Digital Government: Turning the Rhetoric into Reality


Miguel Carrasco and Peter Goss at BCG Perspectives: “Getting better—but still plenty of room for improvement: that’s the current assessment by everyday users of their governments’ efforts to deliver online services. The public sector has made good progress, but most countries are not moving nearly as quickly as users would like. Many governments have made bold commitments, and a few countries have determined to go “digital by default.” Most are moving more modestly, often overwhelmed by complexity and slowed by bureaucratic skepticism over online delivery as well as by a lack of digital skills. Developing countries lead in the rate of online usage, but they mostly trail developed nations in user satisfaction.
Many citizens—accustomed to innovation in such sectors as retailing, media, and financial services—wish their governments would get on with it. Of the services that can be accessed online, many only provide information and forms, while users are looking to get help and transact business. People want to do more. Digital interaction is often faster, easier, and more efficient than going to a service center or talking on the phone, but users become frustrated when the services do not perform as expected. They know what good online service providers offer. They have seen a lot of improvement in recent years, and they want their governments to make even better use of digital’s capabilities.
Many governments are already well on the way to improving digital service delivery, but there is often a gap between rhetoric and reality. There is no shortage of government policies and strategies relating to “digital first,” “e-government,” and “gov2.0,” in addition to digital by default. But governments need more than a strategy. “Going digital” requires leadership at the highest levels, investments in skills and human capital, and cultural and behavioral change. Based on BCG’s work with numerous governments and new research into the usage of, and satisfaction with, government digital services in 12 countries, we see five steps that most governments will want to take:

1. Focus on value. Put the priority on services with the biggest gaps between their importance to constituents and constituents’ satisfaction with digital delivery. In most countries, this will mean services related to health, education, social welfare, and immigration.

2. Adopt service design thinking. Governments should walk in users’ shoes. What does someone encounter when he or she goes to a government service website—plain language or bureaucratic legalese? How easy is it for the individual to navigate to the desired information? How many steps does it take to do what he or she came to do? Governments can make services easy to access and use by, for example, requiring users to register once and establish a digital credential, which can be used in the future to access online services across government.

3. Lead users online, keep users online. Invest in seamless end-to-end capabilities. Most government-service sites need to advance from providing information to enabling users to transact their business in its entirety, without having to resort to printing out forms or visiting service centers.

4. Demonstrate visible senior-leadership commitment. Governments can signal—to both their own officials and the public—the importance and the urgency that they place on their digital initiatives by where they assign responsibility for the effort.

5. Build the capabilities and skills to execute. Governments need to develop or acquire the skills and capabilities that will enable them to develop and deliver digital services.

This report examines the state of government digital services through the lens of Internet users surveyed in Australia, Denmark, France, Indonesia, the Kingdom of Saudi Arabia, Malaysia, the Netherlands, Russia, Singapore, the United Arab Emirates (UAE), the UK, and the U.S. We investigated 37 different government services. (See Exhibit 1.)…”

App pays commuters to take routes that ease congestion


Springwise: “Congestion at peak hours is a major problem in the world’s busiest city centres. We’ve recently seen Gothenburg in Sweden offering free bicycles to ease the burden on public transport services, but now a new app is looking to take a different approach to the same problem. Urban Engines uses algorithms to help cities determine key congestion choke points and times, and can then reward commuters for avoiding them.
The Urban Engines system is based on commuters using the smart commuter cards already found in many major cities. The company tracks journeys made with those commuter cards, and uses that data to identify main areas of congestion, and at what times the congestion occurs. The system has already been employed in Washington, D.C, and Sao Paulo, Brazil, helping provide valuable data for work with city planners.
It’s in Singapore, however, where the most interesting work has been achieved so far. There, commuters who have signed up and registered their commuter cards can earn rewards when they travel. They will earn one point for every kilometre travelled during peak hours, or triple that when travelling off-peak. The points earned can then be converted into discounts on future journeys, or put towards an in-app raffle game, where they have the opportunity to win sums of money. Urban Engines claim there’s been a 7 to 13 percent reduction in journeys made during peak hours, with 200,000 commuters taking part.
The company is based on an original experiment carried out in Bangalore. The rewards program there, carried out among 20,000 employees of the Indian company Infosys, lead to 17 percent of traffic shifting to off-peak travel times in six months. A similarly successful experiment has also been carried out on the Stanford University campus, and the plan is to now expand to other major cities…”

