Participatory Budgeting: Does Evidence Match Enthusiasm?


Brian Wampler, Stephanie McNulty, and Michael Touchton at Open Government Partnership: “Participatory budgeting (PB) empowers citizens to allocate portions of public budgets in a way that best fits the needs of the people. In turn, proponents expect PB to improve citizens’ lives in important ways, by expanding their participation in politics, providing better public services such as in healthcare, sanitation, or education, and giving them a sense of efficacy.

Below we outline several potential outcomes that emerge from PB. Of course, assessing PB’s potential impact is difficult, because reliable data is rare and PB is often one of several programs that could generate similar improvements at the same time. Impact evaluations for PB are thus at a very early stage. Nevertheless, considerable case study evidence and some broader, comparative studies point to outcomes in the following areas:

Citizens’ attitudes: Early research focused on the attitudes of citizens who participate in PB, and found that PB participants feel empowered, support democracy, view the government as more effective, and better understand budget and government processes after participating (Wampler and Avritzer 2004; Baiocchi 2005; Wampler 2007).

Participants’ behavior: Case-study evidence shows that PB participants increase their political participation beyond PB and join civil society groups. Many scholars also expect PB to strengthen civil society by increasing its density (number of groups), expanding its range of activities, and brokering new partnerships with government and other CSOs. There is some case study evidence that this occurs (Baiocchi 2005; McNulty 2011; Baiocchi, Heller and Silva 2011; Van Cott 2008) as well as evidence from over 100 PB programs across Brazil’s larger municipalities (Touchton and Wampler 2014). Proponents also expect PB to educate government officials surrounding community needs, to increase their support for participatory processes, and to potentially expand participatory processes in complementary areas. Early reports from five counties in Kenya suggest that PB ther is producing at least some of these impacts.

Electoral politics and governance: PB can also promote social change, which may alter local political calculations and the ways that governments operate. PB may deliver votes to the elected officials that sponsor it, improve budget transparency and resource allocation, decrease waste and fraud, and generally improve accountability. However, there is very little evidence in this area because few studies have been able to measure these impacts in any direct way.

Social well-being: Finally, PB is designed to improve residents’ well-being. Implemented PB projects include funding for healthcare centers, sewage lines, schools, wells, and other areas that contribute directly to well-being. These effects may take years to appear, but recent studies attribute improvements in infant mortality in Brazil to PB (Touchton and Wampler 2014; Gonçalves 2014). Beyond infant mortality, the range of potential impacts extends to other health areas, sanitation, education, and poverty in general. Most of the public doesn’t know what open data is or how to use it


Jason Shueh at Statescoop: “New survey results show that despite the aggressive growth of open data, there is a drastic need for greater awareness and accessibility.

Results of a global survey published last month by Singapore’s Government Technology agency (GovTech) and the Economist Intelligence Unit, a British forecasting and advisory firm, show that open data is not being utilized as effectively as it could be. Researchers surveyed more than 1,000 residents in the U.S. and nine other leading open data counties and found that “an overwhelming” number of respondents say the primary barrier to open data’s use and effectiveness is a lack of public awareness.

The study reports that 50 percent of respondents said that national and local governments need to expand their civic engagements efforts on open data.

“Half of respondents say there is not enough awareness in their country about open government data initiatives and their benefits or potential uses,” the reports notes. “This is seen as the biggest barrier to more open government data use, particularly by citizens in India and Mexico.”

Accessibility is named as the second largest hurdle, with 31 percent calling for more relevant data. Twenty-five percent say open data is difficult to use due to a lack of standardized formats and another 25 percent say they don’t have the skills to understand open data.

Those calling for more relevant data say they wanted to see more information on crime, the economy and the environment, yet report they are happy with the availability and use of open data related to transportation….

When asked to name the main benefit of open data, 70 percent say greater transparency, 78 percent say to drive a better quality of life, and 53 percent cite better decision making….(More)”.

Growing government innovation labs: an insider’s guide


Report by UNDP and Futurgov: “Effective and inspirational labs exist in many highly developed countries. In Western Europe, MindLab (Denmark) and The Behavioural Insights Team (UK) push their governments to re-imagine public services. In Asia, the Innovation Bureau in Seoul, South Korea, co-designs better services with citizens.

