Qualitative Evidence Synthesis: Where Are We at?


Paper by Kate Flemming and Jane Noyes: “Qualitative evidence syntheses (QES) have increased in prominence and profile over the last decade as a discrete set of methodologies to undertake systematic reviews of primary qualitative research in health and social care and in education. The findings from a qualitative evidence synthesis can enable a richer interpretation of a particular phenomenon, set of circumstances, or experiences than single primary qualitative research studies can achieve. Qualitative evidence synthesis methods were developed in response to an increasing demand from health and social professionals, policy makers, guideline developers and educationalists for review evidence that goes beyond “what works” afforded by systematic reviews of effectiveness. The increasing interest in the synthesis of qualitative research has led to methodological developments documented across a plethora of texts and journal articles. This “State of the Method” paper aims to bring together these methodological developments in one place, contextualizing advances in methods with exemplars to support readers in making choices in approach to a synthesis and aid understanding. The paper clarifies what a “qualitative evidence synthesis” is and explores its role, purpose and development. It details the kind of questions a QES can explore, the processes associated with a QES, including the methods for synthesis. The rational and methods for integrating a QES with systematic reviews of effectiveness are also detailed. Stewarding innovation portfolios for the ecosystem: catalysing collective system change


Case study by Emily Wise: “…Future by Lund (FBL) is an innovation platform located in the city of Lund, in southern Sweden. The municipality of Lund spearheads this collaborative effort (with more than 50 partners) to catalyse innovative solutions for sustainable and attractive cities and to strengthen the innovation culture of the ecosystem in Lund. Since its start in 2013, FBL has developed its system leadership function – scouting trends and identifying opportunities, matching relevant actors and catalyzing collaborative action, and developing a community of actors (companies, universities, research institutes, innovation support actors) and portfolio of activities that (collectively) contribute to a more sustainable and attractive city. For instance, FBL gathered a group of actors and facilitated initial activities to develop an electric road – moving from idea to national demonstrator over the course of six years. FBL played a similar “initial catalyst” role in developing a new energy solution – Ectogrid.

FBL is one of six innovation platforms supported through a programme at Sweden’s innovation agency – Vinnova, which is soon coming to its end. The funding and other support from Vinnova have helped FBL build its capacity to proactively foster innovation activities that respond to challenges and sustainable development aims that can only be addressed in collaboration with others – operating in between municipal and other organisational mandates, in the more exploratory, uncertain, and bottom-up areas of innovation activity (see figure below).

Culture, Institutions and Social Equilibria: A Framework


Paper by Daron Acemoglu & James A. Robinson: “This paper proposes a new framework for studying the interplay between culture and institutions. We follow the recent sociology literature and interpret culture as a \repertoire”, which allows rich cultural responses to changes in the environment and shifts in political power. Specifically, we start with a culture set, which consists of attributes and the feasible connections between them. Combinations of attributes produce cultural configurations, which provide meaning, interpretation and justification for individual and group actions. Cultural figurations also legitimize and support different institutional arrangements. Culture matters as it shapes the set of feasible cultural figurations and via this channel institutions.

Yet, changes in politics and institutions can cause a rewiring of existing attributes, generating very different cultural configurations. Cultural persistence may result from the dynamics of political and economic factors – rather than being a consequence of an unchanging culture. We distinguish cultures by how fluid they are – whereby more fluid cultures allow a richer set of cultural configurations. Fluidity in turn depends on how specific (vs. abstract) and entangled (vs. free-standing) attributes in a culture set are. We illustrate these ideas using examples from African, England, China, the Islamic world, the Indian caste system and the Crow. In all cases, our interpretation highlights that culture becomes more of a constraint when it is less fluid (more hardwired), for example because its attributes are more specific or entangled. We also emphasize that less fluid cultures are not necessarily “bad cultures”, and may create a range of benefits, though they may reduce the responsiveness of culture to changing circumstances. In many instances, including in the African, Chinese and English cases, we show that there is a lot of fluidity and very different, almost diametrically-opposed, cultural configurations are feasible, often compete with each other for acceptance and can gain the upper hand depending on political factors….(More)”

‘Belonging Is Stronger Than Facts’: The Age of Misinformation



Max Fisher at the New York Times: “There’s a decent chance you’ve had at least one of these rumors, all false, relayed to you as fact recently: that President Biden plans to force Americans to eat less meat; that Virginia is eliminating advanced math in schools to advance racial equality; and that border officials are mass-purchasing copies of Vice President Kamala Harris’s book to hand out to refugee children.

