Why Governments Use Broadcast TV and Dissidents Use Twitter


Philip Howard in The Atlantic: “Everyone in Turkey can tell a story about how they turned on the TV hoping for news about current events, but found game shows, beauty pageants, and nature documentaries. Even Erdogan’s devotees know that the state-run news programs are grindingly uncritical. The pall of media control even has an impact on foreign broadcasters like CNN, which aired a penguin documentary within Turkey while its international broadcasters covered the clashes. Even when the country’s newspapers and broadcasters began reporting on the crisis, they spun the story as being violent and local to Istanbul. Another friend, who attended the protests on Saturday, said “you see misinformation on Twitter. But social media has played a corrective role to faults in the other available media.” On the days he joined in, he was part of peaceful demonstrations, and he found the Twitter streams telling stories about how the protests were country-wide and mostly nonviolent.
These days, Turks find themselves caught in the crossfire between highly politicized media organizations, so it is not surprising that when people want news they trust their own networks. The country has a dedicated community of startups designing apps, building games and generating content for the country’s rapidly growing population of internet and mobile phone users. Half of the country’s 75 million people are under 30. Half of Turkish citizens are online, and they are Facebook’s seventh largest national audience. Government ministers and strategists do have Twitter accounts, but they still tend to treat social media as a broadcast tool, a way of pushing their perspectives out to followers. Erdogan has a twitter account with more than 2.5 million followers, but recently opined that “This thing called social media is a curse on societies”….
This isn’t just happening in Turkey: In moments of political and military crisis, people want to control their media and connect with family and friends. And ruling elites respond by investing in broadcast media and censoring and surveilling digital networks. So the battles between political elites who use broadcast media and the activists who use digital media are raging in other parts of the world, as well.”

PCORI seeks the wisdom of crowds


Modern Healthcare: “The Patient-Centered Outcomes Research Institute is trying to live up to the first two words in its name. A team of researchers from the University of Michigan at Ann Arbor has been tapped by PCORI to scale up their prototype of a Web-based crowd-sourcing platform called WellSpringboard, which is designed to enable patients to propose ideas and pledge funds for clinical research.
Washington-based PCORI, an independent not-for-profit group established by the healthcare reform law, recently awarded the Michigan researchers $40,000, the top prize from its PCORI Challenge, a competition seeking novel approaches to connecting researchers with interested patients….
The platform works like this: A person has an idea for a research project and records a video explaining what that idea is. WellSpringboard posts the video on its site, sets a goal for funding and then spreads the word about the project using social media outlets like Facebook and Twitter. Once the funding target is reached, the project is opened up to researchers, who post their profiles to the site and whose applications are reviewed by a board of scientists and members of the public.”

The Use of Data Visualization in Government

• The drive to more effectively engage citizens
• The creation and distribution of more and more data…
This report contains numerous examples of visualizations that include geographical and health data, or population and time data, or financial data represented in both absolute and relative terms—and each communicates more than simply the data that underpin it.In addition to these many examples of visualizations, the report discusses the history of this technique, and describes tools that can be used to create visualizations from many different kinds of data sets. Government managers can use these tools—including Many Eyes, Tableau, and HighCharts—to create their own visualizations from their agency’s data.
The report presents case studies on how visualization techniques are now being used by two local governments, one state government,and three federal government agencies. Each case study discusses the audience for visualization. Understanding audience is important, as government organizations provide useful visualizations to different audiences, including the media, political oversight organizations, constituents, and internal program teams.To assist in effectively communicating to these audiences, the report details attributes of meaningful visualizations: relevance,meaning, beauty, ease of use, legibility, truthfulness, accuracy,and consistency among them.”

Why Are We Signing Our Emails With “Thank You?”


Krystal D’Costa on Anthropology in Practice in Scientific American: “These types of linguistic structures are known as “politeness formulae.” … These patterns of responses are deeply nuanced and reflect the nature of the relationship between participants: degree of intimacy, relative status, and length of contact or expected duration of separation all influence how these interactions are carried out.

In the age of texting, these practices may seem antiquated, but the need for those sorts of rituals remains important, particularly in electronic communication where tone is hard to read. We end our communiques with “talk later,” “talk 2 u tomorrow,” or even simply “bye.” “Thanks” and “Thank you” have worked their way into this portion of the formula particularly in emails. More traditional valedictions have been replaced with “Thank you” so subtly that it’s now a common sign-off in this medium. But what does it mean? And why is it more acceptable than “Sincerely” or “Yours truly”?

