Draft action plan: “Canada’s second Action Plan on Open Government consists of twelve commitments that will advance open government principles in Canada over the next two years and beyond. The Directive on Open Government, new policy direction to federal departments and agencies on open government, will provide foundational support for each of the additional commitments which fall under three streams: Open Data, Open Information, and Open Dialogue.

Hey Uncle Sam, Eat Your Own Dogfood


It’s been five years since Tim O’Reilly published his screed on Government as Platform. In that time, we’ve seen “civic tech” and “open data” gain in popularity and acceptance. The Federal Government has an open data platform, data.gov. And so too do states and municipalities across America. Code for America is the hottest thing around, and the healthcare.gov fiasco landed fixing public technology as a top concern in government. We’ve successfully laid the groundwork for a new kind of government technology. We’re moving towards a day when, rather than building user facing technology, the government opens up interfaces to data that allows the private sector to create applications and websites that consume public data and surface it to users.

However, we appear to have stalled out a bit in our progress towards government as platform. It’s incredibly difficult to ingest the data for successful commercial products. The kaleidoscope of data formats in open data portals like data.gov might politely be called ‘obscure’, and perhaps more accurately, ‘perversely unusable’. Some of the data hasn’t been updated since first publication, and is quite positively too stale to use. If documentation exists, most of the time it’s incomprehensible….

What we actually need, is for Uncle Sam to start dogfooding his own open data.

For those of you who aren’t familiar with the term, dogfooding is a slang term used by engineers who are using their own product. So, for example, Google employees use Gmail and Google Drive to organize their own work. This term also applies to engineering teams that consume their public APIs to access internal data. Dogfooding helps teams deeply understand their own work from the same perspective as external users. It also provides a keen incentive to make products work well.

Dogfooding is the golden rule of platforms. And currently, open government portals are flagrantly violating this golden rule. I’ve asked around, and I can’t find a single example of a government entity consuming the data they publish…”

New Data for a New Energy Future

Two growing concerns—climate change and U.S. energy self-sufficiency—have accelerated the search for affordable, sustainable approaches to energy production and use. In this area, as in many others, data-driven innovation is a key to progress. Data scientists are working to help improve energy efficiency and make new forms of energy more economically viable, and are building new, profitable businesses in the process.
In the same way that government data has been used by other kinds of new businesses, the Department of Energy is releasing data that can help energy innovators. At a recent “Energy Datapalooza” held by the department, John Podesta, counselor to the President, summed up the rationale: “Just as climate data will be central to helping communities prepare for climate change, energy data can help us reduce the harmful emissions that are driving climate change.” With electric power accounting for one-third of greenhouse gas emissions in the United States, the opportunities for improvement are great.
The GovLab has been studying the business applications of public government data, or “open data,” for the past year. The resulting study, the Open Data 500, now provides structured, searchable information on more than 500 companies that use open government data as a key business driver. A review of those results shows four major areas where open data is creating new business opportunities in energy and is likely to build many more in the near future.

Commercial building efficiency
Commercial buildings are major energy consumers, and energy costs are a significant business expense. Despite programs like LEED Certification, many commercial buildings waste large amounts of energy. Now a company called FirstFuel, based in Boston, is using open data to drive energy efficiency in these buildings. At the Energy Datapalooza, Swap Shah, the company’s CEO, described how analyzing energy data together with geospatial, weather, and other open data can give a very accurate view of a building’s energy consumption and ways to reduce it. (Sometimes the solution is startlingly simple: According to Shah, the largest source of waste is running heating and cooling systems at the same time.) Other companies are taking on the same kind of task – like Lucid, which provides an operating system that can track a building’s energy use in an integrated way.

Home energy use
A number of companies are finding data-driven solutions for homeowners who want to save money by reducing their energy usage. A key to success is putting together measurements of energy use in the home with public data on energy efficiency solutions. PlotWatt, for example, promises to help consumers “save money with real-time energy tracking” through the data it provides. One of the best-known companies in this area, Opower, uses a psychological strategy: it simultaneously gives people access to their own energy data and lets them compare their energy use to their neighbors’ as an incentive to save. Opower partners with utilities to provide this information, and the Virginia-based company has been successful enough to open offices in San Francisco, London, and Singapore. Soon more and more people will have access to data on their home energy use: Green Button, a government-promoted program implemented by utilities, now gives about 100 million Americans data about their energy consumption.

