For the last 50 years, governments have given up public records in response to Freedom of Information requests. But a number of public agencies are learning the value of proactively providing information before anyone has to ask for it.
The trend is part of the open-data movement that most large cities and the federal government have already begun to embrace. The information itself can range from simple emails to complex datasets, but the general idea is the same: Deliver information directly to the public using digital tools that can save money and serve the goal of government transparency.
…And there’s the added benefit of helping the bottom line. Users don’t have to request information if it’s already posted, saving agencies time and money, and a centralized FOIA tracking system can further streamline processing.
Sean Moulton of the Center for Effective Government testified before Congress that full participation in FOIAonline could save federal agencies an estimated $40 million per year in processing costs.
And Reinvent Albany, a nonprofit that pushes for transparency in New York, estimated in a June report that New York City could reduce FOI-related costs by 66 percent – from $20 million per year down to $7 million – by adopting an open-data system and doing away with its “hodgepodge of paper-based methods that are expensive, slow and unreliable.”
So…What’s the Catch?
In their survey, chief information officers were asked to name the top three barriers to advancing open data in state government. Fifty-three percent cited “agencies’ willingness to publish data,” and 49 percent cited “the reliability of the data.”
Information is of little value to the public if it’s faulty or too complex to understand. It could become a way for agencies to claim they’re being transparent without actually providing anything useful.
Plus, some worry that public servants will self-censor if they know, for example, their emails are automatically being shared with the world….”

The Living Library’s Selected Readings series seeks to build a knowledge base on innovative approaches for improving the effectiveness and legitimacy of governance. This curated and annotated collection of recommended works on the topic of civic innovation was originally published in 2014.
The last five years have seen a wave of new organizations, entrepreneurs and investment in cities and the field of civic innovation. Two subfields, Civic Tech and Government Innovation, are particularly aligned with GovLab’s interest in the ways in which technology is and can be deployed to redesign public institutions and re-imagine governance.
The emerging field of civic technology, or “Civic Tech,” champions new digital platforms, open data and collaboration tools for transforming government service delivery and engagement with citizens. Government Innovation, while not a new field, has seen in the last five years a proliferation of new structures (e.g. Mayor’s Office of New Urban Mechanics), roles (e.g. Chief Technology/Innovation Officer) and public/private investment (e.g. Innovation Delivery Teams and Code for America Fellows) that are building a world-wide movement for transforming how government thinks about and designs services for its citizens.
There is no set definition for “civic innovation.” However, broadly speaking, it is about improving our cities through the implementation of tools, ideas and engagement methods that strengthen the relationship between government and citizens. The civic innovation field encompasses diverse actors from across the public, private and nonprofit spectrums. These can include government leaders, nonprofit and foundation professionals, urbanists, technologists, researchers, business leaders and community organizers, each of whom may use the term in a different way, but ultimately are seeking to disrupt how cities and public institutions solve problems and invest in solutions.

Do-It-Yourself Democracy: The Rise of the Public Engagement Industry
New book by Caroline W. Lee: “Citizen participation has undergone a radical shift since anxieties about “bowling alone” seized the nation in the 1990s. Many pundits and observers have cheered America’s twenty-first century civic renaissance-an explosion of participatory innovations in public life. Invitations to “have your say!” and “join the discussion!” have proliferated. But has the widespread enthusiasm for maximizing citizen democracy led to real change?
In Do-It-Yourself Democracy, sociologist Caroline W. Lee examines how participatory innovations have reshaped American civic life over the past two decades. Lee looks at the public engagement industry that emerged to serve government, corporate, and nonprofit clients seeking to gain a handle on the increasingly noisy demands of their constituents and stakeholders. The beneficiaries of new forms of democratic empowerment are not only humble citizens, but also the engagement experts who host the forums. Does it matter if the folks deepening democracy are making money at it? How do they make sense of the contradictions inherent in their roles?

