Exploring the Relationship between Trust in Government and Citizen Participation

To help resolve the contradictory predictions, this study used the World Values Survey to examine the influence of trust in government on citizen participation. Regression analyses yielded mixed results. As deliberative democracy theory predicts, the findings showed that people who trust governmental institutions are more likely to vote and sign a petition. Political innovation, digitalisation and public participation in party politics

This paper examines the perceived impacts of an experiment by the Austrian People’s Party which, in response to reaching a historic low in the polls, opened up its manifesto process to public participation via digital technology. Analysis of survey data from participants found that self-efficacy is positively associated with participation intensity but negatively related to satisfaction. In contrast, collective efficacy is related to positive perceptions of public participation in party politics but does not influence levels of individual participation. Future research is needed to explore the outcomes of political innovations that use digital technologies to enable public participation on voting behaviour, party membership and attitudes to representative democracy….(More)”.

Improving access to information and restoring the public’s faith in democracy through deliberative institutions

Authoritarian power grabs, polarising rhetoric, and increasing inequality can all claim responsibility for democratic systems that feel broken. Democracy depends on a polity who believe that their engagement matters, but evidence suggests democratic institutions have become unresponsive to the will of the public. How can we restore faith in self-government when both research and personal experience tell us that the public is losing power, not gaining it?

Deliberative public engagement

Deliberative democracy offers one solution, and it’s slowly shifting how the public engages in political decision-making. In Oregon, the Citizens’ Initiative Review(CIR) asks a group of randomly selected voters to carefully study public issues and then make policy recommendations based on their collective experience and insight. In Ireland, Citizens’ Assemblies are being used to amend the country’s constitution to better reflect changing cultural norms. In communities across the world, Participatory Budgeting is giving the public control over local government spending. Far from squashing democratic power, these deliberative institutions bolster it. They exemplify a new wave in democratic government, one that aims to bring community members together across political and cultural divides to make decisions about how to govern themselves.

Though the contours of deliberative events vary, most share key characteristics. A diverse body of community members gather together to learn from experts and one another, think through the short- and long-term implications of different policy positions, and discuss how issues affect not only themselves but their wider communities. Politicians Don’t Actually Care What Voters Want


Joshua Kalla and Ethan Porter at the New York Times: We like to think that politicians care about what their constituents want. If voters in a legislative district have certain views about, say, the legality of abortion, we assume that their representative’s decisions will be shaped, or at least influenced, by those views. To a large extent, democracy depends on this assumption: The beliefs of voters should be reflected, however imperfectly, in the leaders they elect.

But there is reason to question this assumption. It is easy to think of issues, climate change and gun control chief among them, where the consensus of public opinion has provoked little legislative action. How much do legislators really care about the views of their constituents?

Over the past two years, we conducted a study to find out. We provided state legislators in the United States with access to highly detailed public opinion survey data — more detailed than almost all available opinion polls — about their constituents’ attitudes on gun control, infrastructure spending, abortion and many other policy issues. Afterward, we gauged the willingness of representatives to look at the data as well as how the data affected their perceptions of their constituents’ opinions.

What we found should alarm all Americans. An overwhelming majority of legislators were uninterested in learning about their constituents’ views. Perhaps more worrisome, however, was that when the legislators who did view the data were surveyed afterward, they were no better at understanding what their constituents wanted than legislators who had not looked at the data. Introducing the Partner State: Public-Civil Partnerships for a Better City

Even if there are good reasons – better air quality, kids get room to play – the result is quite predictable. The residents of those designated streets would revolt, for different reasons. Some would feel ignored as citizens, others would stand by their right to drive their car to their door, etc. Result: the politician has to withdraw the proposal, disappointed by these negative reactions. So, the gap between politics and people widens further.

But what happens if an independent network of collaborating citizens, businesses and local organisations, supported by the city government, develops a positive narrative for the idea of a Living Street? If they emphasise that a Living Street will be the sustainable place that inhabitants have always dreamed of? What if they offer people who are interested and want to test the idea on their street the possibility to do just that, if they can convince their neighbours to support this potentially great idea? In the city of Ghent we know the answer to this question. Since 2013, in the summer several streets have been transformed into car-free ‘places’ for the community, creating room for picnic benches, playgrounds for children, etc.

The Living Streets is not a top-down project, nor a bottom-up citizens’ initiative. It’s a form of co-creation between residents, the city and other organisations. Residents join forces, get to know each other better and go to work on the challenges of their street (more meeting space, isolation of older residents, traffic, unsafe street layout etc). For the city government, Living Streets are a testing ground for parking solutions, street furniture and the search for new forms of resident participation. The civil servants also roll up their sleeves. They seek solutions, help mediate in conflicts, make their expertise available and translate experiences into new policies.

