The nation that thrived by ‘nudging’ its population


Sarah Keating at the BBC: “Singapore has grown from almost nothing in 50 years. And this well-regarded society has been built up, partly, thanks to the power of suggestion….But while Singapore still loves a public campaign, it has moved toward a more nuanced approach of influencing the behaviours of its inhabitants.

Nudging the population isn’t uniquely Singaporean; more than 150 governments across the globe have tried nudging as a better choice. A medical centre in Qatar, for example, managed to increase the uptake of diabetes screening by offering to test people during Ramadan. People were fasting anyway so the hassle of having to not eat before your testing was removed. It was convenient and timely, two key components to a successful nudge.

Towns in Iceland, India and China have trialed ‘floating zebra crossings’ – 3D optical illusions which make the crossings look like they are floating above the ground designed to urge drivers to slow down. And in order to get people to pay their taxes in the UK, people were sent a letter saying that the majority of taxpayers pay their taxes on time which has had very positive results. Using social norms make people want to conform.

In Singapore some of the nudges you come across are remarkably simple. Rubbish bins are placed away from bus stops to separate smokers from other bus users. Utility bills display how your energy consumption compares to your neighbours. Outdoor gyms have been built near the entrances and exits of HDB estates so they are easy to use, available and prominent enough to consistently remind you. Train stations have green and red arrows on the platform indicating where you should stand so as to speed up the alighting process. If you opt to travel at off-peak times (before 0700), your fare is reduced.

And with six out of 10 Singaporeans eating at food courts four or more times a week, getting people to eat healthier is also a priority. As well as the Healthier Dining Programme, some places make it cheaper to take the healthy option. If you’re determined to eat that Fried Bee Hoon at Khoo Teck Puat Hospital, for example, you’re going to have to pay more for it.

The National Steps Challenge, which encourages participants to get exercising using free step counters in exchange for cash and prizes, has been so successful that the programme name has been trademarked. This form of gamifying is one of the more successful ways of engaging users in achieving objectives. Massive queues to collect the free fitness tracker demonstrated the programme’s popularity.

And it’s not just in tangible ways that nudges are being rolled out. Citizens pay into a mandatory savings programme called the Central Provident Fund at a high rate. This can be accessed for healthcare, housing and pensions as a way to get people to save long-term because evidence has shown that people are too short-sighted when it comes to financing their future

And as the government looks to increase the population 30% by 2030, the city-state’s ageing population and declining birth rate is a problem. The Baby Bonus Scheme goes some way to encouraging parents to have more children by offering cash incentives. Introduced in 2001, the scheme means that all Singapore citizens who have a baby get a cash gift as well as a money into a Child Development Account (CDA) which can be used to pay for childcare and healthcare. The more children you have, the more money you get – since March 2016 you get a cash gift of $8,000 SGD (£4,340) for your first child and up to $10,000 (£5,430) for the third and any subsequent children, as well as money into your CDA.

So do people like being nudged? Is there any cultural difference in the way people react to being swayed toward a ‘better’ choice or behaviour? Given the breadth of the international use of behavioural insights, there is relatively little research done into whether people are happy about it….(More)”.

The Rise of Virtual Citizenship


James Bridle in The Atlantic: “In Cyprus, Estonia, the United Arab Emirates, and elsewhere, passports can now be bought and sold….“If you believe you are a citizen of the world, you are a citizen of nowhere. You don’t understand what citizenship means,” the British prime minister, Theresa May, declared in October 2016. Not long after, at his first postelection rally, Donald Trump asserted, “There is no global anthem. No global currency. No certificate of global citizenship. We pledge allegiance to one flag and that flag is the American flag.” And in Hungary, Prime Minister Viktor Orbán has increased his national-conservative party’s popularity with statements like “all the terrorists are basically migrants” and “the best migrant is the migrant who does not come.”