Solar power and renewable energy
As solar power becomes more efficient and affordable, a number of companies are emerging to support this energy technology. Clean Power Finance, for example, uses its database to connect solar entrepreneurs with sources of capital. In a different way, a company called Solar Census is analyzing publicly available data to find exactly where solar power can be produced most efficiently. The kind of analysis that used to require an on-site survey over several days can now be done in less than a minute with their algorithms.
Other kinds of geospatial and weather data can support other forms of renewable energy. The data will make it easier to find good sites for wind power stations, water sources for small-scale hydroelectric projects, and the best opportunities to tap geothermal energy.

Supporting new energy-efficient vehicles
The Tesla and other electric vehicles are becoming commercially viable, and we will soon see even more efficient vehicles on the road. Toyota has announced that its first fuel-cell cars, which run on hydrogen, will be commercially available by mid-2015, and other auto manufacturers have announced plans to develop fuel-cell vehicles as well. But these vehicles can’t operate without a network to supply power, be it electricity for a Tesla battery or hydrogen for a fuel cell.
It’s a chicken-and-egg problem: People won’t buy large numbers of electric or fuel-cell cars unless they know they can power them, and power stations will be scarce until there are enough vehicles to support their business. Now some new companies are facilitating this transition by giving drivers data-driven tools to find and use the power sources they need. Recargo, for example, provides tools to help electric car owners find charging stations and operate their vehicles.
The development of new energy sources will involve solving social, political, economic, and technological issues. Data science can help develop solutions and bring us more quickly to a new kind of energy future.

Why we’re failing to get the most out of open data


Victoria Lemieux at the WEF Blog: “An unprecedented number of individuals and organizations are finding ways to explore, interpret and use Open Data. Public agencies are hosting Open Data events such as meetups, hackathons and data dives. The potential of these initiatives is great, including support for economic development (McKinsey, 2013), anti-corruption (European Public Sector Information Platform, 2014) and accountability (Open Government Partnership, 2012). But is Open Data’s full potential being realized?
news item from Computer Weekly casts doubt. A recent report notes that, in the United Kingdom, poor data quality is hindering the government’s Open Data program. The report goes on to explain that – in an effort to make the public sector more transparent and accountable – UK public bodies have been publishing spending records every month since November 2010. The authors of the report, who conducted an analysis of 50 spending-related data releases by the Cabinet Office since May 2010, found that that the data was of such poor quality that using it would require advanced computer skills.
Far from being a one-off problem, research suggests that this issue is ubiquitous and endemic. Some estimates indicate that as much as 80 percent of the time and cost of an analytics project is attributable to the need to clean up “dirty data” (Dasu and Johnson, 2003).
In addition to data quality issues, data provenance can be difficult to determine. Knowing where data originates and by what means it has been disclosed is key to being able to trust data. If end users do not trust data, they are unlikely to believe they can rely upon the information for accountability purposes. Establishing data provenance does not “spring full blown from the head of Zeus.” It entails a good deal of effort undertaking such activities as enriching data with metadata – data about data – such as the date of creation, the creator of the data, who has had access to the data over time and ensuring that both data and metadata remain unalterable.
Similarly, if people think that data could be tampered with, they are unlikely to place trust in it; full comprehension of data relies on the ability to trace its origins….”

The Impact of Open Government on Innovation: Does Government Transparency Drive Innovation?


Paper by Deogirikar, Anjelika: “This study adds to the body of research on open government by empirically measuring the association of government transparency and innovation. The study uses Transparency International’s Corruption Perceptions Index (CPI) as a proxy measure of government transparency. It assumes that an increase in government transparency increases applied innovation activity, which is measured as the number of annual patents by country residents. The study also tests whether the association is different for countries participating in the Open Government Partnership (OGP), a voluntary multi-stakeholder international collaboration of 63 countries who have committed to make their governments more transparent. The analysis uses fixed effects regression on panel data from 1996 to 2011 for 95 countries, including 54 OGP members. Although the empirical results do not support the hypothesis that transparency and innovation are positively correlated for countries participating in the OGP, this finding contributes to the literature on open government by making an initial attempt to quantify the association of transparency and innovation. Additional future research demonstrating a positive relationship between transparency and innovation could help to justify implementation of open government policies and participation in the Open Government Partnership.”

