Building Digital Government Strategies

Open data on universities – New fuel for transformation


François van Schalkwyk at University World News: “Accessible, usable and relevant open data on South African universities makes it possible for a wide range of stakeholders to monitor, advise and challenge the transformation of South Africa’s universities from an informed perspective.

Some describe data as the new oil while others suggest it is a new form of capital or compare it to electricity. Either way, there appears to be a groundswell of interest in the potential of data to fuel development.

Whether the proliferation of data is skewing development in favour of globally networked elites or disrupting existing asymmetries of information and power, is the subject of ongoing debate. Certainly, there are those who will claim that open data, from a development perspective, could catalyse disruption and redistribution.

Open data is data that is free to use without restriction. Governments and their agencies, universities and their researchers, non-governmental organisations and their donors, and even corporations, are all potential sources of open data.

Open government data, as a public rather than a private resource, embedded in principles of universal access, participation and transparency, is touted as being able to restore the deteriorating levels of trust between citizens and their governments.

Open data promises to do so by making the decisions and processes of the state more transparent and inclusive, empowering citizens to participate and to hold public institutions to account for the distribution of public services and resources.

Benefits of open data

Open data has other benefits over its more cloistered cousins (data in private networks, big data, etc). By democratising access, open data makes possible the use of data on, for example, health services, crime, the environment, procurement and education by a range of different users, each bringing their own perspective to bear on the data. This can expose bias in the data or may improve the quality of the data by surfacing data errors. Both are important when data is used to shape government policies.

By removing barriers to reusing data such as copyright or licence-fees, tech-savvy entrepreneurs can develop applications to assist the public to make more informed decisions by making available easy-to-understand information on medicine prices, crime hot-spots, air quality, beneficial ownership, school performance, etc. And access to open research data can improve quality and efficiency in science.

Scientists can check and confirm the data on which important discoveries are based if the data is open, and, in some cases, researchers can reuse open data from other studies, saving them the cost and effort of collecting the data themselves.

‘Open washing’

But access alone is not enough for open data to realise its potential. Open data must also be used. And data is used if it holds some value for the user. Governments have been known to publish server rooms full of data that no one is interested in to support claims of transparency and supporting the knowledge economy. Government at a Glance 2017


OECD: “Government at a Glance 2017 provides the latest available data on public administrations in OECD countries. Where possible, it also reports data for Brazil, China, Colombia, Costa Rica, India, Indonesia, Lithuania, the Russian Federation, and South Africa. This edition contains new indicators on public sector emploympent, institutions, budgeting practices and procedures, regulatory governance, risk management and communication, open government data and public sector innovation. This edition also includes for the first time a number of scorecards comparing the level of access, responsiveness and quality of services in three key areas: health care, education and justice.

Each indicator in the publication is presented in a user-friendly format, consisting of graphs and/or charts illustrating variations across countries and over time, brief descriptive analyses highlighting the major findings conveyed by the data, and a methodological section on the definition of the indicator and any limitations in data comparability. A database containing qualitative and quantitative indicators on government is available on line. It is updated twice a year as new data are released. Lessons from Airbnb and Uber to Open Government as a Platform


Interview by Marquis Cabrera with Sangeet Paul Choudary: “…Platform companies have a very strong core built around data, machine learning, and a central infrastructure. But they rapidly innovate around it to try and test new things in the market and that helps them open themselves for further innovation in the ecosystem. Governments can learn to become more modular and more agile, the way platform companies are. Modularity in architecture is a very fundamental part of being a platform company; both in terms of your organizational architecture, as well as your business model architecture.

The second thing that governments can learn from a platform company is that successful platform companies are created with intent. They are not created by just opening out what you have available. If you look at the current approach of applying platform thinking in government, a common approach is just to take data and open it out to the world. However, successful platform companies first create a shaping strategy to shape-out and craft a direction of vision for the ecosystem in terms of what they can achieve by being on the platform. They then provision the right tools and services that serve the vision to enable success for the ecosystem[1] . And only then do they open up their infrastructure. It’s really important that you craft the right shaping strategy and use that to define the rights tools and services before you start pursuing a platform implementation.

In my work with governments, I regularly find myself stressing the importance of thinking as a market maker rather than as a service provider. Governments have always been market makers but when it comes to technology, they often take the service provider approach.

In your book, you used San Francisco City Government and Data.gov as examples of infusing platform thinking in government. But what are some global examples of governments, countries infusing platform thinking around the world?

One of the best examples is from my home country Singapore, which has been at the forefront of converting the nation into a platform. It has now been pursuing platform strategy both overall as a nation by building a smart nation platform, and also within verticals. If you look particularly at mobility and transportation, it has worked to create a central core platform and then build greater autonomy around how mobility and transportation works in the country. Other good examples of governments applying this are Dubai, South Korea, Barcelona; they are all countries and cities that have applied the concept of platforms very well to create a smart nation platform. India is another example that is applying platform thinking with the creation of the India stack, though the implementation could benefit from better platform governance structures and a more open regulation around participation….(More)”.

Open Government: Concepts and Challenges for Public Administration’s Management in the Digital Era

Second, to describe the components of an open government. Third, to examine the international movement situation involved with open government. And last, to analyze the challenges related to the application of open government in Thailandus current digital era. The paper suggests four periods of open government by linking to the concepts of public administration in accordance with the use of information technology in the public sector. The components of open government are consistent with the meaning of open government, including open data, open access, and open engagement. The current international situation of open government considers the ranking of open government and open government partnership. The challenges of adopting open government in Thailand include clear policy regarding open government, digital gap, public organizational culture, laws supporting privacy and data infrastructure….(More)”.