Humanitarians in the sky


Patrick Meier in the Guardian: “Unmanned aerial vehicles (UAVs) capture images faster, cheaper, and at a far higher resolution than satellite imagery. And as John DeRiggi speculates in “Drones for Development?” these attributes will likely lead to a host of applications in development work. In the humanitarian field that future is already upon us — so we need to take a rights-based approach to advance the discussion, improve coordination of UAV flights, and to promote regulation that will ensure safety while supporting innovation.
It was the unprecedentedly widespread use of civilian UAVs following typhoon Haiyan in the Philippines that opened my eyes to UAV use in post-disaster settings. I was in Manila to support the United Nations’ digital humanitarian efforts and came across new UAV projects every other day.
One team was flying rotary-wing UAVs to search for survivors among vast fields of debris that were otherwise inaccessible. Another flew fixed-wing UAVs around Tacloban to assess damage and produce high-quality digital maps. Months later, UAVs are still being used to support recovery and preparedness efforts. One group is working with local mayors to identify which communities are being overlooked in the reconstruction.
Humanitarian UAVs are hardly new. As far back as 2007, the World Food Program teamed up with the University of Torino to build humanitarian UAVs. But today UAVs are much cheaper, safer, and easier to fly. This means more people own personal UAVs. The distinguishing feature between these small UAVs and traditional remote control airplanes or helicopters is that they are intelligent. Most can be programmed to fly and land autonomously at designated locations. Newer UAVs also have on-board, flight-stabilization features that automatically adapt to changing winds, automated collision avoidance systems, and standard fail-safe mechanisms.
While I was surprised by the surge in UAV projects in the Philippines, I was troubled that none of these teams were aware of each other and that most were apparently not sharing their imagery with local communities. What happens when even more UAV teams show up following future disasters? Will they be accompanied by droves of drone journalists and “disaster tourists” equipped with personal UAVs? Will we see thousands of aerial disaster pictures and videos uploaded to social media rather than in the hands of local communities? What are the privacy implications? And what about empowering local communities to deploy their own UAVs?
There were many questions but few answers. So I launched the humanitarian UAV network (UAViators) to bridge the worlds of humanitarian professionals and UAV experts to address these questions. Our first priority was to draft a code of conduct for the use of UAVs in humanitarian settings to hold ourselves accountable while educating new UAV pilots before serious mistakes are made…”

Making cities smarter through citizen engagement


Vaidehi Shah at Eco-Business: “Rapidly progressing information communications technology (ICT) is giving rise to an almost infinite range of innovations that can be implemented in cities to make them more efficient and better connected. However, in order for technology to yield sustainable solutions, planners must prioritise citizen engagement and strong leadership.
This was the consensus on Tuesday at the World Cities Summit 2014, where representatives from city and national governments, technology firms and private sector organisations gathered in Singapore to discuss strategies and challenges to achieving sustainable cities in the future.
Laura Ipsen, Microsoft corporate vice president for worldwide public sector, identified globalisation, social media, big data, and mobility as the four major technological trends prevailing in cities today, as she spoke at the plenary session with a theme on “The next urban decade: critical challenges and opportunities”.
Despite these increasing trends, she cautioned, “technology does not build infrastructure, but it does help better engage citizens and businesses through public-private partnerships”.
For example, “LoveCleanStreets”, an online tool developed by Microsoft and partners, enables London residents to report infrastructure problems such as damaged roads or signs, shared Ipsen.
“By engaging citizens through this application, cities can fix problems early, before they get worse,” she said.
In Singapore, the ‘MyWaters’ app of PUB, Singapore’s national water agency, is also a key tool for the government to keep citizens up-to-date of water quality and safety issues in the country, she added.
Even if governments did not actively develop solutions themselves, simply making the immense amounts of data collected by the city open to businesses and citizens could make a big difference to urban liveability, Mark Chandler, director of the San Francisco Mayor’s Office of International Trade and Commerce, pointed out.
Opening up all of the data collected by San Francisco, for instance, yielded 60 free mobile applications that allow residents to access urban solutions related to public transport, parking, and electricity, among others, he explained. This easy and convenient access to infrastructure and amenities, which are a daily necessity, is integral to “a quality of life that keeps the talented workforce in the city,” Chandler said….”

