Factors Influencing Decisions about Crowdsourcing in the Public Sector: A Literature Review

In short, it means selection of functions which until present have been performed by employees and transferring them, in the form of an open on‑line call, to an undefined virtual community. In economic practice it has become amegatrend, which drives innovations, collaboration in the field of scientific research, business, or society. It is reached by more and more organisations, for instance considering its potential business value (Rouse 2010; Whitla 2009).

The first paper dedicated to crowdsourcing appeared relatively recently, in 2006 thanks to J. Howe’s article entitled:“The Rise of Crowdsourcing”. Although crowdsourcing is more and more the subject of scientific research, one may note in the literature many ambiguities, which result from proliferation of various research approaches and perspectives. Therefore, this may lead to many misunderstandings (Hopkins, 2011). This especially concerns the key aspects and factors, which have an impact on making decisions about crowdsourcing by organisations, particularly the public ones.

The aim of this article is identification of the factors that influence making decisions about implementing crowdsourcing by public organisations in their activity, in particular municipal offices in Poland. Deep Mind – Deep Reform


Matthew Taylor at the RSA: “The core characteristics of modern Western societies are market-based economies, relatively extensive welfare systems and the rule of law presided over by representative democracy. All three of these elements have been subject to sustained critique in recent years….

Like capitalism, democracy, both in principle and practice, has always had its critics. But, again, a number of current factors have combined to increase the volume. Democratic institutions and the politicians who occupy them have become even less trusted and more unpopular than usual, something reflecting both the failure of leadership and policy and a succession of exposes of misbehaviour. Democracies have also generated outcomes – particularly Trump and Brexit – which seem to go beyond the normal swings of party politics into acts of collective self-harm. Finally, the economic performance and comparative effectiveness of Chinese leadership and the capacity of Putin’s Russia to get away with aggression, dishonesty and sabotage has led more people to question whether representative democracy really is the most resilient basis for either political authority or social progress in the 21st century.

This state of disenchantment could be merely unhappy but it is in reality potentially catastrophic. Because, despite all the negativity we direct at the way things are there is as yet in countries like ours no viable or popular alternative to the persistence of these systems in their current form. To coin a phrase ’democracy, welfare state and financialised capitalism; can’t live with them, can’t live without them’. The question then is how do we radically renew the dominant systems of the Western world before their failures and our disillusionment drives us into making even more profound mistakes than the ones we and our leaders have already committed?

4 ways of coordinating human activity

The starting point is surely to think more deeply about this system as a whole. I have written before about an approach which views societies, and systems within those societies, through the prism of three active, and one more passive, ways of coordinating all human activity. The active forms are the hierarchical, the solidaristic and the individualistic. Each of these forms of coordination is complex and ubiquitous and each is reflected in everything from our day to day choices to political ideologies and organisational forms.

In modern societies the primary hierarchical institution is the state. Individualism – albeit a partial form – is most powerfully expressed in the dynamism of market. While solidarity, which is more internally divergent in form, tends to be gauged by reference to social justice, on the one hand, and a shared sense of identity and belonging on the other. Right now we are experiencing a crisis of confidence and legitimacy in all three domains. One sign of this is that the fourth major way of thinking about social change – fatalism – has become ever stronger.

Before exploring responses to our plight it is important to note two important lessons from history. First, when liberal democracies get all three active forms of coordination working together they can achieve major advances in human welfare. This was, for example, the case during the decades of the post war miracle when economic growth and living standards rose, welfare expanded, inequality fell and the state was more confident and trusted. In general, Scandinavian countries have managed to achieve a better balance which is why they nearly always come out top of surveys on social outcomes and citizen wellbeing.

The second lesson is that these periods of healthy balance between state, market and society are the exception not the rule. Thomas Piketty has provided strong evidence that differential returns to labour and capital drive rising inequality which eventually leads to social conflict. Historian Walter Scheidel goes further, arguing that the trend to rising inequality in all societies has only ever been broken by plague, war or bloody revolution.

Politicians and campaigners tend to focus on just one dimension of the system-wide loss of confidence choosing business as their target or the state or, more abstractly, individualism or liberalism. But it is the social system as a whole that needs renewal.

