Multistakeholder Governance and Democracy: A Global Challenge

Mission Failure


Matthew Sawh at Stanford Social Innovation Review: “Exposing the problems of policy schools can ignite new ways to realize the mission of educating public servants in the 21st century….

Public policy schools were founded with the aim to educate public servants with academic insights that could be applied to government administration. And while these programs have adapted the tools and vocabularies of the Reagan Revolution, such as the use of privatization and the rhetoric of competition, they have not come to terms with his philosophical legacy that describes our contemporary political culture. To do so, public policy schools need to acknowledge that the public perceives the government as the problem, not the solution, to society’s ills. Today, these programs need to ask how decisionmakers should improve the design of their organizations, their decision-making processes, and their curriculum in order to address the public’s skeptical mindset.

I recently attended a public policy school, Columbia University’s School of International and Public Affairs (SIPA), hoping to learn how to bridge the distrust between public servants and citizens, and to help forge bonds between bureaucracies and voters who feel ignored by their government officials. Instead of building bridges across these divides, the curriculum of my policy program reinforced them—training students to navigate bureaucratic silos in our democracy. Of course, public policy students go to work in the government we have, not the government we wish we had—but that’s the point. These schools should lead the national conversation and equip their graduates to think and act beyond the divides between the governing and the governed.

Most US public policy programs require a core set of courses, including macroeconomics, microeconomics, statistics, and organizational management. SIPA has broader requirements, including a financial management course, a client consulting workshop, and an internship. Both sets of core curricula undervalue the intrapersonal and interpersonal elements of leadership, particularly politics, which I define aspersuasion, particularly within groups and institutions.

Public service is more than developing smart ideas; it entails the ability to marshal the financial, political, and organizational supports to make those ideas resonate with the public and take effect in government policy. Unfortunately, these programs aren’t adequately training early career professionals to implement their ideas by giving short shrift to the intrapersonal and institutional contexts of real changemaking.

Within the core curriculum, the story of change is told as the product of processes wherein policymakers can know the rational expectations of the public. But the people themselves have concerns beyond those perceived by policymakers. As public servants, our success depends on our ability to meet people where they are, rather than where we suppose they should be.  …

Public policy schools must reach a consensus on core identity questions: Who is best placed to lead a policy school? What are their aims in crafting a professional class? What exactly should a policy degree mean in the wider world? The problem is that these programs are meant to teach students about not only the science of good government, but the human art of good governance.

Curricula based on an outdated sense both of the political process and of advocacy is a predominant feature of policy programs. Instead, core courses should cover how to advocate effectively in this new political world of the 21st century. Students should learn how to raise money for a political campaign; how to lobby; how to make an advertising budget; and how to purchase airtime in the digital age…(More)”

The Stoplight Battling to End Poverty


Nick Dall at OZY: “Over midafternoon coffees and Fantas, Robyn-Lee Abrahams and Joyce Paulse — employees at my local supermarket in Cape Town, South Africa — tell me how their lives have changed in the past 18 months. “I never dreamed my daughter would go to college,” says Paulse. “But yesterday we went online together and started filling in the forms.”

Abrahams notes how she used to live hand to mouth. “But now I’ve got a savings account, which I haven’t ever touched.” The sacrifice? “I eat less chocolate now.”

Paulse and Abrahams are just two of thousands of beneficiaries of the Poverty Stoplight, a self-evaluation tool that’s now redefining poverty in countries as diverse as Argentina and the U.K.; Mexico and Tanzania; Chile and Papua New Guinea. By getting families to rank their own economic condition red, yellow or green based upon 50 indicators, the Poverty Stoplight gives families the agency to pull themselves out of poverty and offers organizations insight into whether their programs are working.