Twitter releasing trove of user data to scientists for research


Joe Silver at ArsTechnica: “Twitter has a 200-million-strong and ever-growing user base that broadcasts 500 million updates daily. It has been lauded for its ability to unsettle repressive political regimes, bring much-needed accountability to corporations that mistreat their customers, and combat other societal ills (whether such characterizations are, in fact, accurate). Now, the company has taken aim at disrupting another important sphere of human society: the scientific research community.
Back in February, the site announced its plan—in collaboration with Gnip—to provide a handful of research institutions with free access to its data sets from 2006 to the present. It’s a pilot program called “Twitter Data Grants,” with the hashtag #DataGrants. At the time, Twitter’s engineering blog explained the plan to enlist grant applications to access its treasure trove of user data:

Twitter has an expansive set of data from which we can glean insights and learn about a variety of topics, from health-related information such as when and where the flu may hit to global events like ringing in the new year. To date, it has been challenging for researchers outside the company who are tackling big questions to collaborate with us to access our public, historical data. Our Data Grants program aims to change that by connecting research institutions and academics with the data they need.

In April, Twitter announced that, after reviewing the more than 1,300 proposals submitted from more than 60 different countries, it had selected six institutions to provide with data access. Projects approved included a study of foodborne gastrointestinal illnesses, a study measuring happiness levels in cities based on images shared on Twitter, and a study using geosocial intelligence to model urban flooding in Jakarta, Indonesia. There’s even a project exploring the relationship between tweets and sports team performance.
Twitter did not directly respond to our questions on Tuesday afternoon regarding the specific amount and types of data the company is providing to the six institutions. But in its privacy policy, Twitter explains that most user information is intended to be broadcast widely. As a result, the company likely believes that sharing such information with scientific researchers is well within its rights, as its services “are primarily designed to help you share information with the world,” Twitter says. “Most of the information you provide us is information you are asking us to make public.”
While mining such data sets will undoubtedly aid scientists in conducting experiments for which similar data was previously either unavailable or quite limited, these applications raise some legal and ethical questions. For example, Scientific American has asked whether Twitter will be able to retain any legal rights to scientific findings and whether mining tweets (many of which are not publicly accessible) for scientific research when Twitter users have not agreed to such uses is ethically sound.
In response, computational epidemiologists Caitlin Rivers and Bryan Lewis have proposed guidelines for ethical research practices when using social media data, such as avoiding personally identifiable information and making all the results publicly available….”

