Using Collective Intelligence to Solve Public Problems

The practice of taking advantage of collective intelligence is sometimes called crowdsourcing, collaboration, co-creation or just engagement. But whatever the name, we shall explore the advantages created when institutions mobilise the information, knowledge, skills and capabilities of a distributed group to extend our problemsolving ability. Smartphone apps like PulsePoint in the United States and GoodSAM in the United Kingdom, for example, enable a network of volunteer first responders to augment the capacity of formal first responders and give
cardiopulmonary resuscitation (CPR) to a heart attack victim in the crucial, potentially lifesaving minutes before ambulance services can arrive. Deliberative ‘mini-publics’, where a small group of citizens work face to face or online to weigh up the pros and cons of alternative policy choices, have helped governments in Ireland and Australia achieve consensus on issues that previously divided both the public and politicians. In Helsinki, residents’ involvement in crafting the city’s budget and its sustainability plan is helping to strengthen the alignment between city policy and local priorities.

Despite these successes, too often leaders do not know how to engage with the public efficiently to solve problems. They may run the occasional
crowdsourcing exercise, citizens’ jury or prizebacked challenge, but they struggle to integrate collective intelligence in the regular course of business.

Citizen engagement is largely viewed as a nice-to-have rather than a must-have for efficient and effective problem-solving. Working more openly and collaboratively requires institutions to develop new capabilities, change
long-standing procedures, shift organisational cultures, foster conditions more conducive to external partnerships, alter laws and ensure collective intelligence inputs are transparently accounted for when making decisions. The survival of open government platforms: Empirical insights from a global sample


Paper by LucianaCingolani: “For a number of years scholars have theorized about a change of paradigm in the collaborative practices between governments and citizens as a result of the newly emerged many-to-many forms of connectivity. A vibrant agenda on open government has flourished since, with critical advances on the conceptual front, but much less empirical testing of its propositions.

This article makes use of a recognized typology of co-production initiatives in order to implement a Cox hazards survival analysis of 465 open government platforms from a global sample in 87 countries. Its main findings suggest that government-initiated collaborations have the lowest risk of termination and that citizen-to-government initiatives the highest. They also show that while internationally-exerted pressure for openness favors the genesis of open government platforms, it does not affect their survival chances…(More)”.

How smart cities are boosting citizen engagement


Article by  Joe Appleton: “…many governments are implementing new and exciting ideas to try and boost citizen engagement and overcome the obstacles that prevent citizen involvement. Here are a few examples of how cities are engaging with citizens in the 21st century.

REVOLUTIONIZING CITY HALL

The city of San Francisco has been working hard to improve resident participation. To help solve city-wide problems, the city created a program called Civic Bridge. Civic Bridge is a platform that can be used to bring together residents and volunteers from the private sector with city staff. This allows city hall to work closely with private sector professionals to solve public challenges.

By enlisting the help of hundreds of otherwise unreachable residents, solutions to city problems such as homelessness, access to healthcare, and other social issues, fast and effective results could be produced.

Civy is another program that has been designed to put city officials directly in touch with residents. Civy is a cloud-based platform that gives citizens a voice, in a confidential environment, that allows citizens to add their thoughts and opinions on citywide projects, helping officials make better-informed decisions.

REMOVING BARRIERS

Physically traveling to a city hall can be an immense barrier to citizen participation. However, some innovative cities are taking steps to bring city hall into resident’s homes. To do this, they are enlisting help from platforms such as CitizenLab. CitizenLab was first launched in 2016, and it has proven itself to be a practical medium for many European cities. The platform boosts citizen engagement by sending data directly to members of the public via a user-friendly mobile interface. Officials can see the results from surveys and questionnaires in real-time, and use the data collected to make decisions based on real citizen insights.

Civocracy is a similar digital platform that has been designed to promote citizen participation, champion collaborative governance projects, and improve city hall efficiency. It focuses on direct communication between residents and officials, giving citizen’s a platform to discuss projects and allow officials to get ideas from the public. This service is currently being used in Amsterdam, Nice, Potsdam, Brussels, Lyon, and many other European cities.

Platforms like these are essential for removing the obstacles that many citizens face when interacting with city governments. As a result, cities can enjoy a more citizen-centric form of smart government.

BOOSTING PARTICIPATION

There’s more to citizen engagement than giving and receiving feedback for ideas and projects. To boost participation, some cities have really embraced 21st century trends. 

For example, two cities in the UK (London and Plymouth) have been experimenting with crowdfunding for potential city projects. Proposals for urban projects are listed on popular crowdfunding websites, in an open and transparent manner, allowing residents and investors to directly contribute funds to projects and initiatives that they’re interested in. In some cases, the local authorities will support winning proposals by matching the raised funds.

Crowdfunding can be used as a platform for citizens to show off their own ideas and initiatives, and highlight any potential problems in the community. The service can be used for a wide range of applications, from restoring derelict buildings to installing social health programs.

