A Research Roadmap for Human Computation


Emerging Technology From the arXiv : “The wisdom of the crowd has become so powerful and so accessible via the Internet that it has become a resource in its own right. Various services now tap into this rich supply of human cognition, such as Wikipedia, Duolingo, and Amazon’s Mechanical Turk.

So important is this resource that scientists have given it a name; they call it human computation. And a rapidly emerging and increasingly important question is how best to exploit it.

Today, we get an answer of sorts thanks to a group of computer scientists, crowdsourcing pioneers, and visionaries who have created a roadmap for research into human computation. The team, led by Pietro Michelucci at the Human Computation Institute, point out that human computation systems have been hugely successful at tackling complex problems from identifying spiral galaxies to organizing disaster relief.

But their potential is even greater still, provided that human cognition can be efficiently harnessed on a global scale. Last year, they met to discuss these issues and have now published the results of their debate.

The begin by pointing out the extraordinary successes of human computation….then describe the kinds of projects they want to create. They call one idea Project Houston after the crowdsourced effort on the ground that helped bring back the Apollo 13 astronauts after an on-board explosion on the way to the moon.

Their idea is that similar help can be brought to bear from around the world when individuals on earth find themselves in trouble. By this they mean individuals who might be considering suicide or suffering from depression, for example.

The plan is to use state-of-the-art speech analysis and natural language understanding to detect stress and offer help. This would come in the form of composite personalities made up from individuals with varying levels of expertise in the crowd, supported by artificial intelligence techniques. “Project Houston could provide a consistently kind and patient personality even if the “crowd” changes completely over time,” they say.

Another idea is to build on the way that crowdsourcing helps people learn. One example of this is Duolingo, an app that offers free language lessons while simultaneously acting as a document translation service. “Why stop with language learning and translation?” they ask.

A similar approach could help people learn new skills as they work online, a process that should allow them to take on more complex roles. One example is in the field of radiology, where an important job is to recognize tumors on x-ray images. This is a task that machine vision algorithms do not yet perform reliably…..

Yet another idea would be to crowdsource information that helps the poorest families in America find social welfare programs. These programs are often difficult to navigate and represent a disproportionate hardship for the people who are most likely to benefit from them: those who are homeless, who have disabilities, who are on low income, and so on.

The idea is that the crowd should take on some of this burden freeing up this group for other tasks, like finding work, managing health problems and so on.

These are worthy goals but they raise some significant questions. Chief among these is the nature of the ethical, legal, and social implications of human computation. How can this work be designed to allow meaningful and dignified human participation? How can the outcomes be designed so that the most vulnerable people can benefit from it? And what is the optimal division of labor between machines and humans to produce a specific result?

The Data That’s Hiding in Plain Sight


Beth Noveck in Governing: “What makes open data a powerful tool for governing better is the ability of people inside and outside of institutions to use the same data to create effective policies and useful tools, visualizations, maps and apps. Open data also can provide the raw material to convene informed conversations about what’s broken and the empirical foundation for developing solutions. But to realize its potential, the data needs to be truly open: not only universally and readily accessible but also structured for usability and computability.

One area where open data has the potential to make a real difference — and where some of its current limitations are all too apparent — is in state-level regulation of nonprofits. In May, a task force comprising the Federal Trade Commission together with 58 agencies from all 50 states and the District of Columbia filed a lawsuit against the Cancer Fund group of nonprofits and the individuals who run them. The complaint alleges that the groups are sham charities that spend “the overwhelming majority of donated funds supporting the Individual Defendants, their families and friends, and their fundraisers.” State officials spotted telltale signs of abuse and fraud by studying information the organizations had submitted in their federal nonprofit tax returns and state-by-state registration forms.

Nonprofit tax returns and registration forms are the public’s (and government’s) primary window into the workings of America’s enormous and economically impactful nonprofit sector. Every year in the United States, approximately 1.5 million registered tax-exempt organizations file a version of the federal Form 990, the tax return for tax-exempt organization, with the Internal Revenue Service and state tax authorities. These forms collect details on the organizations’ financial, governance and organizational structure to the end of ensuring that they are deserving of their tax-exempt status. All but 10 states also require that nonprofits file state-specific registration forms. The information these filings contain about executive compensation, fundraising expenses and donation activities can help regulators spot possible bad actors and alert each other to targets for further investigation.

