A Republic of Equals: A Manifesto for a Just Society

Human Capital and Administrative Burden: The Role of Cognitive Resources in Citizen-State Interactions


Paper by Julian Christensen et al: “One means by which the state reinforces inequality is by imposing administrative burdens that loom larger for citizens with lower levels of human capital. Integrating insights from various disciplines, we focus on one aspect of human capital, cognitive resources. We outline a model that explains how burdens and cognitive resources, especially executive functioning, interrelate. We then provide illustrative examples, by highlighting three common life factors – scarcity, health problems, and age-related cognitive decline. These factors create a human capital Catch-22, increasing people’s likelihood of needing state assistance while simultaneously undermining the cognitive resources required to negotiate the burdens they encounter while seeking such assistance. The result is to reduce access to state benefits and increase inequality. Is it time to challenge the power of philanthropy?


Blog post by Magdalena Kuenkel: “Over the past six months, we’ve partnered with Nesta to explore some of these questions. In the “Foundation Horizon Scan,” unveiled at an event today with sector leaders, we take the long view to explore the future of philanthropic giving. In compiling the report, we reviewed relevant literature and spoke to over 30 foundation leaders and critics internationally to understand what the challenges to foundations’ legitimacy and impact mean in practice and how foundations are responding to them today. 

We learned about new grantmaking practices that give more power to grantees and/or beneficiaries and leverage the power of digital technologies. We heard about alternative governance models to address power imbalances and saw many more collaborative efforts (big and small) to address today’s complex challenges. We spoke to funders who prioritise place-based giving in order to ensure that beneficiaries’ voices are heard.

Alongside these practical responses, we also identified eight strategic areas where foundations face difficult trade-offs:

  • Power and control
  • Diversity
  • Transparency
  • Role in public sector delivery
  • Time horizons
  • Monitoring, evaluation and learning
  • Assets
  • Collaboration 

There are no simple solutions. When devising future strategies, foundations will inevitably have to make tradeoffs between different priorities. Pursuing one path might well mean forfeiting the benefits afforded by a different approach. Near-term vs. long-term? Supporting vs. challenging government? Measuring vs. learning?

The Digital Roadmap


Report by the Pathway for Prosperity Commission: “The Digital Roadmap presents an overarching vision for a globally connected world that both delivers on the opportunities presented by technology, and limits downside risks. Importantly, it also sets out how this vision can be achieved.

Craft a digital compact for inclusive development

Embracing country-wide digital change will be disruptive. Navigating it requires coordinated action. Reconfiguring an economy will result in some resistance. The best way to achieve buy-in, and to balance trade-offs, is through dialogue: the private sector and civil society in its broadest sense (including community leaders, academia, trade unions, NGOs, and faith groups). The political economy of upheaval is difficult, but change can be managed with discussions that are inclusive of multiple groups. These dialogues should result in a national digital compact: a shared vision of the future to which everyone commits. The Pathways Commission has supported three countries – Ethiopia, Mongolia and South Africa – as they each developed country-wide digital strategies, using the Digital Economy Kit.

Put people at the centre of the digital future

Rapid technological affects peoples’ lives.Failure to put people at the centre of social and economic change can lead to social unrest. The pace and intensity of change means it’s all the more important that people are at the centre of the digital future – not the technology. This requires equipping people to benefit from opportunities, while also protecting them from the potential harms of the digital age. Governments should take responsibility for ensuring that vocational education is truly useful for workers and for business in the digital age. The private sector needs to be involved in keeping curricula up to date.

Build the digital essentials

Digital products and services cannot be created in a vacuum – essential components need to be in place: physical infrastructure, foundational digital systems (such as digital identification and mobile money), and capital to invest in innovation. These are the basic ingredients needed for existing firms to adopt more productive technologies, and for digital entrepreneurs to build and innovate. Having reliable infrastructure and interoperable systems means that firms and service providers can focus on their core business, without having to build an enabling environment from scratch.

