Power to the people: how open data is improving health service delivery


The Guardian: “…What’s really interesting is how this data can be utilised by citizens to enable them to make more informed choices and demand improved services in sectors such as health. A growing community of technologists and social activists is emerging across Africa, supported by a burgeoning network of technology innovation hubs. They’re beginning to explore the ways in which data can be utilised to improve health outcomes.
In Northern Uganda, the brutal Lord’s Resistance Army conflict displaced two million people, leaving the social infrastructure in tatters. In 2008, the government launched a Peace, Recovery and Development Plan, but progress has been limited. There are insufficient health centres to serve the population, a severe shortage of staff, drugs and equipment, and corruption is widespread.
Cipesa – an organisation that uses communication technologies to support poverty reduction and development – and Numec, a local media organisation, have launched the iParticipate project. A multimedia platform is being populated with baseline data outlining the current status of the health service across three districts….
In the same region, Wougnet is training women to use information technologies to tackle social challenges. Local officials and community members have formed voluntary social accountability committees and been trained in the use of an online platform to capture and store information relating to poor governance and corruption in the health sector, often via mobile phones.
The platform strengthened campaign efforts which resulted in the construction of a health centre in Aloni Parish. In Amuru district, five health workers were arrested following reports highlighting negligence.
In the village of Bagega in Nigeria, 400 children died and thousands suffered significant health problems as the result of lead poisoning caused by poor mining practices. The government pledged $5.3m (£3.23m) for remediation, but the funds never reached the affected region.
A local organisation, Follow the Money, created an infographic highlighting the government’s commitments and combined this with real life testimonies and photographs showing the actual situation on the ground. Within 48 hours of a targeted Twitter campaign, the president committed to releasing funds to the village and, in February this year, children started receiving long overdue medical attention.
All these initiatives depend on access to critical government data and an active citizens who feel empowered to effect change in their own lives and communities. At present, it’s often hard to access data which is sufficiently granular, particularly at district or local level. For citizens to be engaged with information from government, it also needs to be accessible in ways that are simple to understand and linked to campaigns that impact their daily lives.
Tracking expenditure can also operate across borders. Donors are beginning to open up aid data by publishing to the IATI registry. This transparency by donor governments should improve the effectiveness of aid spending and contribute towards improved health outcomes.
It’s hard to draw general conclusions about how technology can contribute towards improving health outcomes, particularly when context is so critical and the field is so new. Nonetheless, some themes are emerging which can maximise the chances of an intervention’s success.
It can at times be challenging to encourage citizens to report for an array of reasons, including a lack of belief in their ability to effect change, cultural norms, a lack of time and both perceived and real risks. Still, participation seems to increase when citizens receive feedback from reports submitted and when mechanisms are in place that enable citizens to take collective action. On-the-ground testimonies and evidence can also help shift public opinion and amplify critical messages.
Interventions are dramatically strengthened when integrated into wider programmes, implemented by organisations that have established a strong relationship with the communities in which they work. They need to be backed by at least one strong civil society organisation that can follow up on any reports, queries or challenges which may arise. Where possible, engagement from government and local leaders can make a real difference. Identifying champions within government can also significantly improve responsiveness.”

From business units to Finance to IT, getting the right skills to the right place at the right time is a constant challenge. Now consider that workplace technologies are becoming obsolete faster, and the useful life of many skills is shorter. Workers at all levels need to be able to learn and relearn rapidly to adapt to and anticipate changing demands. Recruitment and retention initiatives can’t address the need, nor can standardised training programs and knowledge management.
New technologies offer an opportunity to rethink both talent development and traditional knowledge management and integrate learning directly into the daily work experience. Virtual platforms enable workers to connect with each other to solve problems across distributed work settings and beyond organisational boundaries.
The preponderance of sensors and advanced analytics today make it more possible than ever to collect and share individual’s real-time performance in a variety of settings. Sensors and the integration of social platforms into work allows for knowledge and experiences to be captured automatically, as they occur, rather than depending on compliance and coerced participation to populate reputation profiles and knowledge management databases. These technologies support rich, context-specific learning and participation driven by momentum as users discover and create value.
Training programs and knowledge management have a place, but they may not deliver the skilled workers needed to the right place and time in a rapidly changing environment. Pre-developed content quickly becomes obsolete or lacks the context to make it relevant to the individual. Perhaps more importantly, classroom training and knowledge databases tend to focus on the commonalities between work, the standard processes and practices, when in fact workers spend most of their days dealing with the exceptions that don’t fit into the standard processes and systems, whether it’s a one-off shipping request or a customer who can’t make your software work with their hardware. Workers typically get better at handling the non-standard aspects of their work through on-the-job experience…

In a recent paper, we detailed nine principles that help to create the type of environment that fosters learning and improvement. The following three principles demonstrate how technology can play an important role in enabling this on-the-job learning and in amplifying the learning, especially across a virtual workforce.