It is in part be a reflection of our times. Email offers a speedier means of contact than an actual letter (and in some cases, a telephone), but that speed also means we’re sending more messages through this medium both for personal and professional reasons, and reading and responding to these messages requires a commitment of time. So it’s more important that the sender recognize the burden that they’ve placed on the recipient. In a time when letters took time to write, send, and respond to, it was important for the sender to attest to her reliability. Responses and actions were not so easy to take back. “Sincerely” and “Yours truly” which were meant to build trust between communicants. Credibility was an important determinant of whether a response would be issues. Today, as the web enables stranger to contact each other with little effort, credibility is less of a factor in determining responses (SPAM mail aside) when weighed against time.”

'Wiki' style government policymaking means everyone is a lobbyist


Robert Halfon MP is a member of the  UK Commons Public Administration Committee (PASC) in the Guardian: “We need to end phoney consultation in policymaking – and stop trying to reinvent the wheel when it comes to implementation… Another week, another lobbying scandal. But what if the government found a way to really listen to all its citizens, to genuinely involve the public in policy making? So that it would no longer be an issue of who has the government’s ear – because everyone would?
A report published by the Public Administration Select Committee, which I sit on, calls on government to adopt an open, “wiki” style approach to policy making, where public opinion, ideas and contributions are sought and welcome at any and all stages of the policy cycle. This kind of genuine public engagement would contrast sharply with the status quo: tokenistic exercises in phoney consultation about issues that have already been decided.
We all welcome the government’s moves towards more digital engagement, but what our committee really wants to see is more direct, real public involvement in policy making, whether that is via the internet or other means. The most important point is that government treats public engagement as a serious part of policy-making. That will mean communicating and engaging in ways that are tailored to every audience, in new and more traditional ways. This is not just a time or cost-saving exercise, although using existing and new technology and media well should bring those benefits. This is about making better policy. To those who say it can’t be done, our report contains examples from New Zealand, the US and even as far afield as Redbridge councilshowing that if there is real will, crowd sourcing of policy and real public engagement can be possible…
We have moved from being subjects to citizens to active open-source citizens – and yet our policy making does not recognise this. The public no longer want to be handed out policy like tablets of stone from Mount Sinai. In fact they want to go up the mountain with Moses. However, they have to be able to believe that their input can make a real difference. Genuine engagement means ensuring that a good proportion of the public actually participate in open policy-making. Although this will be a challenge for government to achieve, without it there’s little point.”
 

A Citizen’s Guide to Open Government, E-Government, and Government 2.0


Inside the MPA@UNC Blog: “Engaged citizens want clear, credible information from the government about how it’s carrying on its business. They don’t want to thumb through thousands of files or wait month after month or go through the rigors of filing claims through FOIA (Freedom of Information Act). They want government information, services, and communication to be forthcoming and swift. The Open Government, Government 2.0, and E-Governance movements fill the need of connecting citizens with the government and each other to foster a more open, collaborative, and efficient public sector through the use of new technology and public data.
Open Government is defined by the OECD (Organisation for Economic Cooperation and Development) as “the transparency of government actions, the accessibility of government services and information, and the responsiveness of government to new ideas, demands and needs.”
E-Government is defined by the World Bank as “the use by government agencies of information technologies that have the ability to transform relations with citizens, businesses, and other arms of government. These technologies can serve a variety of different ends: better delivery of government services to citizens, improved interactions with business and industry, citizen empowerment through access to information, or more efficient government management. The resulting benefits can be less corruption, increased transparency, greater convenience, revenue growth, and/or cost reductions.”
Government 2.0 is defined by Gartner Research as “the use of Web 2.0 technologies, both internally and externally, to increase collaboration and transparency and potentially transform the way government agencies relate to citizens and operate.”
Open Government and E-Government paved the way for Government 2.0, a collaborative technology whose mission is to improve government transparency and efficiency. How? Gov 2.0 has been called the next generation of government because it not only utilizes new technologies such as social media, cloud computing, and other apps, it is a means to increase citizen participation….

The "audience" as participative, idea generating, decision making citizens: will they transform government?