All were amplified by partisan actors. But you’re just as likely, if not more so, to have heard it relayed from someone you know. And you may have noticed that these cycles of falsehood-fueled outrage keep recurring.

We are in an era of endemic misinformation — and outright disinformation. Plenty of bad actors are helping the trend along. But the real drivers, some experts believe, are social and psychological forces that make people prone to sharing and believing misinformation in the first place. And those forces are on the rise.

“Why are misperceptions about contentious issues in politics and science seemingly so persistent and difficult to correct?” Brendan Nyhan, a Dartmouth College political scientist, posed in a new paper in Proceedings of the National Academy of Sciences.

It’s not for want of good information, which is ubiquitous. Exposure to good information does not reliably instill accurate beliefs anyway. Rather, Dr. Nyhan writes, a growing body of evidence suggests that the ultimate culprits are “cognitive and memory limitations, directional motivations to defend or support some group identity or existing belief, and messages from other people and political elites.”

Put more simply, people become more prone to misinformation when three things happen. First, and perhaps most important, is when conditions in society make people feel a greater need for what social scientists call ingrouping — a belief that their social identity is a source of strength and superiority, and that other groups can be blamed for their problems….(More)”.

Improving hand hygiene in hospitals: comparing the effect of a nudge and a boost on protocol compliance


Paper by Henrico van Roekel, Joanne Reinhard and Stephan Grimmelikhuijsen: “Nudging has become a well-known policy practice. Recently, ‘boosting’ has been suggested as an alternative to nudging. In contrast to nudges, boosts aim to empower individuals to exert their own agency to make decisions. This article is one of the first to compare a nudging and a boosting intervention, and it does so in a critical field setting: hand hygiene compliance of hospital nurses. During a 4-week quasi-experiment, we tested the effect of a reframing nudge and a risk literacy boost on hand hygiene compliance in three hospital wards. The results show that nudging and boosting were both effective interventions to improve hand hygiene compliance. A tentative finding is that, while the nudge had a stronger immediate effect, the boost effect remained stable for a week, even after the removal of the intervention. We conclude that, besides nudging, researchers and policymakers may consider boosting when they seek to implement or test behavioral interventions in domains such as healthcare….(More)”.

If you’re like most people, geometry is a sterile and dimly remembered exercise you gladly left behind in the dust of ninth grade, along with your braces and active romantic interest in pop singers. If you recall any of it, it’s plodding through a series of miniscule steps only to prove some fact about triangles that was obvious to you in the first place. That’s not geometry. Okay, it is geometry, but only a tiny part, which has as much to do with geometry in all its flush modern richness as conjugating a verb has to do with a great novel.

Tech for disabled people is booming around the world. So where’s the funding?


Article by Devi Lockwood: “Erick Ponce works in a government communications department in northern Ecuador. The 26-year-old happens to be deaf — a disability he has had since childhood. Communicating fluidly with his non-signing colleagues at work, and in public spaces like the supermarket, has been a lifelong challenge. 

In 2017, Ponce became one of the first users of an experimental app called SpeakLiz, developed by an Ecuadorian startup called Talov. It transforms written text to sound, transcribes spoken words, and can alert a deaf or hard-of-hearing person to sounds like that of an ambulance, motorcycles, music, or a crying baby. 

Once he began using SpeakLiz, Ponce’s coworkers — and his family — were able to understand him more easily. “You cannot imagine what it feels like to speak with your son after 20 years,” his father told the app’s engineers. Now a part of the Talov team, Ponce demos new products to make them better before they hit the market. 

The startup has launched two subscription apps on iOS and Android: SpeakLiz, in 2017, for the hearing impaired, and Vision, in 2019, for the visually impaired. Talov’s founders, Hugo Jácome and Carlos Obando, have been working on the apps for over five years. 

SpeakLiz and Vision are, by many measures, successful. Their software is used by more than 7,000 people in 81 countries and is available in 35 languages. The founders won an award from MIT Technology Review and a contest organized by the History Channel. Talov was named among the top 100 most innovative startups in Latin America in 2019. 

