Smart Cities: Digital Solutions for a More Livable Future


Report by the McKinsey Global Institute (MGI): “After a decade of experimentation, smart cities are entering a new phase. Although they are only one part of the full tool kit for making a city great, digital solutions are the most powerful and cost-effective additions to that tool kit in many years. This report analyzes dozens of current applications and finds that cities could use them to improve some quality-of-life indicators by 10–30 percent.It also finds that even the most cutting-edge smart cities on the planet are still at the beginning of their journey. ƒ

Smart cities add digital intelligence to existing urban systems, making it possible to do more with less. Connected applications put real-time, transparent information into the hands of users to help them make better choices. These tools can save lives, prevent crime, and reduce the disease burden. They can save time, reduce waste, and even help boost social connectedness. When cities function more efficiently, they also become more productive places to do business. ƒ

MGI assessed how dozens of current smart city applications could perform in three sample cities with varying legacy infrastructure systems and baseline starting points. We found that these tools could reduce fatalities by 8–10 percent, accelerate emergency response times by 20–35 percent, shave the average commute by 15–20 percent, lower the disease burden by 8–15 percent, and cut greenhouse gas emissions by 10–15 percent, among other positive outcomes. ƒ

Our snapshot of deployment in 50 cities around the world shows that wealthier urban areas are generally transforming faster, although many have low public awareness and usage of the applications they have implemented. Asian megacities, with their young populations of digital natives and big urban problems to solve, are achieving exceptionally high adoption. Measured against what is possible today, even the global leaders have more work to do in building out the technology base, rolling out the full range of possible applications, and boosting adoption and user satisfaction. Many cities have not yet implemented some of the applications that could have the biggest potential impact. Since technology never stands still, the bar will only get higher. ƒ

The public sector would be the natural owner of 70 percent of the applications we examined. But 60 percent of the initial investment required to implement the full range of applications could come from private actors. Furthermore, more than half of the initial investment made by the public sector could generate a positive return, whether in direct savings or opportunities to produce revenue. ƒ

The technologies analyzed in this report can help cities make moderate or significant progress toward 70 percent of the Sustainable Development Goals. Yet becoming a smart city is less effective as an economic development strategy for job creation. ƒ Smart cities may disrupt some industries even as they present substantial market opportunities. Customer needs will force a reevaluation of current products and services to meet higher expectations of quality, cost, and efficiency in everything from mobility to healthcare.

Smart city solutions will shift value across the landscape of cities and throughout value chains. Companies looking to enter smart city markets will need different skill sets, creative financing models, and a sharper focus on civic engagement.

Becoming a smart city is not a goal but a means to an end. The entire point is to respond more effectively and dynamically to the needs and desires of residents. Technology is simply a tool to optimize the infrastructure, resources, and spaces they share. Few cities want to lag behind, but it is critical not to get caught up in technology for its own sake. City-as-a-Service


Circle Economy: Today during the WeMakeThe.City festival, Circle Economy launched the ‘City-as-a-Service’ publication, which offers a first glimpse into the ‘circular city of the future’. This publication is an initial and practical exploration of how service models will shape the way in which societal needs can be met in a future urban environment and how cities can take a leadership role in a transition towards a circular economy….

Housing, nutrition, mobility, and clothing are primary human needs and directly linked to material extraction. For each of these needs, Circle Economy has examined the potential impacts that service models can have.

By subscribing to a car-sharing service, for example, consumers are able to choose smaller, cheaper and more efficient cars when driving solo. In the Netherlands alone, this would save 2,200 kton of CO2 annually and will reduce annual spending on motoring by 10%. For textiles, a service model could potentially help us avoid “bad buys” that are never worn, which would result in a 15% cost saving for consumers and 23 kton of CO2 in the Netherlands. …

In an increasingly urban world, cities have to play a leading role to drive sustainable transitions and will lead the way on delivering the positive effects of a circular economy – and hence help to close the circularity gap. The circular economy offers a clear roadmap towards realizing the low-carbon, human-centered and prosperous circular city of the future. My City Forecast: Urban planning communication tool for citizen with national open data

Fukushima et al in Computers, Environment and Urban Systems: “In urban management, the importance of citizen participation is being emphasized more than ever before. This is especially true in countries where depopulation has become a major concern for urban managers and many local authorities are working on revising city master plans, often incorporating the concept of the “compact city.” In Japan, for example, the implementation of compact city plans means that each local government decides on how to designate residential areas and promotes citizens moving to these areas in order to improve budget effectiveness and the vitality of the city. However, implementing a compact city is possible in various ways. Given that there can be some designated withdrawal areas for budget savings, compact city policies can include disadvantages for citizens. At this turning point for urban structures, citizen–government mutual understanding and cooperation is necessary for every step of urban management, including planning.

