The Creepy New Wave of the Internet

…So here comes the Internet’s Third Wave. In its wake jobs will disappear, work will morph, and a lot of money will be made by the companies, consultants, and investment banks that saw it coming. Privacy will disappear, too, and our intimate spaces will become advertising platforms—last December Google sent a letter to the SEC explaining how it might run ads on home appliances—and we may be too busy trying to get our toaster to communicate with our bathroom scale to notice. Technology, which allows us to augment and extend our native capabilities, tends to evolve haphazardly, and the future that is imagined for it—good or bad—is almost always historical, which is to say, naive.”

The Future of Cities


That next phase, which some call the Internet of Things and which we call the Internet of Everything, is the intelligent connection of people, processes, data, and things. Although it once seemed like a far-off idea, it is becoming a reality for businesses, governments, and academic institutions worldwide. Today, half the world’s population has access to the Internet; by 2020, two-thirds will be connected. Likewise, some 13.5 billion devices are connected to the Internet today; by 2020, we expect that number to climb to 50 billion. The things that are—and will be—connected aren’t just traditional devices, such as computers, tablets, and phones, but also parking spaces and alarm clocks, railroad tracks, street lights, garbage cans, and components of jet engines.
All of these connections are already generating massive amounts of digital data—and it doubles every two years. New tools will collect and share that data (some 15,000 applications are developed each week!) and, with analytics, that can be turned into information, intelligence, and even wisdom, enabling everyone to make better decisions, be more productive, and have more enriching experiences.
And the value that it will bring will be epic. In fact, the Internet of Everything has the potential to create $19 trillion in value over the next decade. For the global private sector, this equates to a 21 percent potential aggregate increase in corporate profits—or $14.4 trillion. The global public sector will benefit as well, using the Internet of Everything as a vehicle for the digitization of cities and countries. This will improve efficiency and cut costs, resulting in as much as $4.6 trillion of total value. Beyond that, it will help (and already is helping) address some of the world’s most vexing challenges: aging and growing populations rapidly moving to urban centers; growing demand for increasingly limited natural resources; and massive rebalancing in economic growth between briskly growing emerging market countries and slowing developed countries….”

Could digital badges clarify the roles of co-authors?


  at AAAS Science Magazine: “Ever look at a research paper and wonder how the half-dozen or more authors contributed to the work? After all, it’s usually only the first or last author who gets all the media attention or the scientific credit when people are considered for jobs, grants, awards, and more. Some journals try to address this issue with the “authors’ contributions” sections within a paper, but a collection of science, publishing, and software groups is now developing a more modern solution—digital “badges,” assigned on publication of a paper online, that detail what each author did for the work and that the authors can link to their profiles elsewhere on the Web.

Digital badges could clarify co-authors' roles

Those organizations include publishers BioMed Central and the Public Library of Science; The Wellcome Trust research charity; software development groups Mozilla Science Lab (a group of researchers, developers, librarians, and publishers) and Digital Science (a software and technology firm); and ORCID, an effort to assign researchers digital identifiers. The collaboration presented its progress on the project at the Mozilla Festival in London that ended last week. (Mozilla is the open software community behind the Firefox browser and other programs.)
The infrastructure of the badges is still being established, with early prototypes scheduled to launch early next year, according to Amye Kenall, the journal development manager of open data initiatives and journals at BioMed Central. She envisions the badge process in the following way: Once an article is published, the publisher would alert software maintained by Mozilla to automatically set up an online form, where authors fill out roles using a detailed contributor taxonomy. After the authors have completed this, the badges would then appear next to their names on the journal article, and double-clicking on a badge would lead to the ORCID site for that particular author, where the author’s badges, integrated with their publishing record, live….
The parties behind the digital badge effort are “looking to change behavior” of scientists in the competitive dog-eat-dog world of academia by acknowledging contributions, says Kaitlin Thaney, director of Mozilla Science Lab. Amy Brand, vice president of academic and research relations and VP of North America at Digital Science, says that the collaboration believes that the badges should be optional, to accommodate old-fashioned or less tech-savvy authors. She says that the digital credentials may improve lab culture, countering situations where junior scientists are caught up in lab politics and the “star,” who didn’t do much of the actual research apart from obtaining the funding, gets to be the first author of the paper and receive the most credit. “All of this calls out for more transparency,” Brand says….”

