Owning the city: New media and citizen engagement in urban design


Paper by Michiel de Lange and Martijn de Waal in First Monday : “In today’s cities our everyday lives are shaped by digital media technologies such as smart cards, surveillance cameras, quasi–intelligent systems, smartphones, social media, location–based services, wireless networks, and so on. These technologies are inextricably bound up with the city’s material form, social patterns, and mental experiences. As a consequence, the city has become a hybrid of the physical and the digital. This is perhaps most evident in the global north, although in emerging countries, like Indonesia and China mobile phones, wireless networks and CCTV cameras have also become a dominant feature of urban life (Castells, et al., 2004; Qiu, 2007, 2009; de Lange, 2010). What does this mean for urban life and culture? And what are the implications for urban design, a discipline that has hitherto largely been concerned with the city’s built form?
In this contribution we do three things. First we take a closer look at the notion of ‘smart cities’ often invoked in policy and design discourses about the role of new media in the city. In this vision, the city is mainly understood as a series of infrastructures that must be managed as efficiently as possible. However, critics note that these technological imaginaries of a personalized, efficient and friction–free urbanism ignore some of the basic tenets of what it means to live in cities (Crang and Graham, 2007).
Second, we want to fertilize the debates and controversies about smart cities by forwarding the notion of ‘ownership’ as a lens to zoom in on what we believe is the key question largely ignored in smart city visions: how to engage and empower citizens to act on complex collective urban problems? As is explained in more detail below, we use ‘ownership’ not to refer to an exclusive proprietorship but to an inclusive form of engagement, responsibility and stewardship. At stake is the issue how digital technologies shape the ways in which people in cities manage coexistence with strangers who are different and who often have conflicting interests, and at the same time form new collectives or publics around shared issues of concern (see, for instance, Jacobs, 1992; Graham and Marvin, 2001; Latour, 2005). ‘Ownership’ teases out a number of shifts that take place in the urban public domain characterized by tensions between individuals and collectives, between differences and similarities, and between conflict and collaboration.
Third, we discuss a number of ways in which the rise of urban media technologies affects the city’s built form. Much has been said and written about changing spatial patterns and social behaviors in the media city. Yet as the editors of this special issue note, less attention has been paid to the question how urban new media shape the built form. The notion of ownership allows us to figure the connection between technology and the city as more intricate than direct links of causality or correlation. Therefore, ownership in our view provides a starting point for urban design professionals and citizens to reconsider their own role in city making.
Questions about the role of digital media technologies in shaping the social fabric and built form of urban life are all the more urgent in the context of challenges posed by rapid urbanization, a worldwide financial crisis that hits particularly hard on the architectural sector, socio–cultural shifts in the relationship between professional and amateur, the status of expert knowledge, societies that face increasingly complex ‘wicked’ problems, and governments retreating from public services. When grounds are shifting, urban design professionals as well as citizens need to reconsider their own role in city making.”

Making Europe's cities smarter


Press Release: “At a conference today hosted by the European Commission, city leaders, CEOs and civil society leaders discussed the actions outlined in the “Smart Cities Strategic Implementation Plan” and how to put them into practice. The Commission announced that it will launch an ‘Invitation for Smart City and Community Commitments’ in spring 2014 to mobilise work on the action plan’s priorities. The plan is part of Europe’s fifth “Innovation Partnership”.
Commission Vice-President Siim Kallas, in charge of transport, said: “I am very pleased to see transport operators, telecoms companies, vehicle manufacturers, city planners, energy companies and researchers all gathered in one room to discuss the future of our cities. The Smart Cities initiative is a great opportunity to make changes happen for less congestion and better business opportunities in our cities. We need to keep up the momentum and move from plan to action now.”
Commission Vice-President Neelie Kroes, responsible for the Digital Agenda, said: “The future of infrastructure and city planning will be based on integrating ICT systems and using big data to make our cities better places to live and work. We need to base those new systems on open standards for hardware, software, data and services which this European Innovation Partnership will develop.”
Günther H. Oettinger, EU Commissioner for energy, said: “The European Innovation Partnership for Smart Cities and Communities is about making investments in sustainable development in as many cities as possible. Creating equal partnerships between cities and companies based on synergies between ICT, energy and mobility will lead to projects that make a real difference in our everyday lives.”
The Commission intends to make available approximately EUR 200 million for Smart Cities and communities in the 2014-2015 budgets of the Horizon 2020 research and innovation programme, to accelerate progress and enlarge the scale of roll-out of smart cities solutions. There will also be possibilities to access the European Structural and Investment Funds.

Neighborhood Buzz: What people are tweeting in your city.


“Neighborhood Buzz is an experimental system that lets you find out what people in your neighborhood, and neighborhoods in cities around the country, are talking about on Twitter. When you select a neighborhood from a city map, Neighborhood Buzz displays the main topics that people in that neighborhood are discussing — politics, sports, food, etc. — and then lets you drill down to look at the individual tweets in those categories.
The system also lets you see, at a glance, how much people in different neighborhoods in a city are talking about a given topic through a “heat map” overlay on the city’s geographical map.
Neighborhood Buzz uses geo-located tweets as input. Only a small fraction of tweets currently have location tags, but the number is sufficient to provide tens or hundreds of tweets per neighborhood per day.
The topical categorizer that the system uses is statistical — which means that even though we show only the tweets we are most confident the system is categorizing correctly, it still sometimes makes mistakes. You can let us know when the system has incorrectly categorized a tweet, and eventually that will help us to improve the system.
Neighborhood Buzz was originally developed at Northwestern University Knight Lab in our joint projects class in technology and journalism, involving students and faculty from the Medill School of Journalism and the McCormick School of Engineering, Dept. of Electrical Engineering and Computer Science, at Northwestern. It was then re-architected and further developed at the Knight Lab.”