Closing the Feedback Loop: Can Technology Bridge the Accountability Gap


(WorldBank) Book edited by Björn-Sören Gigler and Savita Bailur:  “This book is a collection of articles, written by both academics and practitioners as an evidence base for citizen engagement through information and communication technologies (ICTs). In it, the authors ask: how do ICTs empower through participation, transparency and accountability? Specifically, the authors examine two principal questions: Are technologies an accelerator to closing the “accountability gap” – the space between the supply (governments, service providers) and demand (citizens, communities, civil society organizations or CSOs) that requires bridging for open and collaborative governance? And under what conditions does this occur? The introductory chapters lay the theoretical groundwork for understanding the potential of technologies to achieving intended goals. Chapter 1 takes us through the theoretical linkages between empowerment, participation, transparency and accountability. In Chapter 2, the authors devise an informational capability framework, relating human abilities and well-being to the use of ICTs. The chapters to follow highlight practical examples that operationalize ICT-led initiatives. Chapter 3 reviews a sample of projects targeting the goals of transparency and accountability in governance to make preliminary conclusions around what evidence exists to date, and where to go from here. In chapter 4, the author reviews the process of interactive community mapping (ICM) with examples that support general local development and others that mitigate natural disasters. Chapter 5 examines crowdsourcing in fragile states to track aid flows, report on incitement or organize grassroots movements. In chapter 6, the author reviews Check My School (CMS), a community monitoring project in the Philippines designed to track the provision of services in public schools. Chapter 7 introduces four key ICT-led, citizen-governance initiatives in primary health care in Karnataka, India. Chapter 8 analyzes the World Bank Institute’s use of ICTs in expanding citizen project input to understand the extent to which technologies can either engender a new “feedback loop” or ameliorate a “broken loop”. The authors’ analysis of the evidence signals ICTs as an accelerator to closing the “accountability gap”. In Chapter 9, the authors conclude with the Loch Ness model to illustrate how technologies contribute to shrinking the gap, why the gap remains open in many cases, and what can be done to help close it. This collection is a critical addition to existing literature on ICTs and citizen engagement for two main reasons: first, it is expansive, covering initiatives that leverage a wide range of technology tools, from mobile phone reporting to crowdsourcing to interactive mapping; second, it is the first of its kind to offer concrete recommendations on how to close feedback loops.”

What happened to the idea of the Great Society?


John Micklethwait and Adrian Wooldridge in the Financial Times: “Most of the interesting experiments in government are taking place far from Washington: in Singapore, which delivers much better public services at a fraction of the cost; in Brazil, with its “conditional” welfare payments, dependent on behaviour; in Scandinavia, where “socialist” Sweden has cut state spending from 67 per cent of GDP in 1993 to 49 per cent, introduced school vouchers and brought entitlements into balance by raising the retirement age. In the US, the dynamic bits of government are in its cities, where pragmatic mayors are experimenting with technology.
What will replace the Great Society? For Republicans, the answer looks easy: just shrink government. But this gut instinct runs up against two big problems. The assumption that government is evil means they never take it seriously (Singapore has a tiny state but pays its best civil servants $2m a year). And, in practice, American conservatives are addicted to Big Government: hence the $1.3tn of exemptions in the US tax code, most of which are in effect a welfare state for the rich.
For Democrats, the problem is even worse. Having become used to promising ever more entitlements to voters, they face a series of unedifying choices: whether to serve society at large (by making schools better) or to protect public sector unions (teachers account for many of their activists); and whether to offer ever less generous universal benefits to the entire population or to target spending on the disadvantaged.
This is where the politics of the future will be fought, on both sides of the Atlantic. It will not be as inspiring as the Great Society. It will be about slimming and modernising government, tying pensions to life expectancy and unleashing technology on the public sector.
But what the US – and Europe – needs is cool-headed pragmatism. Government is neither a monster nor a saviour but an indispensable part of a decent society that, like most organisations, works best when it focuses on doing a few things well.”

The Data Mining Techniques That Reveal Our Planet's Cultural Links and Boundaries


