New Paper by Susan P. Crawford and Dana Walters (Berkman Center Research Publication No. 17): “Over the last three years, the Boston Mayor’s Office of New Urban Mechanics, the innovative, collaborative ethos within City Hall fostered by Mayor Menino and his current chief of staff, Mitchell Weiss, and Boston’s launch of a CRM system and its associated Citizens Connect smartphone app have all attracted substantial media attention. In particular, the City of Boston’s strategy to put citizen engagement and participation at the center of its efforts, implemented by Chris Osgood and Nigel Jacob as co-chairs of the Mayor’s Office of New Urban Mechanics, has drawn attention to the potential power of collaboration and technology to transform citizens’ connections to their government and to each other. Several global developments have combined to make Boston’s collaborative efforts interesting: First, city managers around the world confront shrinking budgets and diminishing trust in the role of government; second, civic entrepreneurs and technology innovators are pressuring local governments to adopt new forms of engagement with citizens; and third, new digital tools are emerging that can help make city services both more visible and more effective. Boston’s experience in pursuing partnerships that facilitate opportunities for engaging citizens may provide scalable (and disruptive) lessons for other cities.
During the summer of 2013, in anticipation of Mayor Menino’s retirement in January 2014, Prof. Susan Crawford and Project Assistant Dana Walters carried out a case study examining the ongoing evolution of the Boston Mayor’s Hotline into a platform for civic engagement. We chose this CRM focus because the initial development of the system provides a concrete example of how leaders in government can connect to local partners and citizens. In the course of this research, we interviewed 21 city employees and several of their partners outside government, and gathered data about the use of the system.
We found a traditional technology story—selection and integration of CRM software, initial performance management using that software, development of ancillary channels of communication, initial patterns of adoption and use—that reflects the commitment of Mayor Menino to personalized constituent service. We also found that that commitment, his long tenure, and the particular personalities of the people on the New Urban Mechanics team make this both a cultural story as well as a technology story. Searching Big Data for ‘Digital Smoke Signals’
Steve Lohr in the New York Times: “It is the base camp of the United Nations Global Pulse team — a tiny unit inside an institution known for its sprawling bureaucracy, not its entrepreneurial hustle. Still, the focus is on harnessing technology in new ways — using data from social networks, blogs, cellphones and online commerce to transform economic development and humanitarian aid in poorer nations….
The efforts by Global Pulse and a growing collection of scientists at universities, companies and nonprofit groups have been given the label “Big Data for development.” It is a field of great opportunity and challenge. The goal, the scientists involved agree, is to bring real-time monitoring and prediction to development and aid programs. Projects and policies, they say, can move faster, adapt to changing circumstances and be more effective, helping to lift more communities out of poverty and even save lives.
Research by Global Pulse and other groups, for example, has found that analyzing Twitter messages can give an early warning of a spike in unemployment, price rises and disease. Such “digital smoke signals of distress,” Mr. Kirkpatrick said, usually come months before official statistics — and in many developing countries today, there are no reliable statistics.
Finding the signals requires data, though, and much of the most valuable data is held by private companies, especially mobile phone operators, whose networks carry text messages, digital-cash transactions and location data. So persuading telecommunications operators, and the governments that regulate and sometimes own them, to release some of the data is a top task for the group. To analyze the data, the groups apply tools now most widely used for pinpointing customers with online advertising.”
Open Economics Principles
Openness enables and underpins scholarly enquiry and debate, and is crucial in ensuring the reproducibility of economic research and analysis. Thus, for economics to function effectively, and for society to reap the full benefits from economic research, it is therefore essential that economic research results, data and analysis be openly and freely available, wherever possible.

Smart Government and Big, Open Data: The Trickle-Up Effect
But the vast majority of data collected by governments never sees the light of day. It sits squirreled away on servers, and is only rarely cross-referenced in ways that private sector companies do all the time to gain insights into what’s actually going on across the country, and emerging problems and opportunities. Yet as governments all around the world have realized, if shared safely with due precautions to protect individual privacy, in the hand of citizens all of this data could be a national civic monument of tremendous economic and social value.”
Why the world’s governments are interested in creating hubs for open data
Katie Fehrenbacher in Gigaom: “Amid the tech giants and eager startups that have camped out in East London’s trendy Shoreditch neighborhood, the Open Data Institute is the rare nonprofit on the block that talks about feel-good sorts of things like “triple-bottom line” and “social and environmental value.” …Governments everywhere are embracing the idea that open data is the right way to manage services for citizens. The U.K. has been a leader on this — just check out the simplicity of gov.uk — which is one of the reasons why ODI is U.K. born….“Open data” is open access to the data that has exploded on the scene in recent years, some of it due to the rise of our connected, digital lifestyles from the internet, sensors, GPS, and cell phones, just to name a few resources. But ODI is particularly interested in working with data sets that can have big global and societal impacts, like health, financial, environmental and government data. For example, in conjunction with startup OpenCorporates, ODI recently helped launch a data visualization about Goldman Sachs’s insanely complex corporate structure.”
