Knowledge Exchange: “This qualitative study, commissioned by Knowledge Exchange, has gathered evidence, examples and opinions on current and future incentives for research data sharing from the researchers’ point of view, in order to provide recommendations for policy and practice development on how best to incentivize data access and re-use.
Incentives and motivations ask for development of a data infrastructure with rich context where research data, papers and other outputs or resources are jointly available within a single data resource. Different types of data sharing and research disciplines need to be acknowledged.
This study helps stakeholders to understand and act.

MIT to Pioneer Science of Innovation


Irving Wladawsky-Berger in the Wall Street Journal: ““Innovation – identified by MIT economist and Nobel laureate Robert Solow as the driver of long-term, sustainable economic growth and prosperity – has been a hallmark of the Massachusetts Institute of Technology since its inception.” Thus starts The MIT Innovation Initiative: Sustaining and Extending a Legacy of Innovation, the preliminary report of a yearlong effort to define the innovation needed to address some of the world’s most challenging problems. Released earlier this month, the report was developed by the MIT Innovation Initiative, launched a year ago by MIT President Rafael Reif…. Its recommendations are focused on four key priorities.
Strengthen and expand idea-to-impact education and research. Students are asking for career preparation that enables them to make a positive difference early in their careers. Twenty percent of incoming students say that they want to launch a company or NGO during their undergraduate years…
The report includes a number of specific ideas-to-impact recommendations. In education, they include new undergraduate minor programs focused on the engineering, scientific, economic and social dimensions of innovation projects. In research, it calls for supplementing research activities with specific programs designed to extend the work beyond publication with practical solutions, including proof-of-concept grants.
Extend innovation communities. Conversations with students, faculty and other stakeholders uncovered that the process of engaging with MIT’s innovation programs and activities is somewhat fragmented.  The report proposes tighter integration and improved coordinations with three key types of communities:

  • Students and postdocs with shared interests in innovation, including links to appropriate mentors;
  • External partners, focused on linking the MIT groups more closely to corporate partners and entrepreneurs; and
  • Global communities focused on linking MIT with key stakeholders in innovation hubs around the world.

Making Futures – Marginal Notes on Innovation, Design, and Democracy

Nilsson and Richard Topgaard: “Innovation and design need not be about the search for a killer app. Innovation and design can start in people’s everyday activities. They can encompass local services, cultural production, arenas for public discourse, or technological platforms. The approach is participatory, collaborative, and engaging, with users and consumers acting as producers and creators. It is concerned less with making new things than with making a socially sustainable future. This book describes experiments in innovation, design, and democracy, undertaken largely by grassroots organizations, non-governmental organizations, and multi-ethnic working-class neighborhoods.
These stories challenge the dominant perception of what constitutes successful innovations. They recount efforts at social innovation, opening the production process, challenging the creative class, and expanding the public sphere. The wide range of cases considered include a collective of immigrant women who perform collaborative services, the development of an open-hardware movement, grassroots journalism, and hip-hop performances on city buses. Make policy for real, not ideal, humans

Real human beings are none of these things. We are bundles of emotions, not calculating machines. This matters

The World Bank’s latest World Development Report examines this territory. It notes that “behavioural economics” alters our view of human behaviour in three ways: first, most of our thinking is not deliberative, but automatic; second, it is socially conditioned; and, third, it is shaped by inaccurate mental models.

The Nobel laureate, Daniel Kahneman, explored the idea that we think in two different ways in his 2011 book Thinking, Fast and Slow . The need for an automatic system is evident. Our ancestors did not have the time to work out answers to life’s challenges from first principles. They acquired automatic responses and a cultural predisposition towards rules of thumb. We inherited both these traits. Thus, we are influenced by how a problem is framed.

