Examining the Mistrust of Science


Proceedings of a National Academies Workshop: “The Government-University-Industry Research Roundtable held a meeting on February 28 and March 1, 2017, to explore trends in public opinion of science, examine potential sources of mistrust, and consider ways that cross-sector collaboration between government, universities, and industry may improve public trust in science and scientific institutions in the future. The keynote address on February 28 was given by Shawn Otto, co-founder and producer of the U.S. Presidential Science Debates and author of The War on Science.

“There seems to be an erosion of the standing and understanding of science and engineering among the public,” Otto said. “People seem much more inclined to reject facts and evidence today than in the recent past. Why could that be?” Otto began exploring that question after the candidates in the 2008 presidential election declined an invitation to debate science-driven policy issues and instead chose to debate faith and values.

“Wherever the people are well-informed, they can be trusted with their own government,” wrote Thomas Jefferson. Now, some 240 years later, science is so complex that it is difficult even for scientists and engineers to understand the science outside of their particular fields. Otto argued,

“The question is, are people still well-enough informed to be trusted with their own government? Of the 535 members of Congress, only 11—less than 2 percent—have a professional background in science or engineering. By contrast, 218—41 percent—are lawyers. And lawyers approach a problem in a fundamentally different way than a scientist or engineer. An attorney will research both sides of a question, but only so that he or she can argue against the position that they do not support. A scientist will approach the question differently, not starting with a foregone conclusion and arguing towards it, but examining both sides of the evidence and trying to make a fair assessment.”

According to Otto, anti-science positions are now acceptable in public discourse, in Congress, state legislatures and city councils, in popular culture, and in presidential politics. Discounting factually incorrect statements does not necessarily reshape public opinion in the way some trust it to. What is driving this change? “Science is never partisan, but science is always political,” said Otto. “Science takes nothing on faith; it says, ‘show me the evidence and I’ll judge for myself.’ But the discoveries that science makes either confirm or challenge somebody’s cherished beliefs or vested economic or ideological interests. Science creates knowledge—knowledge is power, and that power is political.”…(More)”.

Powerlessness and the Politics of Blame


The Jefferson Lecture in the Humanities by Martha C. Nussbaum: “… I believe the Greeks and Romans are right: anger is a poison to democratic politics, and it is all the worse when fueled by a lurking fear and a sense of helplessness. As a philosopher I have been working on these ideas for some time, first in a 2016 book called Anger and Forgiveness, and now in a book in progress called The Monarchy of Fear, investigating the relationship between anger and fear. In my work, I draw not only on the Greeks and Romans, but also on some recent figures, as I shall tonight. I conclude that we should resist anger in ourselves and inhibit its role in our political culture.

That idea, however, is radical and evokes strong opposition. For anger, with all its ugliness, is a popular emotion. Many people think that it is impossible to care for justice without anger at injustice, and that anger should be encouraged as part of a transformative process. Many also believe that it is impossible for individuals to stand up for their own self-respect without anger, that someone who reacts to wrongs and insults without anger is spineless and downtrodden. Nor are these ideas confined to the sphere of personal relations. The most popular position in the sphere of criminal justice today is retributivism, the view that the law ought to punish aggressors in a manner that embodies the spirit of justified anger. And it is also very widely believed that successful challenges against great injustice need anger to make progress.

Still, we may persist in our Aeschylean skepticism, remembering that recent years have seen three noble and successful freedom movements conducted in a spirit of non-anger: those of Mohandas Gandhi, Martin Luther King, Jr., and Nelson Mandela—surely people who stood up for their self-respect and that of others, and who did not acquiesce in injustice.

I’ll now argue that a philosophical analysis of anger can help us support these philosophies of non-anger, showing why anger is fatally flawed from a normative viewpoint—sometimes incoherent, sometimes based on bad values, and especially poisonous when people use it to deflect attention from real problems that they feel powerless to solve.  Anger pollutes democratic politics and is of dubious value in both life and the law. I’ll present my general view, and then show its relevance to thinking well about the struggle for political justice, taking our own ongoing struggle for racial justice as my example. And I’ll end by showing why these arguments make it urgent for us to learn from literature and philosophy, keeping the humanities strong in our society….(More)”

Computational Propaganda Worldwide


Executive Summary: “The Computational Propaganda Research Project at the Oxford Internet Institute, University of Oxford, has researched the use of social media for public opinion manipulation. The team involved 12 researchers across nine countries who, altogether, interviewed 65 experts, analyzed tens of millions posts on seven different social media platforms during scores of elections, political crises, and national security incidents. Each case study analyzes qualitative, quantitative, and computational evidence collected between 2015 and 2017 from Brazil, Canada, China, Germany, Poland, Taiwan, Russia, Ukraine, and the United States.

