How Incorporating Behavioral Science into Cash Transfer Programs Is Changing Lives


Josh Martin and Laura Rawlings at Next Billion: “…Today, a new generation of cash transfer programs – currently being piloted in several countries in Africa – uses behavioral insights to help beneficiaries decide how to spend their cash and follow through on those plans. But the circumstances under which they receive the funds—like how long they have to wait on payment day or how close the local market is to the payment site—impact whether they put that intention into action. Other often-overlooked program design factors, such as the frequency of payments or how the purpose of the cash is framed, can disproportionately affect how people spend (or save) their money. Insights from behavioral science show that people act in predictable ways—and we can use that knowledge to design cash transfer programs that support people’s goals and continue to set them up for success.

For example, in our work, we have found that the way payments are made often caters more to administrators’ convenience than beneficiaries’ needs. But some innovators are already changing the timing, location and frequency of payments to suit recipients. For instance, GiveDirectly, a nonprofit that provides unconditional cash transfers, is experimenting with allowing beneficiaries in Kenya to choose when they’d prefer their payments to occur. This is important because getting money at the wrong time can actually increase stress. When cash arrives infrequently, it forces recipients to stretch funds until the next payment. But if it is transferred too often, recipients must save slowly over time, pulling their attention away from other critical tasks. While it isn’t always possible to pay everyone according to their ideal schedule, even offering some payment flexibility may help recipients achieve their goals more quickly.

A simple prompt for beneficiaries to consider how they’d like to use their money right before receiving it can also support their financial goals. Other tactics include reminders to follow through on plans, systems to provide feedback to people on their savings progress, and wallets to help them physically separate (and thus mentally separate) what they want to spend routinely from what they want to set aside for the future. Many inexpensive options exist that are fairly easy to put in place.

To bring more of these solutions to cash transfer programs, ideas42 and the World Bank, with financial support from the Global Innovation Fund, are launching a new initiative, Behavioral Design for Cash Transfer Programs. Working with government partners to identify the best options for incorporating behavioral designs in cash transfer programs across several African nations is a critical next step in improving this anti-poverty tool. The Refugee Identity


Medium essay byPaul Currion: “From Article 6 of the UN Declaration of Human Rights (“Everyone has the right to recognition everywhere as a person before the law” ) to Sustainable Development Goal 16.9 (“By 2030, provide legal identity for all, including birth registration”) to the formation of the ID2020 Alliance (whose fourth goal is to “Enable more efficient and effective delivery of development and humanitarian aid), identity has been central to the modern project of development.

Discussion of identity within the aid sector is embedded in a much larger set of political, social, economic, legal and technical discussions at a national and global level. This review will not address that larger set of discussions, but will instead focus specifically on humanitarian aid, and more specifically refugees, and more specifically still on refugee camps as a location in which identity provision is both critical and contested. It is the first output of a DFID-funded research project examining data requirements for service delivery (by UN agencies and NGOs) within refugee camps.

Given how central the issue of identity is for refugees, there is surprisingly little literature about how identity provision is implemented in the context of refugee camps.1 This essay introduces some of the critical issues relating to identity (particularly in the context of the digitisation of aid) and explores how they relate to the research project. The world’s first blockchain-powered elections just happened in Sierra Leone


Yomi Kazeem in Quartz: “On Mar. 7, elections in Sierra Leone marked a global landmark: the world’s first ever blockchain-powered presidential elections….

In Sierra Leone’s Western District, the most populous in the country, votes cast were manually recorded by Agora, a Swiss foundation offering digital voting solutions, using a permissioned blockchain. The idea was simple: just like blockchain technology helps ensure transparency with crytpocurrency transactions using public ledgers, by recording each vote on blockchain, Agora ensured transparency with votes cast in the district. While entries on permissioned blockchains can be viewed by everyone, entries can only be validated by authorized persons.

A lack of transparency has plagued many elections around the world, but particularly in some African countries where large sections of the electorate are often suspicions incumbent parties or ethnic loyalties have been responsible for the manipulation of the results in favor of one candidate or another. These suspicions remain even when there is little evidence of manipulation. A more transparent system could help restore trust.

