This Startup Is Challenging Google Maps—and It Needs You


Aarian Marshall at Wired: “A whole lifetime in New York City, and Christiana Ting didn’t realize just how many urgent care facilities there were until the app told her to start looking for them. “They were giving extra points for medical offices, and I found them, I think, on every block,” she says. “I’m not sure what that says about the neighborhood where I work.”

Ting was one of 761 New Yorkers who downloaded, played with, and occasionally became obsessed with an app called MapNYC this fall, vying for their share of an 8-bitcoin prize (worth about $50,000 at the time). The month-long contest, run by a new mapping startup called StreetCred, was really an experiment. StreetCred’s main research question: How do you convince regular people to build and verify mappingdata?

It turns out that the maps that guide you to the nearest Arby’s, or help your Lyft driver find your house, don’t just materialize. “I took mapping for granted until I started the competition,” Ting says, even though she pulls up Google Maps at least twice a day. “But it’s such an inconvenience if the info on the map is wrong, especially in a place like New York, that’s changing all the time.”

For regular folk, detailed, reliable mapping info is helpful. For businesses, it can be crucial. Some want to be found when a map user searches for the nearest sandwich shop. Others use products that rely on base maps—think Uber, the Weather Channel, your car’s navigation system—and require up-to-date location data. “One of the huge challenges to any geographic database is its currency,” says Renee Sieber, a geographer who studies participatory mapping at McGill University. That is to say, yesterday’s map is no good to anybody doing business today.

StreetCred sees that as an opportunity. “There’s a lot of companies, none of whom I can name, who have location data, and that data needs improvement,” says Randy Meech, CEO of the small startup. (Meech’s last open-source mapping company, a Samsung subsidiary called Mapzen, shut down in January.) Maybe a client found a data set online or purchased one from another company. Either way, it’s static, and that means it’s only a matter of time before it fails to represent reality.

Google Maps, the giant in this space, has created its extensive database through years of web scraping, Streetview roaming, purchasing and collecting satellite data, and both paying and asking volunteers to verify that the businesses it identifies are still in the same place. But the company doesn’t provide all of its specific location or “point of interest” data to developers—where that Thai restaurant is, or where the hiking trail starts, or where the hospital parking lot is located. When it and other mapping services like HERE Technologies, TomTom, and Foursquare do offer that intel, it can be pricey. Smart cities could be lousy to live in if you have a disability


Elizabeth Woyke in MIT Technology Review: “People with disabilities affecting mobility, vision, hearing, and cognitive function often move to cities to take advantage of their comprehensive transit systems and social services. But US law doesn’t specify how municipalities should design and implement digital services for disabled people. As a result, cities sometimes adopt new technologies that can end up causing, rather than resolving, problems of accessibility.

Nowhere was this more evident than with New York City’s LinkNYC kiosks, which were installed on sidewalks in 2016 without including instructions in Braille or audible form. Shortly after they went in, the American Federation for the Blind sued the city. The suit was settled in 2017 and the kiosks have been updated, but Pineda says touch screens in general are still not fully accessible to people with disabilities.

Also problematic: the social-media-based apps that some municipal governments have started using to solicit feedback from residents. Blind and low-vision people typically can’t use the apps, and people over 65 are less likely to, says James Thurston, a vice president at the nonprofit G3ict, which promotes accessible information and communication technologies. “Cities may think they’re getting data from all their residents, but if those apps aren’t accessible, they’re leaving out the voices of large chunks of their population,” he says….

Even for city officials who have these issues on their minds, knowing where to begin can be difficult. Smart Cities for All, an initiative led by Thurston and Pineda, aims to help by providing free, downloadable tools that cities can use to analyze their technology and find more accessible options. One is a database of hundreds of pre-vetted products and services. Among the entries are Cyclomedia, which uses lidar data to determine when city sidewalks need maintenance, and ZenCity, a data analytics platform that uses AI to gauge what people are saying about a city’s level of accessibility. 

This month, the group will kick off a project working with officials in Chicago to grade the city on how well it supports people with disabilities. One key part of the project will be ensuring the accessibility of a new 311 phone system being introduced as a general portal to city services. The group has plans to expand to several other US cities this year, but its ultimate aim is to turn the work into a global movement. Los Angeles Accuses Weather Channel App of Covertly Mining User Data


Jennifer Valentino-DeVries and Natasha Singer in The New York Times: “The Weather Channel app deceptively collected, shared and profited from the location information of millions of American consumers, the city attorney of Los Angeles said in a lawsuit filed on Thursday.

One of the most popular online weather services in the United States, the Weather Channel app has been downloaded more than 100 million times and has 45 million active users monthly.

The government said the Weather Company, the business behind the app, unfairly manipulated users into turning on location tracking by implying that the information would be used only to localize weather reports. Yet the company, which is owned by IBM, also used the data for unrelated commercial purposes, like targeted marketing and analysis for hedge fundsaccording to the lawsuit

In the complaint, the city attorney excoriated the Weather Company, saying it unfairly took advantage of its app’s popularity and the fact that consumers were likely to give their location data to get local weather alerts. The city said that the company failed to sufficiently disclose its data practices when it got users’ permission to track their location and that it obscured other tracking details in its privacy policy.

