How disaster relief efforts could be improved with game theory


 in The Conversation: “The number of disasters has doubled globally since the 1980s, with the damage and losses estimated at an average US$100 billion a year since the new millennium, and the number of people affected also growing.

Hurricane Katrina in 2005 was the costliest natural disaster in the U.S., with estimates between $100 billion and $125 billion. The death toll of Katrina is still being debated, but we know that at least 2,000 were killed, and thousands were left homeless.

Worldwide, the toll is staggering. The triple disaster of an earthquake, tsunami and nuclear meltdown that started March 11, 2011 in Fukushima, Japan killed thousands, as did the 2010 Haiti earthquake.

The challenges to disaster relief organizations, including nongovernmental organizations (NGOs), are immense. The majority operate under a single, common, humanitarian principle of protecting the vulnerable, reducing suffering and supporting the quality of life. At the same time, they need to compete for financial funds from donors to ensure their own sustainability.

This competition is intense. The number of registered U.S. nonprofit organizations increased from 12,000 in 1940 to more than 1.5 million in 2012. Approximately $300 billion are donated to charities in the United States each year.

At the same time, many stakeholders believe that humanitarian aid has not been as successful in delivering on its goals due to a lack of coordination among NGOs, which results in duplication of services.

My team and I have been looking at a novel way to improve how we respond to natural disasters. One solution might be game theory.

Getting the right supplies to those in need is daunting

The need for improvement is strong.

Within three weeks following the 2010 earthquake in Haiti, 1,000 NGOs were operating in Haiti. News media attention of insufficient water supplies resulted in immense donations to the Dominican Red Cross to assist its island neighbor. As a result, Port-au-Prince was saturated with cargo and gifts-in-kind, so that shipments from the Dominican Republic had to be halted for multiple days. After the Fukushima disaster, there were too many blankets and items of clothing shipped and even broken bicycles.

In fact, about 60 percent of the items that arrive at a disaster site are nonpriority items. Rescue workers then waste precious time dealing with these nonpriority supplies, whereas victims suffer because they do not receive the critical needs supplies in a timely manner.

The delivery and processing of wrong supplies also adds to the congestion at transportation and distribution nodes, overwhelms storage capabilities and results in further delays of necessary items. The flood of donated inappropriate materiel in response to a disaster is often referred to as the second disaster.

The economics of disaster relief, on the supply side, is challenged as people need to secure donations and ensure the financial sustainability of their organizations. On the demand side, the victims’ needs must be fulfilled in a timely manner while avoiding wasteful duplication and congestion in terms of logistics.

Game theory in disasters

Game theory is a powerful tool for the modeling and analysis of complex behaviors of competing decision-makers. It received a tremendous boost from the contributions of the Nobel laureate John Nash.

Game theory has been used in numerous disciplines, from economics, operations research and management science, to even political science.

In the context of disaster relief, however, there has been little work done in harnessing the scope of game theory. It is, nevertheless, clear that disaster relief organizations compete for financial funds and donors respond to the visibility of the organizations in the delivery of relief supplies to victims through media coverage of disasters….(More)”

Migration tracking is a mess


Huub Dijstelbloem in Nature: “As debates over migration, refugees and freedom of movement intensify, technologies are increasingly monitoring the movements of people. Biometric passports and databases containing iris scans or fingerprints are being used to check a person’s right to travel through or stay within a territory. India, for example, is establishing biometric identification for its 1.3 billion citizens.

But technologies are spreading beyond borders. Security policies and humanitarian considerations have broadened the landscape. Drones and satellite images inform policies and direct aid to refugees. For instance, the United Nations Institute for Training and Research (UNITAR), maps refugee camps in Jordan and elsewhere with its Operational Satellite Applications Programme (UNOSAT; see www.unitar.org/unosat/map/1928).

Three areas are in need of research, in my view: the difficulties of joining up disparate monitoring systems; privacy issues and concerns over the inviolability of the human body; and ‘counter-surveillance’ deployed by non-state actors to highlight emergencies or contest claims that governments make.

