The 2019 Edelman Trust Barometer


Press Release: “The 2019 Edelman Trust Barometer reveals that trust has changed profoundly in the past year—people have shifted their trust to the relationships within their control, most notably their employers. Globally, 75 percent of people trust “my employer” to do what is right, significantly more than NGOs (57 percent), business (56 percent) and media (47 percent).

There is a 16-point gap between the more trusting informed public and the far-more-skeptical mass population, marking a return to record highs of trust inequality. The phenomenon fueling this divide was a pronounced rise in trust among the informed public. Markets such as the U.S., UK, Canada, South Korea and Hong Kong saw trust gains of 12 points or more among the informed public. In 18 markets, there is now a double-digit trust gap between the informed public and the mass population.

An Urgent Desire for Change

Despite the divergence in trust between the informed public and mass population the world is united on one front—all share an urgent desire for change. Only one in five feels that the system is working for them, with nearly half of the mass population believing that the system is failing them.

In conjunction with pessimism and worry, there is a growing move toward engagement and action. In 2019, engagement with the news surged by 22 points; 40 percent not only consume news once a week or more, but they also routinely amplify it. But people are encountering roadblocks in their quest for facts, with 73 percent worried about fake news being used as a weapon.

The New Employer-Employee Contract

Despite a high lack of faith in the system, there is one relationship that remains strong: “my employer.” Fifty-eight percent of general population employees say they look to their employer to be a trustworthy source of information about contentious societal issues.

Employees are ready and willing to trust their employers, but the trust must be earned through more than “business as usual.” Employees’ expectation that prospective employers will join them in taking action on societal issues (67 percent) is nearly as high as their expectations of personal empowerment (74 percent) and job opportunity (80 percent)….(More)”.

Democracy From Above? The Unfulfilled Promise of Nationally Mandated Participatory Reforms


Book by Stephanie L. McNulty: “People are increasingly unhappy with their governments in democracies around the world. In countries as diverse as India, Ecuador, and Uganda, governments are responding to frustrations by mandating greater citizen participation at the local and state level. Officials embrace participatory reforms, believing that citizen councils and committees lead to improved accountability and more informed communities. Yet there’s been little research on the efficacy of these efforts to improve democracy, despite an explosion in their popularity since the mid-1980s.Democracy from Above? tests the hypothesis that top-down reforms strengthen democracies and evaluates the conditions that affect their success.

Stephanie L. McNulty addresses the global context of participatory reforms in developing nations. She observes and interprets what happens after greater citizen involvement is mandated in seventeen countries, with close case studies of Guatemala, Bolivia, and Peru. Crowdsourced mapping in crisis zones: collaboration, organisation and impact


Amelia Hunt and Doug Specht in the Journal of International Humanitarian Action:  “Crowdsourced mapping has become an integral part of humanitarian response, with high profile deployments of platforms following the Haiti and Nepal earthquakes, and the multiple projects initiated during the Ebola outbreak in North West Africa in 2014, being prominent examples. There have also been hundreds of deployments of crowdsourced mapping projects across the globe that did not have a high profile.

This paper, through an analysis of 51 mapping deployments between 2010 and 2016, complimented with expert interviews, seeks to explore the organisational structures that create the conditions for effective mapping actions, and the relationship between the commissioning body, often a non-governmental organisation (NGO) and the volunteers who regularly make up the team charged with producing the map.

The research suggests that there are three distinct areas that need to be improved in order to provide appropriate assistance through mapping in humanitarian crisis: regionalise, prepare and research. The paper concludes, based on the case studies, how each of these areas can be handled more effectively, concluding that failure to implement one area sufficiently can lead to overall project failure….(More)”

Political Selection and Bureaucratic Productivity


Paper by James P. Habyarimana et al: “Economic theory of public bureaucracies as complex organizations predicts that bureaucratic productivity can be shaped by the selection of different types of agents, beyond their incentives. This theory applies to the institutions of local government in the developing world, where nationally appointed bureaucrats and locally elected politicians together manage the implementation of public policies and the delivery of services. Yet, there is no evidence on whether (which) selection traits of these bureaucrats and politicians matter for the productivity of local bureaucracies.

This paper addresses the empirical gap by gathering rich data in an institutional context of district governments in Uganda, which is typical of the local state in poor countries. The paper measures traits such as the integrity, altruism, personality, and public service motivation of bureaucrats and politicians. It finds robust evidence that higher integrity among locally elected politicians is associated with substantively better delivery of public health services by district bureaucracies. Together with the theory, this evidence suggests that policy makers seeking to build local state capacity in poor countries should take political selection seriously….(More)”.

Blockchain helps refugees gain access to financial services


Springwise: “…Blockchain has also lead to huge steps forward in this sector, enabling greater transparency for consumers in the food industry. This latest innovation could also combine both worlds in using blockchain to take back control of personal data.

Gravity Earth seeks to provide equal access and opportunity to digital IDs, a growing necessity in the modern world. Digital identities allow access to key financial services, mobile communication, and other online benefits. At the moment, Gravity Earth estimates that around 1.5 billion people across the globe do not have an official proof of identity.