Law is Code: A Software Engineering Approach to Analyzing the United States Code


New Paper by William Li, Pablo Azar, David Larochelle, Phil Hill & Andrew Lo: “The agglomeration of rules and regulations over time has produced a body of legal code that no single individual can fully comprehend. This complexity produces inefficiencies, makes the processes of understanding and changing the law difficult, and frustrates the fundamental principle that the law should provide fair notice to the governed. In this article, we take a quantitative, unbiased, and software-engineering approach to analyze the evolution of the United States Code from 1926 to today. Software engineers frequently face the challenge of understanding and managing large, structured collections of instructions, directives, and conditional statements, and we adapt and apply their techniques to the U.S. Code over time. Our work produces insights into the structure of the U.S. Code as a whole, its strengths and vulnerabilities, and new ways of thinking about individual laws. For example, we identify the first appearance and spread of important terms in the U.S. Code like “whistleblower” and “privacy.” We also analyze and visualize the network structure of certain substantial reforms, including the Patient Protection and Affordable Care Act (PPACA) and the Dodd-Frank Wall Street Reform and Consumer Protection Act, and show how the interconnections of references can increase complexity and create the potential for unintended consequences. Our work is a timely illustration of computational approaches to law as the legal profession embraces technology for scholarship, to increase efficiency, and to improve access to justice.”

Nine Lessons for Bridging the Gap between Cities and Citizens


Soren Gigler at the Worldbank Blog: “…Moving towards a citizen-centered model of government is critical for achieving better results. 
But what does this mean in praxis? What are some of the bottlenecks and pitfalls of such an approach?
Here are nine lessons learned from our work on Open Government and Citizen Engagement programs around the world.

  1. Open Government is more than just making Government more open and transparent. It is about rebalancing the “governance” and power structure between government institutions, civil society, the private sector and citizens.
  2. Openness and accountability of government is the basis for building a relationship of trust for effective civic participation. It can fundamentally alter the relationship between government and citizens.
  3. Open Government programs are not effective if they are not embedded into a much broader institutional and cultural changes within government and fully integrated into the governments overall economic and social development goals.
  4. New technologies can be powerful enablers to strengthen existing transparency and social accountability mechanisms that empower citizens and traditionally excluded groups. Technologies by themselves, however, are not transformational; they need to be closely embedded into the different local socio-political context and amplify existing social accountability and governance processes.
  5. Enhancing the capabilities of the urban poor, youth and minorities to engage in policy debates is equally important as strengthening the capacity of government institutions to effectively respond to citizen engagement.
  6. Effective Open Government programs not only enhance the openness and responsiveness of governments however also fosters the inclusiveness of institutions.
  7. It’s critical to recognize that Open Government initiatives are not just about learning how to better listen to citizens. It’s also about how to become more responsive to them and their expressed needs.
  8. Civil society plays a central role in enhancing government accountability. They can form effective bridges between government and citizens. Improved government openness does not translate automatically into the effective uses of information by citizens. CSOs are critical ‘infomediaries’ that can strengthen the capabilities of poor communities to better access information, evaluate and act upon the provided information.
  9.  A genuine process of political and institutional reforms can grow out of an effective alliance between reform-minded policymakers, civil society and private sector leaders. Thus, open governance reforms need to be driven by the local socio-economic, political and cultural context….”

Taproot Foundation Starts Online Matchmaker for Charities Seeking Pro Bono Help


Nicole Wallace at the Chronicle of Philanthropy: “The Taproot Foundation has created an online marketplace it hopes will become the Match.com of pro bono, linking skilled volunteers with nonprofits that need assistance in areas like marketing, database design, and strategic planning.
The new site, Taproot+, allows nonprofits to describe projects needing help. Taproot Foundation employees will review proposals and help improve any unclear project descriptions….
People looking to share their skills can browse projects on the site. Some charities ask for in-person help, while other projects can use volunteers working remotely. In some cases, Taproot will post the projects on sites run by partner organizations, like the LinkedIn for Volunteers, to help find the right volunteer. As the site grows, the group plans to work closely with other pro bono organizations, like NPower and DataKind.
“We want to make sure that we’re helping on the front end,” says Ms. Hamburg. “But once that project description is created, we want to make sure that the nonprofit is accessing the best talent out there, no matter where it is.
After a nonprofit and pro bono volunteer agree to work together, Taproot+ helps them plan the steps of the project and set deadlines for milestones, which are tracked on the site…”