Ideally, state monitoring of human mobility would be bound by ethical principles, solid legislation, periodical evaluations and the checks and balances of experts and political and public debates. In reality, it is ad hoc. Responses are arbitrary, fuelled by the crisis management of governments that have failed to anticipate global and regional migration patterns. Too often, this results in what the late sociologist Ulrich Beck called organized irresponsibility: situations of inadequacy in which it is hard to blame a single actor.

Non-governmental organizations, activists and migrant groups are using technologies to register incidents and to blame and shame states. For example, the Forensic Architecture research agency at Goldsmiths, University of London, has used satellite imagery and other evidence to reconstruct the journey of a boat that left Tripoli on 27 March 2011 with 72 passengers. A fortnight later, it returned to the Libyan coast with just 9 survivors. Although the boat had been spotted by several aircraft and vessels, no rescue operation had been mounted (go.nature.com/2mbwvxi). Whether the states involved can be held accountable is still being considered.

In the end, technologies to monitor mobility are political tools. Their aims, design, use, costs and consequences should be developed and evaluated accordingly….(More)”.

Recovering from disasters: Social networks matter more than bottled water and batteries


 at The Conversation: “Almost six years ago, Japan faced a paralyzing triple disaster: a massive earthquake, tsunami, and nuclear meltdowns that forced 470,000 people to evacuate from more than 80 towns, villages and cities. My colleagues and I investigated how communities in the hardest-hit areas reacted to these shocks, and found that social networks – the horizontal and vertical ties that connect us to others – are our most important defense against disasters….

We studied more than 130 cities, towns and villages in Tohoku, looking at factors such as exposure to the ocean, seawall height, tsunami height, voting patterns, demographics, and social capital. We found that municipalities which had higher levels of trust and interaction had lower mortality levels after we controlled for all of those confounding factors.

The kind of social tie that mattered here was horizontal, between town residents. It was a surprising finding given that Japan has spent a tremendous amount of money on physical infrastructure such as seawalls, but invested very little in building social ties and cohesion.

Based on interviews with survivors and a review of the data, we believe that communities with more ties, interaction and shared norms worked effectively to provide help to kin, family and neighbors. In many cases only 40 minutes separated the earthquake and the arrival of the tsunami. During that time, residents literally picked up and carried many elderly people out of vulnerable, low-lying areas. In high-trust neighborhoods, people knocked on doors of those who needed help and escorted them out of harm’s way….

In another study I worked to understand why some 40 cities, towns and villages across the Tohoku region had rebuilt, put children back into schools and restarted businesses at very different rates over a two-year period. Two years after the disasters some communities seemed trapped in amber, struggling to restore even half of their utility service, operating businesses and clean streets. Other cities had managed to rebound completely, placing evacuees in temporary homes, restoring gas and water lines, and clearing debris.

To understand why some cities were struggling, I looked into explanations including the impact of the disaster, the size of the city, financial independence, horizontal ties between cities, and vertical ties from the community to power brokers in Tokyo. In this phase of the recovery, vertical ties were the best predictor of strong recoveries.

Communities that had sent more powerful senior representatives to Tokyo in the years before the disaster did the best. These politicians and local ambassadors helped to push the bureaucracy to send aid, reach out to foreign governments for assistance, and smooth the complex zoning and bureaucratic impediments to recovery…

As communities around the world face disasters more and more frequently, I hope that my research on Japan after 3.11 can provide guidance to residents facing challenges. While physical infrastructure is important for mitigating disaster, communities should also invest time and effort in building social ties….(More)”

Toward a User-Centered Social Sector


Tris Lumley at Stanford Social Innovation Review: “Over the last three years, a number of trends have crystallized that I believe herald the promise of a new phase—perhaps even a new paradigm—for the social sector. I want to explore three of the most exciting, and sketch out where I believe they might take us and why we’d all do well to get involved.

  • The rise of feedback
  • New forms of collaboration
  • Disruption through technology

Taken individually, these three themes are hugely significant in their potential impact on the work of nonprofits and those that invest in them. But viewed together, as interwoven threads, I believe they have the potential to transform both how we work and the underlying fundamental incentives and structure of the social sector.

