Congress Takes Blockchain 101


Mike Orcutt at MIT Technology Review: “Congressman David Schweikert is determined to enlighten his colleagues in Washington about the blockchain. The opportunities the technology creates for society are vast, he says, and right now education is key to keeping the government from “screwing it up.”

Schweikert, a Republican from Arizona, co-chairs the recently launched Congressional Blockchain Caucus. He and fellow co-chair, Democratic Representative Jared Polis of Colorado, say they created it in response to increasing interest and curiosity on Capitol Hill about blockchain technology. “Members of Congress are starting to get visits from people that are doing things with the blockchain and talking about it,” says Polis. “They are interested in learning more, and we hope to provide the forum to do that.”

Blockchain technology is difficult to explain, and misconceptions among policymakers are almost inevitable. One important concept Schweikert says more people need to understand is that a blockchain is not necessarily Bitcoin, and there are plenty of applications of blockchains beyond transferring digital currency. Digital currencies, and especially Bitcoin, the most popular blockchain by far, make some policymakers and government officials wary. But focusing on currency keeps people from seeing the potential the blockchain has to reinvent how we control and manage valuable information, Schweikert argues.

A blockchain is a decentralized, online record-keeping system, or ledger, maintained by a network of computers that verify and record transactions using established cryptographic techniques. Bitcoin’s system, which is open-source, depends on people all around the world called miners. They use specialized computers to verify and record transactions, and receive Bitcoin currency in reward. Several other digital currencies work in a similar fashion.

Digital currency is not the main reason so many institutions have begun experimenting with blockchains in recent years, though. Blockchains can also be used to securely and permanently store other information besides currency transaction records. For instance, banks and other financial companies see this as a way to manage information vital to the transfer of ownership of financial assets more efficiently than they do now. Some experiments have involved the Bitcoin blockchain, some use the newer blockchain software platform called Ethereum, and others have used private or semi-private blockchains.

The government should adopt blockchain technology too, say the Congressmen. A decentralized ledger is better than a conventional database “whenever we need better consumer control of information and security” like in health records, tax returns, voting records, and identity management, says Polis. Several federal agencies and state governments are already experimenting with blockchain applications. The Department of Homeland Security, for example, is running a test to track data from its border surveillance devices in a distributed ledger….

Services for transferring money fall under the jurisdiction of several federal regulators, and face a patchwork of state licensing laws. New blockchain-based business models are challenging traditional notions of money transmission, she says, and many companies are unsure where they fit in the complicated legal landscape.

Boring has argued that financial technology companies would benefit from a regulatory safe zone, or “sandbox”—like those that are already in place in the U.K. and Singapore—where they could test products without the risk of “inadvertent regulatory violations.” We don’t need any new legislation from Congress yet, though—that could stifle innovation even more, she says. “What Congress should be doing is educating themselves on the issues.”…(More)”

Forecasting Freedom of Information – Why it faces problems—and how experts say they could be solved,


Report by David Cuillier: “People must have access to reliable public information to make informed decisions and hold their elected officials accountable. Without transparent government at all levels—local, state and federal—representative democracy is threatened. For a generation, presidents of both parties have in different ways tightened controls on government information. “The natural progress of things,” Thomas Jefferson once wrote, “is for liberty to yield, and government to gain ground.”

The John S. and James L. Knight Foundation commissioned this study to better understand the landscape involving public access to government records by gathering information and insights from 336 freedom of information experts—journalists, advocates, record custodians, technology companies, scholars and others. In all, from December 2016 through January 2017, 108 experts were interviewed and 228 surveyed online. The study is not representative of journalists or society as a whole, but rather a cross section of those who deal with public record laws routinely. They are the active members, and in some cases the leaders, of America’s freedom of information community. Freedom of information is not decided only in Washington, D.C. All levels of government are involved, bringing into view a diversity of government officials. Our objective was to canvass experts to identify barriers to information access and possible solutions, looking broadly at the law, public education, networking and new technology. We found dissatisfaction, uncertainty and worry.

1. MANY EXPERTS SAY ACCESS IS WORSE TODAY COMPARED WITH FOUR YEARS AGO: About half of the 228 experts surveyed online reported that access to state and local records has gotten worse during the past four years (41 percent said it stayed the same, and 13 percent said it has gotten better2 ), and 41 percent said access to federal records has worsened. “What I hear from reporters in Washington and my students is that exemptions are being used in way too many cases and delays are still very long,” said Leonard Downie, former Washington Post executive editor and current Weil Family Professor of Journalism at Arizona State University’s Walter Cronkite School of Journalism and Mass Communication. “I hope the door doesn’t get shut tighter.”