Emerging Technology From the arXiv: “The habits and behaviors that define a culture are complex and fascinating. But measuring them is a difficult task. What’s more, understanding the way cultures change from one part of the world to another is a task laden with challenges.
The gold standard in this area of science is known as the World Values Survey, a global network of social scientists studying values and their impact on social and political life. Between 1981 and 2008, this survey conducted over 250,000 interviews in 87 societies. That’s a significant amount of data and the work has continued since then. This work is hugely valuable but it is also challenging, time-consuming and expensive.
Today, Thiago Silva at the Universidade Federal de Minas Gerais in Brazil and a few buddies reveal another way to collect data that could revolutionize the study of global culture. These guys study cultural differences around the world using data generated by check-ins on the location-based social network, Foursquare.
That allows these researchers to gather huge amounts of data, cheaply and easily in a short period of time. “Our one-week dataset has a population of users of the same order of magnitude of the number of interviews performed in [the World Values Survey] in almost three decades,” they say.
Food and drink are fundamental aspects of society and so the behaviors and habits associated with them are important indicators. The basic question that Silva and co attempt to answer is: what are your eating and drinking habits? And how do these differ from a typical individual in another part of the world such as Japan, Malaysia, or Brazil?
Foursquare is ideally set up to explore this question. Users “check in” by indicating when they have reached a particular location that might be related to eating and drinking but also to other activities such as entertainment, sport and so on.
Silva and co are only interested in the food and drink preferences of individuals and, in particular, on the way these preferences change according to time of day and geographical location.
So their basic approach is to compare a large number individual preferences from different parts of the world and see how closely they match or how they differ.
Because Foursquare does not share its data, Silva and co downloaded almost five million tweets containing Foursquare check-ins, URLs pointing to the Foursquare website containing information about each venue. They discarded check-ins that were unrelated to food or drink.
That left them with some 280,000 check-ins related to drink from 160,000 individuals; over 400,000 check-ins related to fast food from 230,000 people; and some 400,000 check-ins relating to ordinary restaurant food or what Silva and co call slow food.
They then divide each of these classes into subcategories. For example, the drink class has 21 subcategories such as brewery, karaoke bar, pub, and so on. The slow food class has 53 subcategories such as Chinese restaurant, Steakhouse, Greek restaurant, and so on.
Each check-in gives the time and geographical location which allows the team to compare behaviors from all over the world. They compare, for example, eating and drinking times in different countries both during the week and at the weekend. They compare the choices of restaurants, fast food habits and drinking habits by continent and country. The even compare eating and drinking habits in New York, London, and Tokyo.
The results are a fascinating insight into humanity’s differing habits. Many places have similar behaviors, Malaysia and Singapore or Argentina and Chile, for example, which is just as expected given the similarities between these places.
But other resemblances are more unexpected. A comparison of drinking habits show greater similarity between Brazil and France, separated by the Atlantic Ocean, than they do between France and England, separated only by the English Channel…
They point out only two major differences. The first is that no Islamic cluster appears in the Foursquare data. Countries such as Turkey are similar to Russia, while Indonesia seems related to Malaysia and Singapore.
The second is that the U.S. and Mexico make up their own individual cluster in the Foursquare data whereas the World Values Survey has them in the “English-speaking” and “Latin American” clusters accordingly.
That’s exciting data mining work that has the potential to revolutionize the way sociologists and anthropologists study human culture around the world. Expect to hear more about it

Facebook’s Connectivity Lab will develop advanced technology to provide internet across the world


and at GigaOm: “The Internet.org initiative will rely on a new team at Facebook called the Connectivity Lab, based at the company’s Menlo Park campus, to develop technology on the ground, in the air and in space, CEO Mark Zuckerberg announced Thursday. The team will develop technology like drones and satellites to expand access to the internet across the world.
“The team’s approach is based on the principle that different sized communities need different solutions and they are already working on new delivery platforms—including planes and satellites—to provide connectivity for communities with different population densities,” a post on Internet.org says.
Internet.org, which is backed by companies like Facebook, Samsung and Qualcomm, wants to provide internet to the two thirds of the world that remains disconnected due to cost, lack of infrastructure or remoteness. While many companies are  developing business models and partnerships in areas that lack internet, the Connectivity Lab will focus on sustainable technology that will transmit the signals. Facebook envisions using drones that could fly for months to connect suburban areas, while more rural areas would rely on satellites. Both would use infrared lasers to blanket whole areas with connectivity.
Members of the Connectivity Lab have backgrounds at NASA’s Jet Propulsion Laboratory, NASA’s Ames Research Center and the National Optical Astronomy Observatory. Facebook also confirmed today that it acquired five employees from Ascenta, a U.K.-based company that worked on the Zephyr–a solar-powered drone capable of flying for two weeks straight.
The lab’s work will build on work the company has already done in the Philippines and Paraguay, Zuckerberg said in a Facebook post. And, like the company’s Open Compute project, there is a possibility that the lab will seek partnerships with outside countries once the bulk of the technology has been developed.”