However, this guide is aimed towards those working in the development context. The authors believe their collective experience of running labs in Eurasia, Asia and the Middle East is directly transferrable to other regions who face similar challenges, for example, moving from poverty to inequality, or from a recent history of democratisation towards more open government.

This report does not offer a “how-to” of innovation techniques — there are plenty of guides out there. Instead, we give the real story of how government innovation labs develop in regions like ours: organic and people-driven, often operating under the radar until safe to emerge. The role of policy entrepreneurs in open government data policy innovation diffusion: An analysis of Australian Federal and State Governments


Paper by Akemi TakeokaChatfield and Christopher G.Reddick: “Open government data (OGD) policy differs substantially from the existing Freedom of Information policies. Consequently OGD can be viewed as a policy innovation. Drawing on both innovation diffusion theory and its application to public policy innovation research, we examine Australia’s OGD policy diffusion patterns at both the federal and state government levels based on the policy adoption timing and CKAN portal “Organization” and “Category” statistics. We found that state governments that had adopted OGD policies earlier had active policy entrepreneurs (or lead departments/agencies) responsible for the policy innovation diffusion across the different government departments. We also found that their efficacy ranking was relatively high in terms of OGD portal openness when openness is measured by the greater number of datasets proactively and systematically published through their OGD portals. These findings have important implications for the role played by OGD policy entrepreneurs in openly sharing the government-owned datasets with the public….(More)”.

Priceless? A new framework for estimating the cost of open government reforms


New paper by Praneetha Vissapragada and Naomi Joswiak: “The Open Government Costing initiative, seeded with funding from the World Bank, was undertaken to develop a practical and actionable approach to pinpointing the full economic costs of various open government programs. The methodology developed through this initiative represents an important step towards conducting more sophisticated cost-benefit analyses – and ultimately understanding the true value – of open government reforms intended to increase citizen engagement, promote transparency and accountability, and combat corruption, insights that have been sorely lacking in the open government community to date. The Open Government Costing Framework and Methods section (Section 2 of this report) outlines the critical components needed to conduct cost analysis of open government programs, with the ultimate objective of putting a price tag on key open government reform programs in various countries at a particular point in time. This framework introduces a costing process that employs six essential steps for conducting a cost study, including (1) defining the scope of the program, (2) identifying types of costs to assess, (3) developing a framework for costing, (4) identifying key components, (5) conducting data collection and (6) conducting data analysis. While the costing methods are built on related approaches used for analysis in other sectors such as health and nutrition, this framework and methodology was specifically adapted for open government programs and thus addresses the unique challenges associated with these types of initiatives. Paraguay’s transparency alchemists


Story by the Open Contracting Partnership: “….The “Cocido de oro” scandal is seen as part of a well-organized and well-informed youth movement that has sprung up in Paraguay in recent years. An equally dramatic controversyinvolving alleged corruption and unfair staff appointments at one of the country’s top public universities led to the resignation of the Chancellor and other senior staff in September 2015. Mostly high school and university students, they are no longer willing to tolerate the waste and corruption in public spending — a hangover from 35 years of authoritarian rule. They expect their government to be more open and accountable, and public decision-making processes to be more inclusive and democratic.

Thanks to government initiatives that have sought to give citizens greater access to information about public institutions, these students, along with investigative journalists and other civil society groups, are starting to engage actively in civic affairs. And they are data-savvy, basing recommendations on empirical evidence about government policies and processes, how they are implemented, and whether they are working.

Leading the pack is the country’s public procurement office, which runs a portal that ranks among the most open government data sources in the world. Together with information about budgets, public bodies’ payrolls, and other government data, this is helping Paraguayans to tackle some of the biggest long-standing problems faced by the government, like graft, overpricing, nepotism and influence-peddling….

The government recognizes there’s still a long way to go in their quest to open up public data. Few institutions have opened their databases or publish their data on an open data portal, and use of the data that has been published is still limited, according to a report on the country’s third OGP Action Plan. Priority data sets aren’t accessible in ways that meet the needs of civil society, the report adds.

And yet, the tremors of a tectonic shift in transparency and accountability in Paraguay are already being felt. In a short time, armed with access to information, citizens have started engaging with how public money is and should be spent.