Citizenship and its varying legal definition has become one of the key battlegrounds of the 21st century, as nations attempt to stake out their power in a G-Zero, globalized world, one increasingly defined by transnational, borderless trade and liquid, virtual finance. In a climate of pervasive nationalism, jingoism, xenophobia, and ever-building resentment toward those who move, it’s tempting to think that doing so would become more difficult. But alongside the rise of populist, identitarian movements across the globe, identity itself is being virtualized, too. It no longer needs to be tied to place or nation to function in the global marketplace.

Hannah Arendt called citizenship “the right to have rights.” Like any other right, it can be bestowed and withheld by those in power, but in its newer forms it can also be bought, traded, and rewritten. Virtual citizenship is a commodity that can be acquired through the purchase of real estate or financial investments, subscribed to via an online service, or assembled by peer-to-peer digital networks. And as these options become available, they’re also used, like so many technologies, to exclude those who don’t fit in.

In a world that increasingly operates online, geography and physical infrastructure still remain crucial to control and management. Undersea fiber-optic cables trace the legacy of imperial trading routes. Google and Facebook erect data centers in Scandinavia and the Pacific Northwest, close to cheap hydroelectric power and natural cooling. The trade in citizenship itself often manifests locally as architecture. From luxury apartments in the Caribbean and the Mediterranean to data centers in Europe and refugee settlements in the Middle East, a scattered geography of buildings brings a different reality into focus: one in which political decisions and national laws transform physical space into virtual territory…(More)”.

When citizens set the budget: lessons from ancient Greece


 and  in The Conversation:Today elected representatives take the tough decisions about public finances behind closed doors. In doing so, democratic politicians rely on the advice of financial bureaucrats, who, often, cater to the political needs of the elected government. Politicians rarely ask voters what they think of budget options. They are no better at explaining the reasons for a budget. Explanations are usually no more than vacuous phrases, such as “jobs and growth” or “on the move”. They never explain the difficult trade-offs that go into a budget nor their overall financial reasoning.

This reluctance to explain public finances was all too evident during the global financial crisis.

In Australia, Britain and France, centre-left governments borrowed huge sums in order to maintain private demand and, in one case, to support private banks. In each country these policies helped a lot to minimise the crisis’s human costs.

Yet, in the elections that followed the centre-left politicians that had introduced these policies refused properly to justify them. They feared that voters would not tolerate robust discussion about public finances. Without a justification for their generally good policies each of these government was defeated by centre-right opponents.

In most democracies there is the same underlying problem: elected representatives do not believe that voters can tolerate the financial truth. They assume that democracy is not good at managing public finances. For them it can only balance the budget by leaving voters in the dark.

For decades, we, independently, have studied democracy today and in the ancient past. We have learned that this assumption is dead wrong. There are more and more examples of how involving ordinary voters results in better budgets.

In 1989, councils in poor Brazilian towns began to involve residents in setting budgets. This participatory budgeting soon spread throughout South America. It has now been successfully tried in Germany, Spain, Italy, Portugal, Sweden, the United States, Poland and Australia, and some pilot projects were set up in France too. Participatory budgeting is based on the clear principle that those who will be most affected by a tough budget should be involved in setting it.

In spite of such successful democratic experiments, elected representatives still shy away from involving ordinary voters in setting budgets. This is very different from what happened in ancient Athens 2,500 years ago….

In Athenian democracy ordinary citizens actually set the budget. This ancient Greek state had a solid budget, in spite of, or, we would say, because of the involvement of the citizens in taking tough budget decisions….(More)”.

Crowdfunding site aims to get homeless back into work


Springwise: “Beam is a new crowdfunding website that has been launched to try and help homeless people based in London get back into work. The idea behind the website is that people donate money online to homeless individuals, which will then be used to give them the qualifications and training that they will need to become fully employed and therefore able to also get themselves secure in their own accommodation.

A new member of Beam is allocated a Member Manager, who works with them to find the best employment avenue for them to take based on their likes and experience. The Member Manager helps them prepare their fundraising campaign, and even helps members with childcare costs while they’re training.

