What Is Citizen Science? – A Scientometric Meta-Analysis

Several descriptions of this purportedly new approach of science are often heard in connection with large datasets and the possibilities of mobilizing crowds outside science to assists with observations and classifications. However, other accounts refer to CS as a way of democratizing science, aiding concerned communities in creating data to influence policy and as a way of promoting political decision processes involving environment and health.

Objective

In this study we analyse two datasets (N = 1935, N = 633) retrieved from the Web of Science (WoS) with the aim of giving a scientometric description of what the concept of CS entails. We account for its development over time, and what strands of research that has adopted CS and give an assessment of what scientific output has been achieved in CS-related projects. To attain this, scientometric methods have been combined with qualitative approaches to render more precise search terms.

Results

Results indicate that there are three main focal points of CS. The largest is composed of research on biology, conservation and ecology, and utilizes CS mainly as a methodology of collecting and classifying data. A second strand of research has emerged through geographic information research, where citizens participate in the collection of geographic data. Thirdly, there is a line of research relating to the social sciences and epidemiology, which studies and facilitates public participation in relation to environmental issues and health. In terms of scientific output, the largest body of articles are to be found in biology and conservation research. Hacking the streets: ‘Smart’ writing in the smart city


Spencer Jordan at FirstMonday: “Cities have always been intimately bound up with technology. As important nodes within commercial and communication networks, cities became centres of sweeping industrialisation that affected all facets of life (Mumford, 1973). Alienation and estrangement became key characteristics of modernity, Mumford famously noting the “destruction and disorder within great cities” during the long nineteenth century. The increasing use of digital technology is yet another chapter in this process, exemplified by the rise of the ‘smart city’. Although there is no agreed definition, smart cities are understood to be those in which digital technology helps regulate, run and manage the city (Caragliu,et al., 2009). This article argues that McQuire’s definition of ‘relational space’, what he understands as the reconfiguration of urban space by digital technology, is critical here. Although some see the impact of digital technology on the urban environment as deepening social exclusion and isolation (Virilio, 1991), others, such as de Waal perceive digital technology in a more positive light. What is certainly clear, however, is that the city is once again undergoing rapid change. As Varnelis and Friedberg note, “place … is in a process of a deep and contested transformation”.

If the potential benefits from digital technology are to be maximised it is necessary that the relationship between the individual and the city is understood. This paper examines how digital technology can support and augment what de Certeau calls spatial practice, specifically in terms of constructions of ‘home’ and ‘belonging’ (de Certeau, 1984). The very act of walking is itself an act of enunciation, a process by which the city is instantiated; yet, as de Certeau and Bachelard remind us, the city is also wrought from the stories we tell, the narratives we construct about that space (de Certeau, 1984; Bachelard, 1994). The city is thus envisioned both through physical exploration but also language. As Turchi has shown, the creative stories we make on these voyages can be understood as maps of that world and those we meet (Turchi, 2004). If, as the situationists Kotányi and Vaneigem stated, “Urbanism is comparable to the advertising propagated around Coca-Cola — pure spectacular ideology”, there needs to be a way by which the hegemony of the market, Benjamin’s phantasmagoria, can be challenged. This would wrestle control from the market forces that are seen to have overwhelmed the high street, and allow a refocusing on the needs of both the individual and the community.

This article argues that, though anachronistic, some of the situationists’ ideas persist within hacking, what Himanen (2001) identified as the ‘hacker ethic’. As Taylor argues, although hacking is intimately connected to the world of computers, it can refer to the unorthodox use of any ‘artefact’, including social ‘systems’ . In this way, de Certeau’s urban itineraries, the spatial practice of each citizen through the city, can be understood as a form of hacking. As Wark states, “We do not lack communication. On the contrary, we have too much of it. We lack creation. We lack resistance to the present.” If the city itself is called into being through our physical journeys, in what de Certeau called ‘spaces of enunciation’, then new configurations and possibilities abound. The walker becomes hacker, Wark’s “abstractors of new worlds”, and the itinerary a deliberate subversion of an urban system, the dream houses of Benjamin’s arcades. This paper examines one small research project, Waterways and Walkways, in its investigation of a digitally mediated exploration across Cardiff, the Welsh capital. The Future of Behavioural Change: Balancing Public Nudging vs Private Nudging


