We need to build a deliberative democracy

In the Mahabharata, law-giver Krishna advises deceit: recollect the killing of Karna, the tragic hero who epitomised courage, valour, honour, generosity and loyalty. Analogously, in the current elections to five Assemblies, every rule protecting human dignity has been violated. Wild allegations are thrown around, history is distorted, people are divided, the hijab becomes a core issue, poverty and unemployment are non-issues and politicians strike Faustian bargains. Political languages are turned upside down, and we no longer know who stands for what, or whether they stand for anything at all.

The unnecessary hype over elections is odd. In parliamentary democracies, elections come and go, politicians appear and disappear, and life goes on. In India, elections are a matter of life and death. Television channels carry no other news. Ministers of the Central government focus their attention on state and even panchayat elections, and pay scant attention to what they should be doing: governing the country, providing jobs, ensuring wellbeing, moderating political excesses.

We may have overdone it on citizens’ assemblies


Article by David Farrell: “Ireland has citizens’ assemblies aplenty. A few weeks ago the Cabinet gave the green light for two new citizens’ assemblies on biodiversity and a Dublin mayor. This immediately prompted a debate in the Oireachtas over why the Dublin mayor citizens’ assembly is being prioritised over one on drugs use that was promised in the Programme for Government, along with citizens’ assemblies on rural youth and the future of education. Almost every day there are groups calling for still more citizens’ assemblies: the recent list includes such topics as a united Ireland, the funding of our armed forces, and a new forest strategy.

This all comes hot on the heels of three previous assemblies since 2012, the most recent of which, the Citizens’ Assembly on Gender Equality, completed its work last year and, after some delay, its well-considered report is about to be considered by a special Oireachtas committee, chaired by Ivana Bacik.

It’s no wonder that Ireland is seen as a leading light in the world of citizens’ assemblies: they have made important contributions on issues like abortion and gay marriage. Still Muted: The Limited Participatory Democracy of Zoom Public Meetings


Paper by Katherine Levine Einstein: “Recent research has demonstrated that participants in public meetings are unrepresentative of their broader communities. Some suggest that reducing barriers to meeting attendance can improve participation, while others believe doing so will produce minimal changes. The COVID-19 pandemic shifted public meetings online, potentially reducing the time costs associated with participating. We match participants at online public meetings with administrative data to learn whether: (1) online participants are representative of their broader communities and (2) representativeness improves relative to in-person meetings. We find that participants in online forums are quite similar to those in in-person ones. They are similarly unrepresentative of residents in their broader communities and similarly overwhelmingly opposed to the construction of new housing. These results suggest important limitations to public meeting reform. By focusing on outputs, rather than people, we misunderstand the real impact of research

It is widely accepted that innovation is a key driver of long-term economic growth and that public funding for research complements private investment. What is more contested is how research delivers impact. Whether it comes from the kinds of linear processes of knowledge transfer from researcher to user, sought for and often narrated in REF impact case studies. Or, if the indirect effects of research such as expertise, networks, instrumentation, methods and trained students, are as important as the discoveries….

One reason research is so important, is that as the economy has changed and demand for experts has increased. As we noted in a Treasury report over 20 years ago, often the most valuable output of research is ‘talent, not technology’. The ‘post-graduate premium’ that having a Masters qualification adds to starting salaries is evidence of this. But why is expertise so valuable? Experts don’t just know more than novices, they understand things differently, drawing on more abstract, ‘deeper’ representations. Research on chess-grandmasters, for example, shows that they understand chess piece configurations by seeing patterns. They can see a Sicilian defence, while novices just see a selection of chess pieces. Their expertise enables them to configure chess positions more effectively and solve problems more rapidly. They draw different conclusions than novices, typically starting closer to more robust solutions, finding solutions faster, and exploring fewer dead-ends….

