Scientists Are Hoarding Data And It’s Ruining Medical Research


Ben Goldacre at Buzzfeed: “We like to imagine that science is a world of clean answers, with priestly personnel in white coats, emitting perfect outputs, from glass and metal buildings full of blinking lights.

The reality is a mess. A collection of papers published on Wednesday — on one of the most commonly used medical treatments in the world — show just how bad things have become. But they also give hope.

The papers are about deworming pills that kill parasites in the gut, at extremely low cost. In developing countries, battles over the usefulness of these drugs have become so contentious that some people call them “The Worm Wars.”…

This “deworm everybody” approach has been driven by a single, hugely influential trial published in 2004 by two economists, Edward Miguel and Michael Kremer. This trial, done in Kenya, found that deworming whole schools improved children’s health, school performance, and school attendance. What’s more, these benefits apparently extended to children in schools several miles away, even when those children didn’t get any deworming tablets (presumably, people assumed, by interrupting worm transmission from one child to the next).

A decade later, in 2013, these two economists did something that very few researchers have ever done. They handed over their entire dataset to independent researchers on the other side of the world, so that their analyses could be checked in public. What happened next has every right to kick through a revolution in science and medicine….

This kind of statistical replication is almost vanishingly rare. A recent study set out to find all well-documented cases in which the raw data from a randomized trial had been reanalysed. It found just 37, out of many thousands. What’s more, only five were conducted by entirely independent researchers, people not involved in the original trial.

These reanalyses were more than mere academic fun and games. The ultimate outcomes of the trials changed, with terrifying frequency: One-third of them were so different that the take-home message of the trial shifted.

This matters. Medical trials aren’t conducted out of an abstract philosophical interest, for the intellectual benefit of some rarefied class in ivory towers. Researchers do trials as a service, to find out what works, because they intend to act on the results. It matters that trials get an answer that is not just accurate, but also reliable.

So here we have an odd situation. Independent reanalysis can improve the results of clinical trials, and help us not go down blind alleys, or give the wrong treatment to the wrong people. It’s pretty cheap, compared to the phenomenal administrative cost of conducting a trial. And it spots problems at an alarmingly high rate.

And yet, this kind of independent check is almost never done. Why not? Partly, it’s resources. But more than that, when people do request raw data, all too often the original researchers duck, dive, or simply ignore requests….

Two years ago I published a book on problems in medicine. Front and center in this howl was “publication bias,” the problem of clinical trial results being routinely and legally withheld from doctors, researchers, and patients. The best available evidence — from dozens of studieschasing results for completed trials — shows that around half of all clinical trials fail to report their results. The same is true of industry trials, and academic trials. What’s more, trials with positive results are about twice as likely to post results, so we see a biased half of the literature.

This is a cancer at the core of evidence-based medicine. When half the evidence is withheld, doctors and patients cannot make informed decisions about which treatment is best. When I wrote about this, various people from the pharmaceutical industry cropped up to claim that the problem was all in the past. So I befriended some campaigners, we assembled a group of senior academics, and started the AllTrials.net campaign with one clear message: “All trials must be registered, with their full methods and results reported.”

Dozens of academic studies had been published on the issue, and that alone clearly wasn’t enough. So we started collecting signatures, and we now have more than 85,000 supporters. At the same time we sought out institutional support. Eighty patient groups signed up in the first month, with hundreds more since then. Some of the biggest research funders, and even government bodies, have now signed up.

This week we’re announcing support from a group of 85 pension funds and asset managers, representing more than 3.5 trillion euros in funds, who will be asking the pharma companies they invest in to make plans to ensure that all trials — past, present, and future — report their results properly. Local Governments Need Financial Transparency Tools


Cities of the Future: “Comprehensive financial transparency — allowing anyone to look up the allocation of budgets, expenses by department, and even the ledger of each individual expense as it happens — can help local governments restore residents’ confidence, help manage the budget efficiently and make more informed decisions for new projects and money allocation.

A few weeks ago, we had municipal elections in Spain. Many local governments changed hands and the new administrations had to review the current budgets, see where money was being spent and, on occasion, discovered expenses they were not expecting.

As costs rise and cities find it more difficult to provide the same services without raising taxes, citizens among others are demanding full disclosure of income and expenses.

