White House Releases 150 Data Sets to Fight Climate Change


 at GovTech: “To support the president’s Climate Data Initiative, the White House revealed on Tuesday, April 7, a series of data projects and partnerships that includes more than 150 new open data sets, as well as commitments from Google, Microsoft and others to cultivate climate analysis.

The undertakings were released at a White House climate and health conference where John Holdren, director of the White House Office of Science and Technology Policy, pressed the need for greater data to compel decreases to greenhouse emissions.

“This is a science-based administration, a fact-based administration, and our climate policies have to be based on fact, have to be based on data, and we want to make those data available to everybody,” Holdren said.

The data initiative touches multiple agencies — including NASA, the Centers for Disease Control and Prevention, the National Institutes of Health and the Environmental Protection Agency — and is part of the White House proclamation of a new National Public Health Week, from April 6 to April 12, to spur national health solutions and awareness.

The 150-plus data sets are all connected to health, and are among the 560 climate-related data sets available on Data.gov, the U.S. government’s open data portal. Accompanying the release, the Department of Health and Human Services added a Health Care Facilities Toolkit on Toolkit.climate.gov, a site that delivers climate resilience techniques, strategies, case studies and tools for organizations attempting climate change initiatives.

Holdren was followed by White House Chief Data Scientist D.J. Patil, who moderated a tech industry panel with representatives from Google, Microsoft and GIS mapping software company Esri.

Google Earth Outreach Program Manager Allison Lieber confirmed that Google will continue to provide assistance with 10 million hours for high-performance computing for climate data projects — down from 50 million in 2014 — and the company will likewise provide climate data hosting on Google Earth….(More)”

Joshua Chambers at FutureGov: “…two public servants in Western Australia have come up with an alternative way of pushing forwards their government’s digital delivery.

Their new project, Ready Steady Gov, provides free web templates based on an open source CMS so that any agency can quickly upgrade their web site, for free. The officials’ templates are based on the web site guidance published by the state: the Web Governance Framework and the Common Website Elements documentation.

The site was motivated by a desire to quickly improve government web sites. “I’m sure you’ve heard the phrase… ‘Everything takes longer in government’. We want building websites to become an exception to this rule,” wrote Jessy Yuen and Vincent Manera, the project’s founders.

They have created five open source templates “which are lightly styled so that you can easily integrate your own branding”. They are responsive so that they fit all screen sizes, and meet the required accessibility standards….(More)”

Innovating for Impact in Public Policy


Post by Derek B. Miller and Lisa Rudnick: “Political systems across democratic countries are becoming more ideologically and politically divided over how to use increasingly limited resources. In the face of these pressures everyone wants results: they want them cheap and they want them now. This demand for better results is falling squarely on civil servants.

In the performance of their jobs, everyone is being asked to do more with less. This demand comes independent of theme, scope, or size of the public institution. It is as true for those working in transportation as it is for those in education or public health or international peace and security; whether in local government or at UN agencies; or else in the NGOs, think tanks, and community-based organizations that partner with them. Even private industry feels the squeeze.

When we say “do more with less” we mean more impact, better results, and more effective outcomes than ever before with less money and time, fewer people, and (often) less political support.

In taking a cue from the private sector, the public sector is looking for solutions in “Innovation.”

Innovation is the act of making possible that which was previously impossible in order to solve a problem. Given that present performance is insufficient to meet demand, there is a turn to innovation (broadly defined) to maximize resources through new methods to achieve goals. In this way, innovation is being treated as a strategic imperative for successful governance.

From our vantage point — having worked on innovation and public policy for over a decade, mostly from within the UN — we see two driving forces for innovation that we believe are going to shape the future of public policy performance and, by extension, the character of democratic governance in the years to come. Managing the convergence of these two approaches to innovation is going to be one of the most important public policy agendas for the next several decades (for a detailed discussion of this topic, see Trying it on for Size: Design and International Public Policy).

The first is evidence-based policymaking. The goal of evidence-based policymaking is to build a base of evidence — often about past performance —  so that lessons can be learned, best practices distilled, and new courses of action recommended (or required) to guide future organizational behavior for more efficient or effective outcomes.

The End of Asymmetric Information


Essay by Alex Tabarrok and Tyler Cowen: Might the age of asymmetric information – for better or worse – be over?  Market institutions are rapidly evolving to a situation where very often the buyer and the seller have roughly equal knowledge. Technological developments are giving everyone who wants it access to the very best information when it comes to product quality, worker performance, matches to friends and partners, and the nature of financial transactions, among many other areas.

These developments will have implications for how markets work, how much consumers benefit, and also economic policy and the law. As we will see, there may be some problematic sides to these new arrangements, specifically when it comes to privacy. Still, a large amount of economic regulation seems directed at a set of problems which, in large part, no longer exist…

Many “public choice” problems are really problems of asymmetric information. In William Niskanen’s (1974) model of bureaucracy, government workers usually benefit from larger bureaus, and they are able to expand their bureaus to inefficient size because they are the primary providers of information to politicians. Some bureaus, such as the NSA and the CIA, may still be able to use secrecy to benefit from information asymmetry. For instance they can claim to politicians that they need more resources to deter or prevent threats, and it is hard for the politicians to have well-informed responses on the other side of the argument. Timely, rich information about most other bureaucracies, however, is easily available to politicians and increasingly to the public as well. As information becomes more symmetric, Niskanen’s (1974) model becomes less applicable, and this may help check the growth of unneeded bureaucracy.

