Internet ‘algospeak’ is changing our language in real time, from ‘nip nops’ to ‘le dollar bean’


Article by Taylor Lorenz: “Algospeak” is becoming increasingly common across the Internet as people seek to bypass content moderation filters on social media platforms such as TikTok, YouTube, Instagram and Twitch.

Algospeak refers to code words or turns of phrase users have adopted in an effort to create a brand-safe lexicon that will avoid getting their posts removed or down-ranked by content moderation systems. For instance, in many online videos, it’s common to say “unalive” rather than “dead,” “SA” instead of “sexual assault,” or “spicy eggplant” instead of “vibrator.”

As the pandemic pushed more people to communicate and express themselves online, algorithmic content moderation systems have had an unprecedented impact on the words we choose, particularly on TikTok, and given rise to a new form of internet-driven Aesopian language.

Unlike other mainstream social platforms, the primary way content is distributed on TikTok is through an algorithmically curated “For You” page; having followers doesn’t guarantee people will see your content. This shift has led average users to tailor their videos primarily toward the algorithm, rather than a following, which means abiding by content moderation rules is more crucial than ever.

When the pandemic broke out, people on TikTok and other apps began referring to it as the “Backstreet Boys reunion tour” or calling it the “panini” or “panda express” as platforms down-ranked videos mentioning the pandemic by name in an effort to combat misinformation. When young people began to discuss struggling with mental health, they talked about “becoming unalive” in order to have frank conversations about suicide without algorithmic punishment. Sex workers, who have long been censored by moderation systems, refer to themselves on TikTok as “accountants” and use the corn emoji as a substitute for the word “porn.”

As discussions of major events are filtered through algorithmic content delivery systems, more users are bending their language. Recently, in discussing the invasion of Ukraine, people on YouTube and TikTok have used the sunflower emoji to signify the country. When encouraging fans to follow them elsewhere, users will say “blink in lio” for “link in bio.”

Euphemisms are especially common in radicalized or harmful communities. Pro-anorexia eating disorder communities have long adopted variations on moderated words to evade restrictions. One paper from the School of Interactive Computing, Georgia Institute of Technology found that the complexity of such variants even increased over time. Last year, anti-vaccine groups on Facebook began changing their names to “dance party” or “dinner party” and anti-vaccine influencers on Instagram used similar code words, referring to vaccinated people as “swimmers.”

Tailoring language to avoid scrutiny predates the Internet. Many religions have avoided uttering the devil’s name lest they summon him, while people living in repressive regimes developed code words to discuss taboo topics…(More)”.

Can the use of minipublics backfire? Examining how policy adoption shapes the effect of minipublics on political support among the general public


Paper by Lisa van Dijk and Jonas Lefevere: “Academics and practitioners are increasingly interested in deliberative minipublics and whether these can address widespread dissatisfaction with contemporary politics. While optimism seems to prevail, there is also talk that the use of minipublics may backfire. When the government disregards a minipublic’s recommendations, this could lead to more dissatisfaction than not asking for its advice in the first place. Using an online survey experiment in Belgium (n = 3,102), we find that, compared to a representative decision-making process, a minipublic tends to bring about higher political support when its recommendations are fully adopted by the government, whereas it generates lower political support when its recommendations are not adopted. Trust the Science But Do Your Research: A Comment on the Unfortunate Revival of the Progressive Case for the Administrative State


Essay by Mark Tushnet: “…offers a critique of one Progressive argument for the administrative state, that it would base policies on what disinterested scientific inquiries showed would best advance the public good and flexibly respond to rapidly changing technological, economic, and social conditions. The critique draws on recent scholarship in the field of Science and Technology Studies, which argues that what counts as a scientific fact is the product of complex social, political, and other processes. The critique is deployed in an analysis of the responses of the U.S. Centers for Disease Control and Food and Drug Administration to some important aspects of the COVD crisis in 2020.

A summary of the overall argument is this: The COVID virus had characteristics that made it exceptionally difficult to develop policies that would significantly limit its spread until a vaccine was available, and some of those characteristics went directly to the claim that the administrative state could respond flexibly to rapidly changing conditions. But, and here is where the developing critique of claims about scientific expertise enters, the relevant administrative agencies were bureaucracies with scientific staff members, and what those bureaucracies regard as “the science” was shaped in part by bureaucratic and political considerations, and the parts that were so shaped were important components of the overall policy response.

