Going Digital: Restoring Trust In Government In Latin American Cities

Nowhere are the changes more sweeping than in cities. In Latin America, almost 80 percent of the population lives in cities, where massive adoption of social media is enabling new forms of digital engagement. Technology is ubiquitous in cities. The expectations of Latin American “digital citizens” have grown exponentially as a result of a rising middle class and an increasingly connected youth.

This digital transformation is recasting the relation between states and citizens. Digital citizens are asking for better services, more transparency, and meaningful participation. Their rising expectations concern the quality of the services city governments ought to provide, but also the standards of integrity, responsiveness, and fairness of the bureaucracy in their daily dealings. A recent study shows that citizens’ satisfaction with public services is not only determined by the objective quality of the service, but also their subjective expectations and how fairly they consider being treated….

New technologies and data analytics are transforming the governance of cities. Digital-intensive and data-driven innovations are changing how city governments function and deliver services, and also enabling new forms of social participation and co-creation. New technologies help improve efficiency and further transparency through new modes of open innovation. Tech-enabled and citizen-driven innovations also facilitate participation through feedback loops from citizens to local authorities to identify and resolve failures in the delivery of public services.

Three structural trends are driving the digital revolution in governments.

  1. The digital transformation of the machinery of government. National and city governments in the region are developing digital strategies to increase connectivity, improve services, and enhance accountability. According to a recent report, 75 percent of the 23 countries surveyed have developed comprehensive digital strategies, such as Uruguay Digital, Colombia’s Vive Digital or Mexico’s Agenda Digital, that include legally recognized digital identification mechanisms. “Smart cities” are intensifying the use of modern technologies and improve the interoperability of government systems, the backbone of government, to ensure that public services are inter-connected and thus avoid having citizens provide the same information to different entities. An important driver of this transformation is citizens’ demands for greater transparency and accountability in the delivery of public services. Sixteen countries in the region have developed open government strategies, and cities such as Buenos Aires in Argentina, La Libertad in Peru, and Sao Paolo in Brazil have also committed to opening up government to public scrutiny and new forms of social participation. This second wave of active transparency reforms follows a first, more passive wave that focused on facilitating access to information.
  1. The digital transformation of the interface with citizens. Sixty percent of the countries surveyed by the aforementioned report have established integrated service portals through which citizens can access online public services. Online portals allow for a single point of access to public services. Cities, such as Bogotá and Rio de Janeiro, are developing their own online service platforms to access municipal services. These innovations improve access to public services and contribute to simplifying bureaucratic processes and cutting red-tape, as a recent study shows. Governments are resorting to crowdsourcing solutions, open intelligence initiatives, and digital apps to encourage active citizen participation in the improvement of public services and the prevention of corruption. Colombia’s Transparency Secretariat has developed an app that allows citizens to report “white elephants” — incomplete or overbilled public works. By the end of 2015, it identified 83 such white elephants, mainly in the capital Bogotá, for a total value of almost $500 million, which led to the initiation of criminal proceedings by law enforcement authorities. While many of these initiatives emerge from civic initiatives, local governments are increasingly encouraging them and adopting their own open innovation models to rethink public services.
  1. The gradual mainstreaming of social innovation in local government. Governments are increasingly resorting to public innovation labs to tackle difficult problems for citizens and businesses. Governments innovation labs are helping address “wicked problems” by combining design thinking, crowdsourcing techniques, and data analytics tools. Chile, Colombia, Mexico, Brazil, and Uruguay, have developed such social innovation labs within government structures. As a recent report notes, these mechanisms come in different forms and shapes. Large cities, such as Buenos Aires, Mexico City, Quito, Rio de Janeiro, and Montevideo, are at the forefront of testing such laboratory mechanisms and institutionalizing tech-driven and citizen-centered approaches through innovation labs. For example, in 2013, Mexico City created its Laboratorio para la Ciudad, as a hub for civic innovation and urban creativity, relying on small-case experiments and interventions to improve specific government services and make local government more transparent, responsive, and receptive. What data do we want? Understanding demands for open data among civil society organisations in South Africa

Most open government data initiatives have focused on supply – creating portals and publishing information. But much less attention has been given to demand – understanding data needs and nurturing engagement. This research examines the demand for open data in South Africa, and asks under what conditions meeting this demand might influence accountability. Recognising that not all open data projects are developed for accountability reasons, it also examines barriers to using government data for accountability processes. The research team identified and tested ‘use stories’ and ‘use cases’. How did a range of civil society groups with an established interest in holding local government accountable use – or feel that they could use – data in their work? The report identifies and highlights ten broad types of open data use, which they divided into two streams: ‘strategy and planning’ – in which CSOs used government data internally to guide their own actions; and ‘monitoring, mobilising and advocacy’ – in which CSOs undertake outward-facing activities….(More)”

The Global Open Data Index 2016/2017 – Advancing the State of Open Data Through Dialogue


Open Knowledge International: “The Global Open Data Index (GODI) is the annual global benchmark for publication of open government data, run by the Open Knowledge Network. Our crowdsourced survey measures the openness of government data according to the Open Definition.