Governing methods: policy innovation labs, design and data science in the digital governance of education

The article offers a historical and conceptual account of the organisational form of the policy innovation lab. Policy innovation labs are characterised by specific methods and techniques of design, data science, and digitisation in public services such as education. The second half of the article details how labs promote the use of digital data analysis, evidence-based evaluation and ‘design-for-policy’ techniques as methods for the governing of education. In particular, they promote the ‘computational thinking’ associated with computer programming as a capacity required by a ‘reluctant state’ that is increasingly concerned to delegate its responsibilities to digitally enabled citizens with the ‘designerly’ capacities and technical expertise to ‘code’ solutions to public and social problems. Participatory Governance

This trend, called participatory governance, involves state-sanctioned institutional processes that allow citizens to exercise voice and vote in public policy decisions that produce real changes in citizens’ lives. Billions of dollars are spent supporting these efforts around the world. The concept, which harks back to theorists such as Jean-Jacques Rousseau and John Stuart Mill, has only recently become prominent in theories about democracy. After presenting the foundational research on participatory governance, the essay notes that newer research on this issues falls into three areas: (i) the broader impact of these experiments; (ii) new forms of engagement, with a focus on representation, deliberation, and intermediation; and (iii) scaling up and diffusion. How to Get People to Pitch In


Erez Yoeli, Syon Bhanot, Gordon Kraft-Todd And David Rand in The New York Times: “…The “Pigouvian” approach to encouraging cooperation, named after the economist who first suggested it nearly a century ago, is to change the price — i.e., the personal cost of cooperating: Make water more expensive, tax carbon or pay people to vaccinate their kids.

But Californians are stubbornly unresponsive to higher water prices. Estimates suggest that a 10 percent increase in price would result in reductions in water use of 2 to 4 percent. That’s not nothing, but it implies that huge, politically infeasible price increases would be needed to address the state’s needs.

This problem isn’t unique to Californians and their effort to save water. In a recent review of field experiments that promote cooperation in the journal Current Opinion in Behavioral Sciences, we found that changing the material costs and benefits of cooperation often doesn’t work. Researchers have tried various forms of payments — paying cash, handing out T-shirts — and they’ve tried providing information on how to cooperate, with only limited success.

What does consistently work may be surprising: interventions based not on money, but on leveraging social concerns.

There are two ways to do this, both building on people’s desire for others to think highly of them. One is to make people’s cooperative (or selfish) choices more observable to others, like neighbors or co-workers. The second works in the opposite direction, providing people with information about how others around them are behaving (this is called a “descriptive social norm”).

To see how this might work, consider the California drought. The state could set up a website where homeowners pledge publicly to reduce their water consumption by 15 percent. Those who do would get a lawn sign that would say something like, “My lawn is yellow because I took a pledge to help California. Join me at yellowlawns.ca.gov.”

And what about norms? Innovative companies and public utilities are already on the case. A San Francisco-based firm, WaterSmart Software, sends mailers that allow homeowners to compare their water use to their neighbors’. Estimates suggest that these mailers reduce water use by 2 to 5 percent — the same as a 10 percent price increase.

Why do social interventions work? Research on the evolution of cooperation provides an answer. Beyond helping our families — the people to whom we’re genetically related — making others better off is not our main motivation to give. Instead, we cooperate because it makes us look good. This can be going on consciously or, more often, subconsciously (a gut feeling of guilt when your neighbor sees you turning on your sprinkler).

When your choices are observable by others, it makes it possible for good actions to benefit your reputation. Similarly, norms make you feel you’re expected to cooperate in a given situation, and that people may think poorly of you if they learn you are not doing your part….(More)”

What’s gone wrong with democracy


Essay in The Economist: “Democracy was the most successful political idea of the 20th century. Why has it run into trouble, and what can be done to revive it?….

