Building Capacity for Evidence-Informed Policy-Making


OECD Report: “This report analyses the skills and capacities governments need to strengthen evidence-informed policy-making (EIPM) and identifies a range of possible interventions that are available to foster greater uptake of evidence. Increasing governments’ capacity for evidence-informed is a critical part of good public governance. However, an effective connection between the supply and the demand for evidence in the policy-making process remains elusive. This report offers concrete tools and a set of good practices for how the public sector can support senior officials, experts and advisors working at the political/administrative interface. This support entails investing in capability, opportunity and motivation and through behavioral changes. The report identifies a core skillset for EIPM at the individual level, including the capacity for understanding, obtaining, assessing, using, engaging with stakeholders, and applying evidence, which was developed in collaboration with the European Commission Joint Research Centre. It also identifies a set of capacities at the organisational level that can be put in place across the machinery of government, throughout the role of interventions, strategies and tools to strengthen these capacities. The Razor’s Edge: Liberalizing the Digital Surveillance Ecosystem


Report by CNAS: “The COVID-19 pandemic is accelerating global trends in digital surveillance. Public health imperatives, combined with opportunism by autocratic regimes and authoritarian-leaning leaders, are expanding personal data collection and surveillance. This tendency toward increased surveillance is taking shape differently in repressive regimes, open societies, and the nation-states in between.

China, run by the Chinese Communist Party (CCP), is leading the world in using technology to enforce social control, monitor populations, and influence behavior. Part of maximizing this control depends on data aggregation and a growing capacity to link the digital and physical world in real time, where online offenses result in brisk repercussions. Further, China is increasing investments in surveillance technology and attempting to influence the patterns of technology’s global use through the export of authoritarian norms, values, and governance practices. For example, China champions its own technology standards to the rest of the world, while simultaneously peddling legislative models abroad that facilitate access to personal data by the state. Today, the COVID-19 pandemic offers China and other authoritarian nations the opportunity to test and expand their existing surveillance powers internally, as well as make these more extensive measures permanent.

Global swing states are already exhibiting troubling trends in their use of digital surveillance, including establishing centralized, government-held databases and trading surveillance practices with authoritarian regimes. Amid the pandemic, swing states like India seem to be taking cues from autocratic regimes by mandating the download of government-enabled contact-tracing applications. Yet, for now, these swing states appear responsive to their citizenry and sensitive to public agitation over privacy concerns.

Today, the COVID-19 pandemic offers China and other authoritarian nations the opportunity to test and expand their existing surveillance powers internally, as well as make these more extensive measures permanent.

Open societies and democracies can demonstrate global surveillance trends similar to authoritarian regimes and swing states, including the expansion of digital surveillance in the name of public safety and growing private sector capabilities to collect and analyze data on individuals. Yet these trends toward greater surveillance still occur within the context of pluralistic, open societies that feature ongoing debates about the limits of surveillance. However, the pandemic stands to shift the debate in these countries from skepticism over personal data collection to wider acceptance. The open source movement takes on climate data


Article by Heather Clancy: “…many companies are moving to disclose “climate risk,” although far fewer are moving to actually minimize it. And as those tasked with preparing those reports can attest, the process of gathering the data for them is frustrating and complex, especially as the level of detail desired and required by investors becomes deeper.

That pain point was the inspiration for a new climate data project launched this week that will be spearheaded by the Linux Foundation, the nonprofit host organization for thousands of the most influential open source software and data initiatives in the world such as GitHub. The foundation is central to the evolution of the Linux software that runs in the back offices of most major financial services firms. 

There are four powerful founding members for the new group, the LF Climate Finance Foundation (LFCF): Insurance and asset management company Allianz, cloud software giants Amazon and Microsoft, and data intelligence powerhouse S&P Global. The foundation’s “planning team” includes World Wide Fund for Nature (WWF), Ceres and the Sustainability Account Standards Board (SASB).

The group’s intention is to collaborate on an open source project called the OS-Climate platform, which will include economic and physical risk scenarios that investors, regulators, companies, financial analysts and others can use for their analysis. 

The idea is to create a “public service utility” where certain types of climate data can be accessed easily, then combined with other, more proprietary information that someone might be using for risk analysis, according to Truman Semans, CEO of OS-Climate, who was instrumental in getting the effort off the ground. “There are a whole lot of initiatives out there that address pieces of the puzzle, but no unified platform to allow those to interoperate,” he told me. There are a whole lot of initiatives out there that address pieces of the puzzle, but no unified platform to allow those to interoperate.

Why does this matter? It helps to understand the history of open source software, which was once a thing that many powerful software companies, notably Microsoft, abhorred because they were worried about the financial hit on their intellectual property. Flash forward to today and the open source software movement, “staffed” by literally millions of software developers, is credited with accelerating the creation of common system-level elements so that companies can focus their own resources on solving problems directly related to their business.

In short, this budding effort could make the right data available more quickly, so that businesses — particularly financial institutions — can make better informed decisions.