“These issues certainly aren’t limited to our state,” Mr. Feuer said. “Ideally this litigation will be the catalyst for other action — either litigation or legislative activity — to protect consumers’ ability to assure their private information remains just that, unless they speak clearly in advance.”…(More)”.

In High-Tech Cities, No More Potholes, but What About Privacy?


Timothy Williams in The New York Times: “Hundreds of cities, large and small, have adopted or begun planning smart cities projects. But the risks are daunting. Experts say cities frequently lack the expertise to understand privacy, security and financial implications of such arrangements. Some mayors acknowledge that they have yet to master the responsibilities that go along with collecting billions of bits of data from residents….

Supporters of “smart cities” say that the potential is enormous and that some projects could go beyond creating efficiencies and actually save lives. Among the plans under development are augmented reality programs that could help firefighters find people trapped in burning buildings and the collection of sewer samples by robots to determine opioid use so that city services could be aimed at neighborhoods most in need.

The hazards are also clear.

“Cities don’t know enough about data, privacy or security,” said Lee Tien, a lawyer at the Electronic Frontier Foundation, a nonprofit organization focused on digital rights. “Local governments bear the brunt of so many duties — and in a lot of these cases, they are often too stupid or too lazy to talk to people who know.”

Cities habitually feel compelled to outdo each other, but the competition has now been intensified by lobbying from tech companies and federal inducements to modernize.

“There is incredible pressure on an unenlightened city to be a ‘smart city,’” said Ben Levine, executive director at MetroLab Network, a nonprofit organization that helps cities adapt to technology change.

That has left Washington, D.C., and dozens of other cities testing self-driving cars and Orlando trying to harness its sunshine to power electric vehicles. San Francisco has a system that tracks bicycle traffic, while Palm Beach, Fla., uses cycling data to decide where to send street sweepers. Boise, Idaho, monitors its trash dumps with drones. Arlington, Tex., is looking at creating a transit system based on data from ride-sharing apps….(More)”.

Cities, Government, Law, and Civil Society


Paper by Heidi Li Feldman: “For too long, legal commentators have developed accounts of law, governments and civil society, and rights to access that society, from a national-federal perspective. As Americans increasingly live in cities, it is time for legal theorists to concentrate on municipalities as the locus of civil society. From an American national-federal perspective, government and law play primarily a remedial role with regard to civil society, stepping in only to resolve great inequities, usually by creating legally recognized civil rights and enforcing them. Civil society and civil rights, however, exceed this cramped national-federal window on it. Throughout the United States today, civil society is a multi-faceted arena for social coordination and social cooperation, for consonant and collective action of many different kinds. The only reason civil rights and the legal protection of them matters is because participation in civil society is makes it possible for individuals to engage in all manner of activities that are useful, enjoyable, and worthwhile. In other words, the significance of civil rights follows from the existence of a civil society worth participating in. To the extent that government can and does make civil society viable and valuable, it is an integral part of civil society. That feature gets lost in a remedial account of the relationship between government, law, and civil society. 

Perhaps the role of cities in civil society has been neglected by the legal academy because cities are not sovereigns. Sovereignty has often been the issue that provokes theoretical attention to government and its role in civil life. At the heart of the federal-national account of civil society and government is the potential threat the sovereign poses to other actors in civil society. But there is no necessary connection between concentrating on the nature and workings of sovereignty and considering the role for government and law in civil society. And when a government is not a sovereign, its ability to threaten is inherently constrained. That is what examining cities, non-sovereign governments embedded in a web of other governments, shows us. 

When we turn our attention to cities, a very different role for government and law emerges. Cities often exemplify how government and law can enable civil society and all those encompassed by it. They show how government can promote and amplify collective action, not only at the local level but even at the international one. In the United States today, governments can and do provide resources for consonant and collective action even in nongovernmental settings. Governments also coordinate and cooperate alongside fellow actors such as citizen activist groups, small and large businesses, labor unions, universities and colleges, and other nongovernmental organizations. This is particularly apparent at the local level. By delving into local government, we gain a distinctive perspective on the intersection of government and law, on one hand, and civil society, on the other — on what that intersection does, can, and should be like. This paper develops a first iteration of a locality centered account of civil society and the role for government and law within it. I examine a particular municipality, the City of Pittsburgh, to provide a concrete example from which to generate ideas and judgements about the terrain and content of this localist account….(More)”.

Innovation Contests: How to Engage Citizens in Solving Urban Problems?

