Are Repeat Nudges Effective? For Tardy Tax Filers, It Seems So


Paper by Nicole Robitaille, Nina Mažar, and Julian House: “While behavioral scientists sometimes aim to nudge one-time actions, such as registering as an organ donor or signing up for a 401K, there are many other behaviors—making healthy food choices, paying bills, filing taxes, getting a flu shot—that are repeated on a daily, monthly, or annual basis. If you want to target these recurrent behaviors, can introducing a nudge once lead to consistent changes in behavior? What if you presented the same nudge several times—would seeing it over and over make its effects stronger, or just the opposite?

Decades of research from behavioral science has taught us a lot about nudges, but the field as a whole still doesn’t have a great understanding of the temporal dimensions of most interventions, including how long nudge effects last and whether or not they remain effective when repeated.

If you want an intervention to lead to lasting behavior change, prior research argues that it should target people’s beliefs, habits or the future costs of engaging in the behavior. Many nudges, however, focus instead on manipulating relatively small factors in the immediate choice environment to influence behavior, such as changing the order in which options are presented. In addition, relatively few field experiments have been able to administer and measure an intervention’s effects more than once, making it hard to know how long the effects of nudges are likely to persist.

While there is some research on what to expect when repeating nudges, the results are mixed. On the one hand, there is an extensive body of research in psychology on habituation, finding that, over time, people show decreased responses to the same stimuli. It wouldn’t be a giant leap to presume that seeing the same nudge again might decrease how much attention we pay to it, and thus hinder its ability to change our behavior. On the other hand, being exposed to the same nudge multiple times might help strengthen desired associations. Research on the mere exposure effect, for example, illustrates how the more times we see something, the more easily it is processed and the more we like it. It is also possible that being nudged multiple times could help foster enduring change, such as through new habit formation. Behavioral nudges aren’t going away, and their use will likely grow among policymakers and practitioners. The pandemic showed that big tech isn’t a public health savior


Nicole Wetsman at Verge: “…It seemed like Big Tech, with its analytic firepower and new focus on health, could help with these very real problems. “We saw all over the papers: Facebook is gonna save the world, and Google’s going to save the world,” says Katerini Storeng, a medical anthropologist who studies public-private partnerships in global public health at the University of Oslo. Politicians were eager to welcome Silicon Valley to the table and to discuss the best ways to manage the pandemic. “It was remarkable, and indicative of a blurring of the boundaries between the public domain and the private domain,” Storeng says.

Over a year later, many of the promised tech innovations never materialized. There are areas where tech companies have made significant contributions — like collecting mobility data that helped officials understand the effects of social distancing policies. But Google wasn’t actually building a nationwide testing website. The program that eventually appeared, a testing program for California run by Google’s sibling company Verily, was quietly phased out after it created more problems than it solved.

Now, after a year, we’re starting to get a clear picture of what worked, what didn’t, and what the relationship between Big Tech and public health might look like in the future.

Tech companies were interested in health before the pandemic, and COVID-19 accelerated those initiatives. There may be things that tech companies are better equipped to handle than traditional public health agencies and other public institutions, and the past year showed some of those strengths. But it also showed their weaknesses and underscored the risks to putting health responsibilities in the hands of private companies — which have goals outside of the public good.

When the pandemic started, Storeng was already studying how private companies participated in public health preparedness efforts. Over the past two decades, consumers and health officials have become more and more confident that tech hacks can be shortcuts to healthy communities. These digital hacks can take many forms and include everything from a smartphone app nudging people toward exercise to a data model analyzing how an illness spreads, she says.

“What they have in common, I think, is this hope and optimism that it’ll help bypass some more systemic, intrinsic problems,” Storeng says.

But healthcare and public health present hard problems. Parachuting in with a new approach that isn’t based on a detailed understanding of the existing system doesn’t always work. “I think we tend to believe in our culture that higher tech, private sector is necessarily better,” says Melissa McPheeters, co-director of the Center for Improving the Public’s Health through Informatics at Vanderbilt University. “Sometimes that’s true. And sometimes it’s not.”

McPheeters spent three years as the director of the Office of Informatics and Analytics at the Tennessee Department of Health. While in that role, she got calls from technology companies all the time, promising quick fixes to any data issues the department was facing. A growing number of governments hope to clone America’s DARPA


The Economist: “Using messenger RNA to make vaccines was an unproven idea. But if it worked, the technique would revolutionise medicine, not least by providing protection against infectious diseases and biological weapons. So in 2013 America’s Defence Advanced Research Projects Agency (DARPA) gambled. It awarded a small, new firm called Moderna $25m to develop the idea. Eight years, and more than 175m doses later, Moderna’s covid-19 vaccine sits on the list of innovations for which DARPA can claim at least partial credit, alongside weather satellites, GPS, drones, stealth technology, voice interfaces, the personal computer and the internet.

It is the agency that shaped the modern world, and this success has spurred imitators. In America there are ARPAs for homeland security, intelligence and energy, as well as the original defence one. President Joe Biden has asked Congress for $6.5bn to set up a health version, which will, the president vows, “end cancer as we know it”. His administration also has plans for another, to tackle climate change. Germany has recently established two such agencies: one civilian (the Federal Agency for Disruptive Innovation, or SPRIN-D) and another military (the Cybersecurity Innovation Agency). Japan’s version is called Moonshot R&D. In Britain, a bill for an Advanced Research and Invention Agency—often referred to as UK ARPA—is making its way through parliament….(More)”.

Mapping European Attitudes towards Technological Change and its Governance.