Even those lucky enough to live in mature democracies need to pay close attention to the architecture of their political systems. The combination of globalisation and the digital revolution has made some of democracy’s most cherished institutions look outdated. Established democracies need to update their own political systems both to address the problems they face at home, and to revitalise democracy’s image abroad. Some countries have already embarked upon this process. America’s Senate has made it harder for senators to filibuster appointments. A few states have introduced open primaries and handed redistricting to independent boundary commissions. Other obvious changes would improve matters. Reform of party financing, so that the names of all donors are made public, might reduce the influence of special interests. The European Parliament could require its MPs to present receipts with their expenses. Italy’s parliament has far too many members who are paid too much, and two equally powerful chambers, which makes it difficult to get anything done.

But reformers need to be much more ambitious. The best way to constrain the power of special interests is to limit the number of goodies that the state can hand out. And the best way to address popular disillusion towards politicians is to reduce the number of promises they can make. The key to a healthier democracy, in short, is a narrower state—an idea that dates back to the American revolution. “In framing a government which is to be administered by men over men”, Madison argued, “the great difficulty lies in this: you must first enable the government to control the governed; and in the next place oblige it to control itself.” The notion of limited government was also integral to the relaunch of democracy after the second world war. The United Nations Charter (1945) and the Universal Declaration of Human Rights (1948) established rights and norms that countries could not breach, even if majorities wanted to do so.

These checks and balances were motivated by fear of tyranny. But today, particularly in the West, the big dangers to democracy are harder to spot. One is the growing size of the state. The relentless expansion of government is reducing liberty and handing ever more power to special interests. The other comes from government’s habit of making promises that it cannot fulfil, either by creating entitlements it cannot pay for or by waging wars that it cannot win, such as that on drugs. Both voters and governments must be persuaded of the merits of accepting restraints on the state’s natural tendency to overreach. Giving control of monetary policy to independent central banks tamed the rampant inflation of the 1980s, for example. It is time to apply the same principle of limited government to a broader range of policies. Mature democracies, just like nascent ones, require appropriate checks and balances on the power of elected government….

Several places are making progress towards getting this mixture right. The most encouraging example is California. Its system of direct democracy allowed its citizens to vote for contradictory policies, such as higher spending and lower taxes, while closed primaries and gerrymandered districts institutionalised extremism. But over the past five years California has introduced a series of reforms, thanks in part to the efforts of Nicolas Berggruen, a philanthropist and investor. The state has introduced a “Think Long” committee to counteract the short-term tendencies of ballot initiatives. It has introduced open primaries and handed power to redraw boundaries to an independent commission. And it has succeeded in balancing its budget—an achievement which Darrell Steinberg, the leader of the California Senate, described as “almost surreal”.

Similarly, the Finnish government has set up a non-partisan commission to produce proposals for the future of its pension system. At the same time it is trying to harness e-democracy: parliament is obliged to consider any citizens’ initiative that gains 50,000 signatures. But many more such experiments are needed—combining technocracy with direct democracy, and upward and downward delegation—if democracy is to zigzag its way back to health.

John Adams, America’s second president, once pronounced that “democracy never lasts long. It soon wastes, exhausts and murders itself. There never was a democracy yet that did not commit suicide.” He was clearly wrong. Democracy was the great victor of the ideological clashes of the 20th century. But if democracy is to remain as successful in the 21st century as it was in the 20th, it must be both assiduously nurtured when it is young—and carefully maintained when it is mature….(More)

Data for Development


Jeffrey D. Sachs at Project Syndicate: “The data revolution is rapidly transforming every part of society. Elections are managed with biometrics, forests are monitored by satellite imagery, banking has migrated from branch offices to smartphones, and medical x-rays are examined halfway around the world. With a bit of investment and foresight, spelled out in a new report, prepared by the UN Sustainable Development Solutions Network (SDSN), on Data for Development, the data revolution can drive a sustainable development revolution, and accelerate progress toward ending poverty, promoting social inclusion, and protecting the environment.
The world’s governments will adopt the new Sustainable Development Goals (SDGs) at a special United Nations summit on September 25. The occasion will likely be the largest gathering of world leaders in history, as some 170 heads of state and government adopt shared goals that will guide global development efforts until 2030. Of course, goals are easier to adopt than to achieve. So we will need new tools, including new data systems, to turn the SDGs into reality by 2030. In developing these new data systems, governments, businesses, and civil-society groups should promote four distinct purposes.