Part II describes policy-relevant characteristics of knowledge about the COVID virus and explains why those characteristics made it quite difficult for more than a handful of democratic nations to adopt policies that would effectively limit its penetration of their populations. Part III begins with a short presentation of the aspects of the STS critique of claims about disinterested science that have some bearing on policy responses to the pandemic. It then provides an examination shaped by that critique of the structures of the Food and Drug Administration and the Centers for Disease Control, showing how those structural features contributed to policy failures. Public Meetings Thwart Housing Reform Where It Is Needed Most


Interview with Katherine Levine Einstein by Jake Blumgart: “Public engagement can have downsides. Neighborhood participation in the housing permitting process makes existing political inequalities worse, limits housing supply and contributes to the affordability crisis….

In 2019, Katherine Levine Einstein and her co-authors at Boston University produced the first in-depth study of this dynamic, Neighborhood Defenders, providing a unique insight into how hyper-local democracy can produce warped land-use outcomes. Governing talked with her about the politics of delay, what kind of regulations hamper growth and when community meetings can still be an effective means of public feedback.

Governing: What could be wrong with a neighborhood meeting? Isn’t this democracy in its purest form? 

Katherine Levine Einstein: In this book, rather than look at things in their ideal form, we actually evaluated how they are working on the ground. We bring data to the question of whether neighborhood meetings are really providing community voice. One of the reasons that we think of them as this important cornerstone of American democracy is because they are supposedly providing us perspectives that are not widely heard, really amplifying the voices of neighborhood residents.

What we’re able to do in the book is to really bring home the idea that the people who are showing up are not actually representative of their broader communities and they are unrepresentative in really important ways. They’re much more likely to be opposed to new housing, and they’re demographically privileged on a number of dimensions….

What we find happens in practice is that even in less privileged places, these neighborhood meetings are actually amplifying more privileged voices. We study a variety of more disadvantaged places and what the dynamics of these meetings look like. The principles that hold in more affluent communities still play out in these less privileged places. You still hear from voices that are overwhelmingly opposed to new housing. The voices that are heard are much more likely to be homeowners, white and older…(More)”.

Befriending Trees to Lower a City’s Temperature


Peter Wilson at the New York Times: “New York, Denver, Shanghai, Ottawa and Los Angeles have all unveiled Million Tree Initiatives aimed at greatly increasing their urban forests because of the ability of trees to reduce city temperatures, absorb carbon dioxide and soak up excess rainfall.

Central Melbourne, on the other hand, lacks those cities’ financial firepower and is planning to plant a little more than 3,000 trees a year over the next decade. Yet it has gained the interest of other cities by using its extensive data to shore up the community engagement and political commitment required to sustain the decades-long work of building urban forests.

A small municipality covering just 14.5 square miles in the center of the greater Melbourne metropolitan area — which sprawls for 3,860 square miles and houses 5.2 million people in 31 municipalities — the city of Melbourne introduced its online map in 2013.

Called the Urban Forest Visual, the map displayed each of the 80,000 trees in its parks and streets, and showed each tree’s age, species and health. It also gave each tree its own email address so that people could help to monitor them and alert council workers to any specific problems.

That is when the magic happened.

City officials were surprised to see the trees receiving thousands of love letters. They ranged from jaunty greetings — “good luck with the photosynthesis” — to love poems and emotional tributes about how much joy the trees brought to people’s lives….(More)”.

Ukraine shows us the power of the 21st Century Citizen


Essay by Matt Leighninger: “This is a new kind of war, waged by a new kind of citizen.

The failure of the Russian forces to subdue Ukraine quickly has astonished experts, officials, and journalists worldwide. It shouldn’t. The Ukrainian resistance is just the latest example of the new attitudes and abilities of 21st century citizens.

While social media has been getting a lot of attention in this “TikTok War,” the real story is the growing determination and capacity of ordinary people. Around the world, ordinary people are fundamentally different from people of generations past. They have dramatically higher levels of education, far less deference to authority figures, and much greater facility with technology.

These trends have changed citizenship itself. We need to understand this shift so that societies, especially democratic ones, can figure out how to adapt, both in war and peace.

The war in Ukraine is instructive, in at least four ways.

First, citizens now have the ability to make their own media; Ukrainians, under attack, are mass-producing reality TV. Thanks to footage produced by thousands of people and viewed by millions, the war has a constantly unfolding cast of characters. Ukrainian farmers towing Russian vehicles, a soldier moonwalking in a field, people joyriding on a captured Russian tank, and a little girl singing “Let It Go” in a Kiev bomb shelter have become relatable, inspiring figures in the conflict. Cities4Cities: new matchmaking platform launched to support Ukrainian local and regional authorities


Council of Europe: “A new matchmaking online platform, Cities4Cities, developed to help Ukrainian cities was launched in Strasbourg today. The platform is a free online exchange tool; it allows local authorities in Ukraine and in the rest of Europe to share their needs and offers related to local infrastructure and get in direct contact to receive practical help.