Allowing citizens to show their approval with their personal funding is one way to boost participation, however, there should be other ways to attract attention and allow citizens to voice their opinions too. Maptionnaire is one such way. 

Maptionnaire is an online tool that creates a virtual map of a city, where residents can freely offer their advice, opinions, and feelings about areas of the city or specific projects. Users can simply leave comments that can explicitly inform city officials about their feelings. 

This is a great tool that can provide widely representative data about city plans. The platform can also take votes about certain projects and garner fast results. Since it can be accessed remotely, it also allows for citizens to say what they want, without feeling intimidated by a crowd or swayed by popular opinion.

NURTURING IDEAS

Encouraging public feedback is one way to boost participation, but some local authorities are going a step further by directly asking citizens for solutions. By allowing citizens to formulate their own solutions and give them the tools to realize those solutions, interest in city governance can grow exponentially.

For example, Lublin is the first city in Poland to adopt an initiative called the Green Citizen’s Budget. This participatory budget scheme welcomed residents to put forward ideas to improve urban greenery, and allocated a budget of PLN 2 million (450.000 €) and teamed residents up with technical experts to help realize those plans.

Turning to citizens for inspiration is a popular way of generating new ideas and seeing fresh perspectives. The city of Sydney and the New South Wales government in Australia has recently launched an innovative competition that presents an opportunity for citizens to submit daring proposals to solve public space problems….(More)”.

An exploration of Augmented Collective Intelligence


Dark Matter Laboratories: “…As with all so-called wicked problems, the climate crisis occurs at the intersection of human and natural systems, where interdependent components interact at multiple scales causing uncertainty and emergent, erratic fluctuations. Interventions in such systems can trigger disproportionate impacts in other areas due to feedback effects. On top of this, collective action problems, such as identifying and implementing climate crisis adaptation or mitigation strategies, involve trade-offs and conflicting motivations between the different decision-makers. All of this presents challenges when identifying solutions, or even agreeing on a shared definition of the problem.

As is often the case in times of crisis, collective community-led actions have been a vital part of the response to the COVID-19 pandemic. Communities have demonstrated their capacity to mobilise efficiently in areas where the public sector has been either too slow, unable, or unwilling to intervene. Yet, the pandemic has also put into perspective the scale of response required to address the climate crisis. Despite a near-total shutdown of the global economy, annual CO2 emissions are only expected to fall by 5.6% this year, falling short of the 7.6% target required to ensure a temperature rise of no more than 1.5°C. Can AI help amplify and coordinate collective action to the scale necessary for effective climate crisis response? In this post, we explore alternative futures that leverage the significant potential of citizen groups to act at a local level in order to achieve global impact.

Applying AI to climate problems

There are various research collaborations, open challenges, and corporate-led initiatives that already exist in the field of AI and climate crisis. Climate Change AI, for instance, has identified a range of opportunity domains for a selection of machine learning (ML) methods. These applications range from electrical systems and transportation to collective decisions and education. Google.org’s Impact Challenge supports initiatives applying AI for social good, while the AI for Good platform aims to identify practical applications of AI that can be scaled for global impact. These initiatives and many others, such as Project Drawdown, have informed our research into opportunity areas for AI to augment Collective Intelligence.

Throughout the project, we have been wary that attempts to apply AI to complex problems can suffer from technological solutionism, which loses sight of the underlying issues. To try to avoid this, with Civic AI, we have focused on understanding community challenges before identifying which parts of the problem are most suited to AI’s strengths, especially as this is just one of the many tools available. Below, we explore how AI could be used to complement and enhance community-led efforts as part of inclusive civic infrastructures.

We define civic assets as the essential shared infrastructure that benefits communities such as an urban forest or a community library. We will explore their role in climate crisis mitigation and adaptation. The Expertise Curse: How Policy Expertise Can Hinder Responsiveness


Report by Miguel Pereira‪ and Patrik Öhberg: “We argue that policy expertise may constrain the ability of politicians to be responsive. Legislators with more knowledge and experience in a given policy area have more confidence in their own issue-specific positions. Enhanced confidence, in turn, may lead legislators to discount opinions they disagree with. Two experiments with Swedish politicians support our argument. First, we find that officials with more expertise in a given domain are more likely to dismiss appeals from voters who hold contrasting opinions, regardless of their specific position on the policy, and less likely to accept that opposing views may represent the majority opinion. Consistent with the proposed mechanism, in a second experiment we show that inducing perceptions of expertise increases self-confidence. The results suggest that representatives with more expertise in a given area are paradoxically less capable of voicing public preferences in that domain. To Fight Polarization, Ask, “How Does That Policy Work?”


Article by Alex Chesterfield and Kate Coombs: “…One reason for this effect, and for the polarizing outcome, is we often overestimate our understanding of how political policies work. In this case, the more omniscient we think we are, the easier it is to ignore alternative facts or ideas. This phenomenon has a name—the illusion of explanatory depth (IOED). Unless explicitly tested, individuals can remain largely unaware of the shallowness of their own understanding of the things they think they understand—such as the mechanics of a bicycle, or how the policy they support or despise will actually work.