Real-time feedback for individuals and teams. For workers to improve performance and learn what works or doesn’t work, they need to have a context-specific understanding of what is expected and how they are doing relative to others, in the moment rather than three- or six-months down the line.
At virtual call-centre LiveOps, the independent agents see customer and program-specific metrics on an online dashboard. These metrics define the level of performance necessary for agents to remain eligible to take calls for a program and are continuously updated, providing real-time feedback after each call so that agents can see how they are doing relative to their peer group and where they can improve. This level of performance data transparency creates a meritocracy, as agents are compared to their peers and rewarded based on their relative performance.
Smart capture and share. In any work setting, a great deal of information is generated and exchanged in meetings, conversations, instant messages, and email. Easy access to that information helps foster collaboration, solve problems, and improve business processes. At SAP Community Network (SCN), intelligent cataloguing of insights from discussion forums, tagged for searchability, helps make the right information available at the right time to those who need it without requiring the burdensome documentation associated with typical knowledge management. Other users can search for solutions in the context of the original problem posed, as well as through related discussions that may have led to an ultimate solution. Instead of days of internal debate or experimentation, the typical time to receive a response is 17 minutes.
Helping workers make relevant connections. In a typical organisation, physical or virtual, it can be difficult to know who everyone is and what their experience, expertise, and interests are, and the typical knowledge and resource management tools that require individuals to maintain profiles rarely see the level of continuing compliance and participation to make them useful. Instead, workers tend to fall back on relationships. They seek help and learn from those already known to them.
Now, virtual platforms, such as the one used by Odesk, a global online workplace, automatically generate detailed, up-to-date profiles. These profiles include the contractor’s cumulative and historical ratings and hourly wages for each completed project as well as the scores for any tests or certifications. The same type of automatic, action-based reputation profiles can be used internally to facilitate assessing and connecting with the right co-workers for the job at hand…”

How to Start Thinking Like a Data Scientist


Thomas C. Redman in Harvard Business Review Blog: “Slowly but steadily, data are forcing their way into every nook and cranny of every industry, company, and job. Managers who aren’t data savvy, who can’t conduct basic analyses, interpret more complex ones, and interact with data scientists are already at a disadvantage. Companies without a large and growing cadre of data-savvy managers are similarly disadvantaged.
Fortunately, you don’t have to be a data scientist or a Bayesian statistician to tease useful insights from data. This post explores an exercise I’ve used for 20 years to help those with an open mind (and a pencil, paper, and calculator) get started. One post won’t make you data savvy, but it will help you become data literate, open your eyes to the millions of small data opportunities, and enable you work a bit more effectively with data scientists, analytics, and all things quantitative.
While the exercise is very much a how-to, each step also illustrates an important concept in analytics — from understanding variation to visualization.
First, start with something that interests, even bothers, you at work, like consistently late-starting meetings. Whatever it is, form it up as a question and write it down: “Meetings always seem to start late. Is that really true?”
Next, think through the data that can help answer your question, and develop a plan for creating them. Write down all the relevant definitions and your protocol for collecting the data. For this particular example, you have to define when the meeting actually begins. Is it the time someone says, “Ok, let’s begin.”? Or the time the real business of the meeting starts? Does kibitzing count?
Now collect the data. It is critical that you trust the data. And, as you go, you’re almost certain to find gaps in data collection. You may find that even though a meeting has started, it starts anew when a more senior person joins in. Modify your definition and protocol as you go along.
Sooner than you think, you’ll be ready to start drawing some pictures. Good pictures make it easier for you to both understand the data and communicate main points to others. There are plenty of good tools to help, but I like to draw my first picture by hand. My go-to plot is a time-series plot, where the horizontal axis has the date and time and the vertical axis has the variable of interest. Thus, a point on the graph below (click for a larger image) is the date and time of a meeting versus the number of minutes late….”