The platform was launched at the initiative of Bernd Vöhringer (Germany, EPP/CCE), President of the Chamber of Local Authorities of the Congress of Local and Regional Authorities and Mayor of the city of Sindelfingen, with the support of the Congress of Local and Regional Authorities of the Council of Europe.

Bernd Vöhringer explained that the need for co-ordination of support action coming from the local level became very clear to him after the visit in the end of March to the Polish twin city of Sindelfingen, Chełm, situated near the Ukrainian border where he saw first-hand the “urgent need for material, financial and human resources support”. “The platform will be a place to match the demands/needs of Ukrainian cities with the capacity, know-how and supply of other European cities,” he noted, “It will enable faster and more efficient support to our Ukrainian friends and partners”.

Secretary General of the Congress, Andreas Kiefer, said that the Congress “welcomes the efforts of local and regional authorities of the member States of the Council of Europe and their associations in support for their Ukrainian counterparts and citizens”, and the Cities4Cities initiative is an example of such result-oriented solidarity action at the local level. “In the recently adopted Declaration the Congress stressed that democracy, multilevel governance and human rights are stronger than war, and reiterated its firm stand by Ukraine and its people”, Kiefer concluded.

Airbnb enabled a movement to help Ukraine. Free housing is only part of it.


Article by Sarah Roach: “When Airbnb announced its goal to provide 100,000 people fleeing Ukraine with free temporary housing, it received an outpouring of support.

Barack Obama promoted the effort on Twitter, and those who could not offer their help decided to support the cause with donations instead.

Now, about 30,000 hosts have signed up on Airbnb.org, the company’s philanthropic site, to provide free housing, according to an Airbnb spokesperson. That figure is already more than the 20,000 Afghan refugees that Airbnb hosts extended free or discounted housing to last summer. Airbnb.org’s goal of providing housing to 100,000 Ukrainian refugees would equal the total number of people Airbnb.org helped through crises between 2017 and 2021 combined.

The company’s nonprofit arm has been slowly building the infrastructure to support more people escaping natural disasters, war and other crises over the past decade. Airbnb’s work started in 2012, when Hurricane Sandy struck and a host wanted to offer free temporary housing. Shortly thereafter, Airbnb launched a tool that allowed hosts to offer their homes to people displaced by natural disasters. After that, Airbnb began extending free or discounted housing to people fleeing conflicts like the Syrian refugee crisis and disasters including hurricanes and earthquakes. Citizen science air quality project in Brussels reveals disparity in pollution levels


Article by Smart Cities World: “A citizen science air quality project in Brussels has revealed a striking disparity in air pollution levels across the city.

It shows socio-economically vulnerable neighbourhoods more likely to suffer from poor air quality. The dataset also shows air quality in the city has improved, but there is still a major health impact.

Between 25 September and 23 October 2021, 3,000 citizens participated in CurieuzenAir, the largest ever citizen science project on air quality in the Belgium capital…

The project is an initiative of the University of Antwerp, urban movement BRAL and Université libre de Bruxelles, in close cooperation with Brussels Environnement, De Standaard, Le Soir and Bruzz. This programme is supported by Bloomberg Philanthropies’ Brussels Clean Air Partnership.

For one month, citizen scientists mapped the concentration of nitrogen dioxide (NO2) – a key indicator of air pollution caused by traffic – in their streets via measuring tubes on the facades of their homes.

The project resulted in a unique dataset showing the impact of road traffic on air quality in Brussels in great detail. Results range from ‘excellent’ to “extremely poor” air quality across Brussels, with a stark contrast in air quality between socio-economically vulnerable neighbourhoods and green, well-off ones.

An interactive dot map shows how the air quality differs greatly from neighbourhood to neighbourhood, and even from street to street. From blue dots (0-15 µg m-3; “very good”) to a number of jet-black dots (>50 µg m-3; “extremely bad”), the CurieuzenAir dataset makes it clear that these differences are explained by emissions from Brussels traffic….

Alain Maron, Brussels minister for climate transition, environment, social affairs and health, said: “CurieuzenAir is a great example of the importance of citizen science. Thanks to all the citizens that took part in the project, we collected unprecedented results on air pollution in Brussels, which help us to better understand the problem in our city.