Another characteristic is “confirmation bias” — the tendency to interpret new information as support for pre-existing beliefs. We also suffer from loss aversion, fierce resistance to losing what one already has. For our ancestors, on the margin of survival, that made sense.
The fact that humans are intensely social is clear. Even the idea that we are autonomous is itself socially conditioned. We are also far from solely self-interested. A bad consequence of the power of norms is that societies may be stuck in destructive patterns of behaviour. Nepotism and corruption are examples. If they are entrenched, it may be difficult (or dangerous) for individuals not to participate. But social norms can also be valuable. Trust is a valuable norm. It rests on one of humanity’s strongest behaviours: conditional co-operation. People will punish free-riders even when it costs them to do so. This trait strengthens groups and so must raise members’ ability to survive.
Mental models are essential. Some seem to be inbuilt; and some can be damaging — as well as productive. Ideas about “us” and “them”, reinforced by social norms, may well lead to results that range from the merely unfair to the catastrophic. Equally important may be mental models that create self-fulfilling expectations of who will succeed and who will fail. There is evidence, notes the WDR, that mental models rooted in history may shape people’s view of the world for centuries: caste is an example. Such mental models survive because they are reproduced socially and become part of the automatic rather than the deliberative system. They influence not just our perceptions of others, but perceptions of ourselves.

Google And Autism Speaks Team Up To Create Genomic Database On Autism


Emma Hutchings at PSFK: “Google and Autism Speaks have collaborated to launch ‘Mssng‘, an awareness campaign to support the development of the world’s largest genomic database on autism. By sequencing the DNA of over 10,000 people with autism spectrum disorder (ASD) and their families, Mssng aims to answer many of the questions about the disorder that still remain unknown.
The Google Cloud will ensure that all of the stored sequenced data is accessible for free to researchers around the world. Scientists will be able to study trillions of data points in one single database. As a result of this open resource, many subtypes of autism could be identified, leading to more accurate and personalized treatments for individuals.
The huge amount of data being collected has created unique challenges for storage, analysis, and access. The Google Cloud Platform provides a solution with the engineering innovation needed to address the storage and analysis challenges. It also provides a portal for open source access by qualified researchers.
The campaign for Mssng includes visual components with striking images of crystalized DNA that tell the story of who we are as individuals. It will be supported on social media by a movement to try to raise both awareness and donations. Supporters are encouraged to remove vowels from their Twitter display name and post the following tweet: “We’re missing a lot of information on autism. Support @AutismSpeaks project #MSSNG by removing letters from your name: http://mss.ng.”

4 Tech Trends Changing How Cities Operate


at Governing: “Louis Brandeis famously characterized states as laboratories for democracy, but cities could be called labs for innovation or new practices….When Government Technology magazine (produced by Governing’s parent company, e.Republic, Inc.) published its annual Digital Cities Survey, the results provided an interesting look at how local governments are using technology to improve how they deliver services, increase production and streamline operations…the survey also showed four technology trends changing how local government operates and serves its citizens:

1. Open Data

…Big cities were the first to open up their data and gained national attention for their transparency. New York City, which passed an open data law in 2012, leads all cities with more than 1,300 data sets open to the public; Chicago started opening up data to the public in 2010 following an executive order and is second among cities with more than 600; and San Francisco, which was the first major city to open the doors to transparency in 2009, had the highest score from the U.S. Open Data Census for the quality of its open data.
But the survey shows that a growing number of mid-sized jurisdictions are now getting involved, too. Tacoma, Wash., has a portal with 40 data sets that show how the city is spending tax dollars on public works, economic development, transportation and public safety. Ann Arbor, Mich., has a financial transparency tool that reveals what the city is spending on a daily basis, in some cases….

