UN Department of Economic and Social Affairs: “The UN E-Government Survey 2016 on “E-Government in Support of Sustainable Development” offers a snapshot of trends in the development of e-government in countries across the globe. According to the Survey more governments are embracing information and communication technologies (ICTs) to deliver services and to engage people in decision-making processes in all regions of the world. The 2016 UN E-Government Survey provides new evidence that e-government has the potential to help support the implementation of the 2030 Agenda and its 17 sustainable development goals (SDGs). The Survey indicates a positive global trend towards higher levels of e-government development as countries in all regions are increasingly embracing innovation and utilizing new ICTs to deliver services and engage people in decision-making processes. It underscores that one of the most important new trends is the advancement of people-driven services – services that reflect people’s needs and are driven by them. At the same time, disparities remain within and among countries. Open data is increasingly seen as a tool for economic and social development. Across sectors and regions, policymakers, NGOs, researchers and practitioners are exploring the potential of open data to improve government effectiveness, create new economic opportunity, empower citizens and solve public problems in developing economies. Open data for development does not exist in a vacuum – rather it is a phenomenon that is relevant to and studied from different vantage points including Data4Development (D4D), Open Government, the United Nations’ Sustainable Development Goals (SDGs), and Open Development. The below selected readings provide a view of the current research and practice on the use of open data for development and its relationship to related interventions.

- This paper explores the digitization of land titles and their effect on governance in Bangalore. The paper takes a critical view of digitization and transparency efforts, particularly as best practices that should be replicated in many contexts.
- The authors point to the potential of centralized open data and land records databases as a means for further entrenching existing power structures. They found that the digitization of land records in Bangalore “led to increased corruption, much more bribes and substantially increased time taken for land transactions,” as well allowing “very large players in the land markets to capture vast quantities of land when Bangalore experiences a boom in the land market.”
- They argue for the need “to replace politically neutered concepts like ‘transparency’, ‘efficiency’, ‘governance’, and ‘best practice’ conceptually more rigorous terms that reflect the uneven terrain of power and control that governance embodies.

Open Data and Data 4 Development
3rd International Open Data Conference (IODC), “Enabling the Data Revolution: An International Open Data Roadmap,” Conference Report, 2015, http://bit.ly/2asb2ei.
- This report, prepared by Open Data for Development, summarizes the proceedings of the third IODC in Ottawa, ON. It sets out an action plan for “harnessing open data for sustainable development”, with the following five priorities:
- Deliver shared principles for open data
- Develop and adopt good practices and open standards for data publication
- Build capacity to produce and use open data effectively
- Strengthen open data innovation networks
- Adopt common measurement and evaluation tools
- The report draws on 70 impact accounts to present cross-sector evidence of “the promise and reality of open data,” and emphasizes the utility of open data in monitoring development goals, and the importance of “joined-up open data infrastructures,” ensuring wide accessibility, and grounding measurement in a clear understanding of citizen need, in order to realize the greatest benefits from open data.
- Finally, the report sets out a draft International Open Data Charter and Action Plan for International Collaboration.
Hilbert, Martin, “Big Data for Development: A Review of Promises and Challenges,” Development Policy Review, December 13, 2015, http://bit.ly/2aoPtxL.
- This article presents a conceptual framework based on the analysis of 180 articles on the opportunities and threats of big data for international development.
- Open data, Hilbert argues, can be an incentive for those outside of government to leverage big data analytics: “If data from the public sector were to be openly available, around a quarter of existing data resources could be liberated for Big Data Analytics.”
- Hilbert explores the misalignment between “the level of economic well-being and perceived transparency of a country” and the existence of an overarching open data policy. He points to low-income countries that are active in the open data effort, like Kenya, Russia and Brazil, in comparison to “other countries with traditionally high perceived transparency,” which are less active in releasing data, like Chile, Belgium and Sweden.