Beam was founded by Alex Stephany, who is also board advisor of car parking app, JustPark, with a pilot scheme in September 2017 and has the full support of Sadiq Khan, the Mayor of London, and the innovation promotors, Nesta.

There are many ways that technology is helping the homeless. Recently, blockchain tech has been used to connect the homeless in New York with valuable services. And new keycard-accessed vending machines are to be installed in safe spaces to provide the homeless with 24-hour access to essential items….(More)”.

They Are Watching You—and Everything Else on the Planet

In 1949, amid the specter of European authoritarianism, the British novelist George Orwell published his dystopian masterpiece 1984, with its grim admonition: “Big Brother is watching you.” As unsettling as this notion may have been, “watching” was a quaintly circumscribed undertaking back then. That very year, 1949, an American company released the first commercially available CCTV system. Two years later, in 1951, Kodak introduced its Brownie portable movie camera to an awestruck public.

Today more than 2.5 trillion images are shared or stored on the Internet annually—to say nothing of the billions more photographs and videos people keep to themselves. By 2020, one telecommunications company estimates, 6.1 billion people will have phones with picture-taking capabilities. Meanwhile, in a single year an estimated 106 million new surveillance cameras are sold. More than three million ATMs around the planet stare back at their customers. Tens of thousands of cameras known as automatic number plate recognition devices, or ANPRs, hover over roadways—to catch speeding motorists or parking violators but also, in the case of the United Kingdom, to track the comings and goings of suspected criminals. The untallied but growing number of people wearing body cameras now includes not just police but also hospital workers and others who aren’t law enforcement officers. Proliferating as well are personal monitoring devices—dash cams, cyclist helmet cameras to record collisions, doorbells equipped with lenses to catch package thieves—that are fast becoming a part of many a city dweller’s everyday arsenal. Even less quantifiable, but far more vexing, are the billions of images of unsuspecting citizens captured by facial-recognition technology and stored in law enforcement and private-sector databases over which our control is practically nonexistent.

Those are merely the “watching” devices that we’re capable of seeing. Presently the skies are cluttered with drones—2.5 million of which were purchased in 2016 by American hobbyists and businesses. That figure doesn’t include the fleet of unmanned aerial vehicles used by the U.S. government not only to bomb terrorists in Yemen but also to help stop illegal immigrants entering from Mexico, monitor hurricane flooding in Texas, and catch cattle thieves in North Dakota. Nor does it include the many thousands of airborne spying devices employed by other countries—among them Russia, China, Iran, and North Korea.

We’re being watched from the heavens as well. More than 1,700 satellites monitor our planet. From a distance of about 300 miles, some of them can discern a herd of buffalo or the stages of a forest fire. From outer space, a camera clicks and a detailed image of the block where we work can be acquired by a total stranger….

This is—to lift the title from another British futurist, Aldous Huxley—our brave new world. That we can see it coming is cold comfort since, as Carnegie Mellon University professor of information technology Alessandro Acquisti says, “in the cat-and-mouse game of privacy protection, the data subject is always the weaker side of the game.” Simply submitting to the game is a dispiriting proposition. But to actively seek to protect one’s privacy can be even more demoralizing. University of Texas American studies professor Randolph Lewis writes in his new book, Under Surveillance: Being Watched in Modern America, “Surveillance is often exhausting to those who really feel its undertow: it overwhelms with its constant badgering, its omnipresent mysteries, its endless tabulations of movements, purchases, potentialities.”

The desire for privacy, Acquisti says, “is a universal trait among humans, across cultures and across time. You find evidence of it in ancient Rome, ancient Greece, in the Bible, in the Quran. What’s worrisome is that if all of us at an individual level suffer from the loss of privacy, society as a whole may realize its value only after we’ve lost it for good.”…(More)”.

Improving journeys by opening data: The case of Transport for London (TfL)


Merlin Stone and Eleni Aravopoulou in The Bottom Line: “This case study describes how one of the world’s largest public transport operations, Transport for London (TfL), transformed the real-time availability of information for its customers and staff through the open data approach, and what the results of this transformation were. Its purpose is therefore to show what is required for an open data approach to work.