By having a tool that is run by civil society, GODI creates valuable insights for government’s data publishers to understand where they have data gaps. It also shows how to make data more useable and eventually more impactful. GODI therefore provides important feedback that governments are usually lacking.

For the last 5 years we have been revising GODI methodology to fit the changing needs of the open data movement. This year, we changed our entire survey design by adding experimental questions to assess data findability and usability. We also improved our datasets definitions by looking at essential data points that can solve real world problems. Using more precise data definitions also increased the reliability of our cross-country comparison. See all about the GODI methodology here

In addition, this year shall be more than a mere measurement tool. We see it as a tool for conversation. To spark debate, we release GODI in two phases:

  1. The dialogue phase – We are releasing the data to the public after a rigorous review. Yet, like everyone, our work is not assessment in not always perfect. We give all users a chance to contest the index results for 30 days, starting May 2nd. In this period, users of the index can comment on our assessments through our Global Open Data Index forum. On June 2nd, we will review those comments and will change some index submissions if needed.
  2. The final results – on June 15 we will present the final results of the index. For the first time ever, we will also publish the GODI white paper. This paper will include our main findings and recommendations to advance open data publication….

  • GODI highlights data gaps. Open data is the final stage of an information production chain, where governments measure and collect data, process and share data internally, and publish this data openly. While being designed to measure open data, the Index also highlights gaps in this production chain. Does a government collect data at all? Why is data not collected? Some governments lack the infrastructure and resources to modernise their information systems; other countries do not have information systems in place at all.
  • Data findability is a major challenge. We have data portals and registries, but government agencies under one national government still publish data in different ways and different locations. Moreover, they have different protocols for license and formats. This has a hazardous impact – we may not find open data, even if it is out there, and therefore can’t use it. Data findability is a prerequisite for open data to fulfill its potential and currently most data is very hard to find.
  • A lot of ‘data’ IS online, but the ways in which it is presented are limiting their openness. Governments publish data in many forms, not only as tabular datasets but also visualisations, maps, graphs and texts. While this is a good effort to make data relatable, it sometimes makes the data very hard or even impossible for reuse. It is crucial for governments to revise how they produce and provide data that is in good quality for reuse in its raw form. For that, we need to be aware what is best raw data required which varies from data category to category.
  • Open licensing is a problem, and we cannot assess public domain status. Each year we find ourselves more confused about open data licences. On the one hand, more governments implement their unique open data license versions. Some of them are compliant with the Open Definition, but most are not officially acknowledged. On the other hand, some governments do not provide open licenses, but terms of use, that may leave users in the dark about the actual possibilities to reuse data. There is a need to draw more attention to data licenses and make sure data producers understand how to license data better….(More)”.

A Data-driven Approach to Assess the Potential of Smart Cities: The Case of Open Data for Brussels Capital Region

For this purpose, the plethora of data stored by public administrations becomes an incredibly rich source of insight and information due to its volume and diversity. However, it was only with the Open Government Movement when governments have been concerned with the need to open their data to citizens and businesses. Thus, with the emergence of open data portals, these myriad of data enables the development of new business models. The achievement of the benefits sought by making this data available triggers new challenges to cope with the diversity of sources involved. The business potential could be jeopardized by the scarcity of relevant data in the different blocks and domains that makes a city and by the lack of a common approach to data publication, in terms of format, content, etc.

This paper introduces a holistic approach that relies on the Smart City Ontology as the cornerstone to standardise and structure data. This approach, which is proposed to be an analytical tool to assess the potential of data in a given smart city, analyses three main aspects: availability of data, the criteria that data should fulfil to be considered eligible and the model used to structure and organise data. The approach has been applied to the case of Brussels Capital Region, which first results are presented and discussed in this paper. The main conclusion that has been obtained is that, besides its commitment with open data and smart cities, Brussels is not mature enough to fully exploit the real intelligence that smart cities could provide. Sunlight has been researching innovative projects and strategies that have helped cities tackle this challenge head on. Today we’re excited to share a guide for our new approach to open data in U.S. cities–an approach we’re calling “Tactical Data Engagement,” designed to drive community impact by connecting the dots between open data, public stakeholders, and collaborative action.