- Given the lack of empirical evidence underlying the implementation of Open Data initiative to guide practice and policy formulation, particularly in developing countries, the paper discusses the implementation of a policy-oriented research agenda to ensure open data initiatives in the Global South “challenge democratic deficits, create economic value and foster inclusion.”
- The report considers theories of the relationship between open data and impact, and the mediating factors affecting whether that impact is achieved. It takes a broad view of impact, including both demand- and supply-side economic impacts, social and environmental impact, and political impact.

- They examine a number of open data efforts in developing countries, including Kenya and Mexico.
- Finally, they argue that “the data revolution could play a role in changing the power dynamic between citizens, governments and the private sector, building on open data and freedom of information movements around the world. It has the potential to enable people to produce, access and understand information about their lives and to use this information to make changes.”

It describes a need for a multinational consensus to be developed to ensure data is shared effectively and efficiently.
- It suggests that “people who are counted”—i.e., those who are included in data collection processes—have better development outcomes and a better chance for humanitarian response in emergency or conflict situations.
- In particular, “better and more open data” is described as having the potential to “save money and create economic, social and environmental value” toward sustainable development ends.

- This report examines “digital dividends” or the development benefits of using digital technologies in the space.
- The authors argue that: “To get the most out of the digital revolution, countries also need to work on the “analog complements”—by strengthening regulations that ensure competition among businesses, by adapting workers’ skills to the demands of the new economy, and by ensuring that institutions are accountable.”
- The “data revolution,” which includes both big data and open data is listed as one of four “digital enablers.”
- Open data’s impacts are explored across a number of cases and developing countries and regions, including: Nepal, Mexico, Southern Africa, Kenya, Moldova and the Philippines.
- Despite a number of success stories, the authors argue that: “sustained, impactful, scaled-up examples of big and open data in the developing world are still relatively rare,” and, in particular, “Open data has far to go.” They point to the high correlation between readiness, implementation and impact of open data to GDP per capita as evidence of the room for improvement.

- The authors argue for a new research focus on “the new social activities enabled by different configurations of ICT ecosystems and their connections with particular social outcomes.” They point in particular to “modules of social practices that can be applied to solve similar problems across different development domains,” including “massive participation, collaborative production of content, collaborative innovation, collective information validation, new ‘open’ organizational models, and standards and knowledge transfer.”

- This edited volume considers the implications of the emergence of open networked models predicated on digital network technologies for development. In their introduction, the editors emphasize that openness is a means to support development, not an end, which is layered upon existing technological and social structures. While openness is often disruptive, it depends upon some measure of closedness and structure in order to function effectively.
- Subsequent, separately authored chapters provide case studies of open development drawn from health, biotechnology, and education, and explore some of the political and structural barriers faced by open models.

Power to the people: how cities can use digital technology to engage and empower citizens
Tom Saunders at NESTA: “You’re sat in city hall one day and you decide it would be a good idea to engage residents in whatever it is you’re working on – next year’s budget, for example, or the redevelopment of a run down shopping mall. How do you go about it?
In the past, you might have held resident meetings and exhibitions where people could view proposed designs or talk to city government employees. You can still do that today, but now there’s digital: apps, websites and social media. So you decide on a digital engagement strategy: you build a website or you run a social media campaign inviting feedback on your proposals. What happens next?
Two scenarios: 1) You get 50 responses, mostly from campaign groups and local political activists; or 2) you receive such a huge number of responses that you don’t know what to do with them. Besides which, you don’t have the power or budget to implement 90 per cent of the suggestions and neither do you have the time to tell people why their proposals will be ignored. The main outcome of your citizen engagement exercise seems to be that you have annoyed the very people you were trying to get buy in from. What went wrong?
Four tips for digital engagement
With all the apps and platforms out there, it’s hard to make sense of what is going on in the world of digital tools for citizen engagement. It seems there are three distinct activities that digital tools enable: delivering council services online – say applying for a parking permit; using citizen generated data to optimise city government processes and engaging citizens in democratic exercises. In Conneced Councils Nesta sets out what future models of online service delivery could look like. Here I want to focus on the ways that engaging citizens with digital technology can help city governments deliver services more efficiently and improve engagement in democratic processes.

