SmartSantander, the City that runs on Sensors


Businessweek: “Buried under the streets of Santander, Spain—or discreetly affixed to buses, utility poles, and dumpsters—are some 12,000 electronic sensors that track everything from traffic to noise to surfing conditions at local beaches. This digital nervous system puts the city of 180,000 at the forefront of one of the hottest trends in urban management: streaming real-time data to the public in an effort to increase the efficiency and reduce the stress of city life.
Santander’s narrow downtown streets are dotted with electronic signs that direct drivers to the nearest available parking spaces, reducing traffic congestion. Sensors are being installed on dumpsters to signal when they need emptying and are being buried in parks to measure soil dampness, preventing sprinkler overuse. Coming soon: wireless-enabled meters that monitor water consumption at homes and businesses, phasing out door-to-door meter readers. Mayor Iñigo de la Serna says the effort, known as SmartSantander, will cut city waste-management bills 20 percent this year, and he projects a 25 percent drop in energy bills as sensors conserve use in public building systems. “Smart innovation is improving our economic fabric and the quality of life,” the mayor says. “It has changed the way we work.”
The 20-person SmartSantander development team, which is led by University of Cantabria engineering professor Luis Muñoz, has also pushed residents to help collect and make use of data. Anyone in the city can download a mobile app to complain about potholes or other nuisances and receive updates from officials. A separate app tracks the availability of buses and taxis in real time. Still another city-provided app lets people wave their smartphones over barcode decals in shop windows to get price information or place orders. “This is the future, and we are already there,” says local shoe store owner Angel Benito, who has received orders from customers using the app….”

New Open Data Executive Order and Policy


The White House: “The Obama Administration today took groundbreaking new steps to make information generated and stored by the Federal Government more open and accessible to innovators and the public, to fuel entrepreneurship and economic growth while increasing government transparency and efficiency.
Today’s actions—including an Executive Order signed by the President and an Open Data Policy released by the Office of Management and Budget and the Office of Science and Technology Policy—declare that information is a valuable national asset whose value is multiplied when it is made easily accessible to the public.  The Executive Order requires that, going forward, data generated by the government be made available in open, machine-readable formats, while appropriately safeguarding privacy, confidentiality, and security.
The move will make troves of previously inaccessible or unmanageable data easily available to entrepreneurs, researchers, and others who can use those files to generate new products and services, build businesses, and create jobs….
Along with the Executive Order and Open Data Policy, the Administration announced a series of complementary actions:
• A new Data.Gov.  In the months ahead, Data.gov, the powerful central hub for open government data, will launch new services that include improved visualization, mapping tools, better context to help locate and understand these data, and robust Application Programming Interface (API) access for developers.
• New open source tools to make data more open and accessible.  The US Chief Information Officer and the US Chief Technology Officer are releasing free, open source tools on Github, a site that allows communities of developers to collaboratively develop solutions.  This effort, known as Project Open Data, can accelerate the adoption of open data practices by providing plug-and-play tools and best practices to help agencies improve the management and release of open data.  For example, one tool released today automatically converts simple spreadsheets and databases into APIs for easier consumption by developers.  Anyone, from government agencies to private citizens to local governments and for-profit companies, can freely use and adapt these tools starting immediately.
• Building a 21st century digital government.  As part of the Administration’s Digital Government Strategy and Open Data Initiatives in health, energy, education, public safety, finance, and global development, agencies have been working to unlock data from the vaults of government, while continuing to protect privacy and national security.  Newly available or improved data sets from these initiatives will be released today and over the coming weeks as part of the one year anniversary of the Digital Government Strategy.
• Continued engagement with entrepreneurs and innovators to leverage government data.  The Administration has convened and will continue to bring together companies, organizations, and civil society for a variety of summits to highlight how these innovators use open data to positively impact the public and address important national challenges.  In June, Federal agencies will participate in the fourth annual Health Datapalooza, hosted by the nonprofit Health Data Consortium, which will bring together more than 1,800 entrepreneurs, innovators, clinicians, patient advocates, and policymakers for information sessions, presentations, and “code-a-thons” focused on how the power of data can be harnessed to help save lives and improve healthcare for all Americans.