2. NEARLY 4 IN 10 SEE A RISE IN DENIALS: Though most respondents (57 percent) said denials have stayed the same during the past four years, 38 percent said they have been denied records at any level of government more frequently, and only 6 percent said denials have decreased. …

3. OVERWHELMINGLY, EXPERTS PREDICTED THAT ACCESS WILL GET WORSE: Nearly 9 out of 10 predicted that access to government will worsen because of the new presidential administration. “I think it’s going to be a backyard brawl,” said Ted Bridis, investigations editor for The Associated Press in Washington, D.C. Over the past several months, nonprofit organizations scrambled to save data purged from federal websites and listed the many restrictions placed on communications with the public.

Can Technology Save Democracy?


Adele Peters in Fast Company: “On March 11, in a state parliament election in West Australia, 24 candidates made only one campaign promise: If they won, they promised to vote on every bill according to the wishes of their constituents, as determined via an app called Flux. (While the votes are still being tallied, it looks unlikely that any will win.)

Flux’s app is one of a handful of new platforms that aim to use technology to let people participate directly in politics, at scale. All are premised on the fact that–around the world–representative democracy isn’t working well. But technology could potentially help end corruption and lobbying, allow people to delegate votes to trusted friends rather than politicians, and empower experts in a field to meaningfully impact policy.

Does Democracy Work?

In 2015, shortly after Donald Trump announced that he was running for president, polls found that only 19% of Americans trusted the government “always” or “most of the time.” (The survey has not been repeated, but presumably, the numbers have not improved.) Only 11% approved of Congress.

Those numbers are historic lows; in 1958, when a poll first asked the question, 73% of Americans said that they could trust the government most of the time. The results can be partisan–people are less likely to trust the government when the opposing party is in power, and Republicans are less likely to trust government, in general, than Democrats. But the overall message is clear. Most people don’t think democracy is working in its current form….

The problems may stem from our form of government. “The problem, fundamentally, is representative democracy,” says Nathan Spataro, cofounder of both the Flux political party in Australia and XO.1, the startup making the software that powers the Flux app. “It is not that your politicians are corrupt, it’s that the politicians are corrupt because of the system. You don’t have to look far to watch how politicians start their career, and how then the system fundamentally changes them by the time they get to the end of it.”

Liquid Democracy

True direct democracy, in which every member of a society votes on everything, could eliminate the problem of lobbying, but has rarely existed. In ancient Athens, assemblies made up of all the citizens gathered to make decisions (women and slaves were not allowed to be citizens). In some Swiss cantons, citizens can participate directly in local government. In both cases, though, issues facing voters were relatively simple and limited in scope. While direct democracy might be the ideal–a government that’s literally by the people and for the people–it’s hard to scale up. In a large society with complex issues, it isn’t possible for even the most dedicated individual to keep up with every possible item that requires a vote–or have an informed opinion about them.

Representative democracy, which ideally solves that problem, also struggles with size. “One of the key problems of the U.S. political system is that it runs into scaling limits,” says Bryan Ford, a computer scientist who leads the Decentralized/Distributed Systems lab at the Swiss Federal Institute of Technology.

Sixteen years ago, Ford began thinking about what he calls delegative democracy, now also known as liquid democracy. “The whole idea of delegative democracy is to try to create a representative system that responds to the needs of individuals but also scales,” he says. “In some sense, delegative or liquid democracy is an approximation to the completely impractical idea of fully participatory, direct democracy.”

It works like this: Rather than asking citizens to vote on every issue, it gives each person the power to vote or to appoint a delegate to vote for them. Unlike a typical representative, that delegate could be changed at any time depending on the issue….(More)”.

Did artificial intelligence deny you credit?


 in The Conversation: “People who apply for a loan from a bank or credit card company, and are turned down, are owed an explanation of why that happened. It’s a good idea – because it can help teach people how to repair their damaged credit – and it’s a federal law, the Equal Credit Opportunity Act. Getting an answer wasn’t much of a problem in years past, when humans made those decisions. But today, as artificial intelligence systems increasingly assist or replace people making credit decisions, getting those explanations has become much more difficult.

Traditionally, a loan officer who rejected an application could tell a would-be borrower there was a problem with their income level, or employment history, or whatever the issue was. But computerized systems that use complex machine learning models are difficult to explain, even for experts.

