Driving Innovation With Open Data


Research Article by The GovLab’s Joel Gurin (Chapter 6 in the report, “The Future of Data-Driven Innovation.”):  The chapters in this report provide ample evidence of the power of data and its business potential. But like any business resource, data is only valuable if the benefit of using it outweighs its cost. Data collection, management, distribution, quality control, and application all come at a price—a potential obstacle for companies of any size, though especially for small and medium-sized enterprises.
Over the last several years, however, the “I” of data’s return on investment (ROI) has become less of a hurdle, and new data-driven companies are developing rapidly as a result. One major reason is that governments at the federal, state, and local level are making more data available at little or no charge for the private sector and the public to use. Governments collect data of all kinds—including scientific, demographic, and financial data—at taxpayer expense.
Now, public sector agencies and departments are increasingly repaying that public investment by making their data available to all for free or at a low cost. This is Open Data. While there are still costs in putting the data to use, the growing availability of this national resource is becoming a significant driver for hundreds of new businesses. This chapter describes the growing potential of Open Data and the data-driven innovation it supports, the types of data and applications that are most promising, and the policies that will encourage innovation going forward. Building a Smarter University Big Data, Innovation, and Analytics

Open Data as Universal Service. New perspectives in the Information Profession

Owing to its abundance and quality, public information (meteorological, geographic, transport information. and also the content managed in libraries, archives and museums) is an incentive for change, becoming invaluable and accessible to all citizens. However, it is clear that Open Data plays a significant role and provides a business service in the digital economy. Nevertheless, it is unknown how this amount of public data may be introduced as universal service to make it available to all citizens in matters of education, health, culture . In fact, a function or role which has traditionally been assumed by libraries. In addition, information professionals will have to acquire new skills that enable them to assume a new role in the information management: data management (Open Data) and content management (Open Content). Thus, this study analyzes new roles, which will be assumed by new information professionals such as metadata, interoperability, access licenses, information search and retrieval tools and applications for data queries…”

The Power of Data Analytics to Transform Government


Hugo Moreno at Forbes: It’s mind boggling to consider the amount of information governments collect on their citizens. We often just expect them to manage and analyze it in a way that will benefit the general public and facilitate government transparency. However, it can be difficult to organize, manage and extract insights from these large, diverse data sets. According to “Analytics Paves the Way for Better Government,” a Forbes Insights case study sponsored by SAP, government leaders have called for investment in Big Data analytics capabilities to modernize government services and aid their economies. State and federal governments have begun to recognize the benefits of applying analytics. In fact, McKinsey & Co. estimates that by digitizing information, disseminating public data sets and applying analytics to improve decision making, governments around the world can act as catalysts for more than $3 trillion in economic value.
Governor Mike Pence of Indiana understands the importance of data and is keeping it at the center of his long-term vision for improving the management and effectiveness of government programs and making Indiana a leader in data-driven decision making. A year after taking office, he ordered state agencies to collaborate and share data to improve services. Data sharing is not a common practice in states, but the governor recognized that sharing data will lead to a successful enterprise.
Insights from analytics will help Indiana pursue six public policy goals: Increase private sector employment; attract new investment to the state; improve the quality of the state’s workforce; improve the health, safety and well-being of families; increase high school graduation rates; and improve the math and reading skills of elementary students….”

We Want Privacy, but Can’t Stop Sharing


Kate Murphy in the New York Times: “Well, that’s essentially the state of affairs on the Internet. There is no privacy. If those creepy targeted ads on Google hadn’t tipped you off, then surely Edward J. Snowden’s revelations, or, more recently, Jennifer Lawrence’s nude selfies, made your vulnerability to cybersnooping abundantly clear.

You need only read George Orwell’s “1984” or watch the film “Minority Report” to understand how surveillance is incompatible with a free society. And increasingly, people are coming to understand how their online data might be used against them. You might not get a job, a loan or a date because of an indiscreet tweet or if your address on Google Street View shows your brother-in-law’s clunker in the driveway. But less obvious is the psychic toll of the current data free-for-all.

“With all the focus on the legal aspects of privacy and the impact on global trade there’s been little discussion of why you want privacy and why it’s intrinsically important to you as an individual,” said Adam Joinson, professor of behavior change at the University of the West of England in Bristol, who coined the term “digital crowding” to describe excessive social contact and loss of personal space online.

Perhaps that’s because there is no agreement over what constitutes private information. It varies among cultures, genders and individuals. Moreover, it’s hard to argue for the value of privacy when people eagerly share so much achingly personal information on social media.

But the history of privacy (loosely defined as freedom from being observed) is one of status. Those who are institutionalized for criminal behavior or ill health, children and the impoverished have less privacy than those who are upstanding, healthy, mature and wealthy. Think of crowded tenements versus mansions behind high hedges.

“The implication is that if you don’t have it, you haven’t earned the right or aren’t capable or trustworthy,” said Christena Nippert-Eng, professor of sociology at the Illinois Institute of Technology in Chicago and author of “Islands of Privacy.”

So it’s not surprising that privacy research in both online and offline environments has shown that just the perception, let alone the reality, of being watched results in feelings of low self-esteem, depression and anxiety. Whether observed by a supervisor at work or Facebook friends, people are inclined to conform and demonstrate less individuality and creativity. Their performance of tasks suffers and they have elevated pulse rates and levels of stress hormones.

Dubai detectives to get Google Glass to fight crime


Reuters: “Dubai police plan to issue detectives with Google Glass hands-free eyewear to help them fight crime using facial recognition technology, a police spokesman in the wealthy Gulf Arab emirate said.
The wearable device consists of a tiny computer screen mounted in the corner of an eyeglass frame and is capable of taking photos, recording video and playing sound.The spokesman confirmed a report in Dubai’s 7 Days newspaper that software developed by Dubai police would enable a connection between the wearer and a database of wanted people. Once the device “recognized” a suspect based on a face print, it would alert the officer wearing the gadget.
The gadget would be used in a first phase to combat traffic violations and track vehicles suspected of involvement in motoring offences. A second phase would see the technology rolled out to detectives, the spokesman said.
The U.S. Internet company said in a blogpost in May that anyone in the United States could buy the gadget for $1,500.
Dubai’s decision appears in line with the authorities’ determination to spare no expense in equipping the police…”

MIT launches Laboratory for Social Machines with major Twitter investment


MIT Press Release: “The MIT Media Lab today announced the creation of the Laboratory for Social Machines (LSM), funded by a five-year, $10 million commitment from Twitter. As part of the new program, Twitter will also provide full access to its real-time, public stream of tweets, as well as the archive of every tweet dating back to the first.
The new initiative, based at the Media Lab, will focus on the development of new technologies to make sense of semantic and social patterns across the broad span of public mass media, social media, data streams, and digital content. Pattern discovery and data visualization will be explored to reveal interaction patterns and shared interests in relevant social systems, while collaborative tools and mobile apps will be developed to enable new forms of public communication and social organization.
A main goal for the LSM will be to create new platforms for both individuals and institutions to identify, discuss, and act on pressing societal problems. Though funded by Twitter, the LSM will have complete operational and academic independence. In keeping with the academic mission of LSM, students and staff will work across many social media and mass media platforms — including, but not limited to, Twitter.
“The Laboratory for Social Machines will experiment in areas of public communication and social organization where humans and machines collaborate on problems that can’t be solved manually or through automation alone,” says Deb Roy, an associate professor at the Media Lab who will lead the LSM, and who also serves as Twitter’s chief media scientist. “Social feedback loops based on analysis of public media and data can be an effective catalyst for increasing accountability and transparency — creating mutual visibility among institutions and individuals.”