Think about what you want to engage citizens for…
Sometimes engagement is statutory: communities have to be shown new plans for their area. Beyond this, there are a number of activities that citizen engagement is useful for. When designing a citizen engagement exercise it may help to think which of the following you are trying to achieve (note: they aren’t mutually exclusive):

Better understanding of the facts
If you want to use digital technologies to collect more data about what is happening in your city, you can buy a large number of sensors and install them across the city, to track everything from people movements to how full bins are. A cheaper and possibly more efficient way for cities to do this might involve working with people to collect this data – making use of the smartphones that an increasing number of your residents carry around with them. Prominent examples of this included flood mapping in Jakarta using geolocated tweets and pothole mapping in Boston using a mobile app.
For developed world cities, the thought of outsourcing flood mapping to citizens might fill government employees with horror. But for cities in developing countries, these technologies present an opportunity, potentially, for them to leapfrog their peers – to reach a level of coverage now that would normally require decades of investment in infrastructure to achieve. This is currently a hypothetical situation: cities around the world are only just starting to pilot these ideas and technologies and it will take a number of years before we know how useful they are to city governments.

Generating better ideas and options
The examples above involve passive data collection. Moving beyond this to more active contributions, city governments can engage citizens to generate better ideas and options. There are numerous examples of this in urban planning – the use of Minecraft by the UN in Nairobi to collect and visualise ideas for the future development of the community, or the Carticipe platform in France, which residents can use to indicate changes they would like to see in their city on a map.
It’s all very well to create a digital suggestion box, but there is a lot of evidence that deliberation and debate lead to much better ideas. Platforms like BetterReykjavic include a debate function for any idea that is proposed. Based on feedback, the person who submitted the idea can then edit it, before putting it to a public vote – only then, if the proposal gets the required number of votes, is it sent to the city council for debate.

Better decision making
As well as enabling better decision making by giving city government employees, better data and better ideas, digital technologies can give the power to make decisions directly to citizens. This is best encapsulated by participatory budgeting – which involves allowing citizens to decide how a percentage of the city budget is spent. Participatory budgeting emerged in Brazil in the 1980s, but digital technologies help city governments reach a much larger audience. ‘Madame Mayor, I have an idea’ is a participatory budgeting process that lets citizens propose and vote on ideas for projects in Paris. Over 20,000 people have registered on the platform and the pilot phase of the project received over 5000 submissions.

Pick the right question for the right crowd…
When we talk to city governments and local authorities, they express a number of fears about citizen engagement: Fear of relying on the public for the delivery of critical services, fear of being drowned in feedback and fear of not being inclusive – only engaging with those that are online and motivated. Hopefully, thinking through the issues discussed above may help alleviate some of these fears and make city government more enthusiastic about digital engagement….(More)
Data at the Speed of Life
Marc Gunther at The Chronicle of Philanthropy: “Can pregnant women in Zambia be persuaded to deliver their babies in hospitals or clinics rather than at home? How much are villagers in Cambodia willing to pay for a simple latrine? What qualities predict success for a small-scale entrepreneur who advises farmers?
Governments, foundations, and nonprofits that want to help the world’s poor regularly face questions like these. Answers are elusive. While an estimated $135 billion in government aid and another $15 billion in charitable giving flow annually to developing countries, surprisingly few projects benefit from rigorous evaluations. Those that do get scrutinized in academic studies often don’t see the results for years, long after the projects have ended.
IDinsight puts data-driven research on speed. Its goal is to produce useful, low-cost research results fast enough that nonprofits can use it make midcourse corrections to their programs….
IDinsight calls this kind of research “decision-focused evaluation,” which sets it apart from traditional monitoring and evaluation (M&E) and academic research. M&E, experts say, is mostly about accountability and outputs — how many training sessions were held, how much food was distributed, and so on. Usually, it occurs after a program is complete. Academic studies are typically shaped by researchers’ desire to break new ground and publish on topics of broad interest. The IDinsight approach aims instead “for contemporaneous decision-making rather than for publication in the American Economic Review,” says Ruth Levine, who directs the global development program at the William and Flora Hewlett Foundation.
A decade ago, Ms. Levine and William Savedoff, a senior fellow at the Center for Global Development, wrote an influential paper entitled “When Will We Ever Learn? Improving Lives Through Impact Evaluation.” They lamented that an “absence of evidence” for the effectiveness of global development programs “not only wastes money but denies poor people crucial support to improve their lives.”
Since then, impact evaluation has come a “huge distance,” Ms. Levine says….