Consumer credit decisions are just one way this problem arises. Similar concerns exist in health care, online marketing and even criminal justice. My own interest in this area began when a research group I was part of discovered gender bias in how online ads were targeted, but could not explain why it happened.

All those industries, and many others, who use machine learning to analyze processes and make decisions have a little over a year to get a lot better at explaining how their systems work. In May 2018, the new European Union General Data Protection Regulation takes effect, including a section giving people a right to get an explanation for automated decisions that affect their lives. What shape should these explanations take, and can we actually provide them?

Identifying key reasons

One way to describe why an automated decision came out the way it did is to identify the factors that were most influential in the decision. How much of a credit denial decision was because the applicant didn’t make enough money, or because he had failed to repay loans in the past?

My research group at Carnegie Mellon University, including PhD student Shayak Sen and then-postdoc Yair Zick created a way to measure the relative influence of each factor. We call it the Quantitative Input Influence.

In addition to giving better understanding of an individual decision, the measurement can also shed light on a group of decisions: Did an algorithm deny credit primarily because of financial concerns, such as how much an applicant already owes on other debts? Or was the applicant’s ZIP code more important – suggesting more basic demographics such as race might have come into play?…(More)”

Geospatial big data and cartography: research challenges and opportunities for making maps that matter

How disaster relief efforts could be improved with game theory


 in The Conversation: “The number of disasters has doubled globally since the 1980s, with the damage and losses estimated at an average US$100 billion a year since the new millennium, and the number of people affected also growing.

Hurricane Katrina in 2005 was the costliest natural disaster in the U.S., with estimates between $100 billion and $125 billion. The death toll of Katrina is still being debated, but we know that at least 2,000 were killed, and thousands were left homeless.

Worldwide, the toll is staggering. The triple disaster of an earthquake, tsunami and nuclear meltdown that started March 11, 2011 in Fukushima, Japan killed thousands, as did the 2010 Haiti earthquake.

The challenges to disaster relief organizations, including nongovernmental organizations (NGOs), are immense. The majority operate under a single, common, humanitarian principle of protecting the vulnerable, reducing suffering and supporting the quality of life. At the same time, they need to compete for financial funds from donors to ensure their own sustainability.

This competition is intense. The number of registered U.S. nonprofit organizations increased from 12,000 in 1940 to more than 1.5 million in 2012. Approximately $300 billion are donated to charities in the United States each year.

At the same time, many stakeholders believe that humanitarian aid has not been as successful in delivering on its goals due to a lack of coordination among NGOs, which results in duplication of services.

My team and I have been looking at a novel way to improve how we respond to natural disasters. One solution might be game theory.

Getting the right supplies to those in need is daunting

The need for improvement is strong.

Within three weeks following the 2010 earthquake in Haiti, 1,000 NGOs were operating in Haiti. News media attention of insufficient water supplies resulted in immense donations to the Dominican Red Cross to assist its island neighbor. As a result, Port-au-Prince was saturated with cargo and gifts-in-kind, so that shipments from the Dominican Republic had to be halted for multiple days. After the Fukushima disaster, there were too many blankets and items of clothing shipped and even broken bicycles.

In fact, about 60 percent of the items that arrive at a disaster site are nonpriority items. Rescue workers then waste precious time dealing with these nonpriority supplies, whereas victims suffer because they do not receive the critical needs supplies in a timely manner.

The delivery and processing of wrong supplies also adds to the congestion at transportation and distribution nodes, overwhelms storage capabilities and results in further delays of necessary items. The flood of donated inappropriate materiel in response to a disaster is often referred to as the second disaster.

The economics of disaster relief, on the supply side, is challenged as people need to secure donations and ensure the financial sustainability of their organizations. On the demand side, the victims’ needs must be fulfilled in a timely manner while avoiding wasteful duplication and congestion in terms of logistics.

Game theory in disasters

Game theory is a powerful tool for the modeling and analysis of complex behaviors of competing decision-makers. It received a tremendous boost from the contributions of the Nobel laureate John Nash.

Game theory has been used in numerous disciplines, from economics, operations research and management science, to even political science.

In the context of disaster relief, however, there has been little work done in harnessing the scope of game theory. It is, nevertheless, clear that disaster relief organizations compete for financial funds and donors respond to the visibility of the organizations in the delivery of relief supplies to victims through media coverage of disasters….(More)”

From personalised services in health, to safer care for the elderly at home, to tailored learning in education and access to culture – digital tools, techniques and technologies give us more opportunities than ever before to improve the vital public services on which we all rely.