Innovation in Gov Service Delivery

Entrepreneurs work tirelessly to help private sector companies streamline all aspects of their business from operations to customer engagement. Their goal and motto is to challenge the status quo and maximize customer satisfaction. Until recently, that mantra wasn’t exactly echoing through the hallways of most government agencies….
Public Sector transformation is being driven by increased data transparency and the formation of government-segmented ecosystems. In a January WSJ, CIO Journal article titled Vivek Kundra: Release Data, Even If It’s Imperfect, Vivek explains this concept and its role in creating efficiencies within government. Vivek says, “the release of government data is helping the private sector create a new wave of innovative apps, like applications that will help patients choose better hospitals. Those apps are built atop anonymized Medicare information.”
Some areas of government are even going so far as to create shared services. When you look at how governments are structured many processes are repeated, and in the past solutions were created or purchased for each unique instance. Various agencies have even gone so far as to create apps themselves and share these solutions without the benefit of leveraging best practices or creating scalable frameworks. Without subject-matter expertise government is falling behind in the business of building and maintaining world class applications….
ISV’s can leverage their private sector expertise and apply that to any number of functions and achieve dramatic results. Many of those partners are focused specifically on leveraging the Salesforce.com Platform.
One great example of an ISV leading that charge is BasicGov. BasicGov’s mission is to help state and local governments provide better services to its citizens. They accomplish this by offering a suite of modules that streamlines and automates processes in community development to achieve smart growth and sustainability goals. My personal favorite is the Citizen Portal where one can “view status of applications, complaints, communications online”….
AppExchange for Government is an online storefront offering apps specifically geared for federal, state & local governments.”

Life in the City Is Essentially One Giant Math Problem

We will call it “quantitative urbanism.” It’s an effort to reduce to mathematical formulas the chaotic, exuberant, extravagant nature of one of humanity’s oldest and most important inventions, the city.
The systematic study of cities dates back at least to the Greek historian Herodotus. In the early 20th century, scientific disciplines emerged around specific aspects of urban development: zoning theory, public health and sanitation, transit and traffic engineering. By the 1960s, the urban-planning writers Jane Jacobs and William H. Whyte used New York as their laboratory to study the street life of neighborhoods, the walking patterns of Midtown pedestrians, the way people gathered and sat in open spaces. But their judgments were generally aesthetic and intuitive…
Only in the past decade has the ability to collect and analyze information about the movement of people begun to catch up to the size and complexity of the modern metropolis itself…
Deep mathematical principles underlie even such seemingly random and historically contingent facts as the distribution of the sizes of cities within a country. There is, typically, one largest city, whose population is twice that of the second-largest, and three times the third-largest, and increasing numbers of smaller cities whose sizes also fall into a predictable pattern. This principle is known as Zipf’s law, which applies across a wide range of phenomena…”

Innovations in American Government Award

Kennedy School of Government, Harvard University announced the Top 25 programs in this year’s Innovations in American Government Award competition. These government initiatives represent the dedicated efforts of city, state, federal, and tribal governments and address a host of policy issues including crime prevention, economic development, environmental and community revitalization, employment, education, and health care. Selected by a cohort of policy experts, researchers, and practitioners, four finalists and one winner of the Innovations in American Government Award will be announced in the fall. A Culture of Innovation
A number of this year’s Top 25 programs foster a new culture of innovation through online collaboration and crowdsourcing. Signaling a new trend in government, these programs encourage the generation of smart solutions to existing and seemingly intractable public policy problems. LAUNCH—a partnership among NASA, USAID, the State Department, and NIKE—identifies and scales up promising global sustainability innovations created by individual citizens and organizations. The General Services Administration’s Challenge.gov uses crowdsourcing contests to solve government issues: government agencies post challenges, and the broader American public is awarded for submitting winning ideas. The Department of Transportation’s IdeaHub also uses an online platform to encourage its employees to communicate new ideas for making the department more adaptable and enterprising.”

Frameworks for a Location–Enabled Society


Annual CGA Conference “Location-enabled devices are weaving “smart grids” and building “smart cities;” they allow people to discover a friend in a shopping mall, catch a bus at its next stop, check surrounding air quality while walking down a street, or avoid a rain storm on a tourist route – now or in the near future. And increasingly they allow those who provide services to track, whether we are walking past stores on the street or seeking help in a natural disaster.
The Centre for Spatial Law and Policy based in Washington, DC, the Center for Geographic Analysis, the Belfer Center for Science and International Affairs and the Berkman Center for Internet and Society at Harvard University are co-hosting a two-day program examining the legal and policy issues that will impact geospatial technologies and the development of location-enabled societies. The event will take place at Harvard University on May 2-3, 2013…The goal is to explore the different dimensions of policy and legal concerns in geospatial technology applications, and to begin in creating a policy and legal framework for a location-enabled society. Download the conference program brochure.
