Global innovations in measurement and evaluation

It helps us understand what works, how it works and how we can achieve more. Good measurement and evaluation involves reflective, creative, and proportionate approaches. It makes the most of existing theoretical frameworks as well as new digital solutions, and focuses on learning and improving. We researched the latest changes in theory and practice based on both new and older, renascent ideas. We spoke to leading evaluation experts from around the world, to ask what’s exciting them, what people are talking about and what is most likely to make a long lasting contribution to evaluation. And we found that new thinking, techniques, and technology are influencing and improving practice.

Technology is enabling us to gather different types of data on bigger scales, helping us gain insights or spot patterns we could not see before. Advances in systems to capture, manage and share sensitive data are helping organisations that want to work collaboratively, while moves towards open data are providing better access to data that can be linked together to generate even greater insight. Traditional models of evaluating a project once it has finished are being overtaken by methods that feed more dynamically into service design. We are learning from the private sector, where real-time feedback shapes business decisions on an ongoing basis asking: ‘is it working?’ instead of ‘did it work?’.

And approaches that focus on assessing not just if something works but how and why, for whom, and under what conditions are also generating more insight into the effectiveness of programmes. Technology may be driving many of the innovations we highlight here, but some of the most exciting developments are happening because of changes in the ideologies and cultures that inform our approach to solving big problems. This is resulting in an increased focus on listening to and involving users, and on achieving change at a systemic level—with technology simply facilitating these changes.

Some of the pressures that compel measurement and evaluation activity remain misguided. For example, there can be too big a focus on obtaining a cost-benefit ratio—regardless of the quality of the data it is based on—and not enough encouragement from funders for charities to learn from their evaluation activity. Even the positive developments have their pitfalls: new technologies pose new data protection risks, ethical hazards, and the possibility of exclusion if participation requires high levels of technical ability. It is important that, as the field develops and capabilities increase, we remain focused on achieving best practice.

This report highlights the developments that we think have the greatest potential to improve evaluation and programme design, and the careful collection and use of data. We want to celebrate what is possible, and encourage wider application of these ideas. Choosing the innovations In deciding which trends to include in this report, we considered how different approaches contributed to better evaluation by:

  • overcoming previous barriers to good evaluation practice, eg, through new technologies or skills;
  • providing more meaningful or robust data;
  • using data to support decision-making, learning and improving practice;
  • increasing equality between users, service deliverers and funders; and
  • offering new contexts for collaboration that improve the utility of data.

… Eight key trends emerged from our research that we thought to be most exciting, relevant and likely to have a long-lasting contribution. Some of these are driven by cutting-edge technology; others reflect growing application of ideas that push practice beyond ‘traditional’ models of evaluation. User-centric and shared approaches are leading to better informed measurement and evaluation design. Theory-based evaluation and impact management embolden us to ask better research questions and obtain more useful answers. Data linkage, the availability of big data, and the possibilities arising from remote sensing are increasing the number of questions we can answer. And data visualisation opens up doors to better understanding and communication of this data. Digital transformation’s people problem


Jen Kelchner at open source: …Arguably, the greatest chasm we see in our organizational work today is the actual transformation before, during, or after the implementation of a digital technology—because technology invariably crosses through and impacts people, processes, and culture. What are we transforming from? What are we transforming into? These are “people issues” as much as they are “technology issues,” but we too rarely acknowledge this.

Operating our organizations on open principles promises to spark new ways of thinking that can help us address this gap. Over the course of this three-part series, we’ll take a look at how the principle foundations of open play a major role in addressing the “people part” of digital transformation—and closing that gap before and during implementations.

The impact of digital transformation

The meaning of the term “digital transformation” has changed considerably in the last decade. For example, if you look at where organizations were in 2007, you’d watch them grapple with the first iPhone. Focus here was more on search engines, data mining, and methods of virtual collaboration.

A decade later in 2017, however, we’re investing in artificial intelligence, machine learning, and the Internet of Things. Our technologies have matured—but our organizational and cultural structures have not kept pace with them.

