Evidence vs Democracy: what are we doing to bridge the divide?


Jonathan Breckon, and Anna Hopkins at the Alliance for Useful Evidence: “People are hacked off with politicians. Whether it’s hurling abuse at MPs outside the House of Commons, or the burning barricades of Gilets Jaunes in Toulouse, discontent is in the air.

The evidence movement must respond to the ‘politics of distrust’. We cannot carry on regardless. For evidence advocates like us, reaching over the heads of the public to get research into the hands of elite policy-makers is not enough. Let’s be honest and accept that a lot of our work goes on behind closed doors. The UK’s nine What Works Centres only rarely engage with the public – more often with professionals, budget holders or civil servants. The evidence movement needs to democratise.

However, the difficulty is that evidence is hard work. It needs slow-thinking, and at least a passing knowledge of statistics, economics, or science.  How on earth can you do all that on Twitter or Facebook?

In a report published today we look at ‘mini-publics’ – an alternative democratic platform to connect citizens with research. Citizens’ Juries, Deliberative Polls, Consensus Conferences and other mini-publics are forums that bring people and evidence together, for constructive, considered debate. Ideally, people work in small groups, that are randomly chosen, and have the chance to interrogate experts in the field in question.

This is not a new idea. The idea of a ‘minipopulus’ was set out by the American political theorist Robert Dahl in the 1970s. Indeed, there is an even older heritage. Athenian classical democracy did for a time select small groups of officials by lot.

It’s also not a utopian idea from the past, as we have found many promising recent examples. For example in the UK, a Citizens’ Assembly on adult social care gave recommendations to two parliamentary Select Committees last year. There are also examples of citizens contributing to our public institutions and agendas by deliberating – through NICE’s Citizens Council or the James Lind Alliance.

We shouldn’t ignore this resistance to the mood of disaffection. Initiatives like the RSA’s Campaign for Deliberative Democracy are making the case for a step-change. To break the political deadlock on Brexit, there has been a call to create a Citizens’ Assembly on Brexit by former Prime Minister Gordon Brown, Stella Creasy MP and others. And there are many hopeful visions of a democratic future from abroad – like the experiments in Canada and Australia. Our report explores many of these international examples.

Citizens can make informed decisions – if we allow them to be citizens. They can understand, debate and interrogate research in platforms like mini-publics. And they can use evidence to help make the case for their priorities and concerns….(More)”.

Inside the world’s ‘what works’ teams


Jen Gold at What Works Blog: “There’s a small but growing band of government teams around the world dedicated to making experiments happen. The Cabinet Office’s What Works Team, set up in 2013, was the first of its kind. But you’ll now find them in Canada, the US, Finland, Australia, Colombia, and the UAE.

All of these teams work across government to champion the testing and evaluation of new approaches to public service delivery. This blog takes a look at the many ways in which we’re striving to make experimentation the norm in our governments.

Unsurprisingly we’re all operating in very different contexts. Some teams were set up in response to central requirements for greater experimentation. Take Canada, for instance. In 2016 the Treasury Board directed departments and agencies to devote a fixed proportion of programme funds to “experimenting with new approaches” (building on Prime Minister Trudeau’s earlier instruction to Ministers). An Innovation and Experimentation Team was then set up in the Treasury Board to provide some central support.

Finland’s Experimentation Office, based in the Prime Minister’s Office, is in a similar position. The team supports the delivery of Prime Minister Juha Sipilä’s 2016 national action plan that calls for “a culture of experimentation” in public services and a series of flagship policy experiments.

Others, like the US Office of Evaluation Sciences (OES) and the Behavioural Economics Team of the Australian Government (BETA), grew out of political interest in using behavioural science experiments in public policy. But these teams now run experiments in a much broader set of areas.

Implementing Public Policy: Is it possible to escape the ‘Public Policy Futility’ trap?

“Polls suggest that governments across the world face high levels of citizen dissatisfaction, and low levels of citizen trust. The 2017 Edelman Trust Barometer found, for instance, that only 43% of those surveyed trust Canada’s government. Only 15% of those surveyed trust government in South Africa, and levels are low in other countries too—including Brazil (at 24%), South Korea (28%), the United Kingdom (36%), Australia, Japan, and Malaysia (37%), Germany (38%), Russia (45%), and the United States (47%). Similar surveys find trust in government averaging only 40-45% across member countries of the Organization for Economic Cooperation and Development (OECD), and suggest that as few as 31% and 32% of Nigerians and Liberians trust government.

There are many reasons why trust in government is deficient in so many countries, and these reasons differ from place to place. One common factor across many contexts, however, is a lack of confidence that governments can or will address key policy challenges faced by citizens.