Tell Everyone: Why We Share & Why It Matters


Book review by Tim Currie: “Were the people sharing these stories outraged by Doug Ford’s use of an ethnic stereotype? Joyfully amused at the ongoing campaign gaffes? Or saddened by the state of public discourse at a democratic forum? All of these emotions likely played a part in driving social shares. But a growing body of research suggests some emotions are more influential than others.
Alfred Hermida’s new book, Tell Everyone: Why We Share & Why It Matters, takes us through that research—and a pile more, from Pew Center data on the makeup of our friends lists to a Yahoo! study on the nature of social influencers. One of Hermida’s accomplishments is to have woven that research into a breezy narrative crammed with examples from recent headlines.
Not up on the concept of cognitive dissonance? Homophily? Pluralistic ignorance? Or situational awareness? Not a deal breaker. Just in time for Halloween, Tell Everyone (Doubleday Canada) is a social science literature review masquerading as light bedside reading from the business management section. Hermida has tucked the academic sourcing into 21 pages of endnotes and offered a highly readable 217-page tour of social movements, revolutions, journalistic gaffes and corporate PR disasters.
The UBC journalism professor moves easily from chronicling the activities of Boston Marathon Redditors to Tahrir Square YouTubers to Japanese earthquake tweeters. He dips frequently into the past for context, highlighting the roles of French Revolution-era salon “bloggers,” 18th-century Portuguese earthquake pamphleteers and First World War German pilots.
Indeed, this book is only marginally about journalism, made clear by the absence of a reference to “news” in its title. It is at least as much about sociology and marketing.
Mathew Ingram argued recently that journalism’s biggest competitors don’t look like journalism. Hermida would no doubt agree. The Daily Show’s blurring of comedy and journalism is now a familiar ingredient in people’s information diet, he writes. And with nearly every news event, “the reporting by journalists sits alongside the accounts, experiences, opinions and hopes of millions of others.” Journalistic accounts didn’t define Mitt Romney’s 2012 U.S. presidential campaign, he notes; thousands of users did, with their “binders full of women” meme.
Hermida devotes a chapter to chronicling the ways in which consumers are asserting themselves in the marketplace—and the ways in which brands are reacting. The communications team at Domino’s Pizza failed to engage YouTube users over a gross gag video made by two of its employees in 2009. But Lionsgate films effectively incorporated user-generated content into its promotions for the 2012 Hunger Games movie. Some of the examples are well known but their value lies in the considerable context Hermida provides.
Other chapters highlight the role of social media in the wake of natural disasters and how users—and researchers—are working to identify hoaxes.
Tell Everyone is the latest in a small but growing number of mass-market books aiming to distill social media research from the ivory tower. The most notable is Wharton School professor Jonah Berger’s 2013 book Contagious: Why Things Catch On. Hermida discusses the influential 2009 research conducted by Berger and his colleague Katherine Milkman into stories on the New York Times most-emailed list. Those conclusions now greatly influence the work of social media editors.
But, in this instance at least, the lively pacing of the book sacrifices some valuable detail.
Hermida explores the studies’ main conclusion: positive content is more viral than negative content, but the key is the presence of activating emotions in the user, such as joy or anger. However, the chapter gives only a cursory mention to a finding Berger discusses at length in Contagious—the surprisingly frequent presence of science stories in the list of most-emailed articles. The emotion at play is awe—what Berger characterizes as not quite joy, but a complex sense of surprise, unexpectedness or mystery. It’s an important aspect of our still-evolving understanding of how we use social media….”