Social entrepreneur Martín Burt, who founded Fundación Paraguaya 33 years ago to promote entrepreneurship and economic empowerment in Paraguay, developed the first, paper-based prototype of the Poverty Stoplight in 2010 to help the organization’s microfinance clients escape the poverty cycle….Because poverty is multidimensional, “you can have a family with a proper toilet but no savings,” points out Burt. Determining questionnaires span six different aspects of people’s lives, including softer indicators such as community involvement, self-confidence and family violence. The survey, a series of 50 multiple-choice questions with visual cues, is aimed at households, not individuals, because “you cannot get a 10-year-old girl out of poverty in isolation,” says Burt. The rush for data risks growing the North-South divide


Laura Mann and Gianluca Lazzolino at SciDevNet: “Across the world, tech firms and software developers are embedding digital platforms into humanitarian and commercial infrastructures. There’s Jembi and Hello Doctor for the healthcare sector, for example; SASSA and Tamween for social policy; and M-farmi-CowEsoko among many others for agriculture.

While such systems proliferate, it is time we asked some tough questions about who is controlling this data, and for whose benefit. There is a danger that ‘platformisation’ widens the knowledge gap between firms and scientists in poorer countries and those in more advanced economies.

Digital platforms serve three purposes. They improve interactions between service providers and users; gather transactional data about those users; and nudge them towards behaviours, activities and products considered ‘virtuous’, profitable, or valued — often because they generate more data. This data  can be extremely valuable to policy-makers interested in developing interventions, to researchers exploring socio-economic trends and to businesses seeking new markets.

But the development and use of these platforms are not always benign.

Knowledge and power

Digital technologies are knowledge technologies because they record the personal information, assets, behaviour and networks of the people that use them.

Knowledge has a somewhat gentle image of a global good shared openly and evenly across the world. But in reality, it is competitive.
Simply put, knowledge shapes economic rivalry between rich and poor countries. It influences who has power over the rules of the economic game, and it does this in three key ways.

First, firms can use knowledge and technology to become more efficient and competitive in what they do. For example, a farmer can choose to buy technologically enhanced seeds, inputs such as fertilisers, and tools to process their crop.

This technology transfer is not automatic — the farmer must first invest time to learn how to use these tools.  In this sense, economic competition between nations is partly about how well-equipped their people are in using technology effectively.

The second key way in which knowledge impacts global economic competition depends on looking at development as a shift from cut-throat commodity production towards activities that bring higher profits and wages.

In farming, for example, development means moving out of crop production alone into a position of having more control over agricultural inputs, and more involvement in distributing or marketing agricultural goods and services….(More)”.

Digital Deceit II: A Policy Agenda to Fight Disinformation on the Internet


We have developed here a broad policy framework to address the digital threat to democracy, building upon basic principles to recommend a set of specific proposals.

Transparency: As citizens, we have the right to know who is trying to influence our political views and how they are doing it. We must have explicit disclosure about the operation of dominant digital media platforms — including:

  • Real-time and archived information about targeted political advertising;
  • Clear accountability for the social impact of automated decision-making;
  • Explicit indicators for the presence of non-human accounts in digital media.

Privacy: As individuals with the right to personal autonomy, we must be given more control over how our data is collected, used, and monetized — especially when it comes to sensitive information that shapes political decision-making. A baseline data privacy law must include:

  • Consumer control over data through stronger rights to access and removal;
  • Transparency for the user of the full extent of data usage and meaningful consent;
  • Stronger enforcement with resources and authority for agency rule-making.

Competition: As consumers, we must have meaningful options to find, send and receive information over digital media. The rise of dominant digital platforms demonstrates how market structure influences social and political outcomes. A new competition policy agenda should include:

  • Stronger oversight of mergers and acquisitions;
  • Antitrust reform including new enforcement regimes, levies, and essential services regulation;
  • Robust data portability and interoperability between services.

There are no single-solution approaches to the problem of digital disinformation that are likely to change outcomes. … Awareness and education are the first steps toward organizing and action to build a new social contract for digital democracy….(More)”

Google, T-Mobile Tackle 911 Call Problem


Sarah Krouse at the Wall Street Journal: “Emergency call operators will soon have an easier time pinpointing the whereabouts of Android phone users.

Google has struck a deal with T-Mobile US to pipe location data from cellphones with Android operating systems in the U.S. to emergency call centers, said Fiona Lee, who works on global partnerships for Android emergency location services.