Innovations for Poverty Action recently created the Goldilocks Initiative to do what it calls “right fit” evaluations leading to better policy and programs, according to Thoai Ngo, who leads the effort. Its first clients include GiveDirectly, which facilitates cash transfers to the extreme poor, and Splash, a water charity….All this focus on data has generated pushback. “A great deal of the time, data is pointless,” Allcock Tyler said last year at a London seminar on data and nonprofits. “Very often it is dangerous and can be used against us, and sometimes it takes away precious resources from other things that we might more usefully do.”
A bigger problem may be that the accumulation of knowledge does not necessarily lead to better policies or practices.
“People often trust their experience more than a systematic review,” says Ms. Levine of the Hewlett Foundation. IDinsight’s Esther Wang agrees. “A lot of our frustration is looking at the development world and asking why are we not accountable for the money that we are spending,” she says. “That’s a waste that none of us really feels is justifiable.”…(More)”
Postal big data: Global flows as proxy indicators for national wellbeing
Data Driven Journalism: “A new project has developed an innovative means to approximate socioeconomic indicators by analyzing the network of international postal flows.
The project used 14 million aggregated electronic postal records from 187 countries collected by the Universal Postal Union over a four-year period (2010-2014) to create an international network showing the way post flows around the world.
In addition, the project builds upon previous research efforts using global flow networks, derived from the five following open data sources:
- World Trade Network available from the MIT Atlas Project
- Global Migration Network available from the Global Migration Project
- IP Traceroute Network available from the DIMES Project
- Digital Communications Network available from the Mesh of Civilizations Project
- Flight Network data available from ICAO
For each network, a country’s degree of connectivity for incoming and outgoing flows was quantified using the Jaccard coefficient and Spearman’s rank correlation coefficient….
To understand these connections in the context of socioeconomic indicators, the researchers then compared these positions to the values of GDP, Life expectancy, Corruption Perception Index, Internet penetration rate, Happiness index, Gini index, Economic Complexity Index, Literacy, Poverty, CO2 emissions, Fixed phone line penetration, Mobile phone users, and the Human Development Index.

From this analysis, the researchers revealed that:
- The best-performing degree, in terms of consistently high performance across indicators is the global degree, suggesting that looking at how well connected a country is in the global multiplex can be more indicative of its socioeconomic profile as a whole than looking at single networks.
- GDP per capita and life expectancy are most closely correlated with the global degree, closely followed by the postal, trade and IP weighed degrees – indicative of a relationship between national wealth and the flow of goods and information.
- Similarly to GDP, the rate of poverty of a country is best represented by the global degree, followed by the postal degree. The negative correlation indicates that the more impoverished a country is, the less well connected it is to the rest of the world.
- Low human development (high rank) is most highly negatively correlated with the global degree, followed by the postal, trade and IP degrees. This shows that high human development (low rank) is associated with high global connectivity and activity in terms of incoming and outgoing flows of information and goods. ….Read the fully study here.”