2nd AIM Lecture by Alberto Alemanno: “Public authorities, including the European Union and its Member States, are increasingly interested in exploiting behavioral insights through public action. They increasingly do so through choice architecture, i.e. the alteration of the environment of choice surrounding a particular decision making context in areas as diverse as energy consumption, tax collection and public health. In this regard, it is useful to distinguish between two situations. The first is that of a public authority which seeks to steer behaviour in the public interest, taking into account one or more mental shortcuts. Thus, a default enrollment for organ donation leverages on the power of inertia to enhance the overall prevalence organ donors. Placing an emoticon (sad face) or a set of information about average consumption on a prohibitive energy bill has the potential to nudge consumers towards less energy consumption. I call this pure public nudging. The second perspective is when public authorities react to exploitative uses of mental shortcuts by market forces by regulating private nudging. I call this ‘counter-nudging’. Pure public nudging helps people correct mental shortcuts so as to achieve legitimate objectives (e.g. increased availability of organs, environmental protection, etc.), regardless of their exploitative use by market forces.
It is against this proposed taxonomy that the 2nd AIM Lecture examines whether also private companies may nudge for good. Are corporations well-placed to nudge their customers towards societal objectives, such as the protection of the environment or the promotion of public health? This is what I call benign corporate nudging.
Their record is far from being the most credible. Companies have used behavioural inspired interventions to maximize profits, what led them to sell more and in turn to induce citizens into more consumption. Yet corporate marketing need not always be self-interested. An incipient number of companies are using their brand, generally through their packaging and marketing efforts, to ‘nudge for good’. By illustrating some actual examples, this lecture defines the conditions under which companies may genuinely and credibly nudge for good. It argues that benign corporate nudging may have – unlike dominant CSR efforts – a positive long-term, habit-forming effect that influences consumers’ future behaviour ‘for good’….(More)”

 

Privacy, security and data protection in smart cities: a critical EU law perspective


CREATe Working Paper by Lilian Edwards: “Smart cities” are a buzzword of the moment. Although legal interest is growing, most academic responses at least in the EU, are still from the technological, urban studies, environmental and sociological rather than legal, sectors2 and have primarily laid emphasis on the social, urban, policing and environmental benefits of smart cities, rather than their challenges, in often a rather uncritical fashion3 . However a growing backlash from the privacy and surveillance sectors warns of the potential threat to personal privacy posed by smart cities . A key issue is the lack of opportunity in an ambient or smart city environment for the giving of meaningful consent to processing of personal data; other crucial issues include the degree to which smart cities collect private data from inevitable public interactions, the “privatisation” of ownership of both infrastructure and data, the repurposing of “big data” drawn from IoT in smart cities and the storage of that data in the Cloud.

This paper, drawing on author engagement with smart city development in Glasgow as well as the results of an international conference in the area curated by the author, argues that smart cities combine the three greatest current threats to personal privacy, with which regulation has so far failed to deal effectively; the Internet of Things(IoT) or “ubiquitous computing”; “Big Data” ; and the Cloud. While these three phenomena have been examined extensively in much privacy literature (particularly the last two), both in the US and EU, the combination is under-explored. Furthermore, US legal literature and solutions (if any) are not simply transferable to the EU because of the US’s lack of an omnibus data protection (DP) law. I will discuss how and if EU DP law controls possible threats to personal privacy from smart cities and suggest further research on two possible solutions: one, a mandatory holistic privacy impact assessment (PIA) exercise for smart cities: two, code solutions for flagging the need for, and consequences of, giving consent to collection of data in ambient environments….(More)

Daedalus Issue on “The Internet”


Press release: “Thirty years ago, the Internet was a network that primarily delivered email among academic and government employees. Today, it is rapidly evolving into a control system for our physical environment through the Internet of Things, as mobile and wearable technology more tightly integrate the Internet into our everyday lives.

How will the future Internet be shaped by the design choices that we are making today? Could the Internet evolve into a fundamentally different platform than the one to which we have grown accustomed? As an alternative to big data, what would it mean to make ubiquitously collected data safely available to individuals as small data? How could we attain both security and privacy in the face of trends that seem to offer neither? And what role do public institutions, such as libraries, have in an environment that becomes more privatized by the day?