2. ‘Stat’ Programs and Data Analytics

…First, the so-called “stat” programs are proliferating. Started by the New York Police Department in the 1980s, CompStat was a management technique that merged data with staff feedback to drive better performance by police officers and precinct captains. Its success led to many imitations over the years and, as the digital survey shows, stat programs continue to grow in importance. For example, Louisville has used its “LouieStat” program to cut the city’s bill for unscheduled employee overtime by $23 million as well as to spot weaknesses in performance.
Second, cities are increasing their use of data analytics to measure and improve performance. Denver, Jacksonville, Fla., and Phoenix have launched programs that sift through data sets to find patterns that can lead to better governance decisions. Los Angeles has combined transparency with analytics to create an online system that tracks performance for the city’s economy, service delivery, public safety and government operations that the public can view. Robert J. O’Neill Jr., executive director of the International City/County Management Association, said that both of these tech-driven performance trends “enable real-time decision-making.” He argued that public leaders who grasp the significance of these new tools can deliver government services that today’s constituents expect.

3. Online Citizen Engagement

…Avondale, Ariz., population 78,822, is engaging citizens with a mobile app and an online forum that solicits ideas that other residents can vote up or down.
In Westminster, Colo., population 110,945, a similar forum allows citizens to vote online about community ideas and gives rewards to users who engage with the online forum on a regular basis (free passes to a local driving range or fitness program). Cities are promoting more engagement activities to combat a decline in public trust in government. The days when a public meeting could provide citizen engagement aren’t enough in today’s technology-dominated  world. That’s why social media tools, online surveys and even e-commerce rewards programs are popping up in cities around the country to create high-value interaction with its citizens.

4. Geographic Information Systems

… Cities now use them to analyze financial decisions to increase performance, support public safety, improve public transit, run social service activities and, increasingly, engage citizens about their city’s governance.
Augusta, Ga., won an award for its well-designed and easy-to-use transit maps. Sugar Land, Texas, uses GIS to support economic development and, as part of its citizen engagement efforts, to highlight its capital improvement projects. GIS is now used citywide by 92 percent of the survey respondents. That’s significant because GIS has long been considered a specialized (and expensive) technology primarily for city planning and environmental projects….”

Social innovation and the challenge of democracy in Europe


David Lane and Filippo Addarii at Open Democracy: “What’s going on in Paris? This year over four thousand Parisians have been consulted on how to allocate twenty million Euros across fifteen projects that aim to improve the quality of life in the French capital.
Anne Hidalgo, who was elected as the Mayor of Paris in April 2014, has introduced a participatory budget process to give citizens an opportunity to decide on the allocation of five per cent of the capital’s investment budget. For the first time in France, a politician is giving citizens some degree of direct control over public expenditure—a sum amounting to 426 million Euros in total between 2014 and 2020.
This is an example of social innovation, but not the pseudo-revolutionary, growth-obsessed, blind-to-power variety that’s constantly hyped by management consultants and public policy think tanks. Instead, people are actively involved in planning their own shared future. They’re entrusted with the responsibility of devising ways to improve life in their communities. And the process is coherent with the purpose: everyone, not just the ‘experts,’ has an opportunity to have their say in an open and transparent online platform.
Participatory budgeting isn’t new, but this kind of public participation in processes of social innovation is a welcome and growing development across Europe. Public institutions need more participation from stakeholders and citizens to do their jobs. The political challenge of our time—the challenge of democracy in Europe—is how to channel people’s passion, expertise and resources into complex and long-term projects that improve collective life.
This challenge has motivated a group of researchers, policy-makers and practitioners to join together in a project called INSITE (“Innovation, Sustainability and ICT).” INSITE is exploring the cascading dynamics of social innovation processes, and investigating how people can regain control over their results by freeing themselves from dependence on political intermediaries and experts.
INSITE started with the idea that societies’ love affair with innovation may be misplaced – at least with respect to the way that social innovation is currently conceived and organized. The lion’s share of attention goes to products that make a profit—not processes that enhance the collective good or transform systems, structures and values.
The hype around the “Innovation Society” also obscures the fact that innovation processes bring about cascades of changes that are unpredictable, and may produce toxic side-effects. Just think about the growth of new kinds of financial instruments which exploded in the sub-prime mortgage disaster, triggering the financial and economic crises that have dragged on since 2008. Market-driven cascades of innovation have also contributed to global warming and obesity epidemics in the industrialized world. Not everything that’s innovative is valuable or effective.
As presently constituted, neither governments nor markets are able to control these cascades of innovation. They lack the means and the intelligence to detect unintended consequences and encourage innovation processes to move in positive directions. So how can this ‘boat’ be steered through the ‘storm’ before it crashes on the ‘rocks?’
Since 2008, researchers from INSITE and elsewhere have been trying to address this question by refocusing innovation theory on social questions, power relations and democratic concerns. For INSITE, the “social” in “social innovation” isn’t simply a marker for a target group in society or the social intentions of innovators and entrepreneurs. It stands for something much deeper: giving power back to society to direct innovation processes towards greater prosperity for all. In this conception, social innovation challenges the foundations of the “Innovation Society’s” narrow ideology. It provides an alternative through which engaged citizens can mobilize to construct a socially sustainable future. …more.