Concurrently, along with the recent rapid growth of big data utilization and computer technologies, a new conception of cooperation between citizens and government has emerged. With emerging technologies based on civic knowledge, citizens have started to obtain the power to engage directly in urban management by obtaining information, thinking about their city’s problems, and taking action to help shape the future of their city themselves (Knight Foundation, 2013). This development is also supported by the open government data movement, which promotes the availability of government information online (Kingston, Carver, Evans, & Turton, 2000). CityDashboard is one well-known example of real-time visualization and distribution of urban information. CityDashboard, a web tool launched in 2012 by University College London, aggregates spatial data for cities around the UK and displays the data on a dashboard and a map. These new technologies are expected to enable both citizens and government to see their urban situation in an interface presenting an overhead view based on statistical information.

However, usage of statistics and governmental data is as yet limited in the actual process of urban planning…

To help improve this situation and increase citizen participation in urban management, we have developed a web-based urban planning communication tool using open government data for enhanced citizen–government cooperation. The main aim of the present research is to evaluate the effect of our system on users’ awareness of and attitude toward the urban situation. We have designed and developed an urban simulation system, My City Forecast (http://mycityforecast.net,) that enables citizens to understand how their environment and region are likely to change by urban management in the future (up to 2040)….(More)”.

Can Smart Cities Be Equitable?


Homi Kharas and Jaana Remes at Project Syndicate: “Around the world, governments are making cities “smarter” by using data and digital technology to build more efficient and livable urban environments. This makes sense: with urban populations growing and infrastructure under strain, smart cities will be better positioned to manage rapid change.

But as digital systems become more pervasive, there is a danger that inequality will deepen unless local governments recognize that tech-driven solutions are as important to the poor as they are to the affluent.

While offline populations can benefit from applications running in the background of daily life – such as intelligent signals that help with traffic flows – they will not have access to the full range of smart-city programs. With smartphones serving as the primary interface in the modern city, closing the digital divide, and extending access to networks and devices, is a critical first step.

City planners can also deploy technology in ways that make cities more inclusive for the poor, the disabled, the elderly, and other vulnerable people. Examples are already abundant.

In New York City, the Mayor’s Public Engagement Unit uses interagency data platforms to coordinate door-to-door outreachto residents in need of assistance. In California’s Santa Clara County, predictive analytics help prioritize shelter space for the homeless. On the London Underground, an app called Wayfindr uses Bluetooth to help visually impaired travelers navigate the Tube’s twisting pathways and escalators.

And in Kolkata, India, a Dublin-based startup called Addressing the Unaddressedhas used GPS to provide postal addresses for more than 120,000 slum dwellers in 14 informal communities. The goal is to give residents a legal means of obtaining biometric identification cards, essential documentation needed to access government services and register to vote.

But while these innovations are certainly significant, they are only a fraction of what is possible.

Public health is one area where small investments in technology can bring big benefits to marginalized groups. In the developing world, preventable illnesses comprise a disproportionate share of the disease burden. When data are used to identify demographic groups with elevated risk profiles, low-cost mobile-messaging campaigns can transmit vital prevention information. So-called “m-health” interventions on issues like vaccinations, safe sex, and pre- and post-natal care have been shown to improve health outcomes and lower health-care costs.

Ghost Cities: Built but Never Inhabited


Civic Data Design Lab at UrbanNext: “Ghost Cities are vacant neighborhoods and sometimes whole cities that were built but were never inhabited. Their existence is a physical manifestation of Chinese overdevelopment in real estate and the dependence on housing as an investment strategy. Little data exists which establishes the location and extent of these Ghost Cities in China. MIT’s Civic Data Design Lab developed a model using data scraped from Chinese social media sites and Baidu (Chinese Google Maps) to create one of the first maps identifying the locations of Chinese Ghost Cities….