Studies show that this confidence deficiency stems from citizen observations or experiences with past public policy failures, which promote jaundiced views of their public officials’ capabilities to deliver. Put simply, citizens lose faith in government when they observe government failing to deliver on policy promises, or to ‘get things done’. Incidentally, studies show that public officials also often lose faith in their own capabilities (and those of their organizations) when they observe, experience or participate in repeated policy implementation failures. Put simply, again, these public officials lose confidence in themselves when they repeatedly fail to ‘get things done’.

I call the ‘public policy futility’ trap—where past public policy failure leads to a lack of confidence in the potential of future policy success, which feeds actual public policy failure, which generates more questions of confidence, in a vicious self fulfilling prophecy. I believe that many governments—and public policy practitioners working within governments—are caught in this trap, and just don’t believe that they can muster the kind of public policy responses needed by their citizens.

Along with my colleagues at the Building State Capability (BSC) program, I believe that many policy communities are caught in this trap, to some degree or another. Policymakers in these communities keep coming up with ideas, and political leaders keep making policy promises, but no one really believes the ideas will solve the problems that need solving or produce the outcomes and impacts that citizens need. Policy promises under such circumstances center on doing what policymakers are confident they can actually implement: like producing research and position papers and plans, or allocating inputs toward the problem (in a budget, for instance), or sponsoring visible activities (holding meetings or engaging high profile ‘experts’ for advice), or producing technical outputs (like new organizations, or laws). But they hold back from promising real solutions to real problems, as they know they cannot really implement them (given past political opposition, perhaps, or the experience of seemingly interactable coordination challenges, or cultural pushback, and more)….(More)”.

Abandoning Silos: How innovative governments are collaborating horizontally to solve complex problems


Report by Michael Crawford Urban: “The complex challenges that governments at all levels are facing today cut across long-standing and well-defined government boundaries and organizational structures. Solving these problems therefore requires a horizontal approach. This report looks at how such an approach can be successfully implemented.There are a number of key obstacles to effective horizontal collaboration in government, ranging from misaligned professional incentive structures to incompatible computer systems. But a number of governments – Estonia, the UK, and New Zealand – have all recently introduced innovative initiatives that are succeeding in creatively tackling these complex horizontal challenges. In each case, this is delivering critical benefits – reduced government costs and regulatory burdens, getting more out of existing personnel while recruiting more high quality professionals, or providing new and impactful data-driven insights that are helping improve the quality of human services.

How are they achieving this? We answer this question by using an analytical framework organized along three fundamental dimensions: governance(structuring accountability and responsibility), people (managing culture and personnel), and data (collecting, transmitting and using information). In each of our three cases, we show how specific steps taken along one of these dimensions can help overcome important obstacles that commonly arise and, in so doing, enable successful horizontal collaboration….(More)”.

New methods help identify what drives sensitive or socially unacceptable behaviors


Mary Guiden at Physorg: “Conservation scientists and statisticians at Colorado State University have teamed up to solve a key problem for the study of sensitive behaviors like poaching, harassment, bribery, and drug use.

Sensitive behaviors—defined as socially unacceptable or not compliant with rules and regulations—are notoriously hard to study, researchers say, because people often do not want to answer direct questions about them.

To overcome this challenge, scientists have developed indirect questioning approaches that protect responders’ identities. However, these methods also make it difficult to predict which sectors of a population are more likely to participate in sensitive behaviors, and which factors, such as knowledge of laws, education, or income, influence the probability that an individual will engage in a sensitive behavior.

Assistant Professor Jennifer Solomon and Associate Professor Michael Gavin of the Department of Human Dimensions of Natural Resources at CSU, and Abu Conteh from MacEwan University in Alberta, Canada, have teamed up with Professor Jay Breidt and doctoral student Meng Cao in the CSU Department of Statistics to develop a new method to solve the problem.

The study, “Understanding the drivers of sensitive behavior using Poisson regression from quantitative randomized response technique data,” was published recently in PLOS One.

Conteh, who, as a doctoral student, worked with Gavin in New Zealand, used a specific technique, known as quantitative randomized response, to elicit confidential answers to questions on behaviors related to non-compliance with natural resource regulations from a protected area in Sierra Leone.

In this technique, the researcher conducting interviews has a large container containing pingpong balls, some with numbers and some without numbers. The interviewer asks the respondent to pick a ball at random, without revealing it to the interviewer. If the ball has a number, the respondent tells the interviewer the number. If the ball does not have a number, the respondent reveals how many times he illegaly hunted animals in a given time period….

Armed with the new computer program, the scientists found that people from rural communities with less access to jobs in urban centers were more likely to hunt in the reserve. People in communities with a greater proportion people displaced by Sierra Leone’s 10-year civil war were also more likely to hunt illegally….(More)”

Our new approach is to design services that respond to common life events — like having a baby or starting a new job.

This is a big change from the way we do things now, where a member of the public has to go to any number of government departments, online or community groups to find information and services.