But the startup is still struggling. Venture capitalists aren’t knocking on its door. Jácome and Obando sold some of their possessions to raise enough money to launch, and the team has next to no funding to continue expanding.

Lobbying in the 21st Century: Transparency, Integrity and Access


OECD Report: “Lobbying, as a way to influence and inform governments, has been part of democracy for at least two centuries, and remains a legitimate tool for influencing public policies. However, it carries risks of undue influence. Lobbying in the 21st century has also become increasingly complex, including new tools for influencing government, such as social media, and a wide range of actors, such as NGOs, think tanks and foreign governments. This report takes stock of the progress that countries have made in implementing the OECD Principles for Transparency and Integrity in Lobbying. It reflects on new challenges and risks related to the many ways special interest groups attempt to influence public policies, and reviews tools adopted by governments to effectively safeguard impartiality and fairness in the public decision-making process….(More)”.

The Tragedy of Climate Change


Essay by Bryan Doerries: “How terrible it is to know when, in the end, knowing gains you nothing,” laments the blind prophet Tiresias in Sophocles’ Oedipus the King. Oedipus had summoned him to reveal the source of the pestilence and ecological disaster ravaging Thebes. But Tiresias knew that the king would reject the truth. Today’s climate scientists and epidemiologists can relate.

Like Tiresias, modern-day scientists know where the planet is headed and why. They found out not through prophecies, but through countless double-blind experiments, randomized trials, and rigorous peer review. Their evidence is unimpeachable, and the consensus among them is overwhelming. But their secular augury cannot seem to overcome the willful indifference of politicians or the public. Knowing gains them nothing, because so few are listening.

If there is a way for scientists to get through to people and their leaders, the key will be to change not what they say, but how they say it. The language of science is dispassionate by design. By contrast, the manifold crises our planet faces are urgent and intense, and the individual and collective decisions that are fueling those crises have high emotional and ethical stakes. A virulent pandemic has taken the lives of three million people. The Earth is in the throes of a sixth mass extinction. And the problems are set to escalate.

We need a language to convey the gravity and complexity of the global tragedy that is unfolding, and the ancient Greeks supply it. Their tragedies are stories of people learning too late (usually by milliseconds). Their characters doggedly pursue what they believe to be right, barely comprehending the forces they face – chance, fate, habits, governments, gods, the weather. By the time they do, the characters have unwittingly made an irreversible – and devastating – mistake.

For centuries, Greek tragedies have been viewed as pessimistic expressions of a fatalistic society, which depict the futility of fighting destiny. But, for the Greeks, the effect of these stories may have been counterintuitive. By showing people just how narrow and fleeting their power to determine their own future was, the tragedies discouraged apathy. Highlighting how devastating self-delusion can be encouraged awareness. And providing the language for describing difficult experiences enhanced agency….(More)”

Selecting the Most Effective Nudge: Evidence from a Large-Scale Experiment on Immunization


NBER Paper by Abhijit Banerjee et al: “We evaluate a large-scale set of interventions to increase demand for immunization in Haryana, India. The policies under consideration include the two most frequently discussed tools—reminders and incentives—as well as an intervention inspired by the networks literature. We cross-randomize whether (a) individuals receive SMS reminders about upcoming vaccination drives; (b) individuals receive incentives for vaccinating their children; (c) influential individuals (information hubs, trusted individuals, or both) are asked to act as “ambassadors” receiving regular reminders to spread the word about immunization in their community. By taking into account different versions (or “dosages”) of each intervention, we obtain 75 unique policy combinations.

We develop a new statistical technique—a smart pooling and pruning procedure—for finding a best policy from a large set, which also determines which policies are effective and the effect of the best policy. We proceed in two steps. First, we use a LASSO technique to collapse the data: we pool dosages of the same treatment if the data cannot reject that they had the same impact, and prune policies deemed ineffective. Second, using the remaining (pooled) policies, we estimate the effect of the best policy, accounting for the winner’s curse. The key outcomes are (i) the number of measles immunizations and (ii) the number of immunizations per dollar spent. The policy that has the largest impact (information hubs, SMS reminders, incentives that increase with each immunization) increases the number of immunizations by 44 % relative to the status quo. The most cost-effective policy (information hubs, SMS reminders, no incentives) increases the number of immunizations per dollar by 9.1%….(More)”.