Tools such as OpenGov platform are helping cities accomplish that goal…Earlier this year the city of Beaufort (pop. 13,000), South Carolina’s second oldest city known for its historic charm and moss-laden oak trees, decided to implement OpenGov. It rolled out the platform to the public last February, becoming the first city in the State to provide the public with in-depth, comprehensive financial data (spanning five budget years).

The reception by the city council and residents was extremely positive. Residents can now look up where their tax money goes down to itemized expenses. They can also see up-to-date charts of every part of the budget, how it is being spent, and what remains to be used. City council members can monitor the administration’s performance and ask informed questions at town meetings about the budget use, right down to the smallest expenses….

Many cities are now implementing open data tools to share information on different aspects of city services, such as transit information, energy use, water management, etc. But those tools are difficult to use and do not provide comprehensive financial information about the use of public money. …(More)”

Book by Kentaro Toyama “…, an award-winning computer scientist, moved to India to start a new research group for Microsoft. Its mission: to explore novel technological solutions to the world’s persistent social problems. Together with his team, he invented electronic devices for under-resourced urban schools and developed digital platforms for remote agrarian communities. Forging Trust Communities: How Technology Changes Politics


Book by Irene S. Wu: “Bloggers in India used social media and wikis to broadcast news and bring humanitarian aid to tsunami victims in South Asia. Terrorist groups like ISIS pour out messages and recruit new members on websites. The Internet is the new public square, bringing to politics a platform on which to create community at both the grassroots and bureaucratic level. Drawing on historical and contemporary case studies from more than ten countries, Irene S. Wu’s Forging Trust Communities argues that the Internet, and the technologies that predate it, catalyze political change by creating new opportunities for cooperation. The Internet does not simply enable faster and easier communication, but makes it possible for people around the world to interact closely, reciprocate favors, and build trust. The information and ideas exchanged by members of these cooperative communities become key sources of political power akin to military might and economic strength.

Exploring Open Energy Data in Urban Areas


The Worldbank: “…Energy efficiency – using less energy input to deliver the same level of service – has been described by many as the ‘first fuel’ of our societies. However, lack of adequate data to accurately predict and measure energy efficiency savings, particularly at the city level, has limited the realization of its promise over the past two decades.
Why Open Energy Data?
Open Data can be a powerful tool to reduce information asymmetry in markets, increase transparency and help achieve local economic development goals. Several sectors like transport, public sector management and agriculture have started to benefit from Open Data practices. Energy markets are often characterized by less-than-optimal conditions with high system inefficiencies, misaligned incentives and low levels of transparency. As such, the sector has a lot to potentially gain from embracing Open Data principles.
The United States is a leader in this field with its ‘Energy Data’ initiative. This initiative makes data easy to find, understand and apply, helping to fuel a clean energy economy. For example, the Energy Information Administration’s (EIA) open application programming interface (API) has more than 1.2 million time series of data and is frequently visited by users from the private sector, civil society and media. In addition, the Green Button  initiative is empowering American citizens to have access to their own energy usage data, and OpenEI.org is an Open Energy Information platform to help people find energy information, share their knowledge and connect to other energy stakeholders.
Introducing the Open Energy Data Assessment
To address this data gap in emerging and developing countries, the World Bank is conducting a series of Open Energy Data Assessments in urban areas. The objective is to identify important energy-related data, raise awareness of the benefits of Open Data principles and improve the flow of data between traditional energy stakeholders and others interested in the sector.
The first cities we assessed were Accra, Ghana and Nairobi, Kenya. Both are among the fastest-growing cities in the world, with dynamic entrepreneurial and technology sectors, and both are capitals of countries with an ongoing National Open Data Initiative., The two cities have also been selected to be part of the Negawatt Challenge, a World Bank international competition supporting technology innovation to solve local energy challenges.
The ecosystem approach
The starting point for the exercise was to consider the urban energy sector as an ecosystem, comprised of data suppliers, data users, key datasets, a legal framework, funding mechanisms, and ICT infrastructure. The methodology that we used adapted the established World Bank Open Data Readiness Assessment (ODRA), which highlights valuable connections between data suppliers and data demand.  The assessment showcases how to match pressing urban challenges with the opportunity to release and use data to address them, creating a longer-term commitment to the process. Algorithmic Citizenship


Citizen-Ex: “Algorithmic Citizenship is a new form of citizenship, one where your citizenship, and therefore both your allegiances and your rights, are constantly being questioned, calculated, and rewritten.