These are some of the questions addressed in the Winter 2016 issue of Daedalus on “The Internet.”  As guest editors David D. Clark (Senior Research Scientist at the MIT Computer Science and Artificial Intelligence Laboratory) and Yochai Benkler (Berkman Professor of Entrepreneurial Legal Studies at Harvard Law School and Faculty Co-Director of the Berkman Center for Internet and Society at Harvard University) have observed, the Internet “has become increasingly privately owned, commercial, productive, creative, and dangerous.”

Some of the themes explored in the issue include:

  • The conflicts that emerge among governments, corporate stakeholders, and Internet users through choices that are made in the design of the Internet
  • The challenges—including those of privacy and security—that materialize in the evolution from fixed terminals to ubiquitous computing

The Power of the Nudge to Change Our Energy Future


Sebastian Berger in the Scientific American: “More than ever, psychology has become influential not only in explaining human behavior, but also as a resource for policy makers to achieve goals related to health, well-being, or sustainability. For example, President Obama signed an executive order directing the government to systematically use behavioral science insights to “better serve the American people.” Not alone in this endeavor, many governments – including the UK, Germany, Denmark, or Australia – are turning to the insights that most frequently stem from psychological researchers, but also include insights from behavioral economics, sociology, or anthropology.

Particularly relevant are the analysis and the setting of “default-options.” A default is the option that a decision maker receives if he or she does not specifically state otherwise. Are we automatically enrolled in a 401(k), are we organ donors by default, or is the flu-shot a standard that is routinely given to all citizens? Research has given us many examples of how and when defaults can promote public safety or wealth.

One of the most important questions facing the planet, however, is how to manage the transition into a carbon-free economy. In a recent paper, Felix Ebeling of the University of Cologne and I tested whether defaults could nudge consumers into choosing a green energy contract over one that relies on conventional energy. The results were striking: setting the default to green energy increased participation nearly tenfold. This is an important result because it tells us that subtle, non-coercive changes in the decision making environment are enough to show substantial differences in consumers’ preferences in the domain of clean energy. It changes green energy participation from “hardly anyone” to “almost everyone”. Merely within the domain of energy behavior, one can think of many applications where this finding can be applied:  For instance, default engines of new cars could be set to hybrid and customers would need to actively switch to standard options. This Is How Visualizing Open Data Can Help Save Lives


Alexander Howard at the Huffington Post: “Cities are increasingly releasing data that they can use to make life better for their residents online — enabling journalists and researchers to better inform the public.

Los Angeles, for example, has analyzed data about injuries and deaths on its streets and published it online. Now people can check its conclusions and understand why LA’s public department prioritizes certain intersections.

The impact from these kinds of investments can lead directly to saving lives and preventing injuries. The work is part of a broader effort around the world to make cities safer.

Like New York City, San Francisco and Portland, Oregon, Los Angeles has adopted Sweden’s “Vision Zero” program as part of its strategy for eliminating traffic deathsCalifornia led the nation in bicycle deaths in 2014.

At visionzero.lacity.org, you can see that the City of Los Angeles is using data visualization to identify the locations of “high injury networks,” or the 6 percent of intersections that account for 65 percent of the severe injuries in the area.

The work is the result of LA’s partnership with University of South California graduate students. As a result of these analyses, the Los Angeles Police Department has been cracking down on jaywalking near the University of Southern California.

Abhi Nemani, the former chief data officer for LA, explained why the city needed to “go back to school” for help.

“In resource-constrained environments — the environment most cities find themselves in these days — you often have to beg, borrow, and steal innovation; particularly so, when it comes to in-demand resources such as data science expertise,” he told the Huffington Post.

“That’s why in Los Angeles, we opted to lean on the community for support: both the growing local tech sector and the expansive academic base. The academic community, in particular, was eager to collaborate with the city. In fact, most — if not all — local institutions reached out to me at some point asking to partner on a data science project with their graduate students.”

The City of Los Angeles is now working with another member of its tech sector toeliminate traffic deaths. DataScience, based in Culver City, California, received $22 million dollars in funding in December to make predictive insights for customers.