Public Brainpower: Civil Society and Natural Resource Management


Book edited by Indra Øverland: ” …examines how civil society, public debate and freedom of speech affect natural resource governance. Drawing on the theories of Robert Dahl, Jurgen Habermas and Robert Putnam, the book introduces the concept of ‘public brainpower’, proposing that good institutions require: fertile public debate involving many and varied contributors to provide a broad base for conceiving new institutions; checks and balances on existing institutions; and the continuous dynamic evolution of institutions as the needs of society change.

Open data is shaking up civic life in eastern Europe


 in the Financial Times: “I often imagine how different the world would look if citizens and social activists were able to fully understand and use data, and new technologies. Unfortunately, the entry point to this world is often inaccessible for most civil society groups…

The concept of open data has revolutionised thinking about citizens’ participation in civic life. Since the fall of communism, citizens across central and eastern Europe have been fighting for more transparent and responsive governments, and to improve collaboration between civil society and the public sector. When an institution makes its data public, it is a sign that it is committed to being transparent and accountable. A few cities have opened up data about budget spending, for example, but these remain the exception rather than the rule. Open data provides citizens with a tool to directly engage in civic life. For example, they can analyse public expenses to check how their taxes are used, track their MP’s votes or monitor the legislative process….

One of the successful projects in Ukraine is the Open School app, which provides reviews and ratings of secondary schools based on indicators such as the number of pupils who go on to university, school subject specialisations and accessibility. It allows students and parents to make informed decisions about their educational path… Another example comes from the Serbian city of Pancevo, where a maths teacher and a tax inspector have worked together to help people navigate the tax system. Priceless? A new framework for estimating the cost of open government reforms


New paper by Praneetha Vissapragada and Naomi Joswiak: “The Open Government Costing initiative, seeded with funding from the World Bank, was undertaken to develop a practical and actionable approach to pinpointing the full economic costs of various open government programs. The methodology developed through this initiative represents an important step towards conducting more sophisticated cost-benefit analyses – and ultimately understanding the true value – of open government reforms intended to increase citizen engagement, promote transparency and accountability, and combat corruption, insights that have been sorely lacking in the open government community to date. The Open Government Costing Framework and Methods section (Section 2 of this report) outlines the critical components needed to conduct cost analysis of open government programs, with the ultimate objective of putting a price tag on key open government reform programs in various countries at a particular point in time. This framework introduces a costing process that employs six essential steps for conducting a cost study, including (1) defining the scope of the program, (2) identifying types of costs to assess, (3) developing a framework for costing, (4) identifying key components, (5) conducting data collection and (6) conducting data analysis. While the costing methods are built on related approaches used for analysis in other sectors such as health and nutrition, this framework and methodology was specifically adapted for open government programs and thus addresses the unique challenges associated with these types of initiatives. Polish activists turn to digital democracy


 in the Financial Times: “Opponents of the Polish government have mounted a series of protests on issues ranging from reform of the judiciary to an attempt to ban abortion. In February, they staged yet another, less public but intensely emotive, battle — to save the country’s trees.

At the beginning of the year, a new law allowed property owners to cut trees on their land without official permission. As a result, hundreds of trees disappeared from the centres of Polish cities as more valuable treeless plots were sold off to developers. In parallel, the government authorised extensive logging of the ancient forest in Bialowieza, a Unesco world heritage site.

“People reacted very emotionally to these practices,” says Wojciech Sanko, a co-ordinator at Code for Poland, a programme run by ePanstwo (eState), the country’s biggest non-governmental organisation in this field.

The group aims to deploy new technology tools designed to explain local and national policies, and to make it easier for citizens to take part in public life. As no one controlled the tree-cutting, for example, Mr Sanko thought technology could at least help to monitor it. First, he wanted to set up a simple digital map of trees cut in Warsaw. But as the controversial liberalisation of tree-cutting was reversed, the NGO together with local activists decided to work on another project — to map trees still standing, along with data about species and their absorption of carbon dioxide associated with climate change.

