Making Futures – Marginal Notes on Innovation, Design, and Democracy

Nilsson and Richard Topgaard: “Innovation and design need not be about the search for a killer app. Innovation and design can start in people’s everyday activities. They can encompass local services, cultural production, arenas for public discourse, or technological platforms. The approach is participatory, collaborative, and engaging, with users and consumers acting as producers and creators. It is concerned less with making new things than with making a socially sustainable future. This book describes experiments in innovation, design, and democracy, undertaken largely by grassroots organizations, non-governmental organizations, and multi-ethnic working-class neighborhoods.
These stories challenge the dominant perception of what constitutes successful innovations. They recount efforts at social innovation, opening the production process, challenging the creative class, and expanding the public sphere. Make policy for real, not ideal, humans
The World Bank’s latest World Development Report examines this territory. It notes that “behavioural economics” alters our view of human behaviour in three ways: first, most of our thinking is not deliberative, but automatic; second, it is socially conditioned; and, third, it is shaped by inaccurate mental models.
The Nobel laureate, Daniel Kahneman, explored the idea that we think in two different ways in his 2011 book Thinking, Fast and Slow . The need for an automatic system is evident. Our ancestors did not have the time to work out answers to life’s challenges from first principles. They acquired automatic responses and a cultural predisposition towards rules of thumb. We inherited both these traits. Thus, we are influenced by how a problem is framed.
Another characteristic is “confirmation bias” — the tendency to interpret new information as support for pre-existing beliefs. We also suffer from loss aversion, fierce resistance to losing what one already has. For our ancestors, on the margin of survival, that made sense.
The fact that humans are intensely social is clear. Even the idea that we are autonomous is itself socially conditioned. We are also far from solely self-interested. A bad consequence of the power of norms is that societies may be stuck in destructive patterns of behaviour. Nepotism and corruption are examples. If they are entrenched, it may be difficult (or dangerous) for individuals not to participate. But social norms can also be valuable. Trust is a valuable norm. It rests on one of humanity’s strongest behaviours: conditional co-operation. People will punish free-riders even when it costs them to do so. This trait strengthens groups and so must raise members’ ability to survive.
Mental models are essential. Some seem to be inbuilt; and some can be damaging — as well as productive. Ideas about “us” and “them”, reinforced by social norms, may well lead to results that range from the merely unfair to the catastrophic. Equally important may be mental models that create self-fulfilling expectations of who will succeed and who will fail. There is evidence, notes the WDR, that mental models rooted in history may shape people’s view of the world for centuries: caste is an example. Such mental models survive because they are reproduced socially and become part of the automatic rather than the deliberative system. They influence not just our perceptions of others, but perceptions of ourselves.

Just say no to digital hoarding
Dominic Basulto at the Washington Post: “We have become a nation of digital hoarders. We save everything, even stuff that we know, deep down, we’ll never need or be able to find. We save every e-mail, every photo, every file, every text message and every video clip. If we don’t have enough space on our mobile devices, we move it to a different storage device, maybe even a hard drive or a flash drive. Or, better yet, we just move it to “the cloud.”….
If this were simply a result of the exponential growth of information — the “information overload” — that would be one thing. That’s what technology is supposed to do for us – provide new ways of creating, storing and manipulating information. Innovation, from this perspective, can be viewed as technology’s frantic quest to keep up with society’s information needs.
But digital hoarding is about something much different – it’s about hoarding data for the sake of data. When Apple creates a new “Burst Mode” on the iPhone 5s, enabling you to rapidly save a series of up to 10 photos in succession – and you save all of them – is that not an example of hoarding? When you save every e-book, every movie and every TV season that you’ve “binge-watched” on your tablet or other digital device — isn’t that another symptom of being a digital hoarder? In the analog era, you would have donated used books to charity, hosted a garage sale to get rid of old albums you never listen to, or simply dumped these items in the trash.
You may not think you are a digital hoarder. You may think that the desire to save each and every photo, e-mail or file is something relatively harmless. Storage is cheap and abundant, right? You may watch a reality TV show such as “Hoarders” and think to yourself, “That’s not me.” But maybe it is you. (Especially if you still have those old episodes of “Hoarders” on your digital device.)
Unlike hoarding in the real world — where massive stacks of papers, books, clothing and assorted junk might physically obstruct your ability to move and signal to others that you need help – there are no obvious outward signs of being a digital hoarder. And, in fact, owning the newest, super-slim 128GB tablet capable of hoarding more information than anyone else strikes many as being progressive. However, if you are constantly increasing the size of your data plan or buying new digital devices with ever more storage capacity, you just might be a digital hoarder…
In short, innovation should be about helping us transform data into information. “Search” was perhaps the first major innovation that helped us transform data into information. The “cloud” is currently the innovation that has the potential to organize our data better and more efficiently, keeping it from clogging up our digital devices. The next big innovation may be “big data,” which claims that it can make sense of all the new data we’re creating. This may be either brilliant — helping us find the proverbial needle in the digital haystack — or disastrous — encouraging us to build bigger and bigger haystacks in the hope that there’s a needle in there somewhere… (More).”
HyperCities: Thick Mapping in the Digital Humanities
Todd Presner, David Shepard, and Yoh Kawano put digital humanities theory into practice to chart the proliferating cultural records of places around the world. A digital platform transmogrified into a book, it explains the ambitious online project of the same name that maps the historical layers of city spaces in an interactive, hypermedia environment. The authors examine the media archaeology of Google Earth and the cultural–historical meaning of map projections, and explore recent events—the “Arab Spring” and the Fukushima nuclear power plant disaster—through social media mapping that incorporates data visualizations, photographic documents, and Twitter streams. A collaboratively authored and designed work, HyperCities includes a “ghost map” of downtown Los Angeles, polyvocal memory maps of LA’s historic Filipinotown, avatar-based explorations of ancient Rome, and hour-by-hour mappings of the Tehran election protests of 2009.
Not a book about maps in the literal sense, HyperCities describes thick mapping: the humanist project of participating and listening that transforms mapping into an ethical undertaking. Ultimately, the digital humanities do not consist merely of computer-based methods for analyzing information. They are a means of integrating scholarship with the world of lived experience, making sense of the past in the layered spaces of the present for the sake of the open future.”
Organizing for Coordination in the Public Sector