Smart Cities – International Case Studies

Anyang, Korea Anyang, a 600,000 population city near Seoul is developing international recognition on its smart city project that has been implemented incrementally since 2003. This initiative began with the Bus Information System to enhance citizen’s convenience at first, and has been expanding its domain into wider Intelligent Transport System as well as crime and disaster prevention in an integrated manner. Anyang is considered a benchmark for smart city with a 2012 Presidential Award in Korea and receives large number of international visits. Anyang’s Integrated Operation and Control Center (IOCC) acts as the platform that gathers, analyzes and distributes information for mobility, disasters management and crime. Anyang is currently utilizing big data for policy development and is continuing its endeavor to expand its smart city services into areas such as waste and air quality management. Medellín, Colombia Medellin is a city that went from being known for its security problems to being an international referent of technological and social innovation, urban transformation, equity, and citizen participation. This report shows how Medellin has implemented a series of strategies that have made it a smart city that is developing capacity and organic structure in the entities that control mobility, the environment, and security. In addition, these initiatives have created mechanisms to communicate and interact with citizens in order to promote continuous improvement of smart services.
Through the Program “MDE: Medellin Smart City,” Medellin is implementing projects to create free Internet access zones, community centers, a Mi-Medellin co-creation portal, open data, online transactions, and other services. Bridging data gaps for policymaking: crowdsourcing and big data for development
Anthony Swan for the DevPolicyBlog: “…By far the biggest innovation in data collection is the ability to access and analyse (in a meaningful way) user-generated data. This is data that is generated from forums, blogs, and social networking sites, where users purposefully contribute information and content in a public way, but also from everyday activities that inadvertently or passively provide data to those that are able to collect it.
User-generated data can help identify user views and behaviour to inform policy in a timely way rather than just relying on traditional data collection techniques (census, household surveys, stakeholder forums, focus groups, etc.), which are often cumbersome, very costly, untimely, and in many cases require some form of approval or support by government.
It might seem at first that user-generated data has limited usefulness in a development context due to the importance of the internet in generating this data combined with limited internet availability in many places. However, U-Report is one example of being able to access user-generated data independent of the internet.
U-Report was initiated by UNICEF Uganda in 2011 and is a free SMS based platform where Ugandans are able to register as “U-Reporters” and on a weekly basis give their views on topical issues (mostly related to health, education, and access to social services) or participate in opinion polls. As an example, Figure 1 shows the result from a U-Report poll on whether polio vaccinators came to U-Reporter houses to immunise all children under 5 in Uganda, broken down by districts. Presently, there are more than 300,000 U-Reporters in Uganda and more than one million U-Reporters across 24 countries that now have U-Report. As an indication of its potential impact on policymaking,UNICEF claims that every Member of Parliament in Uganda is signed up to receive U-Report statistics.

U-Report and other platforms such as Ushahidi (which supports, for example, I PAID A BRIBE, Watertracker, election monitoring, and crowdmapping) facilitate crowdsourcing of data where users contribute data for a specific purpose. In contrast, “big data” is a broader concept because the purpose of using the data is generally independent of the reasons why the data was generated in the first place.
Big data for development is a new phrase that we will probably hear a lot more (see here [pdf] and here). The United Nations Global Pulse, for example, supports a number of innovation labs which work on projects that aim to discover new ways in which data can help better decision-making. Many forms of “big data” are unstructured (free-form and text-based rather than table- or spreadsheet-based) and so a number of analytical techniques are required to make sense of the data before it can be used.
Measures of Twitter activity, for example, can be a real-time indicator of food price crises in Indonesia [pdf] (see Figure 2 below which shows the relationship between food-related tweet volume and food inflation: note that the large volume of tweets in the grey highlighted area is associated with policy debate on cutting the fuel subsidy rate) or provide a better understanding of the drivers of immunisation awareness. In these examples, researchers “text-mine” Twitter feeds by extracting tweets related to topics of interest and categorising text based on measures of sentiment (positive, negative, anger, joy, confusion, etc.) to better understand opinions and how they relate to the topic of interest. For example, Figure 3 shows the sentiment of tweets related to vaccination in Kenya over time and the dates of important vaccination related events.

Another big data example is the use of mobile phone usage to monitor the movement of populations in Senegal in 2013. The data can help to identify changes in the mobility patterns of vulnerable population groups and thereby provide an early warning system to inform humanitarian response effort.
The development of mobile banking too offers the potential for the generation of a staggering amount of data relevant for development research and informing policy decisions. However, it also highlights the public good nature of data collected by public and private sector institutions and the reliance that researchers have on them to access the data.