The UK is already a world leader in digital government,7 but we want to go further and faster. The new Government Transformation Strategy published on 9 February 2017 sets out our intention to serve the citizens and businesses of the UK with a better, more coherent experience when using government services online – one that meets the raised expectations set by the many other digital services and tools they use every day. So, we will continue to develop single cross-government platform services, including by working towards 25 million GOV.UK Verify users by 2020 and adopting new services onto the government’s GOV.UK Pay and GOV.UK Notify platforms.

We will build on the ‘Government as a Platform’ concept, ensuring we make greater reuse of platforms and components across government. We will also continue to move towards common technology, ensuring that where it is right we are consuming commodity hardware or cloud-based software instead of building something that is needlessly government specific.

We will also continue to work, across government and the public sector, to harness the potential of digital to radically improve the efficiency of our public services – enabling us to provide a better service to citizens and service users at a lower cost. In education, for example, we will address the barriers faced by schools in regions not connected to appropriate digital infrastructure and we will invest in the Network of Teaching Excellence in Computer Science to help teachers and school leaders build their knowledge and understanding of technology. In transport, we will make our infrastructure smarter, more accessible and more convenient for passengers. At Autumn Statement 2016 we announced that the National Productivity Investment Fund would allocate £450 million from 2018-19 to 2020-21 to trial digital signalling technology on the rail network. And in policing, we will enable police officers to use biometric applications to match fingerprint and DNA from scenes of crime and return results including records and alerts to officers over mobile devices at the crime scene.

The Whatsapp-inspired, Facebook-investor funded app tackling India’s doctor shortage

Most, particularly specialists, congregate in bigger cities and get seen by patients in the surrounding areas. Only 19 percent of specialists are available in community health centers across India, and most fall well below the country’s requirement for specialists. Community health centers are located in smaller towns and help patients in the area decide if they need to visit a larger, better-equipped city facility….

The IIT-Madras grad’s company, DocsApp, co-founded with fellow IIT-Madras alum Enbasekar D (CTO), joins startups like Practo, DocDoc, and Medinfi in helping patients find physicians. However, the app’s main focus is specialists, and it lets patients chat with doctors and get consultations.

DocsApp’s name is directly inspired by WhatsApp. As long as you have a chat screen on your phone, you can input your problems and location, find a doctor, and ask questions. A user can pay for his or her own appointment over mobile. If treatment requires a physical visit, the user’s money is refunded….

Doctor profiles include the physician’s experience, medical counsel ID, patient reviews, specialty, and languages – DocsApp covers 17 different languages. DocsApp has 1,200 doctors in 15 specialties. All doctors on the platform are verified by looking up certification, an interview, and a facilities review.

If a consultation reveals that a patient needs a prescription, the doctor can provide a digitally-signed e-prescription. DocsApp can deliver medicines within two days to any location in India, says Satish.

Once a user has access to one of the doctors, he or she can message the doctor 24/7 and get a response in 30 minutes – Satish says that the company’s average is now 18 minutes. The team of 55 is aiming for a minute or less….

Telemedicine is one of the ways tech is combatting India’s doctor shortage. Other startups in the industry in the country include Visit, which focuses on both physical and mental health, and SeeDoc, a physician video consultation app.

A chat is a little less personal than a physical visit, which can open the door for patients who want to discuss more taboo topics in India, like mental health and fertility questions. Satish adds that women who live in locations where it’s best to be accompanied by a man when going out also find convenience, as they don’t necessarily need to wait for a husband to come back from work before addressing a medical question she has about her child…(More)”.

What Makes for Successful Open Government Co-Creation?

Democracy at Work: Moving Beyond Elections to Improve Well-Being


Michael Touchton, Natasha Borges Sugiyama and Brian Wampler in the American Political Science Review: “How does democracy work to improve well-being? In this article, we disentangle the component parts of democratic practice—elections, civic participation, expansion of social provisioning, local administrative capacity—to identify their relationship with well-being. We draw from the citizenship debates to argue that democratic practices allow citizens to gain access to a wide range of rights, which then serve as the foundation for improving social well-being. Our analysis of an original dataset covering over 5,550 Brazilian municipalities from 2006 to 2013 demonstrates that competitive elections alone do not explain variation in infant mortality rates, one outcome associated with well-being. We move beyond elections to show how participatory institutions, social programs, and local state capacity can interact to buttress one another and reduce infant mortality rates. It is important to note that these relationships are independent of local economic growth, which also influences infant mortality. The result of our thorough analysis offers a new understanding of how different aspects of democracy work together to improve a key feature of human development….(More)”.