Cheap sensors are greatly extending how much information can be economically gathered and analyzed. It’s not uncommon for office workers to have every key stroke logged. When calling customer service, who has not been told “this call may be monitored for quality control purposes?” Service-call workers have their location tracked through cell phones. Even information that once was thought to be purely subjective can now be collected and analyzed, often with the aid of smart software or artificial intelligence. One firm, for example, uses badges equipped with microphones, accelerometers, and location sensors to measure tone of voice, posture, and body language, as well as who spoke to whom and for how long (Lohr 2014). The purpose is not only to monitor workers but to deduce when, where and why workers are the most productive. We are again seeing trade-offs which bring greater productivity, and limit asymmetric information, albeit at the expense of some privacy.

As information becomes more prevalent and symmetric, earlier solutions to asymmetric problems will become less necessary. When employers do not easily observe workers, for example, employers may pay workers unusually high wages, generating a rent. Workers will then work at high levels despite infrequent employer observation, to maintain their future rents (Shapiro and Stiglitz 1984). But those higher wages involved a cost, namely that fewer workers were hired, and the hires that were made often were directed to people who were already known to the firm. Better monitoring of workers will mean that employers will hire more people and furthermore they may be more willing to take chances on risky outsiders, rather than those applicants who come with impeccable pedigree. If the outsider does not work out and produce at an acceptable level, it is easy enough to figure this out and fire them later on….(More)”

Big Data, Little Data, No Data


New book by Christine L. Borgman: “Big Data” is on the covers of Science, Nature, the Economist, and Wired magazines, on the front pages of the Wall Street Journal and the New York Times. But despite the media hyperbole, as Christine Borgman points out in this examination of data and scholarly research, having the right data is usually better than having more data; little data can be just as valuable as big data. In many cases, there are no data—because relevant data don’t exist, cannot be found, or are not available. Moreover, data sharing is difficult, incentives to do so are minimal, and data practices vary widely across disciplines.

Borgman, an often-cited authority on scholarly communication, argues that data have no value or meaning in isolation; they exist within a knowledge infrastructure—an ecology of people, practices, technologies, institutions, material objects, and relationships. After laying out the premises of her investigation—six “provocations” meant to inspire discussion about the uses of data in scholarship—Borgman offers case studies of data practices in the sciences, the social sciences, and the humanities, and then considers the implications of her findings for scholarly practice and research policy. Bloomberg Philanthropies Launches $100 Million Data for Health Program in Developing Countries


Press Release: “Bloomberg Philanthropies, in partnership with the Australian government, is launching Data for Health, a $100 million initiative that will enable 20 low- and middle-income countries to vastly improve public health data collection.  Each year the World Health Organization estimates that 65% of all deaths worldwide – 35 million each year – go unrecorded. Millions more deaths lack a documented cause. This gap in data creates major obstacles for understanding and addressing public health problems. The Data for Health initiative seeks to provide governments, aid organizations, and public health leaders with tools and systems to better collect data – and use it to prioritize health challenges, develop policies, deploy resources, and measure success. With information from these surveys, illness caused by day-to-day behaviors such as tobacco use and poor nutrition habits can be targeted, addressed and prevented. Rebooting Democracy


 John Boik, Lorenzo Fioramonti, and Gary Milante at Foreign Policy: “….The next generation of political and economic systems may look very different from the ones we know today.

Some changes along these lines are already happening. Civil society groups, cities, organizations, and government agencies have begun to experiment with a host of innovations that promote decentralization, redundancy, inclusion, and diversity. These include participatory budgeting, where residents of a city democratically choose how public monies are spent. They also include local currency systems, open-source development, open-design, open-data and open-government, public banking, “buy local” campaigns, crowdfunding, and socially responsible business models.

Such innovations are a type of churning on the edges of current systems. But in complex systems, changes at the periphery can cascade to changes at the core. Further, the speed of change is increasing. Consider the telephone, first introduced by Bell in 1876. It took about 75 years to reach adoption by 50 percent of the market. A century later the Internet did the same in about 35 years. We can expect that the next major innovations will be adopted even faster.

Following the examples of the telephone and Internet, it appears likely that the technology of new economic and political decision-making systems will first be adopted by small groups, then spread virally. Indeed, small groups, such as neighborhoods and cities, are among today’s leaders in innovation. The influence of larger bodies, such as big corporations and non-governmental organizations, is also growing steadily as nation states increasingly share their powers, willingly or not.

Changes are evident even within large corporations. Open-source software development has become the norm, for example, and companies as large as Toyota have announced plans to freely share their intellectual property.

While these innovations represent potentially important parts of new political and economic systems, they are only the tip of the iceberg. Systems engineering design could eventually integrate these and other innovations into efficient, user-friendly, scalable, and resilient whole systems. But the need for this kind of innovation is not yet universally acknowledged. In its list of 14 grand challenges for the 21st century, the U.S. National Academy of Engineering addresses many of the problems caused by poor decision making, such as climate change, but not the decision-making systems themselves. The work has only just begun.

The development of new options will dramatically alter how democracy is used, adjusted, and exported. Attention will shift toward groups, perhaps at the city/regional level, who wish to apply the flexible tools freely available on the Internet. Future practitioners of democracy will invest more time and resources to understand what communities want and need — helping them adapt designs to make them fit for their purpose — and to build networked systems that beneficially connect diverse groups into larger political and economic structures. In time, when the updates to next-generation political and economic near completion, we might find ourselves more fully embracing the notion “engage local, think global.”…(More)
