business models. The private sector needs to design for inclusion, ensuring the poorest and most marginalised consumers, to ensure they are not left even further behind.

Govern technology for the future

The unprecedented pace of change and emergence of new risks in the digital era (such as algorithmic bias, cybersecurity, and threats to privacy) are creating headaches for even the most well-resourced countries. For developing countries, the challenges are even bigger. Digital technologies fundamentally shape what people do and how they do it: freelancers may face algorithms that determine chances to get hired. Banks might face a financial system with heightened risk from new, non-bank deposit holders. These issues, and many others, require new and adaptive approaches to decision-making. An Open Letter to Law School Deans about Privacy Law Education in Law Schools


Daniel Solove: “Recently a group of legal academics and practitioners in the field of privacy law sent a letter to the deans of all U.S. law schools about privacy law education in law schools.  My own brief intro about this endeavor is here in italics, followed by the letter. The signatories to the letter have signed onto the letter, not this italicized intro.

Although the field of privacy law grown dramatically in past two decades, education in law schools about privacy law has significantly lagged behind.  Most U.S. law schools lack a course on privacy law. Of those that have courses, many are small seminars, often taught by adjuncts.  Of the law schools that do have a privacy course, most often just have one course. Most schools lack a full-time faculty member who focuses substantially on privacy law.

This state of affairs is a great detriment to students. I am constantly approached by students and graduates from law schools across the country who are wondering how they can learn about privacy law and enter the field. Many express great disappointment at the lack of any courses, faculty, or activities at their schools.

After years of hoping that the legal academy would wake up and respond, I came to the realization that this wasn’t going to happen on its own. The following letter [click here for the PDF version] aims to make deans aware of the privacy law field. I hope that the letter is met with action….(More)”.