The move is a sign that smartphone operating system providers and carriers are taking steps to improve the quality of location data they send when customers call 911. Locating callers has become a growing problem for 911 operators as cellphone usage has proliferated. Wireless devices now make 80% or more of the 911 calls placed in some parts of the U.S., according to the trade group National Emergency Number Association. There are roughly 240 million calls made to 911 annually.

While landlines deliver an exact address, cellphones typically register only an estimated location provided by wireless carriers that can be as wide as a few hundred yards and imprecise indoors.

That has meant that while many popular applications like Uber can pinpoint users, 911 call takers can’t always do so. Technology giants such as Google and Apple Inc. that run phone operating systems need a direct link to the technology used within emergency call centers to transmit precise location data….

Google currently offers emergency location services in 14 countries around the world by partnering with carriers and companies that are part of local emergency communications infrastructure. Its location data is based on a combination of inputs from Wi-Fi to sensors, GPS and a mobile network information.

Jim Lake, director at the Charleston County Consolidated 9-1-1 Center, participated in a pilot of Google’s emergency location services and said it made it easier to find people who didn’t know their location, particularly because the area draws tourists.

“On a day-to-day basis, most people know where they are, but when they don’t, usually those are the most horrifying calls and we need to know right away,” Mr. Lake said.

In June, Apple said it had partnered with RapidSOS to send iPhone users’ location information to 911 call centers….(More)”

Illuminating GDP


Money and Banking: “GDP figures are ‘man-made’ and therefore unreliable,” reported remarks of Li Keqiang (then Communist Party secretary of the northeastern Chinese province of Liaoning), March 12, 2007.

Satellites are great. It is hard to imagine living without them. GPS navigation is just the tip of the iceberg. Taking advantage of the immense amounts of information collected over decades, scientists have been using satellite imagery to study a broad array of questions, ranging from agricultural land use to the impact of climate change to the geographic constraints on cities (see here for a recent survey).

One of the most well-known economic applications of satellite imagery is to use night-time illumination to enhance the accuracy of various reported measures of economic activity. For example, national statisticians in countries with poor information collection systems can employ information from satellites to improve the quality of their nationwide economic data (see here). Even where governments have relatively high-quality statistics at a national level, it remains difficult and costly to determine local or regional levels of activity. For example, while production may occur in one jurisdiction, the income generated may be reported in another. At a sufficiently high resolution, satellite tracking of night-time light emissions can help address this question (see here).

But satellite imagery is not just an additional source of information on economic activity, it is also a neutral one that is less prone to manipulation than standard accounting data. This makes it is possible to use information on night-time light to monitor the accuracy of official statistics. And, as we suggest later, the willingness of observers to apply a “satellite correction” could nudge countries to improve their own data reporting systems in line with recognized international standards.

As Luis Martínez inquires in his recent paper, should we trust autocrats’ estimates of GDP? Even in relatively democratic countries, there are prominent examples of statistical manipulation (recall the cases of Greek sovereign debt in 2009 and Argentine inflation in 2014). In the absence of democratic checks on the authorities, Martínez finds even greater tendencies to distort the numbers….(More)”.

The Cost-Benefit Revolution


Book by Cass Sunstein: “Why policies should be based on careful consideration of their costs and benefits rather than on intuition, popular opinion, interest groups, and anecdotes.

Opinions on government policies vary widely. Some people feel passionately about the child obesity epidemic and support government regulation of sugary drinks. Others argue that people should be able to eat and drink whatever they like. Some people are alarmed about climate change and favor aggressive government intervention. Others don’t feel the need for any sort of climate regulation. In The Cost-Benefit Revolution, Cass Sunstein argues our major disagreements really involve facts, not values. It follows that government policy should not be based on public opinion, intuitions, or pressure from interest groups, but on numbers—meaning careful consideration of costs and benefits. Will a policy save one life, or one thousand lives? Will it impose costs on consumers, and if so, will the costs be high or negligible? Will it hurt workers and small businesses, and, if so, precisely how much?