Computational propaganda is the use of algorithms, automation, and human curation to purposefully distribute misleading information over social media networks. We find several distinct global trends in computational propaganda. •

  • Social media are significant platforms for political engagement and crucial channels for disseminating news content. Social media platforms are the primary media over which young people develop their political identities.
    • In some countries this is because some companies, such as Facebook, are effectively monopoly platforms for public life. o In several democracies the majority of voters use social media to share political news and information, especially during elections.
    • In countries where only small proportions of the public have regular access to social media, such platforms are still fundamental infrastructure for political conversation among the journalists, civil society leaders, and political elites.
  • Social media are actively used as a tool for public opinion manipulation, though in diverse ways and on different topics. o In authoritarian countries, social media platforms are a primary means of social control. This is especially true during political and security crises. o In democracies, social media are actively used for computational propaganda either through broad efforts at opinion manipulation or targeted experiments on particular segments of the public.
  • In every country we found civil society groups trying, but struggling, to protect themselves and respond to active misinformation campaigns….(More)”.

Facebook Features Connect Lawmakers With Constituents


Griffin Connolly at RollCall: “Facebook users now have the option to pin “constituent badges” to their profiles, letting friends — and members of Congress — know which district they live in. And users can now search for articles, links, and posts that other residents in their districts engage with most frequently.

“When we think about civic engagement, we think about building communities of people,” said Erin Egan, Facebook’s vice president of U.S. public policy. “And this is about making sure that people engage with government.”

The new features can also help identify the issues that voters care about most. That could be a valuable tool for lawmakers — and their opponents — during election season.

“I’ve always been fascinated by how the internet helps citizens have a voice like never before,” Samidh Chakrabarti, Facebook’s head of civic engagement, told reporters and congressional staffers at the unveiling Wednesday. “But at the same time, it makes it more complicated for decision-makers to actually make sense of it all.”

Facebook’s new technology can help, he said.

The constituent badge unlocks a number of possibilities for lawmakers looking to engage voters more directly.

They can now choose to make their posts available exclusively to voters in their district, which Facebook calls “district targeting.” In the past, policymakers could only post publicly from their pages….

The badge tool also enables lawmakers to host virtual town halls with an exclusive audience of their own constituents via the Facebook Live streaming medium and to tailor their messages to a narrower band of local media sources and citizens.

One unintended consequence of these more private Facebook Live sessions is that reporters who don’t live in a lawmaker’s district may not be able to view it. Facebook users can only provide one address, and that determines their constituent badge. …

A number of tech-savvy lawmakers have led the charge in leveraging new social media features and platforms to promote their image and policies.

In March, two Texas House members, Democrat Beto O’Rourke and Republican Will Hurd, struck out on a multiday “bipartisan road trip” from the Lone Star State back to Washington, using Facebook Live and the livestreaming app Periscope to update viewers and answer questions on policy.

Democrat Rick Nolan and Republican Jason Lewis copied that approach in April when the two Minnesota congressmen traveled back to their home state.

Louisiana Republican Rep. Garret Graves, who spoke at the Facebook unveiling on Wednesday, has gone full bore with his use of Facebook Live, hosting town halls every Friday around lunchtime and periodically on evenings throughout the week….(More)”

The Citizen Marketer


Book by Joel Penney: “From hashtag activism to the flood of political memes on social media, the landscape of political communication is being transformed by the grassroots circulation of opinion on digital platforms and beyond. By exploring how everyday people assist in the promotion of political media messages to persuade their peers and shape the public mind, Joel Penney offers a new framework for understanding the phenomenon of viral political communication: the citizen marketer. Like the citizen consumer, the citizen marketer is guided by the logics of marketing practice, but, rather than being passive, actively circulates persuasive media to advance political interests. Such practices include using protest symbols in social media profile pictures, strategically tweeting links to news articles to raise awareness about select issues, sharing politically-charged internet memes and viral videos, and displaying mass-produced T-shirts, buttons, and bumper stickers that promote a favored electoral candidate or cause. Citizens view their participation in such activities not only in terms of how it may shape or influence outcomes, but as a statement of their own identity. As the book argues, these practices signal an important shift in how political participation is conceptualized and performed in advanced capitalist democratic societies, as they casually inject political ideas into the everyday spaces and places of popular culture.