One year on from the outbreak of Covid-19, the findings of European Tech Insights 2021 reveal that the pandemic has accelerated the acceptance of technologies among Europeans but also increased awareness of the downsides of technological development….

Democracy in the Digital Age

Not only are citizens changing their attitudes and becoming more willing to use new technologies; they are also supportive of democracy going digital.

– A vast majority of Europeans (72%) would like to be able to vote in elections through their smartphone, while only 17% would oppose it. Strongest support is found in Poland (80%), Estonia (79%), Italy (78%) and Spain (73%).

– 51% of Europeans support reducing the number of national parliamentarians and giving those seats to an algorithm. Over 60% of Europeans aged 25-34 and 56% of those aged 34-44 are excited about this idea.

Embracing Technology

The research found growing support towards increased adoption of AI and new uses of technology:

– One third of Europeans would prefer that AI algorithms decide their social welfare payments or approve their visa for working in a foreign country, rather than a human civil servant

– A majority of Europeans support the use of facial technology for verifying the identity of citizens if that makes their lives more convenient. Increased support is seen in Italy (56%), Sweden (47%) or The Netherlands (45%).

Deepfake Maps Could Really Mess With Your Sense of the World


Will Knight at Wired: “Satellite images showing the expansion of large detention camps in Xinjiang, China, between 2016 and 2018 provided some of the strongest evidence of a government crackdown on more than a million Muslims, triggering international condemnation and sanctions.

Other aerial images—of nuclear installations in Iran and missile sites in North Korea, for example—have had a similar impact on world events. Now, image-manipulation tools made possible by artificial intelligence may make it harder to accept such images at face value.

In a paper published online last month, University of Washington professor Bo Zhao employed AI techniques similar to those used to create so-called deepfakes to alter satellite images of several cities. Zhao and colleagues swapped features between images of Seattle and Beijing to show buildings where there are none in Seattle and to remove structures and replace them with greenery in Beijing.

Zhao used an algorithm called CycleGAN to manipulate satellite photos. The algorithm, developed by researchers at UC Berkeley, has been widely used for all sorts of image trickery. It trains an artificial neural network to recognize the key characteristics of certain images, such as a style of painting or the features on a particular type of map. Another algorithm then helps refine the performance of the first by trying to detect when an image has been manipulated….(More)”.

How European Governments Can Help Spur Innovations for the Public Good

In many OECD countries, inequality is at its highest levels in decades, and people are taking to the streets to express their discontent and demand change (in some cases at great personal risk). Only governments—with their uniquely broad scope of functions and mandates—can spur innovations for the public good in so many different domains simultaneously. Ideally, governments will step up and act collectively. After all, so many of today’s most pressing societal problems are global problems, beyond the scope of any single nation.

We Need a New Kind of Legal Framework to Activate and Transform Dormant Knowledge Into Innovations for the Public Good

Tremendous untapped potential lies dormant in knowledge and technology currently being used only for commercial purposes, but which could be put to significant social use. Consider the example of a cooling system currently being developed by Colruyt Group, a large Belgian retail group, to keep produce cool for up to three days without consuming electricity: such a technology could be applied elsewhere to great effect. For example, to help African farmers transport their milk or distribute vaccines over long (unelectrified) distances. Colruyt Group is therefore always looking for cases to implement their technology, so that it does not become dormant knowledge.

To facilitate this activation of dormant knowledges like these, we need a legal framework encouraging the development of “social impact licenses.” This would allow, for example, a technology holder to grant time-bounded permission to bring an intellectual property, a technology, a product, or a service to a predefined market for societal value creation at preferred rates or reduced costs. Another important step would be for EU governments to mandate that recipients of their innovation grants be required to give others access to their research, so it can be leveraged for practical, social purposes. Putting these sorts of measures in place would not only influence the next generation of researchers but could encourage businesses (who hold a great deal of intellectual property) to think more ambitiously about the positive societal impact that they can make.

We Need Better Information to Activate People to Search for the Public Good

Most of us lack a clear understanding of the societal problems at hand or have flawed mental models of pressing societal issues. Complexity and ambiguity tend to put people off, so governments must provide citizens with better and more reliable information about today’s most pressing societal challenges and solutions. The circular economy, greenhouse effects, the ecological transition, the global refugee problem, for example, can be difficult to grasp, and for this reason, access to non-partisan information is all the more important.

Sharing information about feasible solutions (as well as about solutions that have been tested and abandoned) can hugely accelerate discovery, as demonstrated by the joint efforts to develop a COVID-19 vaccine, shared across many labs. And just as they have played a key role in the development of the Internet and aviation technologies, governments can and should play a major role in building the technological and data infrastructure for sharing information about what works and what doesn’t. Again, because the problems are global, coordinating efforts across national boundaries could help reduce the costs and increase the benefits of such knowledge infrastructure.

Another essential tool in governments’ toolbox is fostering the development of other-regarding preferences: the more people care about others’ well-being, the more willing they are to contribute to search for the public good. For example, in a recent large-scale experiment in Germany, second-grade children were matched with mentors—potential prosocial role models—who spent one afternoon per week in one-to-one interactions with the children, doing things like visiting a zoo, museum, or playground, cooking, ice-skating, or simply having a conversation. After two years, the kids who had been assigned to mentors revealed a significant and persistent increase in prosociality, as captured through choice experiments and survey measures. Evaluations of this large-scale experiment suggest that prosociality is malleable, and that early childhood interventions of this type have the potential to systematically affect character formation, with possible long-term benefits….(More)”.