Paper by Teresa Harrison in latest issue of the Journal “Participations“: “From a purely technical perspective, no one, including Tim Berners-Lee, has ever been able to pinpoint exactly what makes Web 2.0 unique. What may be most accurate to say, is that the enormous popularity of social networking and other social media technologies hinges on a radical reconceptualisation of the audience, now routinely incorporated into ICT applications. Once treated as passive consumers of content created by others, designers of these applications now appreciate and exploit, the fact that new media users (formerly known as the “audience”) actively create content online to serve their own goals, frequently as they interact with others. Users of Web 2.0 applications display and tinker with their identities, express themselves on all kinds of topics, invent new products and ideas, and, as Don Tapscott, Tim O’Reilly and legions of other business gurus hasten to remind us, are willing, so far at least, to lend their problem solving, creative efforts and intellectual products to businesses seeking to innovate, or just looking for free marketing. Hoping to harness this largely uncompensated labour, organisations of all types (both commercial and non-profit) have been quick to find ways to attract these “producers” to their projects.
Governments have not been the swiftest in this regard, however, they may present the most ambitious and optimistic agenda for involving internet users. Nations around the world now hope to use new media to engage their citizens in some variation of participatory governance. Where once the prospects for “town hall style democracy,” were doomed by the limitations and inefficiencies of one-way media transactions, the networked interactivity of social media now makes it technically feasible to invite citizen participation on a routine basis. What is not yet clear is how citizens will react over the long term to these invitations and what kinds of social issues and software applications will best attract and immerse them into new citizenship practices.”

‘Digital natives’ tap into the wisdom of the crowd


Financial Times: “The millennial generation is so frequently characterised by its use of technology that its members are often referred to as “digital natives” – a term used to describe those who grew up with the internet and cannot remember a time before mobile phones.

Statistics seem to bear this out. More than 84 per cent of this group, aged between 15 and 30, own a smartphone, compared with 63 per cent of the total population, according to the 2013 Consumer Connection System study of 11,000 adults in 50 countries from Carat, the media researchers. More than 80 per cent have a Facebook profile and nearly 70 per cent regularly visit blogs. The 2012 Millennial impact report, which looked at how this generation connects with non-profit organisations, found 67 per cent interacted with charities on Facebook and 70 per cent made online donations….
Ms Long says that while older generations are “search first”, millennials are “social first”. The tendency for constant online peer group consulting is most extreme at the younger end of the age group. “Millennials are the first generation that are purely about recommendations. They ‘crowd source’ everything. Even if they are walking down the street looking for a cup of coffee, they won’t go in somewhere if they see on a site that it has had a bad review,” she says.”

UK: Public engagement in policy-making


House of Commons, Public Administration Committee Report: ” In its plan for Civil Service reform, published in June 2012, the Government introduced “open policy-making”. This means engaging the public and experts from beyond the “Westminster village” in debates about policy and in the policy-making process itself, and establishing a new relationship with the citizen who becomes a valued partner to identify problems, discover new thinking and to propose solutions. It is a departure from more traditional approaches to public engagement, which have usually only occurred after the Government has already determined a course of action.
To govern is to choose. Open policy-making should take debate outside Whitehall and into the community as a whole, but ultimate responsibility and accountability for leadership must remain with Ministers and senior civil servants. Once again, we emphasise the importance of leadership in Government; of effective strategic thinking, which involves choosing between different arguments, reconciling conflicting opinions and arbitrating between different groups and interests; and of effective governance of departments and their agencies. A process of engagement, which can reach beyond the “Westminster village” and the “usual suspects”, will itself be an act of leadership, but there can be no abdication of that leadership.
There is great potential for open and contested policy-making to deliver genuine public engagement. There is also a risk of disappointment and scepticism amongst the public about the impact of their participation, and that Government listens only to the media, lobbying and “the usual suspects”. Ministers must commit sufficient time for public engagement to reach beyond Westminster. Digital technology and new media have a huge role to play. In time, the Government should be able to demonstrate that the citizen is able to contribute opinion, ideas and suggestions on an ongoing basis, if it is to be seen as moving away from old processes and embracing a new relationship with the citizen.”

Seventy-five years ago, the British economist, Ronald Coase, suggested that high transaction costs – the overhead to find, recruit, negotiate and contract with talent—required organizations to bring the best talent in house. While Coase’s equation still holds true, the Internet has allowed organizations to revisit under what conditions they want and need full time employees. When we have the ability to efficiently tap resources anywhere, anytime at low cost, new opportunities emerge.”