The case against human rights


Eric Posner in the Guardian: “We live in an age in which most of the major human rights treaties – there are nine “core” treaties – have been ratified by the vast majority of countries. Yet it seems that the human rights agenda has fallen on hard times. In much of the Islamic world, women lack equality, religious dissenters are persecuted and political freedoms are curtailed. The Chinese model of development, which combines political repression and economic liberalism, has attracted numerous admirers in the developing world. Political authoritarianism has gained ground in Russia, Turkey, Hungary and Venezuela. Backlashes against LGBT rights have taken place in countries as diverse as Russia and Nigeria. The traditional champions of human rights – Europe and the United States – have floundered. Europe has turned inward as it has struggled with a sovereign debt crisis, xenophobia towards its Muslim communities and disillusionment with Brussels. The United States, which used torture in the years after 9/11 and continues to kill civilians with drone strikes, has lost much of its moral authority. Even age-old scourges such as slavery continue to exist. A recent report estimates that nearly 30 million people are forced against their will to work. It wasn’t supposed to be like this.
At a time when human rights violations remain widespread, the discourse of human rights continues to flourish…
And yet it is hard to avoid the conclusion that governments continue to violate human rights with impunity. Why, for example, do more than 150 countries (out of 193 countries that belong to the UN) engage in torture? Why has the number of authoritarian countries increased in the last several years? Why do women remain a subordinate class in nearly all countries of the world? Why do children continue to work in mines and factories in so many countries?
The truth is that human rights law has failed to accomplish its objectives. There is little evidence that human rights treaties, on the whole, have improved the wellbeing of people. The reason is that human rights were never as universal as people hoped, and the belief that they could be forced upon countries as a matter of international law was shot through with misguided assumptions from the very beginning. The human rights movement shares something in common with the hubris of development economics, which in previous decades tried (and failed) to alleviate poverty by imposing top-down solutions on developing countries. But where development economists have reformed their approach, the human rights movement has yet to acknowledge its failures. It is time for a reckoning….
It is time to start over with an approach to promoting wellbeing in foreign countries that is empirical rather than ideological. Human rights advocates can learn a lot from the experiences of development economists – not only about the flaws of top-down, coercive styles of forcing people living in other countries to be free, but about how one can actually help those people if one really wants to. Wealthy countries can and should provide foreign aid to developing countries, but with the understanding that helping other countries is not the same as forcing them to adopt western institutions, modes of governance, dispute-resolution systems and rights. Helping other countries means giving them cash, technical assistance and credit where there is reason to believe that these forms of aid will raise the living standards of the poorest people. Resources currently used in fruitless efforts to compel foreign countries to comply with the byzantine, amorphous treaty regime would be better used in this way.
With the benefit of hindsight, we can see that the human rights treaties were not so much an act of idealism as an act of hubris, with more than a passing resemblance to the civilising efforts undertaken by western governments and missionary groups in the 19th century, which did little good for native populations while entangling European powers in the affairs of countries they did not understand. A humbler approach is long overdue.”