Access is critical but we have more work to do

Many city leaders have realized that open data is a valuable innovation to bring to city hall, and have invoked the promise of a new kind of relationship between government and the people: one where government works with the public in new collaborative ways. City mayors, managers, council members, and other leaders are making commitments to this idea in the US, with over 60 US cities having adopted open data reforms since 2006, nearly 20 in 2016 alone–many with the help of the Sunlight team as part of our support of the What Works Cities initiative. While cities are building the public policy infrastructure for open data, they are also making technical advancements as municipal IT and innovation departments build or procure new open data portals and release more and more government datasets proactively online….

However, … these developments alone are not enough. Portals and policies are critical infrastructure for the data-driven open government needed in the 21st century; but there has been and continues to be a disconnect between the rhetoric and promise of open data when compared to what it has meant in terms of practical reform. Let us be clear: the promise of open data is not about data on a website. The promise is for a new kind of relationship between government and the governed, one that brings about collaborative opportunities for impact. While many reforms have been successful in building an infrastructure of access, many have fallen short in leveraging that infrastructure for empowering residents and driving community change.

What Makes for Successful Open Government Co-Creation?

It requires engagement by citizens, government, civil society, the private sector, and others with a stake in good governance. Open Government Data in Africa: A preference elicitation analysis of media practitioners


Eric Afful-Dadzie and Anthony Afful-Dadzie in Government Information Quarterly: “Open Government Data (OGD) continues to receive considerable traction around the world. In particular, there have been a growing number of OGD establishments in the developed world, sparking expectations of similar trends in growing democracies. To understand the readiness of OGD stakeholders in Africa especially the media, this paper (1) reviews current infrastructure at OGD web portals in Africa and (2) conducts a preference elicitation analysis among media practitioners in 5 out of the 7 OGD country centers in Africa regarding desired structure of OGD in developing countries. The analysis gives a view of the relative importance media practitioners ascribe to a selected set of OGD attributes in anticipation of a more functional OGD in their respective countries. Using conjoint analysis, the result indicates that media practitioners put premium on ‘metadata’ and ‘data format’ respectively in order of importance. Results from the review also reveal that features of current OGD web portals in Africa are not consistent with the desired preferences of users. Overall, the study provides a general insight into media expectations of OGD in Africa, and also serves as a foundational knowledge for authorities and practitioners to manage expectations of the media in connection with OGD in Africa….(More)”.

Playing (with) Democracy: A Review of Gamified Participation Approaches

Governments around the world as well as academia are currently exploring new ways to design participation methods that are more engaging to use and will foster participation. One of the strategies is gamification. By adding game elements to e-participation platforms it is hoped to motivate for citizens to engage. This paper reviewed a large number of e-participation platforms, seeking to provide an overview of the current state of the art of so-called gamified participation initiatives. Our results show that while about half of the review projects can be categorized as game-related, only a small amount employs gamification. Moreover, current gamified participation initiatives seem to focus on reward-based gamification, a strategy which is said to come with risks. The value of crowdsourcing in public policymaking: epistemic, democratic and economic value

Therefore, in this article, we examine value creation in crowdsourcing for public policymaking. We introduce a framework for analysing value creation in public policymaking in the following three dimensions: democratic, epistemic and economic. Democratic value is created by increasing transparency, accountability, inclusiveness and deliberation in crowdsourced policymaking. Epistemic value is developed when crowdsourcing serves as a knowledge search mechanism and a learning context. Economic value is created when crowdsourcing makes knowledge search in policymaking more efficient and enables government to produce policies that better address citizens’ needs and societal issues. Data ideologies of an interested public: A study of grassroots open government data intermediaries


 and  in Big Data & Society: “Government officials claim open data can improve internal and external communication and collaboration. These promises hinge on “data intermediaries”: extra-institutional actors that obtain, use, and translate data for the public. However, we know little about why these individuals might regard open data as a site of civic participation. In response, we draw on Ilana Gershon to conceptualize culturally situated and socially constructed perspectives on data, or “data ideologies.” This study employs mixed methodologies to examine why members of the public hold particular data ideologies and how they vary. In late 2015 the authors engaged the public through a commission in a diverse city of approximately 500,000. Qualitative data was collected from three public focus groups with residents. Simultaneously, we obtained quantitative data from surveys. Participants’ data ideologies varied based on how they perceived data to be useful for collaboration, tasks, and translations. Bucking the “geek” stereotype, only a minority of those surveyed (20%) were professional software developers or engineers.