Most people are assigned a citizenship at birth, in one of two ways. You may receive your citizenship from the place you’re born, which is called jus soli, or the right of soil. If you’re born in a place, that’s where you’re a citizen of. This is true in a lot of North and South America, for example – but not much of the rest of the world. You may get your citizenship based on where your parents are citizens of, which is called jus sanguinis, or the right of blood. Everybody is supposed to have a citizenship, although millions of stateless people do not, as a result of war, migration or the collapse of existing states. Many people also change citizenship over the course of their life, through various legal mechanisms. Some countries allow you to hold more than one citizenship at once, and some do not.

Having a citizenship means that you have a place in the world, an allegiance to a state. That state is supposed to guarantee you certain rights, like freedom from arrest, imprisonment, torture, or surveillance – depending on which state you belong to. Hannah Arendt famously said that “citizenship is the right to have rights”. To tamper with ones citizenship is to endanger ones most fundamental rights. Without citizenship, we have no rights at all.

Algorithmic Citizenship is a form of citizenship which is not assigned at birth, or through complex legal documents, but through data. Like other computerised processes, it can happen at the speed of light, and it can happen over and over again, constantly revising and recalculating. It can split a single citizenship into an infinite number of sub-citizenships, and count and weight them over time to produce combinations of affiliations to different states.

Citizen Ex calculates your Algorithmic Citizenship based on where you go online. Every site you visit is counted as evidence of your affiliation to a particular place, and added to your constantly revised Algorithmic Citizenship. 5 cool ways connected data is being used


 at Wareable: “The real news behind the rise of wearable tech isn’t so much the gadgetry as the gigantic amount of personal data that it harnesses.

Concerns have already been raised over what companies may choose to do with such valuable information, with one US life insurance company already using Fitbits to track customers’ exercise and offer them discounts when they hit their activity goals.

Despite a mildly worrying potential dystopia in which our own data could be used against us, there are plenty of positive ways in which companies are using vast amounts of connected data to make the world a better place…

Parkinson’s disease research

Apple Health ResearchKit was recently unveiled as a platform for collecting collaborative data for medical studies, but Apple isn’t the first company to rely on crowdsourced data for medical research.

The Michael J. Fox Foundation for Parkinson’s Research recently unveiled a partnership with Intel to improve research and treatment for the neurodegenerative brain disease. Wearables are being used to unobtrusively gather real-time data from sufferers, which is then analysed by medical experts….

Saving the rhino

Connected data and wearable tech isn’t just limited to humans. In South Africa, the Madikwe Conservation Project is using wearable-based data to protect endangered rhinos from callous poachers.

A combination of ultra-strong Kevlar ankle collars powered by an Intel Galileo chip, along with an RFID chip implanted in each rhino’s horn allows the animals to be monitored. Any break in proximity between the anklet and horn results in anti-poaching teams being deployed to catch the bad guys….

Making public transport smart

A company called Snips is collecting huge amounts of urban data in order to improve infrastructure. In partnership with French national rail operator SNCF, Snips produced an app called Tranquilien to utilise location data from commuters’ phones and smartwatches to track which parts of the rail network were busy at which times.

Combining big data with crowdsourcing, the information helps passengers to pick a train where they can find a seat during peak times, while the data can also be useful to local businesses when serving the needs of commuters who are passing through.

Improving the sports fan experience

We’ve already written about how wearable tech is changing the NFL, but the collection of personal data is also set to benefit the fans.

Levi’s Stadium – the new home of the San Francisco 49ers – opened in 2014 and is one of the most technically advanced sports venues in the world. As well as a strong Wi-Fi signal throughout the stadium, fans also benefit from a dedicated app. This not only offers instant replays and real-time game information, but it also helps them find a parking space, order food and drinks directly to their seat and even check the lines at the toilets. As fans use the app, all of the data is collated to enhance the fan experience in future….

How to use mobile phone data for good without invading anyone’s privacy


Leo Mirani in Quartz: “In 2014, when the West African Ebola outbreak was at its peak, some academics argued that the epidemic could have been slowed by using mobile phone data.