Designing a Citizen Science and Crowdsourcing Toolkit for the Federal Government


Jenn Gustetic, Lea Shanley, Jay Benforado, and Arianne Miller at the White House Blog: “In the 2013 Second Open Government National Action Plan, President Obama called on Federal agencies to harness the ingenuity of the public by accelerating and scaling the use of open innovation methods, such as citizen science and crowdsourcing, to help address a wide range of scientific and societal problems.
Citizen science is a form of open collaboration in which members of the public participate in the scientific process, including identifying research questions, collecting and analyzing data, interpreting results, and solving problems. Crowdsourcing is a process in which individuals or organizations submit an open call for voluntary contributions from a large group of unknown individuals (“the crowd”) or, in some cases, a bounded group of trusted individuals or experts.
Citizen science and crowdsourcing are powerful tools that can help Federal agencies:

  • Advance and accelerate scientific research through group discovery and co-creation of knowledge. For instance, engaging the public in data collection can provide information at resolutions that would be difficult for Federal agencies to obtain due to time, geographic, or resource constraints.
  • Increase science literacy and provide students with skills needed to excel in science, technology, engineering, and math (STEM). Volunteers in citizen science or crowdsourcing projects gain hands-on experience doing real science, and take that learning outside of the classroom setting.
  • Improve delivery of government services with significantly lower resource investments.
  • Connect citizens to the missions of Federal agencies by promoting a spirit of open government and volunteerism.

To enable effective and appropriate use of these new approaches, the Open Government National Action Plan specifically commits the Federal government to “convene an interagency group to develop an Open Innovation Toolkit for Federal agencies that will include best practices, training, policies, and guidance on authorities related to open innovation, including approaches such as incentive prizes, crowdsourcing, and citizen science.”
On November 21, 2014, the Office of Science and Technology Policy (OSTP) kicked off development of the Toolkit with a human-centered design workshop. Human-centered design is a multi-stage process that requires product designers to engage with different stakeholders in creating, iteratively testing, and refining their product designs. The workshop was planned and executed in partnership with the Office of Personnel Management’s human-centered design practice known as “The Lab” and the Federal Community of Practice on Crowdsourcing and Citizen Science (FCPCCS), a growing network of more than 100 employees from more than 20 Federal agencies….
The Toolkit will help further the culture of innovation, learning, sharing, and doing in the Federal citizen science and crowdsourcing community: indeed, the development of the Toolkit is a collaborative and community-building activity in and of itself.
The following successful Federal projects illustrate the variety of possible citizen science and crowdsourcing applications:

  • The Citizen Archivist Dashboard (NARA) coordinates crowdsourced archival record tagging and document transcription. Recently, more than 170,000 volunteers indexed 132 million names of the 1940 Census in only five months, which NARA could not have done alone.
  • Through Measuring Broadband America (FCC), 2 million volunteers collected and provided the FCC with data on their Internet speeds, data that FCC used to create a National Broadband Map revealing digital divides.
  • In 2014, Nature’s Notebook (USGS, NSF) volunteers recorded more than 1 million observations on plants and animals that scientists use to analyze environmental change.
  • Did You Feel It? (USGS) has enabled more than 3 million people worldwide to share their experiences during and immediately after earthquakes. This information facilitates rapid damage assessments and scientific research, particularly in areas without dense sensor networks.
  • The mPING (NOAA) mobile app has collected more than 600,000 ground-based observations that help verify weather models.
  • USAID anonymized and opened its loan guarantee data to volunteer mappers. Volunteers mapped 10,000 data points in only 16 hours, compared to the 60 hours officials expected.
  • The Air Sensor Toolbox (EPA), together with training workshops, scientific partners, technology evaluations, and a scientific instrumentation loan program, empowers communities to monitor and report local air pollution.

In early 2015, OSTP, in partnership with the Challenges and Prizes Community of Practice, will convene Federal practitioners to develop the other half of the Open Innovation Toolkit for prizes and challenges. Stay tuned!”