Digital Government @ Work: A Social Informatics Perspective


Book Review by Chi Onwurah: “In the 1990s and 2000s, tech cynics would often quote Robert Solow’s 1987 quip, ‘You can see the computer age everywhere but in the productivity statistics.’ Now that value chains have been disintermediated and dependent business models trashed, it is less common to hear that. However it would still be appropriate to say ‘You can see the digital age everywhere but in Government.’ Certainly in a recent Policy Exchange report, the Prime Minister’s former digital advisor Rohan Silva did his best to portray the public sector as a digitally backward captured client of ICT oligarchs now being reluctantly dragged into the 21st Century.That makes the timing of Digital Government @ Work by Ian McLoughlin, Rob Wilson, and Mike Martin all the more fortuitous. The book seeks to give the reader a broad evidence-based understanding of what digital Government can be, what it is, and the challenges it faces. It is largely successful. Steve Halliday, President of Society of Information Technology Management describes the book as ‘a rigorous and thought-provoking analysis of the history and the future of digital government,’ and I would agree with that analysis. Despite lengthy definitional discussions and dense referencing, the book is also very readable and what is more, should be read….
The social informatics perspective of the book means its outlook is neither entirely technology-driven – whatever the problem the right system can solve it – nor purely qualitative, but combines understanding of the technology and its social and organisational impact with an analysis of the interdependencies at play in the context of public service delivery. These are illustrated by detailed case studies from  Children’s Services, the National Programme for Local e-Government (FAME) and telecare, which highlight failings in current approaches to what they call ‘technology enactment’ as well as the – possibly systemic – challenges to real organisational and service innovation….
Most important is the recognition that technology only empowers when we feel ownership of it, not controlled by it. If digital government is to be about empowering and improving that critical relationship at the frontline, then the ‘street bureaucrats’ the book refers to, as well as the citizen-user and the IT manager, must all be involved in an on-going co-production of the service. Rather than traditional integration we must ‘seek alternative means of coordination such as through federation and federability.’ If this is achieved, we may look to ‘digital government maturity characterised by partnership working across a mixed economy of public, private and third sectors and supported by an infrastructure of federated information and identity management systems and shared service environments’….”

Making Europe's cities smarter


Press Release: “At a conference today hosted by the European Commission, city leaders, CEOs and civil society leaders discussed the actions outlined in the “Smart Cities Strategic Implementation Plan” and how to put them into practice. The Commission announced that it will launch an ‘Invitation for Smart City and Community Commitments’ in spring 2014 to mobilise work on the action plan’s priorities. The plan is part of Europe’s fifth “Innovation Partnership”.
Commission Vice-President Siim Kallas, in charge of transport, said: “I am very pleased to see transport operators, telecoms companies, vehicle manufacturers, city planners, energy companies and researchers all gathered in one room to discuss the future of our cities. The Smart Cities initiative is a great opportunity to make changes happen for less congestion and better business opportunities in our cities. We need to keep up the momentum and move from plan to action now.”
Commission Vice-President Neelie Kroes, responsible for the Digital Agenda, said: “The future of infrastructure and city planning will be based on integrating ICT systems and using big data to make our cities better places to live and work. We need to base those new systems on open standards for hardware, software, data and services which this European Innovation Partnership will develop.”
Günther H. Oettinger, EU Commissioner for energy, said: “The European Innovation Partnership for Smart Cities and Communities is about making investments in sustainable development in as many cities as possible. Creating equal partnerships between cities and companies based on synergies between ICT, energy and mobility will lead to projects that make a real difference in our everyday lives.”
The Commission intends to make available approximately EUR 200 million for Smart Cities and communities in the 2014-2015 budgets of the Horizon 2020 research and innovation programme, to accelerate progress and enlarge the scale of roll-out of smart cities solutions. There will also be possibilities to access the European Structural and Investment Funds.