While marketing is considered a dirty word in certain critical circles — particularly among segments of the left that have identified neoliberal market logics and consumer capitalist structures as a major focus of political struggle — some of these very critics have determined that the most effective way to push back against the forces of neoliberal capitalism is to co-opt its own marketing and advertising techniques to spread counter-hegemonic ideas to the public. Accordingly, this book argues that the citizen marketer approach to political action is much broader than any one ideological constituency or bloc. Rather, it is a means of promoting a wide range of political ideas, including those that are broadly critical of elite uses of marketing in consumer capitalist societies. The book includes an extensive historical treatment of citizen-level political promotion in modern democratic societies, connecting contemporary digital practices to both the 19th century tradition of mass political spectacle as well as more informal, culturally-situated forms of political expression that emerge from postwar countercultures. By investigating the logics and motivations behind the citizen marketer approach, as well as how it has developed in response to key social, cultural, and technological changes, Penney charts the evolution of activism in an age of mediatized politics, promotional culture, and viral circulation….(More)”.

What drives legitimacy in government?


Discussion paper by the Centre for Public Impact (CPI):  “…What are the sources of legitimacy, and how can legitimacy be strengthened? By legitimacy we mean the reservoir of support that that allows governments to deliver positive outcomes for people, what we at the CPI call public impact. We are interested in exploring how governments can build constructive relationships with their citizens for the benefit of each of us and society as a whole. This might be at a wholeof-government level or the level of an individual service or policy. We will explore how legitimacy flows between these levels, and how legitimacy can be built both from the top down and from the bottom up.

Occasionally legitimacy is discussed as a black or white concept – with governments labelled as either “legitimate” (meaning rightfully in power) or “illegitimate” (meaning not rightfully in power). We will try to avoid getting mired down in such discussions. The concept of legitimacy is also often used as shorthand for other concepts such as “a democratic mandate”, “fitness to serve” or “honesty”. Our project aims to determine what legitimacy means in reality to people and governments in different parts of the world, providing some shades of grey as well greater rigour and clarity. There will be no easy answers. Building legitimacy requires action in many parts of a complex system, involving multiple institutions and actors. And the sources of legitimacy in one country or in one policy area may not be easily translatable to other countries or other policy areas….(More)”.

The Internet Doesn’t Have to Be Bad for Democracy


Tom Simonite at MIT Technology Review: “Accusations that the Internet and social media sow political division have flown thick and fast since recent contentious elections in the United States, the United Kingdom, and France. Facebook founder and CEO Mark Zuckerberg has even pledged to start working on technology that will turn the energy of online interactions into a more positive force (see “We Need More Alternatives to Facebook”).

Tiny, largely self-funded U.S. startup Pol.is has been working on a similar project longer than Zuckerberg and already has some promising results. The company’s interactive, crowdsourced survey tool can be used to generate maps of public opinion that help citizens, governments, and legislators discover the nuances of agreement and disagreement on contentious issues that exist. In 2016, that information helped the government of Taiwan break a six-year deadlock over how to regulate online alcohol sales, caused by entrenched, opposing views among citizens on what rules should apply.

“It allowed different sides to gradually see that they share the same underlying concern despite superficial disagreements,” says Audrey Tang, Taiwan’s digital minister. The island’s government now routinely sends out Pol.is surveys using Facebook ads, and to special-interest groups. It has also used the system to help thrash out what rules should apply to Airbnb rentals and mobile ride-hailing services such as Uber.

Pol.is’s open-source software is designed to serve up interactive online surveys around a particular issue. People are shown a series of short statements about aspects of a broader issue—for example, “Uber drivers should need the same licenses cab drivers do”—and asked to click to signal that they agree or disagree. People can contribute new statements of their own for others to respond to. The tangle of crisscrossing responses is used to automatically generate charts that map out different clusters of opinion, making it easy to see the points on which people tend to overlap or disagree.

Alternativet, a progressive Danish political party with nine members of parliament, is piloting Pol.is as a way to give its members a more direct role in formulating policy. Jon Skjerning-Rasmussen, a senior process coordinator with the party, says the way Pol.is visualizations are shared with people as they participate in a survey—letting them see how their opinions compare with those of others—helps people engage with the tool….(More).