Reach everyone with digital technologies

If technology is to be a force for development for everyone, it must reach everyone.Just over half of the world’s population is connected to a digital life; for the rest, digital opportunities don’t mean much. Without digital connections, people can’t participate in digital work platforms, benefit from new technologies in education, or engage with government services online. Women, people with lower levels of education, and people in poverty are usually those who lack digital access. Reaching everyone requires looking beyond current business models. The private sector needs to design for inclusion, ensuring the poorest and most marginalised consumers, to ensure they are not left even further behind.

Govern technology for the future

The unprecedented pace of change and emergence of new risks in the digital era (such as algorithmic bias, cybersecurity, and threats to privacy) are creating headaches for even the most well-resourced countries. For developing countries, the challenges are even bigger. Digital technologies fundamentally shape what people do and how they do it: freelancers may face algorithms that determine chances to get hired. Banks might face a financial system with heightened risk from new, non-bank deposit holders. These issues, and many others, require new and adaptive approaches to decision-making. It keys off contemporary reconsiderations of Garret Hardin’s “Tragedy of the Commons” and Elinor Ostrom’s response to Hardin in Governing the Commons and later work.

Ostrom was among the best-known critics of Hardin’s idea of a “tragedy,” but Ostrom’s own work has also raised some questions in more recent commons literature. One key question is the very uncertain relationship between community-based resource control and democratic rights. A second key question revolves around the understanding of commons on the one hand as limited common regimes, central to Ostrom’s work, or as open access, as espoused by more recent advocates of widespread access to information and communications networks….(More)”.

Seeing Transparency More Clearly


Paper by David Pozen: “In recent years, transparency has been proposed as the solution to, and the cause of, a remarkable range of public problems. The proliferation of seemingly contradictory claims about transparency becomes less puzzling, this essay argues, when one appreciates that transparency is not, in itself, a coherent normative ideal. Nor does it have a straightforward instrumental relationship to any primary goals of governance. To gain greater purchase on how transparency policies operate, scholars must therefore move beyond abstract assumptions and drill down into the specific legal, institutional, historical, political, and cultural contexts in which these policies are crafted and implemented. Ten ways to optimise evidence-based policy

Politics is for Power, Not Consumption


Eitan Hersh at the Boston Review: “…What I’m doing I call political hobbyism, a catchall phrase for consuming and participating in politics by obsessive news-following and online “slacktivism,” by feeling the need to offer a hot take for each daily political flare-up, by emoting and arguing and debating, almost all of this from behind screens or with earphones on. I am in good company: these behaviors represent how most “politically engaged” Americans spend their time on politics.

In 2018, I asked a representative sample of Americans to estimate about how much time they spend on any kind of political-related activity in a typical day. A third of Americans say they spend two hours or more each day on politics. Of these people, four out of five say that not one minute of that time is spent on any kind of real political work. It is all TV news and podcasts and radio shows and social media and cheering and booing and complaining to friends and family.

Political hobbyists tend to be older than the general public, though they are found in all age groups. They are disproportionately college educated, male, and white. In the current climate, they are more likely to be Democrats than Republicans or independents. Not only are they different from the general public, they also have a different profile from people who engage actively in political organizations. For example, of the people who spend two hours a day on politics but no time on volunteering, 56 percent are men. But of those who spend that much time on politics, with at least some of it spent volunteering, 66 percent are women.

Those who volunteer, such as the group in Westmoreland County that is out convincing neighbors to vote and to advocate, have something to show for their commitment to their political values. As for the rest of us, all we have is a sinking feeling of helplessness in the face of overwhelming challenge.

As a political scientist, I study the ways that ordinary people participate in politics. The political behavior of ordinary people is hard to understand. We don’t often reflect deeply on why we engage in politics. However, when we step back and investigate our political lives, we can paint a general picture of what motivates us. Summing up the time we spend on politics, it would be hard to describe our behavior as seeking to influence our communities or country. Most of us are engaging to satisfy our own emotional needs and intellectual curiosities. That’s political hobbyism….(More)”.