As the Obama administration’s “regulatory czar,” Sunstein knows his subject in both theory and practice. Drawing on behavioral economics and his well-known emphasis on “nudging,” he celebrates the cost-benefit revolution in policy making, tracing its defining moments in the Reagan, Clinton, and Obama administrations (and pondering its uncertain future in the Trump administration). He acknowledges that public officials often lack information about costs and benefits, and outlines state-of-the-art techniques for acquiring that information. Policies should make people’s lives better. Quantitative cost-benefit analysis, Sunstein argues, is the best available method for making this happen—even if, in the future, new measures of human well-being, also explored in this book, may be better still…(More)”.

The Hacking of America


Jill Lepore at the New York Times: “Every government is a machine, and every machine has its tinkerers — and its jams. From the start, machines have driven American democracy and, just as often, crippled it. The printing press, the telegraph, the radio, the television, the mainframe, cable TV, the internet: Each had wild-eyed boosters who promised that a machine could hold the republic together, or make it more efficient, or repair the damage caused by the last machine. Each time, this assertion would be both right and terribly wrong. But lately, it’s mainly wrong, chiefly because the rules that prevail on the internet were devised by people who fundamentally don’t believe in government.

The Constitution itself was understood by its framers as a machine, a precisely constructed instrument whose measures — its separation of powers, its checks and balances — were mechanical devices, as intricate as the gears of a clock, designed to thwart tyrants, mobs and demagogues, and to prevent the forming of factions. Once those factions began to appear, it became clear that other machines would be needed to establish stable parties. “The engine is the press,” Thomas Jefferson, an inveterate inventor, wrote in 1799.

The United States was founded as a political experiment; it seemed natural that it should advance and grow through technological experiment. Different technologies have offered different fixes. Equality was the promise of the penny press, newspapers so cheap that anyone could afford them. The New York Sun was first published in 1833. “It shines for all” was its common-man motto. Union was the promise of the telegraph. “The greatest revolution of modern times, and indeed of all time, for the amelioration of society, has been effected by the magnetic telegraph,” The Sun announced, proclaiming “the annihilation of space.”
Time was being annihilated too. As The New York Herald pointed out, the telegraph appeared to make it possible for “the whole nation” to have “the same idea at the same moment.” Frederick Douglass was convinced that the great machines of the age were ushering in an era of worldwide political revolution. “Thanks to steam navigation and electric wires,” he wrote, “a revolution cannot be confined to the place or the people where it may commence but flashes with lightning speed from heart to heart.” Henry David Thoreau raised an eyebrow: “We are in great haste to construct a magnetic telegraph from Maine to Texas; but Maine and Texas, it may be, have nothing important to communicate.”

Even that savage war didn’t diminish Americans’ faith that technology could solve the problem of political division. In the 1920s, Herbert Hoover, as secretary of commerce, rightly anticipated that radio, the nation’s next great mechanical experiment, would make it possible for political candidates and officeholders to speak to voters without the bother and expense of traveling to meet them. NBC began radio broadcasting in 1926, CBS in 1928. By the end of the decade, nearly every household would have a wireless. Hoover promised that radio would make Americans “literally one people.”

That radio fulfilled this promise for as long as it did is the result of decisions made by Mr. Hoover, a Republican who believed that the government had a role to play in overseeing the airwaves by issuing licenses for frequencies to broadcasting companies and regulating their use. “The ether is a public medium,” he insisted, “and its use must be for the public benefit.” He pressed for passage of the Radio Act of 1927, one of the most consequential and underappreciated acts of Progressive reform — insisting that programmers had to answer to the public interest. That commitment was extended to television in 1949 when the Federal Communications Commission, the successor to the Federal Radio Commission, established the Fairness Doctrine, a standard for television news that required a “reasonably balanced presentation” of different political views….

All of this history was forgotten or ignored by the people who wrote the rules of the internet and who peer out upon the world from their offices in Silicon Valley and boast of their disdain for the past. But the building of a new machinery of communications began even before the opening of the internet. On International Day of Democracy, International Leaders Call for More Open Public Institutions
