Behavioural Insights Toolkit and Ethical Guidelines for Policy Makers


Consultation Document by the OECD: “BASIC (Behaviour, Analysis, Strategies, Intervention, and Change) is an overarching framework for applying behavioural insights to public policy from the beginning to the end of the policy cycle. It is built on five stages that guides the application of behavioural insights and is a repository of best practices, proof of concepts and methodological standards for behavioural insights practitioners and policymakers who have become interested in applying behavioural insights to public policy. Crucially, BASIC offers an approach to problem scoping that can be of relevance for any policymaker and practitioner when addressing a policy problem, be it behavioural or systemic.

The document provides an overview of the rationale, applicability and key tenets of BASIC. It walks practitioners through the five BASIC sequential stages with examples, and presents detailed ethical guidelines to be considered at each stage.

Tricky Design: The Ethics of Things


Book edited by Tom Fisher and Lorraine Gamman: “Tricky Things responds to the burgeoning of scholarly interest in the cultural meanings of objects, by addressing the moral complexity of certain designed objects and systems.

The volume brings together leading international designers, scholars and critics to explore some of the ways in which the practice of design and its outcomes can have a dark side, even when the intention is to design for the public good. Considering a range of designed objects and relationships, including guns, eyewear, assisted suicide kits, anti-rape devices, passports and prisons, the contributors offer a view of design as both progressive and problematic, able to propose new material and human relationships, yet also constrained by social norms and ideology. 

This contradictory, tricky quality of design is explored in the editors’ introduction, which positions the objects, systems, services and ‘things’ discussed in the book in relation to the idea of the trickster that occurs in anthropological literature, as well as in classical thought, discussing design interventions that have positive and negative ethical consequences. These will include objects, both material and ‘immaterial’, systems with both local and global scope, and also different processes of designing.

Artificial Intelligence: Risks to Privacy and Democracy


Karl Manheim and Lyric Kaplan at Yale Journal of Law and Technology: “A “Democracy Index” is published annually by the Economist. For 2017, it reported that half of the world’s countries scored lower than the previous year. This included the United States, which was demoted from “full democracy” to “flawed democracy.” The principal factor was “erosion of confidence in government and public institutions.” Interference by Russia and voter manipulation by Cambridge Analytica in the 2016 presidential election played a large part in that public disaffection.

Threats of these kinds will continue, fueled by growing deployment of artificial intelligence (AI) tools to manipulate the preconditions and levers of democracy. Equally destructive is AI’s threat to decisional andinforma-tional privacy. AI is the engine behind Big Data Analytics and the Internet of Things. While conferring some consumer benefit, their principal function at present is to capture personal information, create detailed behavioral profiles and sell us goods and agendas. Privacy, anonymity and autonomy are the main casualties of AI’s ability to manipulate choices in economic and political decisions.

The way forward requires greater attention to these risks at the nation-al level, and attendant regulation. In its absence, technology giants, all of whom are heavily investing in and profiting from AI, will dominate not only the public discourse, but also the future of our core values and democratic institutions….(More)”.

Lost and Saved . . . Again: The Moral Panic about the Loss of Community Takes Hold of Social Media


Keith N. Hampton and Barry Wellman in Contemporary Sociology:”Why does every generation believe that relationships were stronger and community better in the recent past? Lamenting about the loss of community, based on a selective perception of the present and an idealization of ‘‘traditional community,’’ dims awareness of powerful inequalities and cleavages that have always pervaded human society and favors deterministic models over a nuanced understanding of how network affordances contribute to different outcomes. The beˆtes noirs have varied according to the moral panic of the times: industrialization, bureaucratization, urbanization, capitalism, socialism, and technological developments have all been tabbed by such diverse commentators as Thomas Jefferson (1784), Karl Marx (1852), Louis Wirth (1938), Maurice Stein (1960), Robert Bellah et al. (1996), and Tom Brokaw (1998). Each time, observers look back nostalgically to what they supposed were the supportive, solidary communities of the previous generation. Since the advent of the internet, the moral panicers have seized on this technology as the latest cause of lost community, pointing with alarm to what digital technologies are doing to relationships. As the focus shifts to social media and mobile devices, the panic seems particularly acute….

Taylor Dotson’s (2017) recent book Technically Together has a broader timeline for the demise of community. He sees it as happen- ing around the time the internet was popularized, with community even worse off as a result of Facebook and mobile devices. Dotson not only blames new technologies for the decline of community, but social theory, specifically the theory and the practice of ‘‘networked individualism’’: the relational turn from bounded, densely knit local groups to multiple, partial, often far-flung social networks (Rainie and Wellman 2012). Dotson takes the admirable position that social science should do more to imagine different outcomes, new technological possibilities that can be created by tossing aside the trends of today and engineering social change through design….

Some alarm in the recognition that the nature of community is changing as technologies change is sensible, and we have no quarrel with the collective desire to have better, more supportive friends, families, and communities. As Dotson implies, the maneuverability in having one’s own individually networked community can come at the cost of local group solidarity. Indeed, we have also taken action that does more than pontificate to promote local community, building community on and offline (Hampton 2011).

Yet part of contemporary unease comes from a selective perception of the present and an idealization of other forms of community. There is nostalgia for a perfect form of community that never was. Longing for a time when the grass was ever greener dims an awareness of the powerful stresses and cleavages that have always pervaded human society. And advocates, such as Dotson (2017), who suggest the need to save a particular type of community at the expense of another, often do so blind of the potential tradeoffs….(More)”

Constitutional democracy and technology in the age of artificial intelligence


Paper by Paul Nemitz: “Given the foreseeable pervasiveness of artificial intelligence (AI) in modern societies, it is legitimate and necessary to ask the question how this new technology must be shaped to support the maintenance and strengthening of constitutional democracy.