Value Co-creation In The Organizations of the Future, a recent research report from Aalto University, states that digital transformation has created opportunities to revolutionize and change existing business models, socioeconomic structures, legal and policy measures, organizational patterns, and cultural barriers. But we can only realize this potential if we address both the technological and the organizational aspects of digital transformation.

Four critical areas of digital transformation

Let’s examine four crucial elements involved in any digital transformation effort:

  • change management
  • the needs of the ecosystem
  • processes
  • silos

Smart Technologies for Smart Governments: Transparency, Efficiency and Organizational Issues

Government initiative offers Ghanaians chance for greater participation


Springwise: “Openness and transparency are key ingredients in building an accountable and effective democratic government. An “open” government is transparent, accessible to anyone, anytime, anywhere; and is responsive to new ideas and demands. The key to this is providing access to accurate data to all citizens. However, in many countries, a low rate of citizen participation and involvement has led to poor accountability from government officials. In Ghana, a new project, TransGov, is developing innovative tools to foster participation in local governance of marginalised groups, and improve government accountability to those who need it most.

TransGov’s research found that many Ghanaians were not aware of the status of local development projects, and this has led to a general public apathy, where people felt they had no influence on getting the government to work for them. TransGov created a platform to enhance information disclosure, dissemination and to create ways for citizens to engage with the local leaders in their communities. The TransGov platform allows all citizens to track the progress of government projects in their area and to publish information about those projects. TransGov has four integrated platforms, including a website, mobile app, voice response technology (IVR) and SMS – to allow the participation of people from a wide range of socio-economic backgrounds.

The organization has recently partnered with the government-sponsored Ghana Open Data Initiative, to share resources, tools, and research and hold workshops and seminars. This is aimed to strengthen various government agencies in collecting and managing data for public use. The hope is that making this information more accessible will help create more business opportunities and drive innovation, as well as increasing democratic participation. We have seen this in educational radio broadcasts in Cairo subways and an app that allows citizen feedback on city development….(More)”.

Open data on universities – New fuel for transformation


François van Schalkwyk at University World News: “Accessible, usable and relevant open data on South African universities makes it possible for a wide range of stakeholders to monitor, advise and challenge the transformation of South Africa’s universities from an informed perspective.

Some describe data as the new oil while others suggest it is a new form of capital or compare it to electricity. Either way, there appears to be a groundswell of interest in the potential of data to fuel development.

Whether the proliferation of data is skewing development in favour of globally networked elites or disrupting existing asymmetries of information and power, is the subject of ongoing debate. Certainly, there are those who will claim that open data, from a development perspective, could catalyse disruption and redistribution.

Open data is data that is free to use without restriction. Governments and their agencies, universities and their researchers, non-governmental organisations and their donors, and even corporations, are all potential sources of open data.

Open government data, as a public rather than a private resource, embedded in principles of universal access, participation and transparency, is touted as being able to restore the deteriorating levels of trust between citizens and their governments.

Open data promises to do so by making the decisions and processes of the state more transparent and inclusive, empowering citizens to participate and to hold public institutions to account for the distribution of public services and resources.

Benefits of open data

Open data has other benefits over its more cloistered cousins (data in private networks, big data, etc). By democratising access, open data makes possible the use of data on, for example, health services, crime, the environment, procurement and education by a range of different users, each bringing their own perspective to bear on the data. This can expose bias in the data or may improve the quality of the data by surfacing data errors. Both are important when data is used to shape government policies.

By removing barriers to reusing data such as copyright or licence-fees, tech-savvy entrepreneurs can develop applications to assist the public to make more informed decisions by making available easy-to-understand information on medicine prices, crime hot-spots, air quality, beneficial ownership, school performance, etc. And access to open research data can improve quality and efficiency in science.

Scientists can check and confirm the data on which important discoveries are based if the data is open, and, in some cases, researchers can reuse open data from other studies, saving them the cost and effort of collecting the data themselves.