The Nairobi-based startup sought to change this by allowing anyone to create a secure, self-sovereign digital ID based on their personal data. The blockchain-based process can be done wherever you are and on any mobile device. Their solution allows currently disadvantaged people to store and share personal data with whoever they want. In so doing, it also allows users to build on existing traditional IDs, but does not depend on them.

The products is currently close to its first deployment at a refugee camp in Kakuma, Kenya. Gravity Earth will use it to track attendance at three refugee schools. In the future, the startup is also looking to work closely with more refugee-orientated NGOs…(More)”

Implementing Public Policy: Is it possible to escape the ‘Public Policy Futility’ trap?

“Polls suggest that governments across the world face high levels of citizen dissatisfaction, and low levels of citizen trust. The 2017 Edelman Trust Barometer found, for instance, that only 43% of those surveyed trust Canada’s government. Only 15% of those surveyed trust government in South Africa, and levels are low in other countries too—including Brazil (at 24%), South Korea (28%), the United Kingdom (36%), Australia, Japan, and Malaysia (37%), Germany (38%), Russia (45%), and the United States (47%). Similar surveys find trust in government averaging only 40-45% across member countries of the Organization for Economic Cooperation and Development (OECD), and suggest that as few as 31% and 32% of Nigerians and Liberians trust government.

There are many reasons why trust in government is deficient in so many countries, and these reasons differ from place to place. One common factor across many contexts, however, is a lack of confidence that governments can or will address key policy challenges faced by citizens.

Studies show that this confidence deficiency stems from citizen observations or experiences with past public policy failures, which promote jaundiced views of their public officials’ capabilities to deliver. Put simply, citizens lose faith in government when they observe government failing to deliver on policy promises, or to ‘get things done’. Incidentally, studies show that public officials also often lose faith in their own capabilities (and those of their organizations) when they observe, experience or participate in repeated policy implementation failures. Put simply, again, these public officials lose confidence in themselves when they repeatedly fail to ‘get things done’.

I call the ‘public policy futility’ trap—where past public policy failure leads to a lack of confidence in the potential of future policy success, which feeds actual public policy failure, which generates more questions of confidence, in a vicious self fulfilling prophecy. I believe that many governments—and public policy practitioners working within governments—are caught in this trap, and just don’t believe that they can muster the kind of public policy responses needed by their citizens.

Along with my colleagues at the Building State Capability (BSC) program, I believe that many policy communities are caught in this trap, to some degree or another. Policymakers in these communities keep coming up with ideas, and political leaders keep making policy promises, but no one really believes the ideas will solve the problems that need solving or produce the outcomes and impacts that citizens need. Policy promises under such circumstances center on doing what policymakers are confident they can actually implement: like producing research and position papers and plans, or allocating inputs toward the problem (in a budget, for instance), or sponsoring visible activities (holding meetings or engaging high profile ‘experts’ for advice), or producing technical outputs (like new organizations, or laws). But they hold back from promising real solutions to real problems, as they know they cannot really implement them (given past political opposition, perhaps, or the experience of seemingly interactable coordination challenges, or cultural pushback, and more)….(More)”.

New methods help identify what drives sensitive or socially unacceptable behaviors


Mary Guiden at Physorg: “Conservation scientists and statisticians at Colorado State University have teamed up to solve a key problem for the study of sensitive behaviors like poaching, harassment, bribery, and drug use.

Sensitive behaviors—defined as socially unacceptable or not compliant with rules and regulations—are notoriously hard to study, researchers say, because people often do not want to answer direct questions about them.

To overcome this challenge, scientists have developed indirect questioning approaches that protect responders’ identities. However, these methods also make it difficult to predict which sectors of a population are more likely to participate in sensitive behaviors, and which factors, such as knowledge of laws, education, or income, influence the probability that an individual will engage in a sensitive behavior.

Assistant Professor Jennifer Solomon and Associate Professor Michael Gavin of the Department of Human Dimensions of Natural Resources at CSU, and Abu Conteh from MacEwan University in Alberta, Canada, have teamed up with Professor Jay Breidt and doctoral student Meng Cao in the CSU Department of Statistics to develop a new method to solve the problem.

The study, “Understanding the drivers of sensitive behavior using Poisson regression from quantitative randomized response technique data,” was published recently in PLOS One.

Conteh, who, as a doctoral student, worked with Gavin in New Zealand, used a specific technique, known as quantitative randomized response, to elicit confidential answers to questions on behaviors related to non-compliance with natural resource regulations from a protected area in Sierra Leone.

In this technique, the researcher conducting interviews has a large container containing pingpong balls, some with numbers and some without numbers. The interviewer asks the respondent to pick a ball at random, without revealing it to the interviewer. If the ball has a number, the respondent tells the interviewer the number. If the ball does not have a number, the respondent reveals how many times he illegaly hunted animals in a given time period….