The group has also started to create an app for activists in Bialowieza forest: an open-source map that will gather all documentation from civic patrols monitoring the site, and will indicate the exact places of logging.

A trend towards recruiting technology for civic projects has been slowly gathering pace in a country that is hard to describe as socially-engaged: only 59 per cent of Poles say they have done volunteer work for the community, according to a 2016 survey by the Centre of Public Opinion Research.

Election turnout barely surpasses 50 per cent. Yet since the election of the rightwing Law and Justice government in 2015, which has introduced rapid and controversial reforms across all domains of public life, citizens have started to take a closer look at politicians and their actions.

In addition to the tree map, Code for Poland has developed a website that aggregates public data, such as tax spending or air pollution.

Mr Sanko underlines, however, that Code for Poland is much more about local communities than national politics. Many of the group’s projects are small scale, ranging from a mobile app for an animal shelter in Gdansk and a tool that shows people where they can take their garbage.

Piotr Micula, board member of Miasto Jest Nasze (The City is Ours), an urban movement in Warsaw, says that increasing access to data is fuelling the development of civic tech. “Even as a small organisation, we try to use big data and visualise it,” he says….(More)”.

OECD: “Government at a Glance 2017 provides the latest available data on public administrations in OECD countries. Where possible, it also reports data for Brazil, China, Colombia, Costa Rica, India, Indonesia, Lithuania, the Russian Federation, and South Africa. This edition contains new indicators on public sector emploympent, institutions, budgeting practices and procedures, regulatory governance, risk management and communication, open government data and public sector innovation. This edition also includes for the first time a number of scorecards comparing the level of access, responsiveness and quality of services in three key areas: health care, education and justice.

Each indicator in the publication is presented in a user-friendly format, consisting of graphs and/or charts illustrating variations across countries and over time, brief descriptive analyses highlighting the major findings conveyed by the data, and a methodological section on the definition of the indicator and any limitations in data comparability. Political Inequality in Affluent Democracies


 for the SSRC: “A key characteristic of a democracy,” according to Robert Dahl, is “the continuing responsiveness of the government to the preferences of its citizens, considered as political equals.” Much empirical research over the past half century, most of it focusing on the United States, has examined the relationship between citizens’ policy preferences and the policy choices of elected officials. According to Robert Shapiro, this research has generated “evidence for strong effects of public opinion on government policies,” providing “a sanguine picture of democracy at work.”

In recent years, however, scholars of American politics have produced striking evidence that the apparent “strong effects” of aggregate public opinion in these studies mask severe inequalities in responsiveness. As Martin Gilens put it, “The American government does respond to the public’s preferences, but that responsiveness is strongly tilted toward the most affluent citizens. Indeed, under most circumstances, the preferences of the vast majority of Americans appear to have essentially no impact on which policies the government does or doesn’t adopt.”

One possible interpretation of these findings is that the American political system is anomalous in its apparent disregard for the preferences of middle-class and poor people. In that case, the severe political inequality documented there would presumably be accounted for by distinctive features of the United States, such as its system of private campaign finance, its weak labor unions, or its individualistic political culture. But, what if severe political inequality is endemic in affluent democracies? That would suggest that fiddling with the political institutions of the United States to make them more like Denmark’s (or vice versa) would be unlikely to bring us significantly closer to satisfying Dahl’s standard of democratic equality. We would be forced to conclude either that Dahl’s standard is fundamentally misguided or that none of the political systems commonly identified as democratic comes anywhere close to meriting that designation.

Analyzing policy responsiveness

“I have attempted to test the extent to which policymakers in a variety of affluent democracies respond to the preferences of their citizens considered as political equals.”

To address this question, I have attempted to test the extent to which policymakers in a variety of affluent democracies respond to the preferences of their citizens considered as political equals. My analyses focus on the relationship between public opinion and government spending on social welfare programs, including pensions, health, education, and unemployment benefits. These programs represent a major share of government spending in every affluent democracy and, arguably, an important source of public well-being. Moreover, social spending figures prominently in the comparative literature on the political impact of public opinion in affluent democracies, with major scholarly works suggesting that it is significantly influenced by citizens’ preferences.