Research is extremely important because innovation requires more diverse and deeper stocks of knowledge. Academics with field expertise and highly developed research skills can play a valuable and important role co-producing research and creating impact. These observations are drawn from our ESRC-funded research collaboration with the UK government – known as Project X. Direct democracy and equality: a global perspective

However, research on the effects of direct democracy on important indicators like socio-economic, legal, and political equality is scarce, and mainly limited to Europe and the US. It presents descriptive findings on direct democratic votes at the national level in the (partly) free countries of the Global South and Oceania between 1990 and 2015. It performs the first comparative analysis of direct democracy on these continents. Contradicting concerns that direct democracy may be a threat to equality, we found more bills aimed at increasing equality. Likewise, these votes produced more pro- than contra-equality outputs. On Attentional Norms: The inevitability of Zooming while distracted.


Essay by Alan Jacobs: “Every medium of communication has its own attentional norms. Like all tacit rules that govern behavior, they get violated, but the violators typically act deliberately. For instance, the people who talk aloud in the movie theater typically aren’t ignorant of the norms; they transgress them for the lulz. Human beings are extremely skilled at recognizing and internalizing the norms of any given medium or environment.

Such norms are not set in stone but rather can alter over time….

It has been interesting to watch over the last two pandemic years as the norms associated with videoconferencing have coalesced. My experience strongly suggests that the attention level expected on Zoom (and other videoconferencing platforms) is quite remarkably low—medieval-churchgoing low. Obviously, there will be exceptions to this norm—no one feels free to look away when the Boss is giving a speech—but I can’t remember the last time I was on a Zoom call in which participants were not regularly cutting their video and audio, or just their audio, to talk to people in the room with them. Or they just walk out of frame for a few minutes. Or they type away furiously on Slack or email or WhatsApp or iMessage. And no one who does this acts inappropriately, because such fidgeting and alternations of attention are permitted by the norms that have emerged.

The primary exceptions to these rules, aside from the etiquette demanded of those who must listen to the Boss, occur when there are fewer than four people involved in a conversation. If there are just two or three of you, people know that before stepping away from the conversation they need to (a) inform their interlocutors of what they’re about to do, and then (b) apologize when they return. But as long as the person speaking has an audience of more than two, all bets are off. Each of us can come and go at need, or at impulse….

Distractions come in many varieties, and some apparent distractions aren’t really distractions at all. But Zoom, it seems to me, is a medium that offers constant permission to be distracted. And while the norms of any particular moment are in a sense not objectively good or bad, they can be good or bad in relation to certain human purposes. Crowdsourcing research questions in science

However, this crowd involvement tends to be confined to empirical work and it is not clear whether and how crowds can also be involved in conceptual stages such as formulating the questions that research is trying to address. Drawing on five different “paradigms” of crowdsourcing and related mechanisms, we first discuss potential merits of involving crowds in the formulation of research questions (RQs). We then analyze data from two crowdsourcing projects in the medical sciences to describe key features of RQs generated by crowd members and compare the quality of crowd contributions to that of RQs generated in the conventional scientific process. We find that the majority of crowd contributions are problem restatements that can be useful to assess problem importance but provide little guidance regarding potential causes or solutions. At the same time, crowd-generated research questions frequently cross disciplinary boundaries by combining elements from different fields within and especially outside medicine. Using evaluations by professional scientists, we find that the average crowd contribution has lower novelty and potential scientific impact than professional research questions, but comparable practical impact. Crowd contributions outperform professional RQs once we apply selection mechanisms at the level of individual contributors or across contributors. Our findings advance research on crowd and citizen science, crowdsourcing and distributed knowledge production, as well as the organization of science. Citizen science and the right to research: building local knowledge of climate change impacts

It highlights the mutual fertilization with participatory mapping methods to deal with disaster situations associated to climate change. In the second part, the paper describes and presents the results and conclusions of an action-research developed on the coastline between the states of São Paulo and Rio de Janeiro, Brazil in 2017–2018. It involved affected communities as protagonists in mapping and managing risks of natural disasters caused by extreme climate events, by combining citizen science approaches and methods with Participatory Geographic Information Systems (PGIS) and social cartography.