The World is a Natural Laboratory, and Social Media is the New Petri Dish
Perspective by Jean-Loup Rault et al in Ethology: “Many high-priority and high-interest species are challenging to study due to the difficulty in accessing animals and/or obtaining sufficient sample sizes. The recent explosion in technology, particularly social media and live webcams available on the Internet, provides new opportunities for behavioral scientists to collect data not just on our own species, as well as new resources for teaching and outreach. We discuss here the possibility of exploiting online media as a new source of behavioral data, which we termed ‘video mining’. This article proposes epidemiological and ethological field techniques to gather and screen online media as a data source on diverse taxa. This novel method provides access to a rich source of untapped knowledge, particularly to study the behavior of understudied species or sporadic behaviors, but also for teaching or monitoring animals in challenging settings.”
A Videogame That Recruits Players to Map the Brain
Wired: “I’m no neuroscientist, and yet, here I am at my computer attempting to reconstruct a neural circuit of a mouse’s retina. It’s not quite as difficult and definitely not as boring as it sounds. In fact, it’s actually pretty fun, which is a good thing considering I’m playing a videogame.
Called EyeWire, the browser-based game asks players to map the connections between retinal neurons by coloring in 3-D slices of the brain. Much like any other game out there, being good at EyeWire earns you points, but the difference is that the data you produce during gameplay doesn’t just get you on a leader board—it’s actually used by scientists to build a better picture of the human brain.
Created by neuroscientist Sebastian Seung’s lab at MIT, EyeWire basically gamifies the professional research Seung and his collaborators do on a daily basis. Seung is studying the connectome, the hyper-complex tangle of connections among neurons in the brain.”
The Shame Game: U.S. Department of Labor Smartphone App Will Allow Public to Effortlessly Scrutinize Business Employment Practices
Charles B. Palmer in National Law Review: “The United States Department of Labor (DOL) recently launched a contest to find a new smartphone app that will allow the general public to effortlessly search for and scrutinize businesses and employers that have faced DOL citations. Dubbed the DOL Fair Labor Data Challenge, the contest seeks app entries that integrate information from consumer ratings websites, location tracking services, DOL Wage & Hour Division (WHD) citation data, and Occupational Safety & Health Administration (OSHA) citation data, into one software platform. In addition, the contest also encourages app developers to include other features in their respective app entries, such as information from state health boards and various licensing agencies.
The DOL Fair Labor Data Challenge is part of the DOL’s plan to amplify its enforcement efforts through increased public awareness and ease of access to citation data. Consumers and job applicants will soon be able to search for and publicly shame employers that hold one or more citations in the DOL database, all by just using their smartphones.”
For OpenBlock, Big Improvements From Small Newsrooms
Ryan Thornburg at Ideas Lab: “A little more than five months after NBC News shut down its hyperlocal product, EveryBlock.com, the original open-source application has been resurrected in Columbia, Mo. But although both products were born of the same Django codebase and Knight Foundation funding, visitors to The Columbia Daily Tribune’s new Neighborhoods site will see a different emphasis and a new hope for a project that has slowed under the weight of government disability and technical complexity….The user interface is clean and smart, and the government data — which is the most difficult of any kind of data to mine — appears to be more current and complete than any OpenBlock installation has seen since the very early days before its code was made public.
That kind of commitment is needed for OpenBlock to succeed, because pulling digital records out of all but the very most efficient and transparent government agencies is a tremendous drag on the expense side of the news business. That difficulty, though, can also create an opportunity for outsized revenue.
Chris Gubbels, the Web developer who’s been overseeing the project for The Tribune, said that unlike many jurisdictions, Columbia’s police and fire data were “pretty simple” to pull into OpenBlock. The police even provided The Tribune with an RSS feed of geocoded 911 response calls.”
Big data, crowdsourcing and machine learning tackle Parkinson’s
Successful Workingplace: “Parkinson’s is a very tough disease to fight. People suffering from the disease often have significant tremors that keep them from being able to create accurate records of their daily challenges. Without this information, doctors are unable to fine tune drug dosages and other treatment regimens that can significantly improve the lives of sufferers.
It was a perfect catch-22 situation until recently, when the Michael J. Fox Foundation announced that LIONsolver, a company specializing in machine learning software, was able to differentiate Parkinson’s patients from healthy individuals and to also show the trend in symptoms of the disease over time.…
To set up the competition, the Foundation worked with Kaggle, an organization that specializes in crowdsourced big data analysis competitions. The use of crowdsourcing as a way to get to the heart of very difficult Big Data problems works by allowing people the world over from a myriad of backgrounds and with diverse experiences to devote time on personally chosen challenges where they can bring the most value. It’s a genius idea for bringing some of the scarcest resources together with the most intractable problems.”