The Flow of Technology Talent into Government and Civil Society


Report for the Ford Foundation and the MacArthur Foundation: “As information technology further suffuses every aspect of our lives, government will inevitably have a role to play in ensuring that technology serves the public interest. The ability for government to improve operations and provide services to citizens more efficiently through the effective use of technology is among the greatest contemporary opportunities for the public sector…
Among the key findings of this report:

  • The Current Pipeline Is Insufficient: the vast majority of interviewees indicated that there is a severe paucity of individuals with technical skills in computer science, data science, and the Internet or other information technology expertise in civil society and government. In particular, many of those interviewed noted that existing talent levels fail to meet current needs to develop, leverage, or understand technology.
  • Barriers to Recruitment and Retention Are Acute: many of those interviewed said that substantial barriers thwart the effective recruitment and retention of individuals with the requisite skills in government and civil society. Among the most common barriers mentioned were those of compensation, an inability to pursue groundbreaking work, and a culture that is averse to hiring and utilizing potentially disruptive innovators
  • A Major Gap between the Public-Interest and For-Profit Sectors Persists: as a related matter, interviewees discussed superior for-profit recruitment and retention models. Specifically, the for-profit sector was perceived as providing both more attractive compensation (especially to young talent) and fostering a culture of innovation, openness, and creativity that was seen as more appealing to technologists and innovators.
  • A Need to Examine Models from Other Fields: interviewees noted significant space to develop new models to improve the robustness of the talent pipeline; in part, many existing models were regarded as unsustainable or incomplete. Interviewees did, however, highlight approaches from other fields that could provide relevant lessons to help guide investments in improving this pipeline.
  • Significant Opportunity for Connection and Training: despite consonance among those interviewed that the pipeline was incomplete, many individuals indicated the possibility for improved and more systematic efforts to expose young technologists to public interest issues and connect them to government and civil society careers through internships, fellowships, and other training and recruitment tools.
  • Culture Change Necessary: the culture of government and civil society –and its effects on recruitment and other bureaucratic processes –was seen as a vital challenge that would need to be addressed to improve the pipeline. This view manifested through comments that government and civil society organizations needed to become more open to utilizing technology and adopting a mindset of experimentation….”

Open Data: From ‘Platform’ to ‘Program’


Engaging Cities: “A few months ago, Dutch designer Mark van der Net launched OSCity.nl, a highly interesting example of what can be done with open data. At first, it looks like a mapping tool. The interface shows a – beautifully designed – map of The Netherlands, color coded according to whatever open data set the user selects, varying from geographical height to the location of empty office buildings. As such it is an example of a broader current in which artists, citizens, ngos and business actors have build online tools to visualize all kinds of data, varying from open government data to collaboratively produced data sets focused on issues like environmental pollution.
What makes OSCity interesting is that it allows users to intuitively map various datasets in combination with each other in so called ‘map stories’. For instance, a map of empty office space can be combined with maps of urban growth and decline, the average renting price per square meter of office space, as well as map that displays the prices of houses for sale. The intersection of those maps shows you where empty office spaces are offered at or below half the price of regular houses and apartments. The result is thus not just an aesthetically pleasing state of affairs, but an action map. Policy makers, developers and citizens can use the insights produced by the map to find empty offices that are worthwhile to turn into houses.
There are two important lessons we can learn from this project. First, it shows the importance of programs like OSCity to make open data platforms operationable for various actors. Over the last few years governments and other organizations have started to open up their datasets, often accompanied with high expectations of citizen empowerment and greater transparency of governments. However, case studies have showed that opening up data and building an open platform is only a first step. Dawes and Helbig have shown that various stakeholders have various needs in terms of standards and protocols, whereas both citizens and government officials need the relevant skills to be able to understand and operate upon the data. ‘Vast amounts of useful information are contained in government data systems’, they write, ‘but the systems themselves are seldom designed for use beyond the collecting agency’s own needs.’ In other words: what is needed to deliver on the expectations of open data, is not only a platform – a publicly available database – but also what I have called ‘programs’ – online tools with intuitive interfaces that make this data intelligible and actionable in concert with the needs of the public.
There is a second issue that OSCity raises. As Jo Bates has pointed out, the main question is: who exactly is empowered through programs like this? Will ‘programs’ that make data operationable work for citizens? Or will their procedures, standards and access be organized to benefit corporate interests? These do not have to be necessarily contradicting, but if the goal is to empower citizens, it is important to engage them as stakeholders in the design of these programs.”