Leonardo Gammar, CEO of Agora, says Sierra Leone’s NEC was “open minded” about the potential of blockchain in its elections after talks began late last year. “I also thought that if we can do it in Sierra Leone, we can do it everywhere else,” he says. That thinking is rooted in Sierra Leone’s developmental challenges which make electoral transparency difficult: poor network connectivity, low literacy levels and frequent electoral violence.

The big picture for Agora is to deploy solutions to automate the entire electoral process with citizens voting electronically using biometric data and personalized cryptographic keys and the votes in turn validated by blockchain. Gammar hopes Agora can replicate its work in other African elections on a larger scale but admits that doing so will require understanding the differing challenges each country faces.

Gammar says blockchain-powered electronic voting will be cheaper for African countries by cutting out the printing cost of paper-based elections but perhaps, more importantly, vastly reduce electoral violence…(More)”.

NASA’s Asteroid Grand Challenge: Strategy, results, and lessons learned

Gustetic et al in Space Policy: “Beginning in 2012, NASA utilized a strategic process to identify broad societal questions, or grand challenges, that are well suited to the aerospace sector and align with national priorities. This effort generated NASA’s first grand challenge, the Asteroid Grand Challenge (AGC), a large-scale effort using multi-disciplinary collaborations and innovative engagement mechanisms focused on finding and addressing asteroid threats to human populations. In April 2010, President Barack Obama announced a mission to send humans to an asteroid by 2025. This resulted in the agency’s Asteroid Redirect Mission (ARM) to leverage and maximize existing robotic and human efforts to capture and reroute an asteroid, with the goal of eventual human exploration. The AGC, initiated in 2013, complemented ARM by expanding public participation, partnerships, and other approaches to find, understand, and overcome these potentially harmful asteroids.

This paper describes a selection of AGC activities implemented from 2013 to 2017 and their results, excluding those conducted by NASA’s Near-Earth Object Observations Program and other organizations. The strategic development of the initiative is outlined as well as initial successes, strengths, and weaknesses resulting from the first four years of AGC activities and approaches. Finally, we describe lesson learned and areas for continued work and study. Will Blockchain Disrupt Government Corruption?

Can it be a game changer in the global fight against corruption? Possibly so. New technologies are disrupting our lives and transforming government. Governments around the world are going digital, embracing digital innovations to modernize their bureaucracies and recast their relations with citizens. Technology is changing how governments are expected to meet the rising expectations of citizens in terms of quality, speed, and integrity. Digital citizens are expecting more from their governments, demanding better services and greater accountability. Governments struggle to catch up.

Technology has become the greatest ally of transparency, as it allows one to leverage the insights that can be gleaned from the exponential growth of data. Digitally savvy citizens are far less tolerant about corruption and have more means to uncover it. There are heightened and even inflated expectations about the potential of blockchain to improve the delivery of public services and strengthen integrity in government. Pilots and proofs of concept are mushrooming, driven by a myriad of technology-driven start-ups in a wide variety of industries. This enthusiasm is generating intense debate, and an “expectations bubble” is building up rapidly.

Given the hype, it is important to assess both the promises and the pitfalls of blockchain, thinking through what it can and cannot do, based on hard evidence. Initiatives such as blockchan.ge by New York University’s Governance Lab are starting to look closer at whether and how blockchain technologies can be used for social change. Blockchain has emerged first in the financial industry, building on cryptocurrencies such as Bitcoin. The requirements and implications of blockchain in the public sector, however, are yet to be fully understood. Key issues include being clearer about the problems it is expected to address, its advantages compared to alternative digital solutions, its fitness-for-purpose in different institutional contexts, and, ultimately, the value it could add to existing institutions….(More)”

Sub-National Democracy and Politics Through Social Media

Over the last decade or so, social media has transformed politics. Offering political actors opportunities to organize, mobilize, and connect with constituents, voters, and supporters, social media has become an important tool in global politics as well as a force for democracy. Most of the available research literature focuses on the impact of social media at the national level; this book fills that gap by analyzing the political uses of social media at the sub-national level.