The New We the People Write API, and What It Means for You


White House Blog by Leigh Heyman: “The White House petitions platform, We the People, just became more accessible and open than ever before. We are very excited to announce the launch of the “write” version of the Petitions Application Programming Interface, or “API.”
Starting today, people can sign We the People petitions even when they’re not on WhiteHouse.gov. Now, users can also use third-party platforms, including other petitions services, or even their own websites or blogs. All of those signatures, once validated, will count towards a petition’s objective of meeting the 100,000-signature threshold needed for an official White House response.
We the People started with a simple goal: to give more Americans a way to reach their government. To date, the platform has been more successful than we could have imagined, with more than 16 million users creating and signing more than 360,000 petitions.
We launched our Write API beta test last year, and since then we’ve been hard at work, both internally and in collaboration with our beta test participants. Last spring, as part of the National Day of Civic Hacking, we hosted a hackathon right here at the White House, where our engineers spent a day sitting side-by-side with our beta testers to help get our code and theirs ready for the big day.
That big day has finally come.

On policy and delivery


Speech by Mike Bracken (gov.uk): “…most of the work the civil service does goes unseen, or at least unheralded. But whether it’s Ebola screens, student loans, renewing your car tax, or a thousand other things, that work is vital to everyone in the UK.
Often that work is harder than it needs to be.
I don’t think anyone disagrees that the civil service needs reform. It’s the nature of that reform I want to talk about today.
The Internet has changed everything. Digital is the technological enabler of this century. And, in any sector you care to name, it’s been the lifeblood of organisations that have embraced it, and a death sentence for those that haven’t. If you take away one thing today, please make it this: government is not immune to the seismic changes that digital technology has brought to bear.
The Internet is changing the organising principle of every industry it touches, mostly for the better: finance, retail, media, transport, energy. Some industries refuse to change their organising principle. The music industry was dominated by producers – the record labels – now it’s dominated by digital distribution – like Spotify and their ilk.
Others, like airlines, have rapidly changed how they work internally, and are organised radically differently in order to serve users in a digital age. British Airways used to have over 80 ticket types, with departments and hierarchies competing to attract users. Now it has a handful, and the organisation is digital first and much simpler. These changes are invisible to the majority, but that’s doesn’t make the changes any less significant.
Twenty five years into the era of digital transformation, the Internet has a 100% track record of success making industries simpler to users while forcing organisations to fundamentally change how they’re structured. These characteristics are not going away. Yet the effect on the civil service has been, until very recently, marginal.
This is because we deferred our digital development by grouping digital services into enormous, multi-year IT contracts, or what we refer to as ‘Big IT’. Or in short, we gave away our digital future to the IT crowd. While most large organisations reversed these arrangements we have only recently separated our future strategy – digital literacy and digital service provision – from the same contracts that handle commodity technology. By clinging to this model for 15 years, we have created a huge problem for everyone involved in delivery and policy.
Today I want to talk about two things.
The first is delivery, because I believe delivery to users, not policy, should be the organising principle of a reformed civil service.
And the second is skills, and why it’s time for the civil service to put digital skills at the heart of the machine….”

A Guide to Making Innovation Offices Work


New report by Rachel Burstein and Alissa Black for the IBM Center  for The Business of Government: “In this report, Burstein and Black examine the recent trend toward the creation of innovation offices across the nation at all levels of government to understand the structural models now being used to stimulate innovation—both internally within an agency, and externally for the agency’s partners and communities. Based on research into a broad range of federal, state, and local innovation offices, the authors identify six different models for how an innovation office can operate:
  • Laboratory
  • Facilitator
  • Advisor
  • Technology build-out
  • Liaison
  • Sponsored offices

Burstein and Black then present examples of each of these structural models.
In addition to describing models for innovation offices, the authors identify issues that government leaders should consider in their decision to create a new innovation office, along with critical success factors for building and sustaining effective innovation offices. The authors emphasize that government leaders should not make the decision to set up an innovation office lightly, and should not create an innovation office for symbolic reasons. Rather, moving forward with setting up a center of gravity for innovation should follow a careful assessment of the mission of the new office, financial resources available, and support from key partners.
This report continues the IBM Center’s long interest in the subject of innovation. The creation of dedicated offices adds a new tool to government in stimulating innovation. Previous IBM Center reports have examined other tools in government’s innovation portfolio, for example:
