Internet of Things: Status and implications of an increasingly connected world


GAO Technology Assessment: “The Internet of Things (IoT) refers to the technologies and devices that sense information and communicate it to the Internet or other networks and, in some cases, act on that information. These “smart” devices are increasingly being used to communicate and process quantities and types of information that have never been captured before and respond automatically to improve industrial processes, public services, and the well-being of individual consumers. For example, a “connected” fitness tracker can monitor a user’s vital statistics, and store the information on a smartphone. A “smart” tractor can use GPS-based driving guidance to maximize crop planting or harvesting. Electronic processors and sensors have become smaller and less costly, which makes it easier to equip devices with IoT capabilities. This is fueling the global proliferation of connected devices, allowing new technologies to be embedded in millions of everyday products. The IoT’s rapid emergence brings the promise of important new benefits, but also presents potential challenges such as the following:

  • Information security. The IoT brings the risks inherent in potentially unsecured information technology systems into homes, factories, and communities. IoT devices, networks, or the cloud servers where they store data can be compromised in a cyberattack. For example, in 2016, hundreds of thousands of weakly-secured IoT devices were accessed and hacked, disrupting traffic on the Internet.
  • Privacy. Smart devices that monitor public spaces may collect information about individuals without their knowledge or consent. For example, fitness trackers link the data they collect to online user accounts, which generally include personally identifiable information, such as names, email addresses, and dates of birth. Such information could be used in ways that the consumer did not anticipate. For example, that data could be sold to companies to target consumers with advertising or to determine insurance rates.
  • Safety. Researchers have demonstrated that IoT devices such as connected automobiles and medical devices can be hacked, potentially endangering the health and safety of their owners. For example, in 2015, hackers gained remote access to a car through its connected entertainment system and were able to cut the brakes and disable the transmission.
  • Standards. IoT devices and systems must be able to communicate easily. Technical standards to enable this communication will need to be developed and implemented effectively.
  • Economic issues. While impacts such as positive growth for industries that can use the IoT to reduce costs and provide better services to customers are likely, economic disruptions are also possible, such as reducing the need for certain types of businesses and jobs that rely on individual interventions, including assembly line work or commercial vehicle deliveries…(More)”

In spite of the risks and challenges associated with the privacy of ineffectively regulated metadata, the beauty of the metadata which everyone should appreciate lies in its brevity and flexibility.

When you navigate to the profiles of the members of the parliament listed below, you will notice that these profiles give the essence of their interaction with Twitter and the data that they generate there. Without going through all their tweets, one can learn their areas/topics that they work, the device/mediums they use, the type of websites they refer, their sleeping/activity pattern, etc. The amount insight that can be derived from these metadata is indeed more interesting. We intend to present such artifacts in a separate blog post soon.

How Technology Can Help Solve Societal Problems

Legacy modes of operation, governance and leadership competencies rooted in the age of physical realities continue to dominate the space. Further, organizations still operate in internal and external silos — far from crossing industry lines, which are blurring. And their ability to lead in a world that is changing at an exponential rate seems hampered by their mental models and therefore their business models of creating and sustaining value as well.

If civil society is not to get drenched and sink like a stone, it must start swimming in a new direction. This new direction starts with social organizations fundamentally rethinking the core assumptions driving their attitudes, behaviors and beliefs about creating long-term sustainable value for their constituencies in an exponentially networked world. Rather than using an organization-centric model, the nonprofit sector and related organizations need to adopt a mental model based on scaling relationships in a whole new way using today’s technologies — the SCaaP model.

Embracing social change as a platform is more than a theory of change, it is a theory of being — one that places a virtual network or individuals seeking social change at the center of everything and leverages today’s digital platforms (such as social media, mobile, big data and machine learning) to facilitate stakeholders (contributors and consumers) to connect, collaborate, and interact with each other to exchange value among each other to effectuate exponential social change and impact.

SCaaP builds on the government as a platform movement (Gov 2.0) launched by technologist Tim O’Reilly and many others. Just as Gov 2.0 was not about a new kind of government but rather, as O’Reilly notes, “government stripped down to its core, rediscovered and reimagined as if for the first time,” so it is with social change as a platform. Civil society is the primary location for collective action and SCaaP helps to rebuild the kind of participatory community celebrated by 19th century French historian Alexis de Tocqueville when he observed that Americans’ propensity for civic association is central to making our democratic experiment work. “Americans of all ages, all stations in life, and all types of disposition,” he noted, “are forever forming associations.”

But SCaaP represents a fundamental shift in how civil society operates. It is grounded in exploiting new digital technologies, but extends well beyond them to focus on how organizations think about advancing their core mission — do they go at it alone or do they collaborate as part of a network? SCaaP requires thinking and operating, in all things, as a network. It requires updating the core DNA that runs through social change organizations to put relationships in service of a cause at the center, not the institution. When implemented correctly, SCaaP will impact everything — from the way an organization allocates resources to how value is captured and measured to helping individuals achieve their full potential….(More)”.

When Crowdsourcing Works (And Doesn’t Work) In The Law


LawXLab: “Crowdsourcing has revolutionized several industries.  Wikipedia has replaced traditional encyclopedias.  Stack Overflow houses the collective knowledge of software engineering.  And genealogical information stretches back thousands of years.  All due to crowdsourcing.

These successes have led to several attempts to crowdsource the law.  The potential is enticing.  The law is notoriously difficult to access, especially for non-lawyers.  Amassing the collective knowledge of the legal community could make legal research easier for lawyers, and open the law to lay people, reshaping the legal industry and displacing traditional powers like Westlaw and Lexis. As one legal crowdsourcing site touted, “No lawyer is smarter than all lawyers.”

But crowdsourcing the law has proved difficult.  The list of failed legal crowdsourcing sites is long.  As one legal commentator noted, “The legal Web is haunted by the spirits of the many crowdsourced sites that have come and gone.” (Ambrogi http://goo.gl/ZPuXh8).  …

There are several aspects of the law that make crowdsourcing difficult.  First, the base of contributors is not large.  According to the ABA, there were only 1.3 million licensed lawyers in 2015. (http://goo.gl/kw6Kab).  Second, there is no ethos of sharing information, like there is in other fields.  To the contrary, there is a tradition of keeping information secret, enshrined in rules regarding privilege, work product protection, and trade secrets.  Legal professionals disclose information with caution.

Every attempt to crowdsource the law, however, has not been a failure.  And the successes chart a promising path forward.  While lawyers will not go out of their way to crowdsource the law, attempts to weave crowdsourcing into activities that legal professionals already perform have achieved promising results.

For example, Casetext’s WeCite initiative has proved immensely successful.  When a judge cites another case in a published opinion, WeCite asks the reader to characterize case references as (1) positive, (2) referencing, (3) distinguishing, or (4) negative.  In 9 months, Casetext’s community had crowdsourced “over 300,000 citator entries.” (CALI https://goo.gl/yT9mc4.)  CaseText used these entries to fuel its flagship product, CARA.  CARA uses those crowdsourced citation entries to suggest other cases for litigators to cite.

The key to WeCite’s success is that it weaved crowdsourcing into an activity that lawyers and law students were already doing–reading cases.  All the reader needed to do was click a button to signify how the case was cited–a minor detour.

Another example is CO/COUNSEL, a site that crowdsources visual maps of the law. The majority of CO/COUNSEL’s crowdsourced contributions come from law school classes.  Teachers use the site as a teaching tool.  Classes map the law during the course of a semester as a learning activity.  In a few months, CO/COUNSEL received over 10,000 contributions.  As with WeCite, using CO/COUNSEL was not a big detour for professors.  It fit into an activity they were performing already–teaching….(More)”.

What data do we want? Understanding demands for open data among civil society organisations in South Africa

Most open government data initiatives have focused on supply – creating portals and publishing information. But much less attention has been given to demand – understanding data needs and nurturing engagement. This research examines the demand for open data in South Africa, and asks under what conditions meeting this demand might influence accountability. Recognising that not all open data projects are developed for accountability reasons, it also examines barriers to using government data for accountability processes. The research team identified and tested ‘use stories’ and ‘use cases’. How did a range of civil society groups with an established interest in holding local government accountable use – or feel that they could use – data in their work? The report identifies and highlights ten broad types of open data use, which they divided into two streams: ‘strategy and planning’ – in which CSOs used government data internally to guide their own actions; and ‘monitoring, mobilising and advocacy’ – in which CSOs undertake outward-facing activities….(More)”

Minecraft in urban planning: how digital natives are shaking up governments


 in The Guardian: “When we think of governments and technology, the image that springs to mind is more likely to be clunky computers and red tape than it is nimble innovators.

But things are changing. The geeks in jeans are making their way into government and starting to shake things up.

New ideas are changing the way governments use technology – whether that’s the UK’s intelligence organisation GCHQ finding a secure way to use the instant messenger Slack or senior mandarins trumpeting the possibilities of big data.

Governments are also waking up to the idea that the public are not only users, but also a powerful resource – and that engaging them online is easier than ever before. “People get very excited about using technology to make a real impact in the world,” says Chris Lintott, the co-founder of Zooniverse, a platform that organisations can use to develop their own citizen science projects for everything from analysing planets to spotting penguins.

For one of these projects, Old Weather, Zooniverse is working with the UK Met Office to gather historic weather data from ancient ships’ logs. At the same time, people helping to discover the human stories of life at sea. “Volunteers noticed that one admiral kept turning up on ship after ship after ship,” says Lintott. “It turned out he was the guy responsible for awarding medals!”

The National Archives in the US has similarly been harnessing the power of people’s curiosity by asking them to transcribe and digitise, handwritten documents through its Citizen Archivist project….

The idea for the Järviwiki, which asks citizens to log observations about Finland’s tens of thousands of lakes via a wiki service, came to Lindholm one morning on the way into work….

The increase in the number of digital natives in governments not only brings in different skills, it also enthuses the rest of the workforce, and opens their eyes to more unusual ideas.

Take Block by Block, which uses the game Minecraft to help young people show city planners how urban spaces could work better for them.

A decade ago it would have been hard to imagine a UN agency encouraging local governments to use a game to re-design their cities. Now UN-Habitat, which works with governments to promote more sustainable urban environments, is doing just that….

In Singapore, meanwhile – a country with densely populated cities and high volumes of traffic – the government is using tech to do more than manage information. It has created an app, MyResponder, that alerts a network of more than 10,000 medically trained volunteers to anyone who has a heart attack nearby, sometimes getting someone to the scene faster than the ambulance can get through the traffic.

The government is now piloting an expansion of the project by kitting out taxis with defibrillators and giving drivers first aid training, then linking them up to the app.

It’s examples like these, where governments use technology to bring communities together, that demonstrates the benefit of embracing innovation. The people making it happen are not only improving services for citizens – their quirky ideas are breathing new life into archaic systems…(More)

NYC’s New Tech to Track Every Homeless Person in the City


Wired: “New York is facing a crisis. The city that never sleeps has become the city with the most people who have no home to sleep in. As rising rents outpace income growth across the five boroughs, some 62,000 people, nearly 40 percent of them children, live in homeless shelters—rates the city hasn’t seen since the Great Depression.

As New York City Mayor Bill de Blasio faces reelection in November, his reputation and electoral prospects depend in part on his ability to reverse this troubling trend. In the mayor’s estimation, combatting homelessness effectively will require opening 90 new shelters across the city and expanding the number of outreach workers who canvass the streets every day offering aid and housing. The effort will also require having the technology in place to ensure that work happens as efficiently as possible. To that end, the city is rolling out a new tool, StreetSmart, aims to give city agencies and non-profit groups a comprehensive view of all of the data being collected on New York’s homeless on a daily basis.

Think of StreetSmart as a customer relationship management system for the homeless. Every day in New York, some 400 outreach workers walk the streets checking in on homeless people and collecting information about their health, income, demographics, and history in the shelter system, among other data points. The workers get to know this vulnerable population and build trust in the hope of one day placing them in some type of housing.

Traditionally, outreach workers have entered information about every encounter into a database, keeping running case files. But those databases never talked to each other. One outreach worker in the Bronx might never know she was talking to the same person who’d checked into a Brooklyn shelter a week prior. More importantly, the worker might never know why that person left. What’s more, systems used by city agencies and non-profits seldom overlapped, complicating efforts to keep track of individuals….

The big promise of StreetSmart extends beyond its ability to help outreach workers in the moment. The aggregation of all this information could also help the city proactively design fixes to problems it wouldn’t have otherwise seen. The tool has a map feature that shows where encampments are popping up and where outreach workers are having the most interactions. It can also be used to assess how effective different housing facilities are at keeping people off the streets….(More)”.

Citizen-generated data in the information ecosystem


Ssanyu Rebecca at Making All Voices Count: “The call for a data revolution by the UN Secretary General’s High Level Panel in the run up to Agenda 2030 stimulated debate and action in terms of innovative ways of generating and sharing data.

Since then, technological advances have supported increased access to data and information through initiatives such as open data platforms and SMS-based citizen reporting systems. The main driving force for these advances is for data to be timely and usable in decision-making. Among the several actors in the data field are the proponents of citizen-generated data (CGD) who assert its potential in the context of the sustainable development agenda.