Armed with the new computer program, the scientists found that people from rural communities with less access to jobs in urban centers were more likely to hunt in the reserve. People in communities with a greater proportion people displaced by Sierra Leone’s 10-year civil war were also more likely to hunt illegally….(More)”

Open Government Data for Inclusive Development


Chapter by F. van Schalkwyk and M,  Cañares in  “Making Open Development Inclusive”, MIT Press by Matthew L. Smith and Ruhiya Kris Seward (Eds):  “This chapter examines the relationship between open government data and social inclusion. Twenty-eight open data initiatives from the Global South are analyzed to find out how and in what contexts the publication of open government data tend to result in the inclusion of habitually marginalized communities in governance processes such that they may lead better lives.

The relationship between open government data and social inclusion is examined by presenting an analysis of the outcomes of open data projects. This analysis is based on a constellation of factors that were identified as having a bearing on open data initiatives with respect to inclusion. The findings indicate that open data can contribute to an increase in access and participation— both components of inclusion. In these cases, this particular finding indicates that a more open, participatory approach to governance practice is taking root. However, the findings also show that access and participation approaches to open government data have, in the cases studied here, not successfully disrupted the concentration of power in political and other networks, and this has placed limits on open data’s contribution to a more inclusive society.

The chapter starts by presenting a theoretical framework for the analysis of the relationship between open data and inclusion. The framework sets out the complex relationship between social actors, information and power in the network society. This is critical, we suggest, in developing a realistic analysis of the contexts in which open data activates its potential for
transformation. The chapter then articulates the research question and presents the methodology used to operationalize those questions. The findings and discussion section that follows examines the factors affecting the relationship between open data and inclusion, and how these factors
are observed to play out across several open data initiatives in different contexts. The chapter ends with concluding remarks and an attempt to synthesize the insights that emerged in the preceding sections….(More)”.

The Constitution of Knowledge


Jonathan Rauch at National Affairs: “America has faced many challenges to its political culture, but this is the first time we have seen a national-level epistemic attack: a systematic attack, emanating from the very highest reaches of power, on our collective ability to distinguish truth from falsehood. “These are truly uncharted waters for the country,” wrote Michael Hayden, former CIA director, in the Washington Post in April. “We have in the past argued over the values to be applied to objective reality, or occasionally over what constituted objective reality, but never the existence or relevance of objective reality itself.” To make the point another way: Trump and his troll armies seek to undermine the constitution of knowledge….

The attack, Hayden noted, is on “the existence or relevance of objective reality itself.” But what is objective reality?

In everyday vernacular, reality often refers to the world out there: things as they really are, independent of human perception and error. Reality also often describes those things that we feel certain about, things that we believe no amount of wishful thinking could change. But, of course, humans have no direct access to an objective world independent of our minds and senses, and subjective certainty is in no way a guarantee of truth. Philosophers have wrestled with these problems for centuries, and today they have a pretty good working definition of objective reality. It is a set of propositions: propositions that have been validated in some way, and have thereby been shown to be at least conditionally true — true, that is, unless debunked. Some of these propositions reflect the world as we perceive it (e.g., “The sky is blue”). Others, like claims made by quantum physicists and abstract mathematicians, appear completely removed from the world of everyday experience.

It is worth noting, however, that the locution “validated in some way” hides a cheat. In what way? Some Americans believe Elvis Presley is alive. Should we send him a Social Security check? Many people believe that vaccines cause autism, or that Barack Obama was born in Africa, or that the murder rate has risen. Who should decide who is right? And who should decide who gets to decide?

This is the problem of social epistemology, which concerns itself with how societies come to some kind of public understanding about truth. It is a fundamental problem for every culture and country, and the attempts to resolve it go back at least to Plato, who concluded that a philosopher king (presumably someone like Plato himself) should rule over reality. Traditional tribal communities frequently use oracles to settle questions about reality. Religious communities use holy texts as interpreted by priests. Totalitarian states put the government in charge of objectivity.

There are many other ways to settle questions about reality. Most of them are terrible because they rely on authoritarianism, violence, or, usually, both. As the great American philosopher Charles Sanders Peirce said in 1877, “When complete agreement could not otherwise be reached, a general massacre of all who have not thought in a certain way has proved a very effective means of settling opinion in a country.”

As Peirce implied, one way to avoid a massacre would be to attain unanimity, at least on certain core issues. No wonder we hanker for consensus. Something you often hear today is that, as Senator Ben Sasse put it in an interview on CNN, “[W]e have a risk of getting to a place where we don’t have shared public facts. A republic will not work if we don’t have shared facts.”

But that is not quite the right answer, either. Disagreement about core issues and even core facts is inherent in human nature and essential in a free society. If unanimity on core propositions is not possible or even desirable, what is necessary to have a functional social reality? The answer is that we need an elite consensus, and hopefully also something approaching a public consensus, on the method of validating propositions. We needn’t and can’t all agree that the same things are true, but a critical mass needs to agree on what it is we do that distinguishes truth from falsehood, and more important, on who does it.

Who can be trusted to resolve questions about objective truth? The best answer turns out to be no one in particular….(More)”.