Announcing New U.S. Open Government Commitments on the Third Anniversary of the Open Government Partnership


US White House Fact Sheet: “Three years ago, President Obama joined with the leaders of seven other nations to launch the Open Government Partnership (OGP), an international partnership between governments and civil society to promote transparency, fight corruption, energize civic engagement, and leverage new technologies to open up governments worldwide.  The United States and other founding countries pledged to transform the way that governments serve their citizens in the 21st century.  Today, as heads of state of OGP participating countries gather at the UN General Assembly, this partnership has grown from 8 to 65 nations and hundreds of civil society organizations around the world. These countries are embracing the challenge by taking steps in partnership with civil society to increase the ability of citizens to engage their governments, access government data to fuel entrepreneurship and innovation, and promote accountability….
The United States is committed to continuing to lead by example in OGP.  Since assuming office, President Obama has prioritized making government more open and accountable and has taken substantial steps to increase citizen participation, collaboration with civil society, and transparency in government.  The United States will remain a global leader of international efforts to promote transparency, stem corruption and hold to account those who exploit the public’s trust for private gain.  Yesterday, President Obama announced several steps the United States is taking to deepen our support for civil society globally.
Today, to mark the third anniversary of OGP, President Obama is announcing four new and expanded open government initiatives that will advance our efforts through the end of 2015.
1.      Promote Open Education to Increase Awareness and Engagement
Open education is the open sharing of digital learning materials, tools, and practices that ensures free access to and legal adoption of learning resources.  The United States is committed to open education and will:

  • Raise open education awareness and identify new partnerships. The U.S. Department of State, the U.S. Department of Education, and the Office of Science and Technology Policy will jointly host a workshop on challenges and opportunities in open education internationally with stakeholders from academia, industry, and government.
  • Pilot new models for using open educational resources to support learning.  The State Department will conduct three pilots overseas by December 2015 that use open educational resources to support learning in formal and informal learning contexts. The pilots’ results, including best practices, will be made publicly available for interested educators.
  • Launch an online skills academy. The Department of Labor (DOL), with cooperation from the Department of Education, will award $25 million through competitive grants to launch an online skills academy in 2015 that will offer open online courses of study, using technology to create high-quality, free, or low-cost pathways to degrees, certificates, and other employer-recognized credentials.

2.      Deliver Government Services More Effectively Through Information Technology
The Administration is committed to serving the American people more effectively and efficiently through smarter IT delivery. The newly launched U.S. Digital Service will work to remove barriers to digital service delivery and remake the experience that people and businesses have with their government. To improve delivery of Federal services, information, and benefits, the Administration will:

  • Expand digital service delivery expertise in government. Throughout 2015, the Administration will continue recruiting top digital talent from the private and public sectors to expand services across the government. These individuals —who have expertise in technology, procurement, human resources, and financing —will serve as digital professionals in a number of capacities in the Federal government, including the new U.S. Digital Service and 18F digital delivery team within the U.S. General Services Administration, as well as within Federal agencies. These teams will take best practices from the public and private sectors and scale them across agencies with a focus on the customer experience.
  • Build digital services in the open. The Administration will expand its efforts to build digital services in the open. This includes using open and transparent processes intended to better understand user needs, testing pilot digital projects, and designing and developing digital services at scale. In addition, building on the recently published Digital Services Playbook, the Administration will continue to openly publish best practices on collaborative websites that enable the public to suggest improvements.
  • Adopt an open source software policy. Using and contributing back to open source software can fuel innovation, lower costs, and benefit the public. No later than December 31, 2015, the Administration will work through the Federal agencies to develop an open source software policy that, together with the Digital Services Playbook, will support improved access to custom software code developed for the Federal government.