The rise of feedback

The nonprofit sector is built on a deep and rich history of community engagement. Yet, in a funding market that incentivizes accountability to funders, this strong tradition of listening, engagement, and ownership by primary constituents—the people and communities nonprofits exist to serve—has sometimes faded. Opportunities for funding can drive strategies. Practitioner experience and research evidence can shape program designs. Engagement with service users can become tokenistic, or shallow….

In recognition of this growing momentum, Keystone Accountability and New Philanthropy Capital (NPC) published a paper in 2016 to explore the relationship between impact measurement and user voice. It is our shared belief that many of the recent criticisms of the impact movement—such as impact reporting being used primarily for fundraising rather than improving programs—would be addressed if impact evidence and user voice were seen as two sides of the same coin, and we more routinely sought to synthesize our understanding of nonprofits’ programs from both aspects at once…

New forms of collaboration

As recent critiques of collective impact have pointed out, the social sector has a long history of collaboration. Yet it has not always been the default operating model of nonprofits or their funders. The fragmented nature of the social sector today exposes an urgent imperative for greater focus on collaboration….

Yet the need for greater collaboration and new forms to incentivize and enable it is increasing. Deepening austerity policies, the shrinking of the state in many countries, and the sheer scale of the social issues we face have driven the “demand” side of collaboration. The collective impact movement has certainly been one driver of momentum on the “supply” side, and a number of other forms of collaboration are emerging.

The Young People’s Foundation model, developed in the UK by the John Lyons Charity, is one response to deepening cuts in nonprofit funding. Young People’s Foundations are new organizations that serve three purposes for nonprofits working with young people in the local area—creating a network, leading on collaborative funding bids and contracting processes, and sharing assets across the network.

Elsewhere, philanthropic donors and foundations are increasingly exploring collaboration in practical terms, through pooled grant funds that provide individual donors unrivalled leverage, and that allow groups of funders to benefit from each other’s strengths through coordination and shared strategies. The Dasra Girl Alliance in India is an example of a pooled fund that brings together philanthropic donors and institutional development funders, and fosters collaboration between the nonprofits it supports….

Technology might appear an incongruous companion to feedback and collaboration, which are both very human in nature, yet it’s likely to transform our sector….(More)”

Harnessing the Power of Feedback Loops


Thomas Kalil and David Wilkinson at the White House: “When it comes to strengthening the public sector, the Federal Government looks for new ways to achieve better results for the people we serve. One promising tool that has gained momentum across numerous sectors in the last few years is the adoption of feedback loops.  Systematically collecting data and learning from client and customer insights can benefit organizations across all sectors.

The collection of these valuable insights—and acting on them—remains an underutilized tool.  The people who receive services are the experts on their effectiveness and usefulness.  While the private sector has used customer feedback to improve products and services, the government and nonprofit sectors have often lagged behind.  User experience is a critically important factor in driving positive outcomes.  Getting honest feedback from service recipients can help nonprofit service providers and agencies at all levels of government ensure their work effectively addresses the needs of the people they serve. It’s equally important to close the loop by letting those who provided feedback know that their input was put to good use.

In September, the White House Office of Social Innovation and the White House Office of Science and Technology Policy (OSTP) hosted a workshop at the White House on data-driven feedback loops for the social and public sectors.  The event brought together leaders across the philanthropy, nonprofit, and business sectors who discussed ways to collect and utilize feedback.

The program featured organizations in the nonprofit sector that use feedback to learn what works, what might not be working as well, and how to fix it. One organization, which offers comprehensive employment services to men and women with recent criminal convictions, explained that it has sought feedback from clients on its training program and learned that many people were struggling to find their work site locations and get to the sessions on time. The organization acted on this feedback, shifting their start times and providing maps and clearer directions to their participants.  These two simple changes increased both participation in and satisfaction with their program.