Quantifying the extent and location of Ghost Cities is complicated by the fact that the Chinese government keeps a tight hold on data about sales and occupancy of buildings. Even local planners may have a hard time acquiring it. The Civic Data Design Lab developed a model to identify Ghost Cities based on the idea that amenities (grocery stores, hair salons, restaurants, schools, retail, etc.) are the mark of a healthy community and the lack of amenities might indicate locations where no one lives. Given the lack of openly available data in China, data was scraped from Chinese social media and websites, including Dianping (Chinese Yelp), Amap (Chinese Map Quest), Fang (Chinese Zillow), and Baidu (Chinese Google Maps) using openly accessible Application Programming Interfaces(APIs). 

Using data scraped from social media sites in Chengdu and Shenyang, the model was tested using 300 m x 300 m grid cells marking residential locations. Each grid cell was given an amenity accessibility score based on the distance and clustering of amenities nearby. Residential areas that had a cluster of low scores were marked as Ghost Cities. The results were ground-truthed through site visits documenting the location using aerial photography from drones and interviews with local stakeholders.

The model worked well at documenting under-utilized residential locations in these Chinese cities, picking up everything from vacant housing and stalled construction to abandoned older residential locations, creating the first data set that marks risk in the Chinese real estate market. The research shows that data available through social media can help locate and estimate risk in the Chinese real estate market. Perhaps more importantly, however, identifying where these areas are concentrated can help city planners, developers and local citizens make better investment decisions and address the risk created by these under-utilized developments….(More)”.

Blockchain in Cities


Report by Brooks Rainwater at the National League of Cities: “Public trust in American lawmakers (particularly at the national level), elections and democratic institutions has plummeted in recent years. While there are many contributing factors, the explosion of digital information, digital misinformation and outright abuse has played a major role in this downward trend.

To restore confidence in the core tenets of our society, leaders need solutions tailored to an increasingly digital world. Additionally, blockchain presents direct opportunities for cities — voting, real estate, transportation, energy, water management and more. The potential exists for local governments to utilize blockchain to lower costs, improve efficiency and create a framework to accelerate innovation, access and accountability in public management.

Blockchain is a shared database or distributed ledger, located permanently online for anything represented digitally, such as rights, goods and property. At its core, it is a secure, inalterable electronic register. Through enhanced trust, consensus and autonomy, blockchain brings widespread decentralization. This is a departure from the traditional role that centralized intermediaries or entities — such as banks — played to manage our valuable transfers. Its inherent transparency promotes relationships and builds confidence.

In the early days of the internet, few people could have predicted the magnitude of the disruption it would cause and the pivotal role it would play in globalization. Some experts say blockchain will potentially change the nature and security of all interactions of value. Because blockchain has large implications for individuals, it will have even larger ramifications for cities.

Here are seven key ways that cities can explore blockchain now:

  • Use blockchain to expand digital inclusion initiatives and help support the un- and under-banked.
  • Explore options for using blockchain in governance, procurement processes and business licensing.
  • Consider blockchain to increase civic engagement and offer additional pathways for voting.
  • Investigate how blockchain can help strengthen local alternative energy initiatives.
  • Prepare for the utilization of blockchain for digital transportation infrastructure needs as autonomous vehicles are more broadly deployed in cities.
  • While the benefits could be manifold, be cognizant of the potential for negative externalities that will need to be addressed and make sure that cities give themselves time to absorb each impact of introducing this technology.

Latin America is fighting corruption by opening up government data


Anoush Darabi in apolitical: “Hardly a country in Latin America has been untouched by corruption scandals; this was just one of the more bizarre episodes. In response, using a variety of open online platforms, both city and national governments are working to lift the lid on government activity, finding new ways to tackle corruption with technology….

In Buenos Aires, government is dealing with the problem by making the details of all its public works projects completely transparent. With BA Obras, an online platform, the city maps projects across the city, and lists detailed information on their cost, progress towards completion and the names of the contractors.

“We allocate an enormous amount of money,” said Alvaro Herrero, Under Secretary for Strategic Management and Institutional Quality for the government of Buenos Aires, who helped to build the tool. “We need to be accountable to citizens in terms of what are we doing with that money.”

The portal is designed to be accessible to the average user. Citizens can filter the map to focus on their neighbourhood, revealing information on existing projects with the click of a mouse.

“A journalist called our communications team a couple of weeks ago,” said Herrero. “He said: ‘I want all the information on all the infrastructure projects that the government has, and I want the documentation.’ Our guy’s answer was, ‘OK, I will send you all the information in ten seconds.’ All he had to do was send a link to the platform.”

Since launching in October 2017 with 80 public works projects, the platform now features over 850. It has had 75,000 unique views, the majority coming in the month after launching.