The first, and most important, is data for service delivery. The data revolution gives governments and businesses new and greatly improved ways to deliver services, fight corruption, cut red tape, and guarantee access in previously isolated places. Information technology is already revolutionizing the delivery of health care, education, governance, infrastructure (for example, prepaid electricity), banking, emergency response, and much more.
The second purpose is data for public management. Officials can now maintain real-time dashboards informing them of the current state of government facilities, transport networks, emergency relief operations, public health surveillance, violent crimes, and much more. Citizen feedback can also improve functioning, such as by crowd-sourcing traffic information from drivers. Geographic information systems (GIS) allow for real-time monitoring across local governments and districts in far-flung regions.
The third purpose is data for accountability of governments and businesses. It is a truism that government bureaucracies cut corners, hide gaps in service delivery, exaggerate performance, or, in the worst cases, simply steal when they can get away with it. Many businesses are no better. The data revolution can help to ensure that verifiable data are accessible to the general public and the intended recipients of public and private services. When services do not arrive on schedule (owing to, say, a bottleneck in construction or corruption in the supply chain), the data system will enable the public to pinpoint problems and hold governments and businesses to account.
Finally, the data revolution should enable the public to know whether or not a global goal or target has actually been achieved. The Millennium Development Goals, which were set in the year 2000, established quantitative targets for the year 2015. But, although we are now in the MDGs’ final year, we still lack precise knowledge of whether certain MDG targets have been achieved, owing to the absence of high-quality, timely data. Some of the most important MDG targets are reported with a lag of several years. The World Bank, for example, has not published detailed poverty data since 2010…..(More)”

Enhancing Social Accountability Through ICT: Success Factors and Challenges


Wakabi, Wairagala and  Grönlund, Åke for the International Conference for E-Democracy and Open Government 2015: “This paper examines the state of citizen participation in public accountability processes via Information and Communication Technologies (ICT). It draws on three projects that use ICT to report public service delivery failures in Uganda, mainly in the education, public health and the roads sectors. While presenting common factors hampering meaningful use of ICT for citizens’ monitoring of public services and eParticipation in general, the paper studies the factors that enabled successful whistle blowing using toll free calling, blogging, radio talk shows, SMS texting, and e-mailing. The paper displays examples of the positive impacts of whistle-blowing mechanisms and draws up a list of success factors applicable to these projects. It also outlines common challenges and drawbacks to initiatives that use ICT to enable citizen participation in social accountability. The paper provides pathways that could give ICT-for-participation and for-accountability initiatives in countries with characteristics similar to Uganda a good chance of achieving success. While focusing on Uganda, the paper may be of practical value to policy makers, development practitioners and academics in countries with similar socio-economic standings….(More)”

Digital Democracy


Digital Democracy is a product of the Institute for Advanced Technology and Public Policy. The new online platform features a searchable database of California state legislative committees hearings, allowing the user to search videos by keyword, topic, speaker or date. Digital Democracy is a first of its kind tool because it will transcribe all legislative hearing videos and will make the transcriptions available to users in their searchable entirety. These data rich transcripts represent an entirely new data set that is currently unavailable to the public. Additionally, sophisticated meta tags attached to the transcripts will enable users to run in depth analytics to identify trends and relationships. A robust database of all speakers will track individual participants’ testimony, positions, and donation and gift histories.

This project is pushing beyond the technical challenges of providing mere access to information, instead focusing on how this new data set can be meaningfully interpreted and acted upon. Tools within the system will allow a user to quickly and easily search, locate, view, clip, and share this information and opinions on Facebook, Twitter, YouTube, Google+, and other social media platforms. The video clips will provide dynamic content for grassroots mobilizers, online media outlets, bloggers, professional associations, and government watchdogs.