‘Open washing’

But access alone is not enough for open data to realise its potential. Open data must also be used. And data is used if it holds some value for the user. Governments have been known to publish server rooms full of data that no one is interested in to support claims of transparency and supporting the knowledge economy. Uber Releases Open Source Project for Differential Privacy

Data gives our teams timely feedback about what we’re doing right and what needs improvement.

Uber is committed to protecting user privacy and we apply this principle throughout our business, including our internal data analytics. While Uber already has technical and administrative controls in place to limit who can access specific databases, we are adding additional protections governing how that data is used — even in authorized cases.

We are excited to give a first glimpse of our recent work on these additional protections with the release of a new open source tool, which we’ll introduce below.

Background: Differential Privacy

Differential privacy is a formal definition of privacy and is widely recognized by industry experts as providing strong and robust privacy assurances for individuals. In short, differential privacy allows general statistical analysis without revealing information about a particular individual in the data. Results do not even reveal whether any individual appears in the data. For this reason, differential privacy provides an extra layer of protection against re-identification attacks as well as attacks using auxiliary data.

Differential privacy can provide high accuracy results for the class of queries Uber commonly uses to identify statistical trends. Consequently, differential privacy allows us to calculate aggregations (averages, sums, counts, etc.) of elements like groups of users or trips on the platform without exposing information that could be used to infer details about a specific user or trip.

Differential privacy is enforced by adding noise to a query’s result, but some queries are more sensitive to the data of a single individual than others. To account for this, the amount of noise added must be tuned to the sensitivity of the query, which is defined as the maximum change in the query’s output when an individual’s data is added to or removed from the database.

As part of their job, a data analyst at Uber might need to know the average trip distance in a particular city. A large city, like San Francisco, might have hundreds of thousands of trips with an average distance of 3.5 miles. If any individual trip is removed from the data, the average remains close to 3.5 miles. This query therefore has low sensitivity, and thus requires less noise to enable each individual to remain anonymous within the crowd.

Conversely, the average trip distance in a smaller city with far fewer trips is more influenced by a single trip and may require more noise to provide the same degree of privacy. Differential privacy defines the precise amount of noise required given the sensitivity.

A major challenge for practical differential privacy is how to efficiently compute the sensitivity of a query. Existing methods lack sufficient support for the features used in Uber’s queries and many approaches require replacing the database with a custom runtime engine. Uber uses many different database engines and replacing these databases is infeasible. Moreover, custom runtimes cannot meet Uber’s demanding scalability and performance requirements.

Introducing Elastic Sensitivity

To address these challenges we adopted Elastic Sensitivity, a technique developed by security researchers at the University of California, Berkeley for efficiently calculating the sensitivity of a query without requiring changes to the database. The full technical details of Elastic Sensitivity are described here.

Today, we are excited to share a tool developed in collaboration with these researchers to calculate Elastic Sensitivity for SQL queries. The tool is available now on GitHub. It is designed to integrate easily with existing data environments and support additional state-of-the-art differential privacy mechanisms, which we plan to share in the coming months….(More)”.

Are innovation labs delivering on their promise?


Catherine Cheney at DEVEX: “Next month, a first-of-its-kind event will take place in Denmark, and it will draw on traditions and ways of living in one of the happiest countries in the world to unlock new perspectives on achieving the Sustainable Development Goals.

Called UNLEASH, the new initiative will gather 1,000 young people from around the world in the capital city of Copenhagen. Then the participants will be transported to “folk high schools,” which are learning institutions in the countryside aimed at adult education. There, they will break into teams to tackle issues such as urban sustainability or education and ICT. The most promising ideas will have access to resources, including mentoring, angel investors and business plan development. Finally, all UNLEASH participants will be connected through an alumni network of individuals who come together at the annual event that will move country to country until 2030.

UNLEASH is a global innovation lab. It is just one of a growing number of innovation labs, which bring people together to develop and test new methods to address challenges across the global health, international development and humanitarian response sectors. But while the initiative sounds new and exciting, the description reads much like many other initiatives springing up around the SDGs: identifying innovative, scalable, implementable solutions, supporting disruptive ideas, and accelerating development impact.