Making people aware and encouraging them to use it is key. “The main challenge is not the platform itself, but getting residents to use it,” said Herrero. “We’re still in that process.”

Brazil’s public spending checkers

Brazil is using big data analysis to scrutinise its spending via its Public Expenditure Observatory (ODP).

The ODP was founded in 2008 to help monitor spending across government departments systematically. In such a large country, spending data is difficult to pull together, and its volume makes it difficult to analyse. The ODP pulls together disparate information from government databases across the country into a central location, puts it into a consistent format and analyses it for inconsistency. Alongside analysis, the ODP also makes the data public.

For example, in 2010 the ODP analysed expenses made on credit cards by federal government officers. They discovered that 11% of all transactions that year were suspicious, requiring further investigation. After the data was published, credit card expenditure dropped by 25%….(More)”.

Data Detectives: More data and surveillance are transforming justice systems


Special issue by The Economist: “…the relationship between information and crime has changed in two ways, one absolute, one relative. In absolute terms, people generate more searchable information than they used to. Smartphones passively track and record where people go, who they talk to and for how long; their apps reveal subtler personal information, such as their political views, what they like to read and watch and how they spend their money. As more appliances and accoutrements become networked, so the amount of information people inadvertently create will continue to grow.

To track a suspect’s movements and conversations, police chiefs no longer need to allocate dozens of officers for round-the-clock stakeouts. They just need to seize the suspect’s phone and bypass its encryption. If he drives, police cars, streetlights and car parks equipped with automatic number-plate readers (ANPRs, known in America as automatic licence-plate readers or ALPRs) can track all his movements.

In relative terms, the gap between information technology and policy gapes ever wider. Most privacy laws were written for the age of postal services and fixed-line telephones. Courts give citizens protection from governments entering their homes or rifling through their personal papers. The law on people’s digital presence is less clear. In most liberal countries, police still must convince a judge to let them eavesdrop on phone calls.

But mobile-phone “metadata”—not the actual conversations, but data about who was called and when—enjoy less stringent protections. In 2006 the European Union issued a directive requiring telecom firms to retain customer metadata for up to two years for use in potential crime investigations. The European Court of Justice invalidated that law in 2014, after numerous countries challenged it in court, saying that it interfered with “the fundamental rights to respect for private life”. Today data-retention laws vary widely in Europe. Laws, and their interpretation, are changing in America, too. A case before the Supreme Court will determine whether police need a warrant to obtain metadata.

Less shoe leather

If you drive in a city anywhere in the developed world, ANPRs are almost certainly tracking you. This is not illegal. Police do not generally need a warrant to follow someone in public. However, people not suspected of committing a crime do not usually expect authorities to amass terabytes of data on every person they have met and every business visited. ANPRs offer a lot of that.

To some people, this may not matter. Toplines, an Israeli ANPR firm, wants to add voice- and facial-recognition to its Bluetooth-enabled cameras, and install them on private vehicles, turning every car on the road into a “mobile broadcast system” that collects and transmits data to a control centre that security forces can access. Its founder posits that insurance-rate discounts could incentivise drivers to become, in effect, freelance roving crime-detection units for the police, subjecting unwitting citizens to constant surveillance. In answer to a question about the implications of such data for privacy, a Toplines employee shrugs: Facebook and WhatsApp are spying on us anyway, he says. If the stream of information keeps people safer, who could object? “Privacy is dead.”

How Citizens Can Hack EU Democracy


Stephen Boucher at Carnegie Europe: “…To connect citizens with the EU’s decisionmaking center, European politicians will need to provide ways to effectively hack this complex system. These democratic hacks need to be visible and accessible, easily and immediately implementable, viable without requiring changes to existing European treaties, and capable of having a traceable impact on policy. Many such devices could be imagined around these principles. Here are three ideas to spur debate.

Hack 1: A Citizens’ Committee for the Future in the European Parliament

The European Parliament has proposed that twenty-seven of the seventy-three seats left vacant by Brexit should be redistributed among the remaining member states. According to one concept, the other forty-six unassigned seats could be used to recruit a contingent of ordinary citizens from around the EU to examine legislation from the long-term perspective of future generations. Such a “Committee for the Future” could be given the power to draft a response to a yearly report on the future produced by the president of the European Parliament, initiate debates on important political themes of their own choosing, make submissions on future-related issues to other committees, and be consulted by members of the European Parliament (MEPs) on longer-term matters.