White House: Help Shape Public Participation

From emergency management and regulatory development to science and education, better and more meaningful engagement with those who use public services can measurably improve government for everyone.
A team across the government is now working side-by-side with civil society organizations to deliver the first U.S. Public Participation Playbook, dedicated to providing best practices for how agencies can better design public participation programs, and suggested performance metrics for evaluating their effectiveness.
Developing a U.S. Public Participation Playbook has been an open government priority, and was included in both the first and second U.S. Open Government National Action Plans as part of the United States effort to increase public integrity in government programs. This resource reflects the commitment of the government and civic partners to measurably improve participation programs, and is designed using the same inclusive principles that it champions.
More than 30 Federal leaders from across diverse missions in public service have collaborated on draft best practices, or “plays,” lead by the General Services Administration’s inter-agency SocialGov Community. The playbook is not limited to digital participation, and is designed to address needs from the full spectrum of public participation programs.
The plays are structured to provide best practices, tangible examples, and suggested performance metrics for government activities that already exist or are under development. Some categories included in the plays include encouraging community development and outreach, empowering participants through public/private partnerships, using data to drive decisions, and designing for inclusiveness and accessibility.
In developing this new resource, the team has been reaching out to more than a dozen civil society organizations and stakeholders, asking them to contribute as the Playbook is created. The team would like your input as well! Over the next month, contribute your ideas to the playbook using Madison, an easy-to-use, open source platform that allows for accountable review of each contribution.
Through this process, the team will work together to ensure that the Playbook reflects the best ideas and examples for agencies to use in developing and implementing their programs with public participation in mind. New Tool in Fighting Corruption: Open Data
Martin Tisne at Omidyar Network: “Yesterday in Brisbane, the G20 threw its weight behind open data by featuring it prominently in the G20 Anti-Corruption working action plan. Specifically, the action plan calls for effort in three related areas:
Open data describes information that is not simply public, but that has been published in a manner that makes it easy to access and easy to compare and connect with other information.
This matters for anti corruption – if you are a journalist or a civil society activist investigating bribery and corruption those connections are everything. They tell you that an anonymous person (e.g. ‘Mr Smith’) who owns an obscure company registered in a tax haven is linked to a another company that has been illegally exporting timber from a neighboring country. That the said Mr. Smith is also the son-in-law of the mining minister of yet another country, who herself has been accused of embezzling mining revenues. As we have written elsewhere on this blog, investigative journalists, prosecution authorities, and civil society groups all need access to this linked data for their work.
The action plan also links open data to the wider G20 agenda, citing its impact on the ability of businesses to make better investment decisions. You can find the full detail here….”
How to use the Internet to end corrupt deals between companies and governments
at the Thomson Reuters Foundation: “Every year governments worldwide spend more than $9.5 trillion on public goods and services, but finding out who won those contracts, why and whether they deliver as promised is largely invisible.
Enter the Open Contracting Data Standard (OCDS).
Canada, Colombia, Costa Rica and Paraguay became the first countries to announce on Tuesday that they have adopted the new global standards for publishing contracts online as part of a project to shine a light on how public money is spent and to combat massive corruption in public procurement.
“The mission is to end secret deals between companies and governments,” said Gavin Hayman, the incoming executive director for Open Contracting Partnership.
The concept is simple. Under Open Contracting, the government publishes online the projects it is putting out for bid and the terms; companies submit bids online; the winning contract is published including the reasons why; and then citizens can monitor performance according to the terms of the contract.
The Open Contracting initiative, developed by the World Wide Web Foundation with the support of the World Bank and Omidyar Network, has been several years in the making and is part of a broader global movement to increase the accountability of governments by using Internet technologies to make them more transparent.
A pioneer in data transparency was the Extractive Industries Transparency Initiative, a global coalition of governments, companies and civil society that works on improving accountability by publishing the revenues received in 35 member countries for their natural resources.
Publish What You Fund is a similar initiative for the aid industry. It delivered a common open standards in 2011 for donor countries to publish how much money they gave in development aid and details of what projects that money funded and where.
There’s also the Open Government Partnership, an international forum of 65 countries, each of which adopts an action plan laying out how it will improve the quality of government through collaboration with civil society, frequently using new technologies.
All of these initiatives have helped crack open the door of government.
What’s important about Open Contracting is the sheer scale of impact it could have. Public procurement accounts for about 15 percent of global GDP and according to Anne Jellema, CEO of the World Wide Web Foundation which seeks to expand free access to the web worldwide and backed the OCDS project, corruption adds an estimated $2.3 trillion to the cost of those contracts every year.
A study by the Center for Global Development, a Washington-based think tank, looked at four countries already publishing their contracts online — the United Kingdom, Georgia, Colombia and Slovakia. It found open contracting increased visibility and encouraged more companies to submit bids, the quality and price competitiveness improved and citizen monitoring meant better service delivery….”
Measuring the Impact of Public Innovation in the Wild
Beth Noveck at Governing: “With complex, seemingly intractable problems such as inequality, climate change and affordable access to health care plaguing contemporary society, traditional institutions such as government agencies and nonprofit organizations often lack strategies for tackling them effectively and legitimately. For this reason, this year the MacArthur Foundation launched its Research Network on Opening Governance.
The Network, which I chair and which also is supported by Google.org, is what MacArthur calls a “research institution without walls.” It brings together a dozen researchers across universities and disciplines, with an advisory network of academics, technologists, and current and former government officials, to study new ways of addressing public problems using advances in science and technology.
Through regular meetings and collaborative projects, the Network is exploring, for example, the latest techniques for more open and transparent decision-making, the uses of data to transform how we govern, and the identification of an individual’s skills and experiences to improve collaborative problem-solving between government and citizen.
One of the central questions we are grappling with is how to accelerate the pace of research so we can learn better and faster when an innovation in governance works — for whom, in which contexts and under which conditions. With better methods for doing fast-cycle research in collaboration with government — in the wild, not in the lab — our hope is to be able to predict with accuracy, not just know after the fact, whether innovations such as opening up an agency’s data or consulting with citizens using a crowdsourcing platform are likely to result in real improvements in people’s lives.
An example of such an experiment is the work that members of the Network are undertaking with the Food and Drug Administration. As one of its duties, the FDA manages the process of pre-market approval of medical devices to ensure that patients and providers have timely access to safe, effective and high-quality technology, as well as the post-market review of medical devices to ensure that unsafe ones are identified and recalled from the market. In both of these contexts, the FDA seeks to provide the medical-device industry with productive, consistent, transparent and efficient regulatory pathways.
With thousands of devices, many of them employing cutting-edge technology, to examine each year, the FDA is faced with the challenge of finding the right internal and external expertise to help it quickly study a device’s safety and efficacy. Done right, lives can be saved and companies can prosper from bringing innovations quickly to market. Done wrong, bad devices can kill…”

A World That Counts: Mobilising a Data Revolution for Sustainable Development
Executive Summary of the Report by the UN Secretary-General’s Independent Expert Advisory Group on a Data Revolution for Sustainable Development (IEAG): “Data are the lifeblood of decision-making and the raw material for accountability. Without high-quality data providing the right information on the right things at the right time; designing, monitoring and evaluating effective policies becomes almost impossible.
New technologies are leading to an exponential increase in the volume and types of data available, creating unprecedented possibilities for informing and transforming society and protecting the environment. Governments, companies, researchers and citizen groups are in a ferment of experimentation, innovation and adaptation to the new world of data, a world in which data are bigger, faster and more detailed than ever before. This is the data revolution.
Some are already living in this new world. But too many people, organisations and governments are excluded because of lack of resources, knowledge, capacity or opportunity. There are huge and growing inequalities in access to data and information and in the ability to use it.
Data needs improving. Despite considerable progress in recent years, whole groups of people are not being counted and important aspects of people’s lives and environmental conditions are still not measured. For people, this can lead to the denial of basic rights, and for the planet, to continued environmental degradation. Too often, existing data remain unused because they are released too late or not at all, not well-documented and harmonized, or not available at the level of detail needed for decision-making.
As the world embarks on an ambitious project to meet new Sustainable Development Goals (SDGs), there is an urgent need to mobilise the data revolution for all people and the whole planet in order to monitor progress, hold governments accountable and foster sustainable development. More diverse, integrated, timely and trustworthy information can lead to better decision-making and real-time citizen feedback. This in turn enables individuals, public and private institutions, and companies to make choices that are good for them and for the world they live in.
This report sets out the main opportunities and risks presented by the data revolution for sustain-able development. Seizing these opportunities and mitigating these risks requires active choices, especially by governments and international institutions. Without immediate action, gaps between developed and developing countries, between information-rich and information-poor people, and between the private and public sectors will widen, and risks of harm and abuses of human rights will grow.
An urgent call for action: Key recommendations
The strong leadership of the United Nations (UN) is vital for the success of this process. The Independent Expert Advisory Group (IEAG), established in August 2014, offers the UN Secretary-General several key recommendations for actions to be taken in the near future, summarised below:
- Develop a global consensus on principles and standards: The disparate worlds of public, private and civil society data and statistics providers need to be urgently brought together to build trust and confidence among data users. We propose that the UN establish a process whereby key stakeholders create a “Global Consensus on Data”, to adopt principles concerning legal, technical, privacy, geospatial and statistical standards which, among other things, will facilitate openness and information exchange and promote and protect human rights.
- Share technology and innovations for the common good: To create mechanisms through which technology and innovation can be shared and used for the common good, we propose
to create a global “Network of Data Innovation Networks”, to bring together the organisations and experts in the field. This would: contribute to the adoption of best practices for improving the monitoring of SDGs, identify areas where common data-related infrastructures could address capacity problems and improve efficiency, encourage collaborations, identify critical research gaps and create incentives to innovate. - New resources for capacity development: Improving data is a development agenda in
its own right, and can improve the targeting of existing resources and spur new economic opportunities. Existing gaps can only be overcome through new investments and the strengthening of capacities. A new funding stream to support the data revolution for sustainable development should be endorsed at the “Third International Conference on Financing for Development”, in Addis Ababa in July 2015. An assessment will be needed of the scale of investments, capacity development and technology transfer that is required, especially for low income countries; and proposals developed for mechanisms to leverage the creativity and resources of the private sector. Funding will also be needed to implement an education program aimed at improving people’s, infomediaries’ and public servants’ capacity and data literacy to break down barriers between people and data. - Leadership for coordination and mobilisation: A UN-led “Global Partnership for Sustainable Development Data” is proposed, tomobiliseandcoordinate the actions and institutions required to make the data revolution serve sustainable development, promoting several initiatives, such as:
- A “World Forum on Sustainable Development Data” to bring together the whole data ecosystem to share ideas and experiences for data improvements, innovation, advocacy and technology transfer. The first Forum should take place at the end of 2015, once the SDGs are agreed;
- A “Global Users Forum for Data for SDGs”, to ensure feedback loops between data producers and users, help the international community to set priorities and assess results;
- Brokering key global public-private partnerships for data sharing.