3.      Increase Transparency in Spending
The Administration has made an increasing amount of Federal spending data publicly available and searchable, allowing nationwide stakeholders to perform analysis of Federal spending. The Administration will build on these efforts by committing to:

  • Improve USAspending.gov. In 2015, the Administration will launch a refreshed USAspending.gov website that will improve the site’s design and user experience, including better enabling users to explore the data using interactive maps and improving the search functionality and application programming interface.
  • Improve accessibility and reusability of Federal financial data.  In 2015, as part of implementation of the DATA Act,[2] the Administration will work to improve the accessibility and reusability of Federal financial data by issuing data element definition standards and standards for exchanging financial data. The Administration, through the Office of Management and Budget, will leverage industry data exchange standards to the extent practicable to maximize the sharing and utilization of Federal financial data.
  • Explore options for visualization and publication of additional Federal financial data.  The Administration, through the Treasury Department, will use small-scale pilots to help explore options for visualizing and publishing Federal financial data from across the government as required by the DATA Act.
  • Continue to engage stakeholders. The Administration will continue to engage with a broad group of stakeholders to seek input on Federal financial transparency initiatives including DATA Act implementation, by hosting town hall meetings, conducting interactive workshops, and seeking input via open innovation collaboration tools.

4.      Use Big Data to Support Greater Openness and Accountability
President Obama has recognized the growing importance of “big data” technologies for our economy and the advancement of public good in areas such as education, energy conservation, and healthcare. The Administration is taking action to ensure responsible uses of big data to promote greater openness and accountability across a range of areas and sectors. As part of the work it is doing in this area, the Administration has committed to:

  • Enhance sharing of best practices on data privacy for state and local law enforcement.  Federal agencies with expertise in law enforcement, privacy, and data practices will seek to enhance collaboration and information sharing about privacy best practices among state and local law enforcement agencies receiving Federal grants.
  • Ensure privacy protection for big data analyses in health. Big data introduces new opportunities to advance medicine and science, improve health care, and support better public health. To ensure that individual privacy is protected while capitalizing on new technologies and data, the Administration, led by the Department of Health and Human Services, will: (1) consult with stakeholders to assess how Federal laws and regulations can best accommodate big data analyses that promise to advance medical science and reduce health care costs; and (2) develop recommendations for ways to promote and facilitate research through access to data while safeguarding patient privacy and autonomy.
  • Expand technical expertise in government to stop discrimination. U.S. Government departments and agencies will work to expand their technical expertise to identify outcomes facilitated by big data analytics that may have a discriminatory impact on protected classes. …”

#OpenGovNow: Open Government and how it benefits you

Why should I care?

The water that you drink, the public schools that children go to, the roads that you use every day: governments make those a reality. Governments and what they do affect each and every one of us. How governments operate and how they spend scarce public resources have a direct impact on our everyday lives and the future of our communities. For instance, it is estimated that $9.5 trillion US dollars are spent by governments all over the world through contracts — therefore you have a role to play in making sure that your share in that public money is not lost, stolen, or misused….
The Global Opening Government Survey was conducted as a response to the growing demand to better understand citizens’ views on the current state and the potential impact of openness. Using the innovative “random domain intercept technology,” the survey was based on a brief questionnaire and collected complete responses from over 65,000 web-enabled individuals in the first 61 member countries of the Open Government Partnership (OGP) plus India. The survey methodology, as any other, has its advantages and its limitations. More details about the methodology can be found in the Additional Resources section of this page..

France Announces An Ambitious New Data Strategy


at TechCrunch: “After four long months of speculations and political maneuvering, the French Government finally announced that France is getting its first Chief Data Officer….
First, it’s all about pursuing Etalab’s work when it comes to open data. The small team acted as a startup and quickly iterated on its central platform and multiple side projects. It came up with pragmatic solutions to complicated public issues, such as public health data or fiscal policy simulation. France is now the fourth country in the United Nations e-government survey.
Now, the CDO will have even more official and informal legitimacy to ask other ministries to release data sets. It’s not just about following open government theories — it’s not just about releasing public data to serve the public interest. The team can also simulate new policies before they are implemented, and share recommendations with the ministries working on these new policies.
When a new policy is written, the Government should evaluate all the ins and outs of it before implementation. Citizens should expect no less from their government.
At a larger scale, this nomination is very significant for the French Government. For years, its digital strategy was mostly about finding the best way to communicate through the Internet. But when it came to creating new policies, computers couldn’t help them.
Also announced today, the Government is modernizing and unifying its digital platform between all its ministries and services — it’s never too late. The CDO team will work closely with the DISIC to design this platform — it should be a multi-year project.
Finally, the Government will invest $160 million (€125 million) to innovate in the public sector when it makes sense. In other words, the government will work with private companies (and preferably young innovative companies) to improve the infrastructure that powers the public sector.
France is the first European country to get a Chief Data Officer…”