We currently organise government around our imperatives and needs, but in the future we will organise it around yours….

For example, digital technology will make it possible to deliver a fully personalised digital assistant.

That means that everyone accessing government services may have access to their own dedicated, personal avatar assistant, that can talk in their language, know their preferences, understand their needs and provide a familiar face to dealing with the government.

This is not science-fiction. In fact, a couple of years ago, my department had a prototype – Nadia – that was world leading.

Unfortunately, Nadia wasn’t quite ready at the time to deliver on the promise, but technology is evolving rapidly. I am confident that the day when such assistants will be around us – both in government and in private enterprise – is not that far away.

We already see smart assistants in our lives, whether it’s Siri and Cortana in our phones and computers, or Amazon’s Alexa or Google in our homes.

Having your own dedicated government digital assistant also means that, as a government, we will be able to deliver truly personalised services.

While we are starting with re-focusing government services around life events, our ambition is to end up offering you tailored support when you need it, based on your individual circumstances….(More)”.

Crowd-mapping gender equality – a powerful tool for shaping a better city launches in Melbourne

How does it work?

Crowd-mapping generates geolocative data. This is made up of points “dropped” to a precise geographical location. The data can then be analysed and synthesised for insights, tendencies and “hotspots”.

The diversity of its applications shows the adaptability of the method. The digital, community-based method of crowd-mapping has been used across the globe. Mapping humanitarian action on Instagram


Report by Anthony McCosker, Jane Farmer, Tracy De Cotta, Peter Kamstra, Natalie Jovanovski, Arezou Soltani Panah, Zoe Teh, and Sam Wilson: “Every day, people undertake many different kinds of voluntary service and humanitarian action. This might involve fundraising and charity work, giving time, helping or inspiring others, or promoting causes. However, because so much of the research on volunteering and humanitarian action focuses on formal activities along with large-scale campaigns and global crisis events, we know very little about what people are doing informally and in their local community.

Humanitarianism is changing with the digital age and with new modes of networked communication and interaction. The research presented in this report offers new insights into the way people engage with humanitarian activities in their local contexts and everyday lives. We turned to Instagram as a novel data source that can offer insights into everyday humanitarian action. As a popular visual social media platform, Instagram provides a certain kind of intimate access to the humanitarian acts and the social good values that people want to capture, share and promote to others.

We sought to develop a typology of everyday humanitarian actions, the targets of those actions and situations and contexts they happen in through an analysis of Instagram data. Our research methodology and findings unlock a new approach to understanding humanitarian action in situ, and opens opportunities for organisation-led campaigns to improve and support self-mobilisation.

By using geographical information provided by Instagram users when they post, we demonstrate the relationships between humanitarian activities and locations across Victoria, Australia, illustrating the heavy concentration of activity within Melbourne’s CBD and inner suburbs. The data shows patterns in the kinds of actions, the situations in which they occur, and the humanitarian targets and values shared. On the basis of the findings, the report points to next steps in how humanitarian and charity organisations can innovate using social data to build a digitally active humanitarian movement by mapping and amplifying and better understanding humanitarian deeds where and when they happen. While the analysis offers many nuanced insights into everyday humanitarian activity, we highlight three key findings.

The Stoplight Battling to End Poverty


Nick Dall at OZY: “Over midafternoon coffees and Fantas, Robyn-Lee Abrahams and Joyce Paulse — employees at my local supermarket in Cape Town, South Africa — tell me how their lives have changed in the past 18 months. “I never dreamed my daughter would go to college,” says Paulse. “But yesterday we went online together and started filling in the forms.”

Abrahams notes how she used to live hand to mouth. “But now I’ve got a savings account, which I haven’t ever touched.” The sacrifice? “I eat less chocolate now.”

Paulse and Abrahams are just two of thousands of beneficiaries of the Poverty Stoplight, a self-evaluation tool that’s now redefining poverty in countries as diverse as Argentina and the U.K.; Mexico and Tanzania; Chile and Papua New Guinea. By getting families to rank their own economic condition red, yellow or green based upon 50 indicators, the Poverty Stoplight gives families the agency to pull themselves out of poverty and offers organizations insight into whether their programs are working.

Social entrepreneur Martín Burt, who founded Fundación Paraguaya 33 years ago to promote entrepreneurship and economic empowerment in Paraguay, developed the first, paper-based prototype of the Poverty Stoplight in 2010 to help the organization’s microfinance clients escape the poverty cycle….Because poverty is multidimensional, “you can have a family with a proper toilet but no savings,” points out Burt. Determining questionnaires span six different aspects of people’s lives, including softer indicators such as community involvement, self-confidence and family violence. The survey, a series of 50 multiple-choice questions with visual cues, is aimed at households, not individuals, because “you cannot get a 10-year-old girl out of poverty in isolation,” says Burt.