The book is divided into two parts. Part One, “Social Media for Democracy” includes chapters that analyze potential contributions of social media tools to the realizing of basic values of democracy, such as public engagement, transparency, accountability, participation and collaboration at the sub-national level. Part Two, “Social Media in Politics” focuses on the use of social media tools by political actors in political processes and activities (online campaigns, protests etc.) at the local, regional and state government levels during election and non-election periods. Infection forecasts powered by big data


Michael Eisenstein at Nature: “…The good news is that the present era of widespread access to the Internet and digital health has created a rich reservoir of valuable data for researchers to dive into….By harvesting and combining these streams of big data with conventional ways of monitoring infectious diseases, the public-health community could gain fresh powers to catch and curb emerging outbreaks before they rage out of control.

Going viral

Data scientists at Google were the first to make a major splash using data gathered online to track infectious diseases. The Google Flu Trends algorithm, launched in November 2008, combed through hundreds of billions of users’ queries on the popular search engine to look for small increases in flu-related terms such as symptoms or vaccine availability. Initial data suggested that Google Flu Trends could accurately map the incidence of flu with a lag of roughly one day. “It was a very exciting use of these data for the purpose of public health,” says Brownstein. “It really did start a whole revolution and new field of work in query data.”

Unfortunately, Google Flu Trends faltered when it mattered the most, completely missing the onset in April 2009 of the H1N1 pandemic. The algorithm also ran into trouble later on in the pandemic. It had been trained against seasonal fluctuations of flu, says Viboud, but people’s behaviour changed in the wake of panic fuelled by media reports — and that threw off Google’s data. …

Nevertheless, its work with Internet usage data was inspirational for infectious-disease researchers. A subsequent study from a team led by Cecilia Marques-Toledo at the Federal University of Minas Gerais in Belo Horizonte, Brazil, used Twitter to get high-resolution data on the spread of dengue fever in the country. The researchers could quickly map new cases to specific cities and even predict where the disease might spread to next (C. A. Marques-Toledo et al. PLoS Negl. Trop. Dis. 11, e0005729; 2017). Similarly, Brownstein and his colleagues were able to use search data from Google and Twitter to project the spread of Zika virus in Latin America several weeks before formal outbreak declarations were made by public-health officials. Both Internet services are used widely, which makes them data-rich resources. But they are also proprietary systems for which access to data is controlled by a third party; for that reason, Generous and his colleagues have opted instead to make use of search data from Wikipedia, which is open source. “You can get the access logs, and how many people are viewing articles, which serves as a pretty good proxy for search interest,” he says.

However, the problems that sank Google Flu Trends still exist….Additionally, online activity differs for infectious conditions with a social stigma such as syphilis or AIDS, because people who are or might be affected are more likely to be concerned about privacy. Appropriate search-term selection is essential: Generous notes that initial attempts to track flu on Twitter were confounded by irrelevant tweets about ‘Bieber fever’ — a decidedly non-fatal condition affecting fans of Canadian pop star Justin Bieber.

Alternatively, researchers can go straight to the source — by using smartphone apps to ask people directly about their health. Brownstein’s team has partnered with the Skoll Global Threats Fund to develop an app called Flu Near You, through which users can voluntarily report symptoms of infection and other information. “You get more detailed demographics about age and gender and vaccination status — things that you can’t get from other sources,” says Brownstein. Ten European Union member states are involved in a similar surveillance programme known as Influenzanet, which has generally maintained 30,000–40,000 active users for seven consecutive flu seasons. These voluntary reporting systems are particularly useful for diseases such as flu, for which many people do not bother going to the doctor — although it can be hard to persuade people to participate for no immediate benefit, says Brownstein. “But we still get a good signal from the people that are willing to be a part of this.”…(More)”.

When Fighting Fake News Aids Censorship


Courtney C. Radsch at Project Syndicate: “Many media analysts have rightly identified the dangers posed by “fake news,” but often overlook what the phenomenon means for journalists themselves. Not only has the term become a shorthand way to malign an entire industry; autocrats are invoking it as an excuse to jail reporters and justify censorship, often on trumped-up charges of supporting terrorism.

Around the world, the number of honest journalists jailed for publishing fake or fictitious news is at an all-time high of at least 21. As non-democratic leaders increasingly use the “fake news” backlash to clamp down on independent media, that number is likely to climb.