Another organization collected feedback to learn whether factory workers attend and understand trainings on fire evacuation procedures. By collecting and acting on this feedback in Brazil, the organization was able to help a factory reduce fire-drill evacuation time from twelve minutes to two minutes—a life-saving result of seeking feedback.

With results such as these in mind, the White House has emphasized the importance of evidence and data-driven solutions across the Federal Government.  …

USAID works to end extreme poverty in over 100 countries around the world. The Agency has recently changed its operational policy to enable programs to adapt to feedback from the communities in which they work. They did this by removing bureaucratic obstacles and encouraging more flexibility in their program design. For example, if a USAID-funded project designed to increase agricultural productivity is unexpectedly impacted by drought, the original plan may no longer be relevant or effective; the community may want drought-resistant crops instead.  The new, more flexible policy is intended to ensure that such programs can pivot if a community provides feedback that its needs have changed or projects are not succeeding…(More)”

How Mobile Crowdsourcing Can Improve Occupational Safety

The convergence of wireless devices, low-cost sensors, big data, and crowdsourcing can transform the way we assess risk in our workplaces. Government agencies, labor unions, workers’ rights organizations, contractors and crowdsourcing technology providers should work together to create new tools and frameworks in a way that can improve safety and provide value to all stakeholders.

Crowdsourcing (the act of soliciting help from a distributed audience) can provide a real-time source of data to complement data collected by government agencies as part of the regulatory processes of monitoring workplace safety. Having access to this data could help government agencies to more effectively monitor safety-related legal compliance, help building owners, construction companies and procurement entities to more easily identify “responsible contractors and subcontractors,” and aid workers and unions in making more informed choices and becoming better advocates for their own protection. Just as the FitBit and Nike Wristband provide individuals with a real-time reflection of their habits designed to create the incentive for healthier living, crowdsourcing safety data has the potential to provide employers and employees alike with a more accurate picture of conditions and accelerate the time needed to take action….(More)”

New Tech Helps Tenants Make Their Case in Court


Corinne Ramey at the Wall Street Journal: “Tenants and their advocates are using new technology to document a lack of heat in apartment buildings, a condition they say has been difficult to prove in housing-court cases.

Small sensors provided by the New York City-based nonprofit Heat Seek, now installed in some city apartments, measure temperatures and transmit the data to a server. Tenant advocates say the data buttress their contention that some landlords withhold heat as a way to oust rent-regulated tenants.

“It’s really exciting to be able to track this information and hopefully get the courts to accept it, so we can show what everybody knows to be true,” said Sunny Noh, a supervising attorney at the Legal Aid Society’s Tenant Rights Coalition, which filed a civil suit using Heat Seek’s data.

…The smaller device, called a cell, transmits hourly temperature readings to the larger device, called a hub, through a radio signal. The hub is equipped with a small modem, which it uses to send data to a web server. The nonprofit typically places a hub in each building and the cells inside individual apartments.

Last winter, Heat Seek’s data were used in eight court cases representing a total of about 20 buildings, all of which were settled, Ms. Francois said. Currently, the sensors are in about six buildings and she anticipates about 50 buildings will have them by the end of the winter.

Data from Heat Seek haven’t been admitted at a trial yet, said Ms. Noh, the Legal Aid lawyer.

The nonprofit, with help from housing lawyers, has chosen to focus on gentrifying neighborhoods because they expect landlords there have more incentives to force out rent-regulated tenants….(More)

Tech is moving beyond cities to focus on civic engagement in every U.S. county

The United States has 3,0007 counties. And all of them have an appetite to shift the momentum from the federal government to the communities where people live and work. This can’t just involve coastal cities or urban areas within states. Rather, after Trump’s election, now is the moment to redouble policy efforts in communities across the country from states to rural counties.

Cities from Chicago, Los Angeles, Boston, to New York have been leading the way to think about how to provide better services and engagement opportunities.  They’ve been exciting places where rich networks of talent from academia to philanthropy have been helping foster ecosystems to catalyze new policy solutions….

There are a host of illustrative experiments occurring across communities that are leveraging policy innovation, data, and technology for more responsive and inclusive governance. The engagements that work focus on process to ensure that diverse stakeholders are a part of decision making….

Wisconsin:

In Eau Claire, Wisconsin a local organization called Clear Vision is teaming up with stakeholders on a poverty summit to reduce the number of people living poverty in income insecurity and build more resilient and inclusive communities. Citizen action groups will work on key issues they identify as part of the engagement process.

A key component of this poverty summit is to bring in traditionally marginalized communities into the process including low-income households, rural poor, youth and black and Hispanic communities. There is even a community-supported, nonprofit journalism site to support the local work in Eau Claire, Chippewa, and Dunn counties….

Oregon:

In Oregon, a “Kitchen Table” is enabling residents from across the state to contribute ideas, resources, and feedback to inform public policy. The Kitchen Table enables public officials to consult with representatives about key policy areas, crowdfund, and micro-lend for local startups and community businesses….

Another practice in Oregon is the Citizens Initiative Review, where a representative sampling of citizens convenes for deliberations over several days to discuss state ballot measures.  After being established by the state’s bipartisan legislature in 2009, there have been six random representative samples of citizens for multi-day deliberations to draft voting guides written for the people, by their neighbors….

 

This requires tapping into existing networks and civic organizations, leveraging data, technology and policy innovations, and re-shifting our focus from federal policy towards building an infrastructure of governance that is durable through collective development and buy-in from people…(More)”

Introducing the Agricultural Open Data Package: BETA Version

How The Tech Community Mobilized To Help Refugees


Steven Melendez at FastCompany: “Thousands of techies the world over have banded together to help refugees flooding Europe to stay connected.

The needs of the waves of migrants from Syria, Afghanistan, and other points—more than a million in 2015—go beyond just shelter, safety, and sustenance.

“You can imagine, crossing to a border or coming to a place you don’t know. Information needs are massive,” says Alyoscia D’Onofrio, senior director at the governance technical unit of the International Rescue Committee, which assists refugees and displaced people around the world.

“One of the big differences between this crisis response and many that have gone before is that you’re got probably a much tech-savvier population on the move and probably much better access to handsets and networks.”

Helping to connect those newcomers to information—and each other—is a group of 15,000 digital volunteers who call themselves the Techfugees.

“We are here not to solve the biggest problems of hygiene, water, clean energy because these are sectors that need a lot of expertise,” says Joséphine Goube, the CEO of the nonprofit that quickly came together last year.

Instead, often with the aid of smartphones many migrants and asylum seekers bring with them, the continent’s tech community aids refugees and asylum seekers in getting back online to find their footing in unfamiliar places….

The IRC has received substantial funding from tech companies to support its efforts, and individual tech workers have flocked to dozens of conferences and hackathons organized by Techfugees around the world since an initial conference in London last October.

“We were actually overwhelmed by the response to our conference,” says Goube, “It just went viral.”

Affiliates of the group have since helped provide infrastructure for refugees to connect to Wi-Fi—even in places with limited electricity—and energize their phones through solar-powered charging hubs. They’ve also developed websites and apps to teach new arrivals everything from basic coding skills that could help them earn a living to how to navigate government bureaucracies in their new countries.

“Things that seem very trivial to us can actually be very complicated,” says Vincent Olislagers, a member of a team developing an interactive chatbot called HealthIntelligence, which is designed to provide refugees in Norway with information about using the country’s health care system. The tool was developed after the team met with a recent arrival to the country who had difficulty arranging hospital transportation for his pregnant wife due to language barriers and financial constraints.

“He had to call, for his wife, his caretaker at the refugee center,” Olislagers says. “The caretaker had to send an ambulance at the right location.”

The team is working with Norwegian health officials and refugee aid groups to ultimately make the chatbot available as part of a standard package of materials provided to refugees entering the country. The project was a finalist in an October hackathon organized by Techfugees in Oslo. The hackathon’s ultimate winner was a group called KomInn, which pairs families fluent in Norwegian with newcomers who come to their homes to practice the language over dinner. That group developed a digital tool to streamline finding matches, which had previously been a laborious process, says Goube….(More)”