My analyses employ data on citizens’ views about social spending and the welfare state from three major cross-national survey projects—the International Social Survey Programme (ISSP), the World Values Survey (WVS), and the European Values Survey (EVS). In combination, these three sources provide relevant opinion data from 160 surveys conducted between 1985 and 2012 in 30 countries, including most of the established democracies of Western Europe and the English-speaking world and some newer democracies in Eastern Europe, Latin America, and Asia. I examine shifts in (real per capita) social spending in the two years following each survey. Does greater public enthusiasm for the welfare state lead to increases in social spending, other things being equal? And, more importantly here, do the views of low-income people have the same apparent influence on policy as the views of affluent people?…(More)”.

Public Data Is More Important Than Ever–And Now It’s Easier To Find


Meg Miller at Co.Design: “Public data, in theory, is meant to be accessible to everyone. But in practice, even finding it can be near impossible, to say nothing of figuring out what to do with it once you do. Government data websites are often clunky and outdated, and some data is still trapped on physical media–like CDs or individual hard drives.

Tens of thousands of these CDs and hard drives, full of data on topics from Arkansas amusement parks to fire incident reporting, have arrived at the doorstep of the New York-based start-up Enigma over the past four years. The company has obtained thousands upon thousands more datasets by way of Freedom of Information Act (FOIA) requests. Enigma specializes in open data: gathering it, curating it, and analyzing it for insights into a client’s industry, for example, or for public service initiatives.

Enigma also shares its 100,000 datasets with the world through an online platform called Public—the broadest collection of public data that is open and searchable by everyone. Public has been around since Enigma launched in 2013, but today the company is introducing a redesigned version of the site that’s fresher and more user-friendly, with easier navigation and additional features that allow users to drill further down into the data.

But while the first iteration of Public was mostly concerned with making Enigma’s enormous trove of data—which it was already gathering and reformating for client work—accessible to the public, the new site focuses more on linking that data in new ways. For journalists, researchers, and data scientists, the tool will offer more sophisticated ways of making sense of the data that they have access to through Enigma….

For example, an Enigma-curated collection of U.S. sanctions data from the U.S. Treasury Department’s Office of Foreign Assets Control (OFAC) shows data on the restrictions on entities or individuals that American companies can and can’t do business with in an effort to achieve specific national security or foreign policy objectives. A new round of sanctions against Russia have been in the news lately as an effort by President Trump to loosen restrictions on blacklisted businesses and individuals in Russia was overruled by the Senate last week. Enigma’s curated data selection on U.S. sanctions could help journalists contextualize recent events with data that shows changes in sanctions lists over time by presidential administration, for instance–or they could compare the U.S. sanctions list to the European Union’s….(More).

Computational Propaganda Worldwide


Executive Summary: “The Computational Propaganda Research Project at the Oxford Internet Institute, University of Oxford, has researched the use of social media for public opinion manipulation. The team involved 12 researchers across nine countries who, altogether, interviewed 65 experts, analyzed tens of millions posts on seven different social media platforms during scores of elections, political crises, and national security incidents. Each case study analyzes qualitative, quantitative, and computational evidence collected between 2015 and 2017 from Brazil, Canada, China, Germany, Poland, Taiwan, Russia, Ukraine, and the United States.

Computational propaganda is the use of algorithms, automation, and human curation to purposefully distribute misleading information over social media networks. We find several distinct global trends in computational propaganda. •

  • Social media are significant platforms for political engagement and crucial channels for disseminating news content. Social media platforms are the primary media over which young people develop their political identities.
    • In some countries this is because some companies, such as Facebook, are effectively monopoly platforms for public life. o In several democracies the majority of voters use social media to share political news and information, especially during elections.
    • In countries where only small proportions of the public have regular access to social media, such platforms are still fundamental infrastructure for political conversation among the journalists, civil society leaders, and political elites.
  • Social media are actively used as a tool for public opinion manipulation, though in diverse ways and on different topics. o In authoritarian countries, social media platforms are a primary means of social control. This is especially true during political and security crises. o In democracies, social media are actively used for computational propaganda either through broad efforts at opinion manipulation or targeted experiments on particular segments of the public.