Living Streets are one of the examples of how the city of Ghent, just as other cities like Bologna and Barcelona, is changing the traditional top-down politics of our modern society. In the latter approach, the provision of services, the introduction of innovations or management of resources, tend to be presented as a stark choice between state organisations or market mechanisms. This binary division ignores a crucial third possibility – that of interventions by autonomous citizens – and underestimates the many possibilities of citizens and (local) authorities working together….(More)”.

Citizen Engagement in the Contemporary Era of Fake News: Hegemonic Distraction or Control of the Social Media Context?

Texts, images, recordings/podcasts, videos and innovations of all sorts have been created, and can be shared and disseminated, including fake news in all of its dimensions. By playing supposedly a neutral political role, social media platforms are accessible to users, generally without discrimination, in addition to being a lure and target for certain/targeted constituencies. Political parties and politicians have proved that they can shape, influence and win elections through social media and strategies such as ‘Twiplomacy’. Social media has the potential to be a democratizing force, yet corporate, neoliberal and hegemonic forces have a tethered grip that can control large swaths of what is happening. This article presents a case study of Spain in relation to fake news, disinformation and misinformation concerning immigration, underscoring that fake news in Spain, like elsewhere, has a long-standing foundation. We explore citizen engagement in the era of social media, referencing as well fake news in Europe and the USA, and make connections with the potential for media literacy as a means to more effectively navigate the murky waters of vast, interwoven online/offline, formal/informal, mainstream/alternative experiences, identities and realities. Smart Citizens for Smart Cities: The Role of Social Media for Expanding Local Democracy


Paper by Bissera Zankova: “The purpose of the study is to analyze the role of social media to boost democratic citizenship and contribute to the creation of smart environment through the perspective of direct democracy in Bulgaria. The issue of “smart cities” will be tackled from a broader media and communication perspective. The term “smart city” does not denote the symbiosis between urban development and new information technologies only but it signifies a new vibrant social ecology rooted in the thorough use of the Internet for wider democratic participation. As a theoretical basis of my survey I shall use Dewey’s model of the inherent bond between communication and enlightened citizenry and Robert Putnam’s theory about the social capital facilitated by social networks generating trust and solidarity among community members. As a case study I shall dwell on local democracy and particularly on two recent referendums in Bulgaria (2017) – in the cities of Tran and Stara Zagora, their basic premises, claims, organization, social media use, outcomes and impact. Though not mandatory for the governing bodies the referendums’ results demonstrated the level of social activity in the country underpinned by networks. Democracy should be understood best through the Abraham Lincoln’s centuries-cherished metaphor as “government of the people, by the people, for the people”. In the current research I build on a previous investigation done in 2013 on civic journalism, blogs and protests in Bulgaria and on my contribution to the book “Smart journalism” (Zankova, Skolkay, Franklin (2016), presenting findings from the New Media Literacy Project 2012 – 2014. Modernizing Congress: Bringing Democracy into the 21st Century


Report by Lorelei Kelly: “Congress represents a national cross section of civic voice. It is potentially the most diverse market for ideas in government and should be reaping the benefits of America’s creativity and knowledge. During our transition into the 21st century, this civic information asset — from lived experience to structured data — should fuel the digital infrastructure of a modern representative system. Yet Congress has thus far failed to tap this resource on behalf of its legislative and deliberative functions.

Today’s Congress can’t compete on digital infrastructure or modern data methods with the executive branch, the media or the private sector. To be sure, information weaponization, antique technology and Congress’ stubborn refusal to fund itself has arrested its development of a digital infrastructure. Congress is knowledge incapacitated, physically disconnected and technologically obsolete. In this condition, it cannot fulfill its First Branch duties as laid out in Article I of the U.S. Constitution.

Fortunately, changing the direction of Congress is now in sight. Before the end of January 2019, (1) the Foundations for Evidence-Based Policymaking Act became law, (2) the House created a Select Committee on Modernization, and (3) Congress began to restore its internal science and technology capacity.

Modernizing Congress lays out a plan to accelerate this institutional progress. It scopes out the challenge of including civic voice in the legislative and deliberative process. It then identifies trusted local information intermediaries who could act as key components of a modern knowledge commons in Congress. With three case studies, the report illustrates how members and staff are finding new ways to build connection and gather useful constituent input at the district level. The report explores an urban, rural and suburban district. It concludes that while individual members are leveraging technology to connect and use new forms of civic voice from constituents, what Congress needs most is a systemwide digital infrastructure and updated institutional standards for data collection….(More)”.