Nevertheless, there is need for more evidence on the potential of CGD in influencing policy and service delivery, and contributing to the achievement of the sustainable development goals. Our study on Citizen-generated data in the information ecosystem: exploring links for sustainable development sought to obtain answers. Using case studies on the use of CGD in two different scenarios in Uganda and Kenya, Development Research and Training (DRT) and Development Initiatives (DI) collaborated to carry out this one-year study.

In Uganda, we focused on a process of providing unsolicited citizen feedback to duty- bearers and service providers in communities. This was based on the work of Community Resource Trackers, a group of volunteers supported by DRT in five post-conflict districts (Gulu, Kitgum, Pader, Katakwi and Kotido) to identify and track community resources and provide feedback on their use. These included financial and in-kind resources, allocated through central and local government, NGOs and donors.

In Kenya, we focused on a formalised process of CGD involving the Ministry of Education and National Taxpayers Association. The School Report Card (SRC) is an effort to increase parental participation in schooling. SRC is a scorecard for parents to assess the performance of their school each year in ten areas relatingto the quality of education.

What were the findings?

The two processes provided insights into the changes CGD influences in the areas of  accountability, resource allocation, service delivery and government response.

Both cases demonstrated the relevance of CGD in improving service delivery. They showed that the uptake of CGD and response by government depends significantly on the quality of relationships that CGD producers create with government, and whether the initiatives relate to existing policy priorities and interests of government.

The study revealed important effects on improving citizen behaviours. Community members who participated in CGD processes, understood their role as citizens and participated fully in development processes, with strong skills, knowledge and confidence.

The Kenya case study revealed that CGD can influence policy change if it is generated and used at large scale, and in direct linkage with a specific sector; but it also revealed that this is difficult to measure.

The Global Open Data Index 2016/2017 – Advancing the State of Open Data Through Dialogue


Open Knowledge International: “The Global Open Data Index (GODI) is the annual global benchmark for publication of open government data, run by the Open Knowledge Network. Our crowdsourced survey measures the openness of government data according to the Open Definition.

By having a tool that is run by civil society, GODI creates valuable insights for government’s data publishers to understand where they have data gaps. It also shows how to make data more useable and eventually more impactful. GODI therefore provides important feedback that governments are usually lacking.

For the last 5 years we have been revising GODI methodology to fit the changing needs of the open data movement. This year, we changed our entire survey design by adding experimental questions to assess data findability and usability. We also improved our datasets definitions by looking at essential data points that can solve real world problems. Using more precise data definitions also increased the reliability of our cross-country comparison. See all about the GODI methodology here

In addition, this year shall be more than a mere measurement tool. We see it as a tool for conversation. To spark debate, we release GODI in two phases:

  1. The dialogue phase – We are releasing the data to the public after a rigorous review. Yet, like everyone, our work is not assessment in not always perfect. We give all users a chance to contest the index results for 30 days, starting May 2nd. In this period, users of the index can comment on our assessments through our Global Open Data Index forum. On June 2nd, we will review those comments and will change some index submissions if needed.
  2. The final results – on June 15 we will present the final results of the index. For the first time ever, we will also publish the GODI white paper. This paper will include our main findings and recommendations to advance open data publication….

  • GODI highlights data gaps. Open data is the final stage of an information production chain, where governments measure and collect data, process and share data internally, and publish this data openly. While being designed to measure open data, the Index also highlights gaps in this production chain. Does a government collect data at all? Why is data not collected? Some governments lack the infrastructure and resources to modernise their information systems; other countries do not have information systems in place at all.
  • Data findability is a major challenge. We have data portals and registries, but government agencies under one national government still publish data in different ways and different locations. Moreover, they have different protocols for license and formats. This has a hazardous impact – we may not find open data, even if it is out there, and therefore can’t use it. Data findability is a prerequisite for open data to fulfill its potential and currently most data is very hard to find.
  • A lot of ‘data’ IS online, but the ways in which it is presented are limiting their openness. Governments publish data in many forms, not only as tabular datasets but also visualisations, maps, graphs and texts. While this is a good effort to make data relatable, it sometimes makes the data very hard or even impossible for reuse. It is crucial for governments to revise how they produce and provide data that is in good quality for reuse in its raw form. For that, we need to be aware what is best raw data required which varies from data category to category.
  • Open licensing is a problem, and we cannot assess public domain status. Each year we find ourselves more confused about open data licences. On the one hand, more governments implement their unique open data license versions. Some of them are compliant with the Open Definition, but most are not officially acknowledged. On the other hand, some governments do not provide open licenses, but terms of use, that may leave users in the dark about the actual possibilities to reuse data. There is a need to draw more attention to data licenses and make sure data producers understand how to license data better….(More)”.