Researchers have started to explore what happens to political attitudes when you explicitly test people on how much they actually know about a policy. When people discover that they don’t know as much as they thought they did, something interesting happens: their political attitudes become less extreme….

Some countries and institutions are already using these insights to improve decision-making on divisive topics. Deliberative democracy, which plays out in the form of citizens’ assemblies and juries, where a small group of people (12-24) come together to deliberate on an issue, provide time and information to encourage participants to generate explanations—rather than justifications based on values, hearsay, or feelings—for their positions. Participants also tend to be representative of the general population; research suggests that increasing contact between diverse individuals could also help diminish affective polarization by shrinking the prejudices we form when making assumptions about the “other” that are based on reductive stereotypes, rather than real, complex people.

Outside of juries and citizens assemblies, countries like Ireland have used deliberative democracy to address a range of complex and highly polarized issues including same-sex marriage, access to abortion, and climate change. U.K. politicians from both sides of the aisle have called for a Brexit assembly to try and break the U.K. political deadlock. Will it work? We don’t know yet, and we’d encourage researchers to continue to study this topic. In the meantime, we can each begin by  confronting our own ignorance. Before committing to a position or policy, ask yourself to explain mechanistically how you think it will bring about the intended outcome. Do you really understand it?

Test your own mechanistic reasoning. Pick a topic you feel strongly about: climate change, Brexit, Immigration, gun laws, assisted suicide/legal euthanasia. Instead of justifying why you support a particular position so strongly, try to explain how it might lead to a particular outcome….(More)”

Scotland’s future vision discussed today in first Citizens’ Assembly


Article by Richard Mason: “The group of 100 broadly representative Scots have been meeting throughout the year to discuss some of the country’s major constitutional issues.

Members have been asked to consider three questions, the first of which is: “What kind of country are we seeking to build?”

The assembly will meet online to develop the vision, having examined issues such as finances and taxation, and discussed how decisions are taken for and about Scotland. A report of the meeting will be published on October 9

The other two parts of the Assembly’s remit – how to best overcome the challenges the country faces, including Brexit, and how to empower people to make “informed choices” about Scotland’s future – will be addressed in a final report by the end of the year.

Assembly convener Kate Wimpress said: “The meeting this weekend will see a group of people from all walks of life across Scotland come together to agree a shared vision of our country’s future.

“The Citizens’ Assembly’s vision for Scotland will help give a roadmap for the country at an uncertain and difficult time.

“Our members have worked hard together across the months, and it’s exciting to witness their efforts now coming to fruition.”

First Minister Nicola Sturgeon announced the creation of the Citizens’ Assembly and outlined its remit, but she stressed it would be independent from Government following criticism it was set up to garner independence support.

Conducting City Diplomacy: A Survey of International Engagement in 47 Cities


Paper by Anna Kosovac, Kris Hartley, Michele Acuto, and Darcy Gunning: “The impact of global challenges such as climate change and the COVID-19 pandemic manifests most acutely in urban settings, rendering cities essential players on the global stage.

In the 2018 report Toward City Diplomacy, the Chicago Council on Global Affairs presented findings from a survey of 27 cities on the capacity of local governments around the world to network internationally—and the perceived barriers to that engagement. The report found that cities “need to invest in resources, expertise, and capacity to manage their relationships and responsibilities to conduct city diplomacy effectively.”

In our new survey of 47 cities, we find that advice to still ring true. City officials broadly recognize the importance of engaging internationally but lack the necessary formal diplomacy training and resources for conducting that engagement to maximum effect. Nevertheless, cities maintain a strong commitment to global agendas, and international frameworks are increasingly influential in municipal affairs. For example, more than half of survey respondents said they track their city’s performance against the metrics of the United Nations’ Sustainable Development Goals (SDGs).

Furthermore, we found that cities and their leaders are confident in their capacity to tackle global challenges. For instance, the majority of survey respondents said that city governments have greater potential for impact on climate change mitigation than their national government counterparts do, especially when acting collaboratively through city networks and multilateral urban programs.

The individual stories of five cities whose officials participated in the study offer lessons for a variety of challenges and approaches to city diplomacy. Based on the survey results, we discuss the three primary obstacles cities must overcome in order to strengthen the role of city diplomacy globally: inadequate funding and resources for international engagement, insufficient training in city diplomacy, and the failure of national and multilateral bodies to fully recognize and formalize city engagement in diplomacy.

We conclude with a framework for ensuring that city-diplomacy efforts are systematic and institutionalized rather than reliant on the personalities and connections of powerful city leaders. This capacity-building strategy can help cities leverage international coordination, information sharing, and intersectoral collaboration to address the complex and interconnected problems that will characterize the 21st century….(More)”.