Why Are Rich Countries Democratic?


Ricardo Hausmann at Project Syndicate: “When Adam Smith was 22, he famously proclaimed that, “Little else is requisite to carry a state to the highest degree of opulence from the lowest barbarism, but peace, easy taxes, and a tolerable administration of justice: all the rest being brought about by the natural course of things.” Today, almost 260 years later, we know that nothing could be further from the truth.
The disappearance of Malaysia Airlines Flight 370 shows how wrong Smith was, for it highlights the intricate interaction between modern production and the state. To make air travel feasible and safe, states ensure that pilots know how to fly and that aircraft pass stringent tests. They build airports and provide radar and satellites that can track planes, air traffic controllers to keep them apart, and security services to keep terrorists on the ground. And, when something goes wrong, it is not peace, easy taxes, and justice that are called in to assist; it is professional, well-resourced government agencies.
All advanced economies today seem to need much more than the young Smith assumed. And their governments are not only large and complex, comprising thousands of agencies that administer millions of pages of rules and regulations; they are also democratic – and not just because they hold elections every so often. Why?
By the time he published The Wealth of Nations, at age 43, Smith had become the first complexity scientist. He understood that the economy was a complex system that needed to coordinate the work of thousands of people just to make things as simple as a meal or a suit.
But Smith also understood that while the economy was too intricate to be organized by anybody, it has the capacity to self-organize. It possesses an “invisible hand,” which operates through market prices to provide an information system that can be used to calculate whether using resources for a given purpose is worthwhile – that is, profitable.
Profit is an incentive system that leads firms and individuals to respond to the information provided by prices. And capital markets are a resource-mobilization system that provides money to those companies and projects that are expected to be profitable – that is, the ones that respond adequately to market prices.
But modern production requires many inputs that markets do not provide. And, as in the case of airlines, these inputs – rules, standards, certifications, infrastructure, schools and training centers, scientific labs, security services, among others – are deeply complementary to the ones that can be procured in markets. They interact in the most intricate ways with the activities that markets organize.
So here’s the question: Who controls the provision of the publicly provided inputs? The prime minister? The legislature? Which country’s top judges have read the millions of pages of legislation or considered how they complement or contradict each other, much less applied them to the myriad different activities that comprise the economy? Even a presidential executive cannot be fully aware of the things that are done or not done by the thousands of government agencies and how they affect each part of society.
This is an information-rich problem, and, like the social-coordination challenge that the market addresses, it does not allow for centralized control. What is needed is something like the invisible hand of the market: a mechanism for self-organization. Elections clearly are not enough, because they typically occur at two- or four-year intervals and collect very little information per voter.
Instead, successful political systems have had to create an alternative invisible hand – a system that decentralizes the power to identify problems, propose solutions, and monitor performance, such that decisions are made with much more information.
To take just one example, the United States’ federal government accounts for just 537 of the country’s roughly 500,000 elected positions. Clearly, there is much more going on elsewhere.
The US Congress has 100 senators with 40 aides each, and 435 representatives with 25 aides each. They are organized into 42 committees and 182 subcommittees, meaning that there are 224 parallel conversations going on. And this group of more than 15,000 people is not alone. Facing them are some 22,000 registered lobbyists, whose mission is (among other goals) to sit down with legislators and draft legislation.
This, together with a free press, is part of the structure that reads the millions of pages of legislation and monitors what government agencies do and do not do. It generates the information and the incentives to respond to it. It affects the allocation of budgetary resources. It is an open system in which anybody can create news or find a lobbyist to make his case, whether it is to save the whales or to eat them.
Without such a mechanism, the political system cannot provide the kind of environment that modern economies need. That is why all rich countries are democracies, and it is why some countries, like my own (Venezuela), are becoming poorer. Although some of these countries do hold elections, they tend to stumble at even the simplest of coordination problems. Lining up to vote is no guarantee that citizens will not also have to line up for toilet paper.”