BBC throws weight behind open data movement


The Telegraph: “The BBC has signed Memoranda of Understanding (MoUs) with the Europeana Foundation, the Open Data Institute, the Open Knowledge Foundation and the Mozilla Foundation, supporting free and open internet technologies…

The agreements will enable closer collaboration between the BBC and each of the four organisations on a range of mutual interests, including the release of structured open data and the use of open standards in web development, according to the BBC.
One aim of the agreement is to give clear technical standards and models to organisations who want to work with the BBC, and give those using the internet a deeper understanding of the technologies involved.
The MoUs also bring together several existing areas of research and provide a framework to explore future opportunities. Through this and other initiatives, the BBC hopes to become a catalyst for open innovation by publishing clear technical standards, models, expertise and – where feasible – data.
The BBC has been publishing linked open data for some time, most notably as part of the /programmes service, where machine-readable information about the programme schedule is made available online.
It also helped to deliver the Olympics Data Service, which underpinned 10,490 athlete pages on the BBC sport website during the 2012 Olympics….

Can These Entrepreneurs Solve The Intractable Problems Of City Government?


FastCoExist: “In case the recent Obamacare debacle didn’t make it clear enough, the government has some serious problems getting technology to work correctly. This is something that President Obama has recognized in the past. In July, he made this statement: “I’m going to be asking more people around the country–more inventors and entrepreneurs and visionaries–to sign up to serve. We’ve got to have the brightest minds to help solve our biggest challenges.”
In San Francisco, that request has been taken on by the newly minted Entrepreneur-in-Residence (EIR) program–the first ever government-run program that helps startups to develop technologies that can be used to deal with pressing government issues. It’s kind of like a government startup incubator. This week, the EIR program announced 11 finalists for the program, which received 200 applications from startups across the world. Three to five startups will ultimately be chosen for the opportunity….
The 11 finalists range from small startups with just a handful of people doing cutting-edge work to companies valued at over $1 billion. Some of the highlights:

  • Arrive Labs, a company that crowdsources public transit data and combines it with algorithms and external conditions (like the weather) to predict congestion, and to offer riders faster alternatives.
  • A startup called Regroup that offers group messaging through a number of channels, including email, text, Facebook, Twitter, and digital signs.
  • Smart waste management company Compology, which is working on a wireless waste monitoring system to tell officials what’s inside city dumpsters and when they are full.
  • Birdi, a startup developing smart air quality, carbon monoxide, and smoke detectors that send alerts to your smartphone. The company also has an open API so that developers can pull in public outdoor air quality data.
  • Synthicity’s 3-D digital city simulation (think “real-life Simcity”), which is based on urban datasets. The simulation is geared towards transportation planners, urban designers, and others who rely on city data to make decisions…”

6 Projects That Make Data More Accessible Win $100,000 Each From Gates


Chronicle of Philanthropy: “Six nonprofit projects that aim to combine multiple sets of data to help solve social problems have each won $100,000 grants from the Bill & Melinda Gates Foundation…The winners:
• Pushpa Aman Singh, who founded GuideStar India as an effort of the Civil Society Information Services India. GuideStar India is the most comprehensive database of India’s registered charities. It has profiles of more than 4,000 organizations, and Ms. Singh plans to expand that number and the types of information included.
• Development Initiatives, an international aid organization, to support its partnership with the Ugandan nonprofit Development Research and Training. Together, they are trying to help residents of two districts in Uganda identify a key problem the communities face and use existing data sets to build both online and offline tools to help tackle that challenge…
• H.V. Jagadish, at the University of Michigan, to develop a prototype that will merge sets of incompatible geographic data to make them comparable. Mr. Jagadish, a professor of electrical engineering and computer science, points to crime precincts and school districts as an example. “We want to understand the impact of education on crime, but the districts don’t quite overlap with the precincts,” he says. “This tool will address the lack of overlap.”
• Vijay Modi, at Columbia University, to work with government agencies and charities in Nigeria on a tool similar to Foursquare, the social network that allows people to share their location with friends. Mr. Modi, a mechanical-engineering professor and faculty member of the university’s Earth Institute, envisions a tool that will help people find important resources more easily…
• Gisli Olafsson and his team at NetHope, a network of aid organizations. The group is building a tool to help humanitarian charities share their data more widely and in real time—potentially saving more lives during disasters…
• Development Gateway, a nonprofit that assists international development charities with technology, and GroundTruth Initiative, a nonprofit that helps residents of communities learn mapping and media skills. The two groups want to give people living in the slums of Nairobi, Kenya, more detailed information about local schools…”
