Big Data in Biodiversity Science: A Framework for Engagement

Curbing the loss of biodiversity and assessing its local and global trends requires a vast amount of datasets from a variety of sources. Although the means for generating, aggregating and analyzing big datasets to inform policies are now within the reach of the scientific community, the data-driven nature of a complex multidisciplinary field such as biodiversity science necessitates an overarching framework for engagement. In this review, we propose such a schematic based on the life cycle of data to interrogate the science. The framework considers data generation and collection, storage and curation, access and analysis and, finally, communication as distinct yet interdependent themes for engaging biodiversity science for the purpose of making evidenced-based decisions. Just what makes for an effective bureaucracy and what are the building blocks of state capacity remain subject to debate. This paper reviews the arguments connecting contemporary research using administrative data and field experiments to wider discussions of the origins of state capacity. Most current research has been focused on understanding specific features of the environment in which bureaucrats operate. Alliance formed to create new professional standards for data science


Press Release: “A new alliance has been formed to create industry-wide professional standards for data science. ‘The Alliance for Data Science Professionals’ is defining the standards needed to ensure an ethical and well-governed approach so the public, organisations and governments can have confidence in how their data is being used. 

While the skills of data scientists are increasingly in demand, there is currently no professional framework for those working in the field. These new industry-wide standards, which will be finalised by the autumn, look to address current issues, such as data breaches, the misuse of data in modelling and bias in artificial intelligence. They can give people confidence that their data is being used ethically, stored safely and analysed robustly. 

The Alliance members, who initially convened in July 2020, are the Royal Statistical Society, BCS, The Chartered Institute for IT, the Operational Research Society, the Institute of Mathematics and its Applications, the Alan Turing Institute and the National Physical Laboratory (NPL). They are supported by the Royal Academy of Engineering and the Royal Society.  

Since convening, the Alliance has worked with volunteers and stakeholders to develop draft standards for individuals, standards for universities seeking accreditation of their courses and a certification process that will enable both individuals and education providers to gain recognition based on skills and knowledge within data science.  

Governed by a memorandum of understanding, the Alliance is committed to:  

  • Defining the standards of professional competence and behaviour expected of people who work with data which impacts life and livelihoods. These include data scientists, data engineers, data analysts and data stewards.  
  • Using an open-source process to maintain and update the standards. 
  • Delivering these standards as data science certifications offered by the Alliance members to their professional members, with processes to hold certified members accountable for their professional status in this area. 
  • Using these standards as criteria for Alliance members to accredit data science degrees, and data science modules of associated degrees, as contributing to certification. 
  • Creating a single searchable public register of certified data science professionals….(More)”.

Afghan people face an impossible choice over their digital footprint


Nighat Dad at New Scientist: “The swift progress of the Taliban in Afghanistan has been truly shocking…Though the Taliban spokesperson Zabihullah Mujahid told the press conference that it wouldn’t be seeking “revenge” against people who had opposed them, many Afghan people are understandably still worried. On top of this, they — including those who worked with Western forces and international NGOs, as well as foreign journalists — have been unable to leave the country, as flight capacity has been taken over by Western countries evacuating their citizens.

As such, people have been attempting to move quickly to erase their digital footprints, built up during the 20 years of the previous US-backed governments. Some Afghan activists have been reaching out to me directly to help them put in place robust mobile security and asking how to trigger a mass deletion of their data.

The last time the Taliban was in power, social media barely existed and smartphones had yet to take off. Now, around 4 million people in Afghanistan regularly use social media. Yet, despite the huge rise of digital technologies, a comparative rise in digital security hasn’t happened.

There are few digital security resources that are suitable for people in Afghanistan to use. The leading guide on how to properly delete your digital history by Human Rights First is a brilliant place to start. But unfortunately it is only available in English and unofficially in Farsi. There are also some other guides available in Farsi thanks to the thriving community of tech enthusiasts who have been working for human rights activists living in Iran for years.

However, many of these guides will still be unintelligible for those in Afghanistan who speak Dari or Pashto, for example…

People in Afghanistan who worked with Western forces also face an impossible choice as countries where they might seek asylum often require digital proof of their collaboration. Keep this evidence and they risk persecution from the Taliban, delete it and they may find their only way out no longer available.

Millions of people’s lives will now be vastly different due to the regime change. Digital security feels like one thing that could have been sorted out in advance. We are yet to see exactly how Taliban 2.0 will be different to that which went before. And while the so-called War on Terror appears to be over, I fear a digital terror offensive may just be beginning…(More).

“We do not feel safe”: A Kabul-based crisis alert app struggles to protect its own employees


Q and A with Sara Wahedi by Hajira Maryam: “Ehtesab, a Kabul-based startup, emerged out of a personal security-related incident that Sara Wahedi, a former Afghan government employee, experienced in May 2018. After witnessing a suicide bomb attack firsthand, Wahedi rushed home, where she could see militants roaming the streets from her balcony. The city was put on lockdown for 12 hours and left without electricity. No one, Wahedi said, knew when the electricity would be restored or when roads would be cleared. The authorities were of little help. 

“Since that moment, I kept pondering about the idea of accountability and information provision. I jotted down a few words in different languages for accountability, namely Dari and Pashto. That was the moment the term Ehtesab came to my mind.” 

Ehtesab means “accountability” in Dari and Pashto, and the app, formally launched in March 2020, offers streamlined security-related information, including general security updates in Kabul to its users. With real-time, crowdsourced alerts, users across the city can track bomb blasts, roadblocks, electricity outages, or other problems in locations close to them. The app, which generates push notifications about nearby security risks, is supported by 20 employees working out of the company’s Kabul office, according to Wahedi. 

Despite the company’s single-minded focus on security, the Ehtesab team was caught off-guard by the sudden collapse of the Afghan government over the weekend. “It was inevitable that there would be a significant shift in governance … but we weren’t expecting the Taliban to come in within the first eight hours of the day,” Wahedi said….(More)”.

Mathematicians are deploying algorithms to stop gerrymandering


Article by Siobhan Roberts: “The maps for US congressional and state legislative races often resemble electoral bestiaries, with bizarrely shaped districts emerging from wonky hybrids of counties, precincts, and census blocks.

It’s the drawing of these maps, more than anything—more than voter suppression laws, more than voter fraud—that determines how votes translate into who gets elected. “You can take the same set of votes, with different district maps, and get very different outcomes,” says Jonathan Mattingly, a mathematician at Duke University in the purple state of North Carolina. “The question is, if the choice of maps is so important to how we interpret these votes, which map should we choose, and how should we decide if someone has done a good job in choosing that map?”

Over recent months, Mattingly and like-minded mathematicians have been busy in anticipation of a data release expected today, August 12, from the US Census Bureau. Every decade, new census data launches the decennial redistricting cycle—state legislators (or sometimes appointed commissions) draw new maps, moving district lines to account for demographic shifts.

In preparation, mathematicians are sharpening new algorithms—open-source tools, developed over recent years—that detect and counter gerrymandering, the egregious practice giving rise to those bestiaries, whereby politicians rig the maps and skew the results to favor one political party over another. Republicans have openly declared that with this redistricting cycle they intend to gerrymander a path to retaking the US House of Representatives in 2022….(More)”.

The controversy over the term ‘citizen science’


CBC News: “The term citizen science has been around for decades. Its original definition, coined in the 1990s, refers to institution-guided projects that invite the public to contribute to scientific knowledge in all kinds of ways, from the cataloguing of plants, animals and insects in people’s backyards to watching space.

Anyone is invited to participate in citizen science, regardless of whether they have an academic background in the sciences, and every year these projects number in the thousands. 

Recently, however, some large institutions, scientists and community members have proposed replacing the term citizen science with “community science.” 

Those in favour of the terminology change — such as eBird, one of the world’s largest biodiversity databases — say they want to avoid using the word citizen. They do so because they want to be “welcoming to any birder or person who wants to learn more about bird watching, regardless of their citizen status,” said Lynn Fuller, an eBird spokesperson, in a news release earlier this year. 

Some argue that while the intention is valid, the term community science already holds another definition — namely projects that gather different groups of people around environmental justice focused on social action. 

To add to the confusion, renaming citizen science could impact policies and legislation that have been established in countries such as the U.S. and Canada to support projects and efforts in favour of citizen science. 

For example, if we suddenly decided to call all species of birds “waterbirds,” then the specific meaning of this category of bird species that lives on or around water would eventually be lost. This would, in turn, make communication between people and the various fields of science incredibly difficult. 

A paper published in Science magazine last month pointed out some of the reasons why rebranding citizen science in the name of inclusion could backfire. 

Caren Cooper, a professor of forestry and environmental resources at North Carolina State University and one of the authors of the paper, said that the term citizen science didn’t originally mean to imply that people should have a certain citizenship status to participate in such projects. 

Rather, citizen science is meant to convey the idea of responsibilities and rights to access science. 

She said there are other terms being used to describe this meaning, including “public science, participatory science [and] civic science.”

Chris Hawn, a professor of geography and environmental systems at the University of Maryland Baltimore County and one of Cooper’s co-authors, said that being aware of the need for change is a good first step, but any decision to rename should be made carefully….(More)”.

The Society of Algorithms


Paper by Jenna Burrell and Marion Fourcade: “The pairing of massive data sets with processes—or algorithms—written in computer code to sort through, organize, extract, or mine them has made inroads in almost every major social institution. This article proposes a reading of the scholarly literature concerned with the social implications of this transformation. First, we discuss the rise of a new occupational class, which we call the coding elite. This group has consolidated power through their technical control over the digital means of production and by extracting labor from a newly marginalized or unpaid workforce, the cybertariat. Second, we show that the implementation of techniques of mathematical optimization across domains as varied as education, medicine, credit and finance, and criminal justice has intensified the dominance of actuarial logics of decision-making, potentially transforming pathways to social reproduction and mobility but also generating a pushback by those so governed. Third, we explore how the same pervasive algorithmic intermediation in digital communication is transforming the way people interact, associate, and think.