Their premise was simple: call-data records show the true nature of social networks and human movement. Understanding social networks and how people really move—as seen from phone movements and calls—could give health officials the ability to predict how a disease will move and where a disease will strike next, and prepare accordingly.

The problem is that call-data records are very hard to get a hold of. The files themselves are huge, there are enormous privacy risks, and the process of making the records safe for distribution is long.
First, the technical basics

Every time you make a phone call from your mobile phone to another mobile phone, the network records the following information (note: this is not a complete list):

  • The number from which the call originated
  • The number at which the call terminated
  • Start time of the call
  • Duration of the call
  • The ID number of the phone making the call
  • The ID number of the SIM card used to make the call
  • The code for the antenna used to make the call

On their own, these records are not creepy. Indeed, without them, networks would be unable to connect calls or bill customers. But it is easy to see why operators aren’t rushing to share this information. Even though the data includes none of the actual content of a phone call in the data, simply knowing which number is calling which, and from where and when, is usually more than enough to identify people.
So how can network operators use this valuable data for good while also protecting their own interests and those of their customers? A good example can be found in Africa, where Orange, a French mobile phone network with interests across several African countries, has for the second year run its “Data for Development” (D4D) program, which offers researchers a chance to mine call data for clues on development problems.

Steps to safe sharing

After a successful first year in Ivory Coast, Orange this year ran the D4D program in Senegal. The aim of the program is to give researchers and scientists at universities and other research labs access to data in order to find novel ways to aid development in health, agriculture, transport or urban planning, energy, and national statistics….(More)”

Enhancing Social Accountability Through ICT: Success Factors and Challenges


Wakabi, Wairagala and  Grönlund, Åke for the International Conference for E-Democracy and Open Government 2015: “This paper examines the state of citizen participation in public accountability processes via Information and Communication Technologies (ICT). It draws on three projects that use ICT to report public service delivery failures in Uganda, mainly in the education, public health and the roads sectors. While presenting common factors hampering meaningful use of ICT for citizens’ monitoring of public services and eParticipation in general, the paper studies the factors that enabled successful whistle blowing using toll free calling, blogging, radio talk shows, SMS texting, and e-mailing. The paper displays examples of the positive impacts of whistle-blowing mechanisms and draws up a list of success factors applicable to these projects. It also outlines common challenges and drawbacks to initiatives that use ICT to enable citizen participation in social accountability. The paper provides pathways that could give ICT-for-participation and for-accountability initiatives in countries with characteristics similar to Uganda a good chance of achieving success. While focusing on Uganda, the paper may be of practical value to policy makers, development practitioners and academics in countries with similar socio-economic standings….(More)”

A new approach to measuring the impact of open data


 at SunLight Foundation: “Strong evidence on the long-term impact of open data initiatives is incredibly scarce. The lack of compelling proof is partly due to the relative novelty of the open government field, but also to the inherent difficulties in measuring good governance and social change. We know that much of the impact of policy advocacy, for instance, occurs even before a new law or policy is introduced, and is thus incredibly difficult to evaluate. At the same time, it is also very hard to detect the causality between a direct change in the legal environment and the specific activities of a policy advocacy group. Attribution is equally challenging when it comes to assessing behavioral changes – who gets to take credit for increased political engagement and greater participation in democratic processes?

Open government projects tend to operate in an environment where the contribution of other stakeholders and initiatives is essential to achieving sustainable change, making it even more difficult to show the causality between a project’s activities and the impact it strives to achieve. Therefore, these initiatives cannot be described through simple “cause and effect” relationships, as they mostly achieve changes through their contribution to outcomes produced by a complex ecosystem of stakeholders — including journalists, think tanks, civil society organizations, public officials and many more — making it even more challenging to measure their direct impact.

We at the Sunlight Foundation wanted to tackle some of the methodological challenges of the field through building an evidence base that can empower further generalizations and advocacy efforts, as well as developing a methodological framework to unpack theories of change and to evaluate the impact of open data and digital transparency initiatives. A few weeks ago, we presented our research at the Cartagena Data Festival, and today we are happy to launch the first edition of our paper, which you can read below or on Scribd.

The outputs of this research include:

  • A searchable repository of more than 100 examples on the outputs, outcomes and impacts of open data and digital technology projects;
  • Three distinctive theories of change for open data and digital transparency initiatives from the Global South;