Or, as Microsoft’s chief intellectual property counsel, Jennifer Yokoyama, observed in the announcement press release: “Addressing climate issues in a meaningful way requires people and organizations to have access to data to better understand the impact of their actions. The Good Drone: How Social Movements Democratize Surveillance


Book by Austin Choi-Fitzpatrick: “Drones are famous for doing bad things: weaponized, they implement remote-control war; used for surveillance, they threaten civil liberties and violate privacy. In The Good Drone, Austin Choi-Fitzpatrick examines a different range of uses: the deployment of drones for the greater good. Choi-Fitzpatrick analyzes the way small-scale drones—as well as satellites, kites, and balloons—are used for a great many things, including documenting human rights abuses, estimating demonstration crowd size, supporting anti-poaching advocacy, and advancing climate change research. In fact, he finds, small drones are used disproportionately for good; nonviolent prosocial uses predominate.

Choi-Fitzpatrick’s broader point is that the use of technology by social movements goes beyond social media—and began before social media. International Public Participation Models 1969-2020


Sally Hussey at BangTheTable: “Last year, Sherry R. Arnstein’s  “A Ladder of Citizen Participation” celebrated its 50th anniversary. Originally published in the Journal of American Planning Association (JAPA) and one of its most cited articles to date, the longevity and impact of Arnstein’s Ladder can be recognised in the emergence of 60 public participation models since its inception. 

Yet, Arnstein’s vision from 50 years ago bridges decades in more ways than one. Not only through its dynamic iteration in the history of public engagement frameworks and practices. Indeed, it provides a foundation for many of the central concepts that shape public engagement research and practice today. For just as current public participation spectrums continue to engender the work of shifting power in public decision-making – central to Arnstein’s vision – they also open out onto theories, methods and ideas that exist between the spectra.   

But the inception of Arnstein’s Ladder in 1969 coincided with a shift in focus of the role of ‘citizens’, or public, and the conception of ‘participation’. Published at a “major inflection point” in the United States, with the Civil Rights Revolution, Vietnam war protests, the devastation of urban renewal, urban riots (Watts Riots and Newark Riots, for instance) and the increasing awareness of global environmental and ecological disasters, it demarcates the shift in the activation of citizens. Outgoing JAPA editor, Professor of Community and Regional Planning, University of Texas, Austin, Sandra Rosenbloom recently notes: “One result of the tumultuous events and major societal changes challenging the country at that time was a greater focus on the role of citizens in determining their own destiny and that of the neighborhoods and communities in which they lived. Citizen participation became both a duty and a rallying cry, but one that Arnstein viewed with great scepticism.” 

While, in some countries, terminology has evolved to address exclusivity and divisive categorisation in the shift to from ‘citizen participation’ to ‘public engagement’, the link to contemporaneous challenges is evident in the need for people to determine their own destiny – to have their say – cutting across major changes posed by Black Lives Matter, climate chaos and increasing inequity resulting from population densification and urbanisation – not to mention the coronavirus pandemic that, in forcing a reset, prioritises equity considerations for marginalised and other equity-seeking groups and renewed efforts at fortifying community resilience. With democracy in crisis, public participation, it can be argued, has again become a “rallying cry” as governments scramble to connect to a disconnected public and, in a wake-up call to correct the balance of widespread mistrust, strive towards transparency, increased trust and legitimisation of public decisions.

As democratic societies across the globe increasingly commit to collaborative governance, public participation has thereby emerged as a rich arena. This includes the “deliberative wave” that has gained ground since 2010 that seeks ongoing, continuous and open dialogue and engagement between the public and public decision-makers. The recent focus on democratic innovations as a result of increased digitisation, too, emphasises a concern for the deepening of public participation in decision-making, where inclusive online engagement is one of the ways in which governments can engage communities. For benefits of online public engagement include improved governance, greater social cohesion, informed decision-making, community ownership, better responsiveness and transparency as well as increasing legitimacy of public decision-making. 

Grounded in the democratic notion that public decisions should be shaped by people and communities affected by those decisions, public participation models have emerged not only to better map engagement in practice and theory but to ensure that people can shape decisions that affect their everyday lives….(More)”.

Africa has a growing food security problem: why it can’t be fixed without proper data


Simon Roberts and Jason Bell at the Conversation: “The COVID-19 pandemic and consequent lockdown measures have had a huge negative impact on producers and consumers. Food production has been disrupted, and incomes have been lost. But a far more devastating welfare consequence of the pandemic could be reduced access to food.

A potential rise in food insecurity is a key policy point for many countries. The World Economic Forum has stated this pandemic is set to “radically exacerbate food insecurity in Africa”. This, and other supplier shocks, such as locust swarms in East Africa, have made many African economies more dependent on externally sourced food.

As the pandemic continues to spread, the continued functioning of regional and national food supply chains is vital to avoid a food security crisis in countries dependent on agriculture. This is true in terms of both nutrition and livelihoods. Many countries in Southern and East African economies are in this situation.

The integration of regional economies is one vehicle for alleviating pervasive food security issues. But regional integration can’t be achieved without the appropriate support for investment in production, infrastructure and capabilities.

And, crucially, there must be more accurate and timely information about food markets. Data on food prices are crucial for political and economic stability. Yet they are not easily accessible.