The United States, once a world leader in defending free speech, has retreated from this role. President Donald Trump’s Twitter tirades about “fake news” have given autocratic regimes an example by which to justify their own media crackdowns. In December, China’s state-run People’s Daily newspaper posted tweets and a Facebook post welcoming Trump’s fake news mantra, noting that it “speaks to a larger truth about Western media.” This followed the Egyptian government’s praise for the Trump administration in February 2017, when the country’s foreign ministry criticized Western journalists for their coverage of global terrorism.

And in January 2017, Turkish President Recep Tayyip Erdoğan praised Trump for berating a CNN reporter during a live news conference. Erdoğan, who criticized the network for its coverage of pro-democracy protests in Turkey in 2013, said that Trump had put the journalist “in his place.” Trump returned the compliment when he met Erdoğan a few months later. Praising his counterpart for being an ally in the fight against terrorism, Trump made no mention of Erdoğan’s own dismal record on press freedom.

It is no accident that these three countries have been quickest to embrace Trump’s “fake news” trope. China, Egypt, and Turkey jailed more than half of the world’s journalists in 2017, continuing a trend from the previous year. The international community’s silence in the face of these governments’ attacks on independent media seems to have been interpreted as consent….(More)”.

Public Scrutiny of Automated Decisions: Early Lessons and Emerging Methods


Research Report by Omidyar Network: “Automated decisions are increasingly part of everyday life, but how can the public scrutinize, understand, and govern them? To begin to explore this, Omidyar Network has, in partnership with Upturn, published Public Scrutiny of Automated Decisions: Early Lessons and Emerging Methods.

The report is based on an extensive review of computer and social science literature, a broad array of real-world attempts to study automated systems, and dozens of conversations with global digital rights advocates, regulators, technologists, and industry representatives. It maps out the landscape of public scrutiny of automated decision-making, both in terms of what civil society was or was not doing in this nascent sector and what laws and regulations were or were not in place to help regulate it.

Our aim in exploring this is three-fold:

1) We hope it will help civil society actors consider how much they have to gain in empowering the public to effectively scrutinize, understand, and help govern automated decisions;

2) We think it can start laying a policy framework for this governance, adding to the growing literature on the social and economic impact of such decisions; and

3) We’re optimistic that the report’s findings and analysis will inform other funders’ decisions in this important and growing field. (Read the full report here.)”

Global Fishing Watch And The Power Of Data To Understand Our Natural World


A year and a half ago I wrote about the public debut of the Global Fishing Watch project as a showcase of what becomes possible when massive datasets are made accessible to the general public through easy-to-use interfaces that allow them to explore the planet they inhabit. At the time I noted how the project drove home the divide between the “glittering technological innovation of Silicon Valley and the technological dark ages of the development community” and what becomes possible when technologists and development organizations come together to apply incredible technology not for commercial gain, but rather to save the world itself. Continuing those efforts, last week Global Fishing Watch launched what it describes as the “the first ever dataset of global industrial fishing activities (all countries, all gears),” making the entire dataset freely accessible to seed new scientific, activist, governmental, journalistic and citizen understanding of the state of global fishing.

The Global Fishing Watch project stands as a powerful model for data-driven development work done right and hopefully, the rise of notable efforts like it will eventually catalyze the broader development community to emerge from the stone age of technology and more openly embrace the technological revolution. While it has a very long way to go, there are signs of hope for the development community as pockets of innovation begin to infuse the power of data-driven decision making and situational awareness into everything from disaster response to proactive planning to shaping legislative action.

Bringing technologists and development organizations together is not always that easy and the most creative solutions aren’t always to be found among the “usual suspects.” Open data and open challenges built upon them offer the potential for organizations to reach beyond the usual communities they interact with and identify innovative new approaches to the grand challenges of their fields. Just last month a collaboration of the World Bank, WeRobotics and OpenAerialMap launched a data challenge to apply deep learning to assess aerial imagery in the immediate aftermath of disasters to determine the impact to food producing trees and to road networks. By launching the effort as an open AI challenge, the goal is to reach the broader AI and open development communities at the forefront of creative and novel algorithmic approaches….(More)”.