This case study is based mainly on interviews at TfL and data supplied by TfL directly to the researchers. It analyses as far as possible the reported facts of the case, in order to identify the processes required to open data and the benefits thereof.

The main finding is that achieving an open data approach in public transport is helped by having a clear commitment to the idea that the data belongs to the public and that third parties should be allowed to use and repurpose the information, by having a strong digital strategy, and by creating strong partnerships with data management organisations that can support the delivery of high volumes of information.

The case study shows how open data can be used to create commercial and non-commercial customer-facing products and services, which passengers and other road users use to gain a better travel experience, and that this approach can be valued in terms of financial/economic contribution to customers and organisations….(More)”.

Social Theory After the Internet: Media, Technology and Globalization


(Open Access) Book by Ralph Schroeder: “The internet has fundamentally transformed society in the past 25 years, yet existing theories of mass or interpersonal communication do not work well in understanding a digital world. Nor has this understanding been helped by disciplinary specialization and a continual focus on the latest innovations. Ralph Schroeder takes a longer-term view, synthesizing perspectives and findings from various social science disciplines in four countries: the United States, Sweden, India and China. His comparison highlights, among other observations, that smartphones are in many respects more important than PC-based internet uses.

Social Theory after the Internet focuses on everyday uses and effects of the internet, including information seeking and big data, and explains how the internet has gone beyond traditional media in, for example, enabling Donald Trump and Narendra Modi to come to power. Schroeder puts forward a sophisticated theory of the role internet plays, and how both technological and social forces shape its significance. The nation state goes virtual


Tom Symons at Nesta’s Predictions for 2018: “As the world changes, people expect their governments and public services to do so too. When it’s easy to play computer games with someone on the other side of the world, or set up a company bank account in five minutes, there is an expectation that paying taxes, applying for services or voting should be too…..

To add to this, large political upheavals such as Brexit and the election of Donald Trump have left some people feeling alienated from their national identity. Since the the UK voted to leave the EU, demand for Irish passports has increased by 50 per cent, a sign that people feel dissatisfied by the constraints of geographically determined citizenship when they can no longer relate to their national identity.

In response, some governments see these changes as an opportunity to reconceptualise what we mean by a nation state.

The e-Residency offer

The primary actor in this disruption is Estonia, which leads the world in digital government. In 2015 they introduced an e-Residency, allowing anyone anywhere in the world to receive a government-issued digital identity. The e-Residency gives people access to digital public services and the ability to register and run online businesses from the country, in exactly the same way as someone born in Estonia. As of November 2017, over 27,000 people have applied to be Estonian e-Residents, and they have established over 4,200 companies. Estonia aims to have ten million virtual residents by 2025….

While Estonia is a sovereign nation using technology to redefine itself, there are movements taking advantage of decentralising technologies in a bid to do away with the nation state altogether. Bitnation is a blockchain-based technology which enables people to create and join virtual nations. This allows people to agree their own social contracts between one another, using smart contract technology, removing the need for governments as an administrator or mediator. Since it began in 2014, it has been offering traditional government services, such as notaries, dispute resolution, marriages and voting systems, without the need for a middleman.

As of November 2017, there are over 10,000 Bitnation citizens. …

As citizens, we may be able to educate our children in Finland, access healthcare from South Korea and run our businesses in New Zealand, all without having to leave the comfort of our homes. Governments may see this as means of financial sustainability in the longer term, generating income by selling such services to a global population instead of centralised taxation systems levied on a geographic population.

Such a model has been described as ‘nation-as-a-service’, and could mean countries offering different tiers of citizenship, with taxes based on the number of services used, or tier of citizenship chosen. This could also mean multiple citizenships, including of city-states, as well as nations….

This is the moment for governments to start taking the full implications of the digital age seriously. From electronic IDs and data management through to seamless access to services, citizens will only demand better digital services. Countries such as Azerbaijan, are already developing their own versions of the e-Residency. Large internet platforms such as Amazon are gearing up to replace entire government functions. If governments don’t grasp the nettle, they may find themselves left behind by technology and other countries which won’t wait around for them….(More)”.

The world watches Reykjavik’s digital democracy experiment


Joshua Jacobs at the Financial Times: “When Iceland’s banks collapsed and mistrust of politicians soared during the 2008 financial crisis, two programmers thought software could help salvage the country’s democracy. They created Your Priorities, a platform that allows citizens to suggest laws, policies and budget measures, which can then be voted up or down by other users. “

We thought: If we manage somehow to connect regular citizens with government then we create a dialogue that will ultimately result in better decisions,” says Robert Bjarnason, chief executive of Citizens Foundation, the company that created Your Priorities. Mr Bjarnason and his fellow co-founder of Citizens Foundation, Gunnar Grimsson, used the software to create a policy website called Better Reykjavik just before the city’s 2010 elections.

Jon Gnarr, Reykjavik’s then mayor, encouraged people to use the platform to give him policy suggestions and he committed to funding the top 10 ideas each month. Seven years on, Better Reykjavik has some 20,000 users and 769 of their ideas have been approved by the city council. These include increasing financial support for the city’s homeless, converting a former power station into a youth centre, introducing gender-neutral toilets and naming a street after Darth Vader, the character from Star Wars.

Your Priorities has also been tested in other countries, including Estonia, Australia, Scotland, Wales, Norway and Malta. In Estonia, seven proposals have become law, including one limiting donations from companies to political parties and another that requires the national parliament to debate any proposal with more than 1,000 votes.

The software is part of a global trend for people to seek more influence over their politicians. In Australia, for example, the MiVote app allows people to vote on issues being debated in parliament.

…At times, the portal can become a “crazy sounding board” Mr Svansson concedes. The Reykjavik council has put in quality controls to filter out hare-brained proposals, although Mr Bjarnason says he has had to remove inappropriate content only a handful of times….During Iceland’s parliamentary elections last month, 10 out of 11 political parties published their election pitches on Your Priorities, allowing voters to comment on policies and propose new ones. This interactive manifesto website attracted 22,000 visitors.

Testing the efficacy of platforms such as Your Priorities is perhaps easier in Reykjavik — population 123,000 — than in larger cities. Even so, integrating the site into the council’s policymaking apparatus has been slower than Mr Bjarnason had foreseen. “Everything takes a long time and sometimes it is like you are swimming in syrup,” he says. “Still, it has been a really good experience working with the city.”…(More).

Use of the websites of parliaments to promote citizen deliberation in the process of public decision-making. Comparative study of ten countries


Santiago Giraldo Luquet in Communications and Society: “This study develops a longitudinal research (2010-2015) on 10 countries – 5 European countries (France, United Kingdom, Sweden, Italy and Spain) and 5 American countries (Argentina, Ecuador, Chile, Colombia and the USA). The aim is to compare how the parliaments use its official websites in order to promote the political participation process in the citizenship. The study focuses on the deliberation axe (Macintosh, 2004, Hagen, 2000, Vedel, 2003, 2007) and in the way that representative institutions define a digital strategy to create an online public sphere.

Starting with the recognition of Web 2.0 as a debate sphere and as a place of reconfiguration of the traditional –and utopian- Greek Agora, the study adopts the ‘deliberate’ political action axe to evaluate, qualitatively and quantitatively -using a content analysis methodology- the use of the Web 2.0 tools made by the legislative bodies of the analysed countries. The article shows how, which and what parliaments use Web 2.0 tools – integrated in their web page – as a scenario that allows deliberation at the different legislative processes that integrate the examined political systems. Finally, the comparative results show the main differences and similarities between the countries, as well as a tendency to reduce deliberation tools offering by representative institutions in the countries sampled…(More)”.