This paper first describes the four core elements of today’s digital power concentration, which need to be seen in cumulation and which, seen together, are both a threat to democracy and to functioning markets. It then recalls the experience with the lawless Internet and the relationship between technology and the law as it has developed in the Internet economy and the experience with GDPR before it moves on to the key question for AI in democracy, namely which of the challenges of AI can be safely and with good conscience left to ethics, and which challenges of AI need to be addressed by rules which are enforceable and encompass the legitimacy of democratic process, thus laws.

The paper closes with a call for a new culture of incorporating the principles of democracy, rule of law and human rights by design in AI and a three-level technological impact assessment for new technologies like AI as a practical way forward for this purpose….(More)”.

Global Indicators of Regulatory Governance


The World Bank: “The Global Indicators of Regulatory Governance project is an initiative of the World Bank’s Global Indicators Group, which produces a range of datasets and benchmarking products on regulations and business activity around the world. These datasets include Doing BusinessEnterprise SurveysEnabling the Business of Agriculture and Women, Business and the Law.

The Global Indicators of Regulatory Governance project explores how governments interact with the public when shaping regulations that affect their business community. Concerned stakeholders could be professional associations, civic groups or foreign investors. The project charts how interested groups learn about new regulations being considered, and the extent to which they are able to engage with officials on the content. It also measures whether or not governments assess the possible impact of new regulations in their countries (including economic, social and environmental considerations) and whether those calculations form part of the public consultation. Finally, Global Indicators of Regulatory Governance capture two additional components of a predictable regulatory environment: the ability of stakeholders to challenge regulations, and the ability of people to access all the laws and regulations currently in force in one, consolidated place.

The internet has become inseparable from our daily lives. Yet, every day, there are new cases of digital rights abuse, misuse and misinformation and concentration of power around the world: freedom of expression being censored; personal information, including our movements and communications, monitored, being shared and sold without consent; ‘black box’ algorithms being used to make unaccountable decisions; social media being used as a tool of harassment and hate speech; and democratic processes and public opinion being undermined.

As cities, the closest democratic institutions to the people, we are committed to eliminating impediments to harnessing technological opportunities that improve the lives of our constituents, and to providing trustworthy and secure digital services and infrastructures that support our communities. We strongly believe that human rights principles such as privacy, freedom of expression, and democracy must be incorporated by design into digital platforms starting with locally-controlled digital infrastructures and services.

When Ostrom Meets Blockchain: Exploring the Potentials of Blockchain for Commons Governance


Paper by David Rozas et all:  “Blockchain technologies have generated excitement, yet their potential to enable new forms of governanceremains largely unexplored. Two confronting standpoints dominate the emergent debate around blockchain-based governance: discourses characterised by the presence of techno-determinist and market-driven values, which tend to ignore the complexity of social organisation; and critical accounts of such discourses which, whilst contributing to identifying limitations, consider the role of traditional centralised institutions as inherently necessary to enable democratic forms of governance. Therefore the question arises, can we build perspectives of blockchain-based governance that go beyond markets and states? In this article we draw on the Nobel laureate economist Elinor Ostrom’s principles for self-governance of communities to explore the transformative potential of blockchain.

We approach blockchain through the identification and conceptualisation of affordances that this technology may provide to communities. For each affordance, we carry out a detailed analysis situating each in the context of Ostrom’s principles, considering both the potentials of algorithmic governance and the importance of incorporating communities’ social practices. The relationships found between these affordances and Ostrom’s principles allow us to provide a perspective focussed on blockchain-based commons governance. Better “nowcasting” can reveal what weather is about to hit within 500 meters


MIT Technology Review: “Weather forecasting is impressively accurate given how changeable and chaotic Earth’s climate can be. It’s not unusual to get 10-day forecasts with a reasonable level of accuracy.

But there is still much to be done.  One challenge for meteorologists is to improve their “nowcasting,” the ability to forecast weather in the next six hours or so at a spatial resolution of a square kilometer or less.

In areas where the weather can change rapidly, that is difficult. And there is much at stake. Agricultural activity is increasingly dependent on nowcasting, and the safety of many sporting events depends on it too. Then there is the risk that sudden rainfall could lead to flash flooding, a growing problem in many areas because of climate change and urbanization. That has implications for infrastructure, such as sewage management, and for safety, since this kind of flooding can kill.

So meteorologists would dearly love to have a better way to make their nowcasts.

Enter Blandine Bianchi from EPFL in Lausanne, Switzerland, and a few colleagues, who have developed a method for combining meteorological data from several sources to produce nowcasts with improved accuracy. Their work has the potential to change the utility of this kind of forecasting for everyone from farmers and gardeners to emergency services and sewage engineers.

Current forecasting is limited by the data and the scale on which it is gathered and processed. For example, satellite data has a spatial resolution of 50 to 100 km and allows the tracking and forecasting of large cloud cells over a time scale of six to nine hours. By contrast, radar data is updated every five minutes, with a spatial resolution of about a kilometer, and leads to predictions on the time scale of one to three hours. Another source of data is the microwave links used by telecommunications companies, which are degraded by rainfall….(More)”