Rawification and the careful generation of open government data


 and  in Social Studies of Science: “Drawing on a two-year ethnographic study within several French administrations involved in open data programs, this article aims to investigate the conditions of the release of government data – the rawness of which open data policies require. This article describes two sets of phenomena. First, far from being taken for granted, open data emerge in administrations through a progressive process that entails uncertain collective inquiries and extraction work. Second, the opening process draws on a series of transformations, as data are modified to satisfy an important criterion of open data policies: the need for both human and technical intelligibility. There are organizational consequences of these two points, which can notably lead to the visibilization or the invisibilization of data labour. Finally, the article invites us to reconsider the apparent contradiction between the process of data release and the existence of raw data. Echoing the vocabulary of one of the interviewees, the multiple operations can be seen as a ‘rawification’ process by which open government data are carefully generated. Such a notion notably helps to build a relational model of what counts as data and what counts as work….(More)”.

Governments and Citizens in the Digital Age


European Commission: “In 2009, the Ministerial Declaration on eGovernment was adopted in Malmö, Sweden, uniting EU member states around a comprehensive programme for administrative reform and digital government. Now, as the government of Estonia prepares to take over the presidency of the Council of the European Union, EU Member States look again at the renewed prospects for restoring public trust in the digital age and unleashing the power of the Internet towards better public services and easier citizen/state interaction.

At the High-Level Roundtable on the European Union Ministerial Declaration on Digital Government, delegations from 13 member states met to discuss a “concept paper” prepared by the Lisbon Council.

It spelled out three areas for highlight:

  1. the “once-only” principle
  2. open government
  3. eIdentity and security

Delegations promised to take up the discussion in the Council of the European Union, but they want to hear from you, too. Information for the People: Tunisia Embraces Open Government, 2011–2016


Case study by Tristan Dreisback at Innovations for Successful Societies: “In January 2011, mass demonstrations in Tunisia ousted a regime that had tolerated little popular participation, opening the door to a new era of transparency. The protesters demanded an end to the secrecy that had protected elite privilege. Five months later, the president issued a decree that increased citizen access to government data and formed a steering committee to guide changes in information practices, building on small projects already in development. Advocates in the legislature and the public service joined with civil society leaders to support a strong access-to-information policy, to change the culture of public administration, and to secure the necessary financial and technical resources to publish large quantities of data online in user-friendly formats. Several government agencies launched their own open-data websites. External pressure, coupled with growing interest from civil society and legislators, helped keep transparency reforms on the cabinet office agenda despite frequent changes in top leadership. In 2016, Tunisia adopted one of the world’s strongest laws regarding access to information. Although members of the public did not put all of the resources to use immediately, the country moved much closer to having the data needed to improve access to services, enhance government performance, and support the evidence-based deliberation on which a healthy democracy depended…(More)”

Improving public services through open government


Tim Hughes at Involve: “As citizens, we rely on public services being accessible and high quality – to give us an education, keep us healthy, make our communities a safe place to be, and ensure our basic needs are met. Public services are critical to our wellbeing and life chances, and building stronger and more prosperous societies. Open government reforms have the potential to improve existing services, and unlock the ideas, knowledge and capacity for new solutions to societal challenges. The idea is simple – public services that are more responsive and accountable to us as citizens – and benefit from our insights, ideas, energy and scrutiny – will work better for us.

Dubai Data Releases Findings of ‘The Dubai Data Economic Impact Report’


Press Release: “the ‘Dubai Data Economic Impact Report’…provides the Dubai Government with insights into the potential economic impacts of opening and sharing data and includes a methodology for more rigorous measurement of the economic impacts of open and shared data, to allow regular assessment of the actual impacts in the future.

The study estimates that the opening and sharing of government and private sector data will potentially add a total of 10.4 billion AED Gross Value Added (GVA) impact to Dubai’s economy annually by 2021. Opening government data alone will result in a GVA impact of 6.6 billion AED annually as of 2021. This is equivalent to approximately 0.8% to 1.2% of Dubai’s forecasted GDP for 2021. Transport, storage, and communications are set to be the highest contributor to this potential GVA of opening government data, accounting for (27.8% or AED1.85 bn) of the total amount, followed by public administration (23.6% or AED 1.57 bn); wholesale, retail, restaurants, and hotels (13.7% or AED 908 million); real estate (9.6% or AED 639 million); and professional services (8.9% or AED 588 million). Finance and insurance, meanwhile, is calculated to make up 6.5% (AED 433 million) of the GVA, while mining, manufacturing, and utilities (6% or AED 395 million); construction (3.5% or AED 230 million); and entertainment and arts (0.4% or AED27 million) account for the remaining proportion.

This economic impact will be realized through the publication, exchange, use and reuse of Dubai data. The Dubai Data Law of 2015 mandates that data providers publish open data and exchange shared data. It defines open data as any Dubai data which is published and can be downloaded, used and re-used without restrictions by all types of users, while shared data is the data that has been classified as either confidential, sensitive, or secret, and can only be accessed by other government entities or by other authorised persons. The law pertains to local government entities, federal government entities which have any data relating to the emirate, individuals and companies who produce, own, disseminate, or exchange any data relating to the emirate. It aims to realise Dubai’s vision of transforming itself into a smart city, manage Dubai Data in accordance with a clear and specific methodology that is consistent with international best practices, integrate the services provided by federal and local government entities, and optimise the use of the data available to data providers, among other objectives….

The study identifies several stakeholders  involved in the use and reuse of open and shared data. These stakeholders – some of whom are qualified as “data creators” – play an important role in the process of generating the economic impacts. They include: data enrichers, who combine open data with their own sources and/or knowledge; data enablers, who do not profit directly from the data, but do so via the platforms and technologies they are provided on; data developers, who design and build Application Programming Interfaces (APIs); and data aggregators, who collect and pool data, providing it to other stakeholders….(More)”