How Twitter Is Being Gamed to Feed Misinformation


the New York Times: “…the biggest problem with Twitter’s place in the news is its role in the production and dissemination of propaganda and misinformation. It keeps pushing conspiracy theories — and because lots of people in the media, not to mention many news consumers, don’t quite understand how it works, the precise mechanism is worth digging into….Here’s how.

The guts of the news business.

One way to think of today’s disinformation ecosystem is to picture it as a kind of gastrointestinal tract…. Twitter often acts as the small bowel of digital news. It’s where political messaging and disinformation get digested, packaged and widely picked up for mass distribution to cable, Facebook and the rest of the world.

This role for Twitter has seemed to grow more intense during (and since) the 2016 campaign. Twitter now functions as a clubhouse for much of the news. It’s where journalists pick up stories, meet sources, promote their work, criticize competitors’ work and workshop takes. In a more subtle way, Twitter has become a place where many journalists unconsciously build and gut-check a worldview — where they develop a sense of what’s important and merits coverage, and what doesn’t.

This makes Twitter a prime target for manipulators: If you can get something big on Twitter, you’re almost guaranteed coverage everywhere….

Twitter is clogged with fake people.

For determined media manipulators, getting something big on Twitter isn’t all that difficult. Unlike Facebook, which requires people to use their real names, Twitter offers users essentially full anonymity, and it makes many of its functions accessible to outside programmers, allowing people to automate their actions on the service.

As a result, numerous cheap and easy-to-use online tools let people quickly create thousands of Twitter bots — accounts that look real, but that are controlled by a puppet master.

Twitter’s design also promotes a slavish devotion to metrics: Every tweet comes with a counter of Likes and Retweets, and users come to internalize these metrics as proxies for real-world popularity….

They may ruin democracy.

…. the more I spoke to experts, the more convinced I became that propaganda bots on Twitter might be a growing and terrifying scourge on democracy. Research suggests that bots are ubiquitous on Twitter. Emilio Ferrara and Alessandro Bessi, researchers at the University of Southern California, found that about a fifth of the election-related conversation on Twitter last year was generated by bots. Most users were blind to them; they treated the bots the same way they treated other users….

in a more pernicious way, bots give us an easy way to doubt everything we see online. In the same way that the rise of “fake news” gives the president cover to label everything “fake news,” the rise of bots might soon allow us to dismiss any online enthusiasm as driven by automation. More professionalism, less populism: How voting makes us stupid, and what to do about it


Paper by Benjamin Wittes and Jonathan Rauch: “For several generations, political reform and rhetoric have been entirely one-directional: always more direct democracy, never less. The general belief holds that more public involvement will produce more representative and thus more effective and legitimate governance. But does increasing popular involvement in politics remedy the ills of our government culture; is it the chicken soup of political reforms?

In a new report, “More professionalism, less populism: How voting makes us stupid, and what to do about it,” Brookings Senior Fellows Jonathan Rauch and Benjamin Wittes argue that the best way forward is to rebalance the reform agenda away from direct participation and toward intermediation and institutions. As the authors write, “Neither theory nor practice supports the idea that more participation will produce better policy outcomes, or will improve the public’s approbation of government, or is even attainable in an environment dominated by extreme partisans and narrow interest groups.”

Populism cannot solve our problems, Rauch and Wittes claim, because its core premises and reforms are self-defeating. Research has shown that voters are “irrationally biased and rationally ignorant,” and do not possess the specialized knowledge necessary to make complex policy judgments. Further, elections provide little by way of substantive guidance for policymakers and, even on its own terms, direct democracy is often unrepresentative. In the words of the authors, “By itself, building more direct input from the public into the functions of government is likely to lead to more fragmentation, more stalemate, more flawed policies—and, paradoxically, less effective representation.”

The authors are not advocating complacency about voter participation, much less for restricting or limiting voting: “We are arguing that participation is not enough, and that overinvesting in it neglects other, more promising paths.”

To truly repair American democracy, Rauch and Wittes endorse a resurgence of political institutions, such as political parties, and substantive professionals, such as career politicians and experts. Drawing on examples like the intelligence oversight community, the authors assert that these intermediaries actually make democracy more inclusive and more representative than direct participation can do by itself. “In complex policy spaces,” the authors write, “properly designed intermediary institutions can act more decisively and responsively on behalf of the public than an army of ‘the people’ could do on its own behalf, [and are] less likely to be paralyzed by factional disputes and distorted by special-interest manipulation.”…(More) (Read the full paper here).