For example, one prominent issue that is addressed in many cities is mobility. To develop smart city solutions, governments are trying to introduce open innovation. They have started to open their governmental and city related data as well as awake the citizens’ awareness on urban problems through innovation contests. Citizens are the users of the city and therefore, have a practical motivation to engage in innovation contests as for example in hackathons and app competitions. The collaboration and co-creation of civic services by means of innovation contests is a cultural development of how governments and citizens work together in an open governmental environment. A qualitative analysis of innovation contests in 24 world cities reveals this global trend. In particular, such events increase the awareness of citizens and local businesses for identifying and solving urban challenges and are helpful means to transfer the smart city idea into practicable solutions….(More)”

Selling Smartness: Corporate Narratives and the Smart City as a Sociotechnical Imaginary

By conducting a close reading of primary source material produced by the companies IBM and Cisco over a decade of work on smart urbanism, we argue that the smart city imaginary is premised in a particular narrative about urban crises and technological salvation. This narrative serves three main purposes: (1) it fits different ideas and initiatives into a coherent view of smart urbanism, (2) it sells and disseminates this version of smartness, and (3) it crowds out alternative visions and corresponding arrangements of smart urbanism.

Furthermore, we argue that IBM and Cisco construct smart urbanism as both a reactionary and visionary force, plotting a model of the near future, but one that largely reflects and reinforces existing sociopolitical systems. We conclude by suggesting that breaking IBM’s and Cisco’s discursive dominance over the smart city imaginary requires us to reimagine what smart urbanism means and create counter-narratives that open up space for alternative values, designs, and models….(More)”.

Seven design principles for using blockchain for social impact


Stefaan Verhulst at Apolitical: “2018 will probably be remembered as the bust of the blockchain hype. Yet even as crypto currencies continue to sink in value and popular interest, the potential of using blockchain technologies to achieve social ends remains important to consider but poorly understood.

In 2019, business will continue to explore blockchain for sectors as disparate as finance, agriculture, logistics and healthcare. Policymakers and social innovators should also leverage 2019 to become more sophisticated about blockchain’s real promise, limitations  and current practice.

In a recent report I prepared with Andrew Young, with the support of the Rockefeller Foundation, we looked at the potential risks and challenges of using blockchain for social change — or “Blockchan.ge.” A number of implementations and platforms are already demonstrating potential social impact.

The technology is now being used to address issues as varied as homelessness in New York City, the Rohingya crisis in Myanmar and government corruption around the world.

In an illustration of the breadth of current experimentation, Stanford’s Center for Social Innovation recently analysed and mapped nearly 200 organisations and projects trying to create positive social change using blockchain. Likewise, the GovLab is developing a mapping of blockchange implementations across regions and topic areas; it currently contains 60 entries.

All these examples provide impressive — and hopeful — proof of concept. Yet despite the very clear potential of blockchain, there has been little systematic analysis. For what types of social impact is it best suited? Under what conditions is it most likely to lead to real social change? What challenges does blockchain face, what risks does it pose and how should these be confronted and mitigated?

These are just some of the questions our report, which builds its analysis on 10 case studies assembled through original research, seeks to address.

While the report is focused on identity management, it contains a number of lessons and insights that are applicable more generally to the subject of blockchange.

In particular, it contains seven design principles that can guide individuals or organisations considering the use of blockchain for social impact. We call these the Genesis principles, and they are outlined at the end of this article…(More)”.

The global race is on to build ‘City Brains’


Prediction by Geoff Mulgan, Eva Grobbink and Vincent Straub: “The USSR’s launch of the Sputnik 1 satellite in 1958 was a major psychological blow to the United States. The US had believed it was technologically far ahead of its rival, but was confronted with proof that the USSR was pulling ahead in some fields. After a bout of soul-searching the country responded with extraordinary vigour, massively increasing investment in space technologies and promising to put a man on the Moon by the end of the 1960s.

In 2019, China’s success in smart cities could prompt a similar “Sputnik Moment” for the rest of the world. It may not be as dramatic as that of 1958. But unlike beeping satellites and Moon landings, it could be coming to a town near you….

The concept of a “smart city” has been around for several decades, often associated with hype, grandiose failures, and an overemphasis on hardware rather than people (Nesta has previously written on how we can rethink smart cities and ensure digital innovation realises the potential of technology and people). But various technologies are now coming of age which bring the vision of a smart city closer to fruition. China is in the forefront, investing heavily in sensors and infrastructures, and its ET City Brain project shows just how far the country’s thinking has progressed.

First launched in September 2016, ET City Brain is a collaboration between Chinese technology giant Alibaba and several cities. It was first trialled in Hangzhou, the hometown of Alibaba’s executive chairman, Jack Ma, but has since expanded to other Chinese cities. Earlier this year, Kuala Lumpurbecame the first city outside of China to import the ET City Brain model.

The ET City Brain system gathers large amounts of data (including logs, videos, and data stream) from sensors. These are then processed by algorithms in supercomputers and fed back into control centres around the city for administrators to act on—in some cases, automation means the system works without any human intervention at all.

So far, the project has been used to monitor congestion in Hangzhou, improve the response of emergency services in Guangzhou, and detect traffic accidents in Suzhou. In Hangzhou, Alibaba was given control of 104 traffic light junctions in the city’s Xiaoshan district and tasked with managing traffic flows. By combining mass video surveillance with live data from public transportation systems, ET City Brain was able to autonomously change traffic lights so that emergency vehicles could travel to accident scenes without interruption. As a result, arrival times for ambulances improved by 49 percent….(More)”.