As the global development sector seeks to take on global problems as complex as those captured by the SDGs, innovation will certainly be necessary. But with the growing number of innovation labs not translating as quickly as expected to real progress on the SDGs, some in the industry are also starting to ask tough questions: How can these initiatives go beyond generating ideas, transition into growing and scaling, then go on to changing entire systems in order to, for example, achieve SDG 1 to end poverty in all its forms by 2030? Experts tell Devex the road to success will not be an easy one, but those who have tested out and improved upon models of innovation in this sector are sharing what is working, what is not, and what needs to change….(More)”.

Open Data Blueprint


ODX Canada: “In Canada, the open data environment should be viewed as a supply chain. The movement of open data from producers to consumers involves many different organizations, people, activities, projects and initiatives, all of which work together to push out a final product. Naturally, if there is a break or hurdle in this supply chain, it doesn’t work efficiently. A fundamental hurdle highlighted by companies across the country was the inability to scale their business at the provincial, national and international levels.

This blueprint aims to address the challenges Canadian entrepreneurs are facing by encouraging municipalities to launch open data initiatives. By sharing best practices, we hope to encourage the accessibility of datasets within existing jurisdictions. Lessons from Airbnb and Uber to Open Government as a Platform


Interview by Marquis Cabrera with Sangeet Paul Choudary: “…Platform companies have a very strong core built around data, machine learning, and a central infrastructure. But they rapidly innovate around it to try and test new things in the market and that helps them open themselves for further innovation in the ecosystem. Governments can learn to become more modular and more agile, the way platform companies are. Modularity in architecture is a very fundamental part of being a platform company; both in terms of your organizational architecture, as well as your business model architecture.

The second thing that governments can learn from a platform company is that successful platform companies are created with intent. They are not created by just opening out what you have available. If you look at the current approach of applying platform thinking in government, a common approach is just to take data and open it out to the world. However, successful platform companies first create a shaping strategy to shape-out and craft a direction of vision for the ecosystem in terms of what they can achieve by being on the platform. They then provision the right tools and services that serve the vision to enable success for the ecosystem[1] . And only then do they open up their infrastructure. It’s really important that you craft the right shaping strategy and use that to define the rights tools and services before you start pursuing a platform implementation.

In my work with governments, I regularly find myself stressing the importance of thinking as a market maker rather than as a service provider. Governments have always been market makers but when it comes to technology, they often take the service provider approach.

In your book, you used San Francisco City Government and Data.gov as examples of infusing platform thinking in government. But what are some global examples of governments, countries infusing platform thinking around the world?

One of the best examples is from my home country Singapore, which has been at the forefront of converting the nation into a platform. It has now been pursuing platform strategy both overall as a nation by building a smart nation platform, and also within verticals. If you look particularly at mobility and transportation, it has worked to create a central core platform and then build greater autonomy around how mobility and transportation works in the country. Other good examples of governments applying this are Dubai, South Korea, Barcelona; they are all countries and cities that have applied the concept of platforms very well to create a smart nation platform. India is another example that is applying platform thinking with the creation of the India stack, though the implementation could benefit from better platform governance structures and a more open regulation around participation….(More)”.

Are Future Bureaucrats More Prosocial?

Tepe and Pieter Vanhuysse: “…explores the associations between self-reported Public Service Motivation (PSM) and preferred job traits, study choice, and observable prosocial behavior. We study three subject pools covering over 250 university students in Germany. We use laboratory experiments with monetary rewards to measure altruism, fairness, strategic fairness, and cooperativeness, and a post-experimental survey on subjects’ PSM. Higher levels of PSM are not associated with studying public administration but are positively associated with altruism and negatively with strategic fairness. The experimental data reveals robust subject-pool effects. After controlling for PSM, public administration students behave more altruistically and display less merely strategic fairness than business students. And they behave more cooperatively than business and law students. These behavioral findings about future bureaucrats corroborate cumulative earlier survey evidence about the higher prosocial tendencies of public sector employees. They point to the danger of crowding out such tendencies through overly extrinsic management tools….(More)”