The government is now doubling down on its strategy of fostering public participation, using cutting-edge technology to increase citizens’ access to data about their state institutions. Co-creating an Open Government Data Driven Public Service: The Case of Chicago’s Food Inspection Forecasting Model


Conference paper by Keegan Mcbride et al: “Large amounts of Open Government Data (OGD) have become available and co-created public services have started to emerge, but there is only limited empirical material available on co-created OGD-driven public services. The authors have built a conceptual model around an innovation process based on the ideas of co-production and agile development for co-created OGD-driven public service. An exploratory case study on Chicago’s use of OGD in a predictive analytics model that forecasts critical safety violations at food serving establishments was carried out to expose the intricate process of how co-creation occurs and what factors allow for it to take place. Six factors were identified as playing a key role in allowing the co-creation of an OGD-driven public service to take place: external funding, motivated stakeholders, innovative leaders, proper communication channels, an existing OGD portal, and agile development practices. The conceptual model was generally validated, but further propositions on co-created OGD-driven public services emerged. These propositions state that the availability of OGD and tools for data analytics have the potential to enable the co-creation of OGD-driven public services, governments releasing OGD are acting as a platform and from this platform the co-creation of new and innovative OGD-driven public services may take place, and that the idea of Government as a Platform (GaaP) does appear to be an idea that allows for the topics of co-creation and OGD to be merged together….(More)”.

A Guide to Tactical Data Engagement


Sunlight Foundation Press Release: “A Guide to Tactical Data Engagement is a brand new resource released today designed to help city leaders and residents collaborate on increasing the social impact of open government data. Based on the core concepts of human-centered design and tactical urbanism, this approach challenges city halls to make open data programs more transparent, accountable, and participatory by actively helping residents use open government data to improve their communities.

The new guide outlines a four-step process to help readers complete a resident-informed project, product, or tool that addresses a specific community need:

  • Find a focus area by observing the community
  • Refine use cases by interviewing stakeholders
  • Design a plan by coordinating with target users
  • Implement an intervention by collaborating with actual users

Readers can carry out each of these steps “tactically” — using lightweight, adaptable, and inexpensive tactics that can realistically fit within a city hall’s or community’s unique constraints and capacities. The tactics are drawn from examples of good resident engagement around the country, and ensure that in every step, residents are collaborators in determining promising opportunities for impact through the community use of open government data.

The stuff and nonsense of open data in government


Ian L. Boyd at Nature: “….Government is mostly involved in creating or implementing policies concerning how people live their lives. Making government data open could be seen as the equivalent of open government itself because data are increasingly the ‘stuff’ of government. But there are moral and ethical issues concerning the data owned by government and there is an issue of trust about how government handles data. The more obvious issues concerning data that are tagged specifically with the identity of an individual are probably well covered, but we all know that this is not sufficient. We need to be aware of the pitfalls about opening government without appropriate assurances around the ethical and moral use of the data it holds.

It would be wrong, however, to always see the risks presented by open data and not also see the benefits. Like all innovations it is important to design the application of the innovation to maximise benefits and minimise risks. The intelligent use of data could revolutionise government and place a lot more control in the hands of individuals by, for example, ensuring that everybody can have instant access to all the information that government holds about them and can make their own decisions about who should be allowed to see that information and what uses can be made of it. There is a big drive in government towards this kind of model of data control. Commercial operators, such as major retailers, often hold a lot of data about individuals. They should also have to move towards the empowerment of individuals to say what should or should not be done with data that concerns them….(More)”.

How are Italian Companies Embracing Open Data?

To answer these questions, the GovLab started a project three years ago, Open Data 500, to map and assess — in a comparative manner, across sectors and countries — the private sector’s use of open data to develop new products and services, and create social value.

Today we are launching Open Data 200 Italy, in partnership with Fondazione Bruno Kessler, which seeks to showcase the breadth and depth of companies using open data in Italy.

OD200 Italy is the first and only platform to map the use of open data by companies in Italy. 

Our findings show there is a growing ecosystem around open data in Italy that goes beyond traditional open data advocates. …

The OD200 Italy project shows the diversity of data being used, which makes it necessary to keep open data broad and sustained.