Can These Entrepreneurs Solve The Intractable Problems Of City Government?


FastCoExist: “In case the recent Obamacare debacle didn’t make it clear enough, the government has some serious problems getting technology to work correctly. This is something that President Obama has recognized in the past. In July, he made this statement: “I’m going to be asking more people around the country–more inventors and entrepreneurs and visionaries–to sign up to serve. We’ve got to have the brightest minds to help solve our biggest challenges.”
In San Francisco, that request has been taken on by the newly minted Entrepreneur-in-Residence (EIR) program–the first ever government-run program that helps startups to develop technologies that can be used to deal with pressing government issues. It’s kind of like a government startup incubator. This week, the EIR program announced 11 finalists for the program, which received 200 applications from startups across the world. Three to five startups will ultimately be chosen for the opportunity….
The 11 finalists range from small startups with just a handful of people doing cutting-edge work to companies valued at over $1 billion. Some of the highlights:

  • Arrive Labs, a company that crowdsources public transit data and combines it with algorithms and external conditions (like the weather) to predict congestion, and to offer riders faster alternatives.
  • A startup called Regroup that offers group messaging through a number of channels, including email, text, Facebook, Twitter, and digital signs.
  • Smart waste management company Compology, which is working on a wireless waste monitoring system to tell officials what’s inside city dumpsters and when they are full.
  • Birdi, a startup developing smart air quality, carbon monoxide, and smoke detectors that send alerts to your smartphone. The company also has an open API so that developers can pull in public outdoor air quality data.
  • Synthicity’s 3-D digital city simulation (think “real-life Simcity”), which is based on urban datasets. The simulation is geared towards transportation planners, urban designers, and others who rely on city data to make decisions…”

The Open Government Illusion


Katherine Barrett and Richard Greene in GOVERNING: “The easier it is for us to find important information about cities, counties and states, the better we’re able to report on topics of interest to our readers. But transparency isn’t just about us. It can help citizen organizations, good government bodies, advocacy groups, the press at large and even the general public. What’s more, accessible information makes it easier for legislators and city council members to drill down to the facts, creating more capacity for informed decision-making.
To be sure, progress has been made on a number of transparency fronts, and we certainly appreciate the additional data we’re able to find easily each year. That said, from our personal experience and conversations with experts in the field, much of the talk about heightened transparency in government is more rhetoric than reality.
Take so-called “online spending transparency,” or Web-based checkbooks that offer a clear and simple way to see where tax dollars are going. All 50 states have them. Optimally users would get, according to the nonprofit U.S. Public Interest Research Group (PIRG), a host of “checkbook-level information about expenditures including those made through contracts, grants, tax credits and other discretionary spending.”
Sounds swell, and in fact, PIRG’s studies of the 50 states have revealed consistent improvement. Each year, the organization has raised the bar on its criteria for grading the states. Still, in its most recent work, five states were given an F: California, Hawaii, North Dakota, Wisconsin and Wyoming. According to Phineas Baxandall, senior analyst for U.S. PIRG, in lagging and failing states—the dozen that got D’s and F’s—“you’ll find PDFs instead of searchable, sortable databases; you’ll find much more partial information about departments, and they generally don’t integrate economic subsidies.”
When it comes to disclosures of any kind there’s a huge chunk of information that’s as transparent as a window with the blinds closed. This includes a host of entities that generally don’t get their cash through the general fund. Starting the list are affiliated not-for-profits set up to provide government services and often funded through so-called “corporate funds” or grants, as well as public-private partnerships, authorities and a variety of other quasi-governmental bodies.”

How the City of San Francisco uses Social Media to Connect with Citizens

Google's Civic Information API: now connecting US users with their representatives


Jonathan Tomer, Software Engineer at Google Blog: “Many applications track and map governmental data, but few help their users identify the relevant local public officials. Too often local problems are divorced from the government institutions designed to help. Today, we’re launching new functionality in the Google Civic Information API that lets developers connect constituents to their federal, state, county and municipal elected officials—right down to the city council district.
The Civic Information API has already helped developers create apps for US elections that incorporate polling place and ballot information, from helping those affected by Superstorm Sandy find updated polling locations over SMS to learning more about local races through social networks. We want to support these developers in their work beyond elections, including everyday civic engagement.
In addition to elected representatives, the API also returns your political jurisdictions using Open Civic Data Identifiers. We worked with the Sunlight Foundation and other civic technology groups to create this new open standard to make it easier for developers to combine the Civic Information API with their datasets. For example, once you look up districts and representatives in the Civic Information API, you can match the districts up to historical election results published by Open Elections.
Developers can head over to the documentation to get started; be sure to check out the “Map Your Reps” sample application from Bow & Arrow to get a sense of what the API can do. You can also see the API in action today through new features from some of our partners, for example:

  • Change.org has implemented a new Decision Makers feature which allows users to direct a petition to their elected representative and lists that petition publicly on the representative’s profile page. As a result, the leader has better insight into the issues being discussed in their district, and a new channel to respond to constituents.
  • PopVox helps users share their opinions on bills with their Congressional Representatives in a meaningful format. PopVox uses the API to connect the user to the correct Congressional District. Because PopVox verifies that users are real constituents, the opinions shared with elected officials have more impact on the political process.