MEPs could decide to use these forty-six vacant seats to invite this Committee for the Future to sit, at least on a trial basis, with yearly evaluations. This arrangement would have real benefits for EU politics, acting as an antidote to the union’s existential angst and helping the EU think systemically and for the longer term on matters such as artificial intelligence, biodiversity, climate concerns, demography, mobility, and energy.

Hack 2: An EU Participatory Budget

In 1989, the city of Porto Alegre, Brazil, decided to cede control of a share of its annual budget for citizens to decide upon. This practice, known as participatory budgets, has since spread globally. As of 2015, over 1,500 instances of participatory budgets have been implemented across five continents. These processes generally have had a positive impact, with people proving that they take public spending matters seriously.

To replicate these experiences at the European level, the complex realities of EU budgeting would require specific features. First, participative spending probably would need to be both local and related to wider EU priorities in order to ensure that citizens see its relevance and its wider European implications. Second, significant resources would need to be allocated to help citizens come up with and promote projects. For instance, the city of Paris has ensured that each suggested project that meets the eligibility requirements has a desk officer within its administration to liaise with the idea’s promoters. It dedicates significant resources to reach out to citizens, in particular in the poorer neighborhoods of Paris, both online and face-to-face. Similar efforts would need to be deployed across Europe. And third, in order to overcome institutional complexities, the European Parliament would need to work with citizens as part of its role in negotiating the budget with the European Council.

Hack 3: An EU Collective Intelligence Forum

Many ideas have been put forward to address popular dissatisfaction with representative democracy by developing new forums such as policy labs, consensus conferences, and stakeholder facilitation groups. Yet many citizens still feel disenchanted with representative democracy, including at the EU level, where they also strongly distrust lobby groups. They need to be involved more purposefully in policy discussions.

A yearly Deliberative Poll could be run on a matter of significance, ahead of key EU summits and possibly around the president of the commission’s State of the Union address. On the model of the first EU-wide Deliberative Poll, Tomorrow’s Europe, this event would bring together in Brussels a random sample of citizens from all twenty-seven EU member states, and enable them to discuss various social, economic, and foreign policy issues affecting the EU and its member states. This concept would have a number of advantages in terms of promoting democratic participation in EU affairs. By inviting a truly representative sample of citizens to deliberate on complex EU matters over a weekend, within the premises of the European Parliament, the European Parliament would be the focus of a high-profile event that would draw media attention. This would be especially beneficial if—unlike Tomorrow’s Europe—the poll was not held at arm’s length by EU policymakers, but with high-level national officials attending to witness good-quality deliberation remolding citizens’ views….(More)”.

City Data Exchange – Lessons Learned From A Public/Private Data Collaboration


Report by the Municipality of Copenhagen: “The City Data Exchange (CDE) is the product of a collaborative project between the Municipality of Copenhagen, the Capital Region of Denmark, and Hitachi. The purpose of the project is to examine the possibilities of creating a marketplace for the exchange of data between public and private organizations.

The CDE consists of three parts:

  • A collaboration between the different partners on supply, and demand of specific data;
  • A platform for selling and purchasing data aimed at both public, and private organizations;
  • An effort to establish further experience in the field of data exchange between public, and private organizations.

In 2013, the City of Copenhagen, and the Copenhagen Region decided to invest in the creation of a marketplace for the exchange of public, and private sector data. The initial investment was meant as a seed towards a self-sustained marketplace. This was an innovative approach to test the readiness of the market to deliver new data-sharing solutions.

The CDE is the result of a tender by the Municipality of Copenhagen and the Capital Region of Denmark in 2015. Hitachi Consulting won the tender and has invested, and worked with the Municipality of Copenhagen, and the Capital Region of Denmark to establish an organization and a technical platform.

The City Data Exchange (CDE) has closed a gap in regional data infrastructure. Both public-and private sector organizations have used the CDE to gain insights into data use cases, new external data sources, GDPR issues, and to explore the value of their data. Before the CDE was launched, there were only a few options available to purchase or sell data.

The City and the Region of Copenhagen are utilizing the insights from the CDE project to improve their internal activities and to shape new policies. The lessons from the CDE also provide insights into a wider national infrastructure for effective data sharing. Based on the insights from approximately 1000 people that the CDE has been in contact with, the recommendations are:

  • Start with the use case, as it is key to engage the data community that will use the data;
  • Create a data competence hub, where the data community can meet and get support;
  • Create simple standards and guidelines for data publishing.