“The City of Los Angeles is very data-driven,” DataScience CEO Ian Swanson told HuffPost. “I commend Mayor Eric Garcetti and the City of Los Angeles on the openness, transparency, and availability of city data initiatives, like Vision Zero, put the City of Los Angeles‘ data into action and improve life in this great city.”

Privacy in Public Spaces: What Expectations of Privacy Do We Have in Social Media Intelligence?


Paper by Edwards, Lilian and Urquhart, Lachlan: “In this paper we give a basic introduction to the transition in contemporary surveillance from top down traditional police surveillance to profiling and “pre-crime” methods. We then review in more detail the rise of open source (OSINT) and social media (SOCMINT) intelligence and its use by law enforcement and security authorities. Following this we consider what if any privacy protection is currently given in UK law to SOCMINT. Given the largely negative response to the above question, we analyse what reasonable expectations of privacy there may be for users of public social media, with reference to existing case law on art 8 of the ECHR. Two factors are in particular argued to be supportive of a reasonable expectation of privacy in open public social media communications: first, the failure of many social network users to perceive the environment where they communicate as “public”; and secondly, the impact of search engines (and other automated analytics) on traditional conceptions of structured dossiers as most problematic for state surveillance. Lastly, we conclude that existing law does not provide adequate protection foropen SOCMINT and that this will be increasingly significant as more and more personal data is disclosed and collected in public without well-defined expectations of privacy….(More)”

China’s Biggest Polluters Face Wrath of Data-Wielding Citizens


Bloomberg News: “Besides facing hefty fines, criminal punishments and the possibility of closing, the worst emitters in China risk additional public anger as new smartphone applications and lower-cost monitoring devices widen access to data on pollution sources.

The Blue Map app, developed by the Institute of Public & Environmental Affairs with support from the SEE Foundation and the Alibaba Foundation, provides pollution data from more than 3,000 large coal-power, steel, cement and petrochemical production plants. Origins Technology Ltd. in July began sale of the Laser Egg, a palm-sized air quality monitor used to track indoor and outdoor air quality by measuring fine particulate matter in the air.

“Letting people know the sources of regional pollution will help the push for control over emissions of every chimney,” said Ma Jun, the founder and director of the Beijing-based IPE.

The phone map and Laser Egg are the latest levers in prying control over information on air quality from the hands of the few to the many, and they’re beginning to weigh on how officials respond to the issue. Numerous smartphone applications, including those developed by SINA Corp. and Moji Fengyun (Beijing) Software Technology Development Co., now provide people in China with real-time access to air quality readings, essentially democratizing what was once an information pipeline available only to the government.

“China’s continuing struggle to control and reduce air pollution exemplifies the government’s fear that lifestyle issues will mutate into demands for political change,” said Mary Gallagher, an associate professor of political science at the University of Michigan.

Even the government is getting in on the act. The Ministry of Environmental Protection rolled out a smartphone application called “Nationwide Air Quality” with the help ofWuhan Juzheng Environmental Science & Technology Co. at the end of 2013.

“As citizens know more about air pollution, more pressure will be put on the government,” said Xu Qinxiang, a technology manager at Wuhan Juzheng. “This will urge the government to control pollutant sources and upgrade heavy industries.”

Sources of air quality data come from the China National Environment Monitoring Center, local environmental protection bureaus and non-Chinese sources such as the U.S. Embassy’s website in Beijing, Xu said.

Air quality is a controversial subject in China. Since 2012, the public has pushed the government to move more quickly than planned to begin releasing data measuring pollution levels — especially of PM2.5, the particulates most harmful to human health.

The reading was 267 micrograms per cubic meter at 10 a.m. Monday near Tiananmen Square, according to the Beijing Municipal Environmental Monitoring Center. The World Health Organization cautions against 24-hour exposure to concentrations higher than 25.

The availability of data appears to be filling a need, especially with the arrival of colder temperatures and the associated smog that blanketed Beijing and northern Chinarecently….

“With more disclosure of the data, everyone becomes more sensitive, hoping the government can do something,” Li Yajuan, a 27-year-old office secretary, said in an interview in Beijing’s Fuchengmen area. “It’s our own living environment after all.”

Efforts to make products linked to air data continue. IBM has been developing artificial intelligence to help fight Beijing’s toxic air pollution, and plans to work with other municipalities in China and India on similar projects to manage air quality….(More)”