Barriers to the Open Government Data Agenda: Taking a Multi-Level Perspective


Article by Chris Martin in “Policy & Internet“: “A loose coalition of advocates for Open Government Data (OGD) argue that such data has the potential to have a transformative impact by catalyzing innovation across sectors of the economy and by fostering democratic participation and engagement. However, there is limited evidence to date of the OGD agenda having such a transformative impact. This article applies the Multi-level Perspective (MLP); an approach more typically applied to study transitions to a sustainable society, to explore the nature of the barriers currently faced by the OGD agenda. It argues that such barriers exist in two forms: implementation barriers and barriers to use. The empirical results presented include survey responses measuring the perceptions of U.K. OGD community members of 33 barriers to the OGD data agenda. These results are analyzed to identify implications for OGD policy and practice. The article concludes with a start at establishing a theoretical grounding for the study of barriers to the OGD agenda.”

Mapping the Next Frontier of Open Data: Corporate Data Sharing


Stefaan Verhulst at the GovLab (cross-posted at the UN Global Pulse Blog): “When it comes to data, we are living in the Cambrian Age. About ninety percent of the data that exists today has been generated within the last two years. We create 2.5 quintillion bytes of data on a daily basis—equivalent to a “new Google every four days.”
All of this means that we are certain to witness a rapid intensification in the process of “datafication”– already well underway. Use of data will grow increasingly critical. Data will confer strategic advantages; it will become essential to addressing many of our most important social, economic and political challenges.
This explains–at least in large part–why the Open Data movement has grown so rapidly in recent years. More and more, it has become evident that questions surrounding data access and use are emerging as one of the transformational opportunities of our time.
Today, it is estimated that over one million datasets have been made open or public. The vast majority of this open data is government data—information collected by agencies and departments in countries as varied as India, Uganda and the United States. But what of the terabyte after terabyte of data that is collected and stored by corporations? This data is also quite valuable, but it has been harder to access.
The topic of private sector data sharing was the focus of a recent conference organized by the Responsible Data Forum, Data and Society Research Institute and Global Pulse (see event summary). Participants at the conference, which was hosted by The Rockefeller Foundation in New York City, included representatives from a variety of sectors who converged to discuss ways to improve access to private data; the data held by private entities and corporations. The purpose for that access was rooted in a broad recognition that private data has the potential to foster much public good. At the same time, a variety of constraints—notably privacy and security, but also proprietary interests and data protectionism on the part of some companies—hold back this potential.
The framing for issues surrounding sharing private data has been broadly referred to under the rubric of “corporate data philanthropy.” The term refers to an emerging trend whereby companies have started sharing anonymized and aggregated data with third-party users who can then look for patterns or otherwise analyze the data in ways that lead to policy insights and other public good. The term was coined at the World Economic Forum meeting in Davos, in 2011, and has gained wider currency through Global Pulse, a United Nations data project that has popularized the notion of a global “data commons.”
Although still far from prevalent, some examples of corporate data sharing exist….

Help us map the field

A more comprehensive mapping of the field of corporate data sharing would draw on a wide range of case studies and examples to identify opportunities and gaps, and to inspire more corporations to allow access to their data (consider, for instance, the GovLab Open Data 500 mapping for open government data) . From a research point of view, the following questions would be important to ask:

  • What types of data sharing have proven most successful, and which ones least?
  • Who are the users of corporate shared data, and for what purposes?
  • What conditions encourage companies to share, and what are the concerns that prevent sharing?
  • What incentives can be created (economic, regulatory, etc.) to encourage corporate data philanthropy?
  • What differences (if any) exist between shared government data and shared private sector data?
  • What steps need to be taken to minimize potential harms (e.g., to privacy and security) when sharing data?
  • What’s the value created from using shared private data?