Governments struggle to handle challenging policy problems that escape simple solutions and transcend the borders of organizations, administrative levels and ministerial areas. Public sector coordination has become one of the key aspects of governments’ policy capacity. This important collection is comprised of 20 European case studies; it offers valuable insights into public sector coordination and points to important lessons for devising and implementing new coordination instruments. It is essential reading for public sector practitioners as well as students and scholars of public administration and policy.”
Lab Rats
Clare Dwyer Hogg at the Long and Short: “Do you remember how you were feeling between 11 and 18 January, 2012? If you’re a Facebook user, you can scroll back and have a look. Your status updates might show you feeling a little bit down, or cheery. All perfectly natural, maybe. But if you were one of 689,003 unwitting users selected for an experiment to determine whether emotions are contagious, then maybe not. The report on its findings was published in March this year: “Experimental evidence of massive-scale emotional contagion through social networks”. How did Facebook do it? Very subtly, by adjusting the algorithm of selected users’ news feeds. One half had a reduced chance of being exposed to positive updates, the other had a more upbeat newsfeed. Would users be more inclined to feel positive or negative themselves, depending on which group they were in? Yes. The authors of the report found – by extracting the posts of the people they were experimenting on – that, indeed, emotional states can be transferred to others, “leading people to experience the same emotions without their awareness”.
It was legal (see Facebook’s Data Use Policy). Ethical? The answer to that lies in the shadows. A one-off? Not likely. When revealed last summer, the Facebook example created headlines around the world – and another story quickly followed. On 28 July, Christian Rudder, a Harvard math graduate and one of the founders of the internet dating site OkCupid, wrote a blog post titled “We Experiment on Human Beings!”. In it, he outlined a number of experiments they performed on their users, one of which was to tell people who were “bad matches” (only 30 per cent compatible, according to their algorithm) that they were actually “exceptionally good for each other” (which usually requires a 90 per cent match). OkCupid wanted to see if mere suggestion would inspire people to like each other (answer: yes). It was a technological placebo. The experiment found that the power of suggestion works – but so does the bona fide OkCupid algorithm. Outraged debates ensued, with Rudder defensive. “This is the only way to find this stuff out,” he said, in one heated radio interview. “If you guys have an alternative to the scientific method, I’m all ears.”…
The debate, says Mark Earls, should primarily be about civic responsibility, even before the ethical concerns. Earls is a towering figure in the world of advertising and communication, and his book Herd: How to Change Mass Behaviour By Harnessing our True Nature, was a gamechanger in how people in the industry thought about what drives us to make decisions. That was a decade ago, before Facebook, and it’s increasingly clear that his theories were prescient.
He kept an eye on the Facebook experiment furore, and was, he says, heavily against the whole concept. “They’re supporting the private space between people, their contacts and their social media life,” he says. “And then they abused it.”…”
Test-tube government
The Economist: “INCUBATORS, accelerators, garages, laboratories: the best big companies have had them for years. Whatever the moniker (The Economist once had one called “Project Red Stripe”), in most cases a select few workers are liberated from the daily grind and encouraged to invent the future. Now such innovation units are becoming de rigueur in the public sector too: Boston has an Office of New Urban Mechanics; Denmark has a MindLab; and Singapore has the more prosaically named PS21 Office.
These government laboratories provide a bridge between the public and private sectors. Sometimes governments simply copy what private firms are doing. MindLab is based on the Future Centre, the innovation unit of Skandia, a big insurance firm. Sometimes they get money and advice from private sources: the New Orleans Innovation Delivery Team is partly funded by Michael Bloomberg, the former mayor of New York city and one of America’s biggest media tycoons. Whatever the connection, these units plug the public sector into a new world. They are full of people talking about “disruption” and “iteration”.
The units also provide a connection with academia. Britain’s Behavioural Insights Team, originally based in the Cabinet Office, was the world’s first government outfit dedicated to applying the insights of behavioural economics to public policy (it was known as the “nudge unit”, after the book “Nudge”, by Richard Thaler and Cass Sunstein). David Halpern, the group’s head, says that its mission was to point out the “small details” of policy that can have big consequences (see Free Exchange). It persuaded, for instance, HM Revenue & Customs, Britain’s tax collection agency, to tweak the words of a routine letter to say that most people in the recipient’s local area had already paid their taxes. As a result, payment rates increased by five percentage points.
A new report published by Nesta, a British charity devoted to promoting innovation, and Bloomberg Philanthropies shows how popular these government innovation labs have become. They can be found in a striking variety of places, from developing countries such as Malaysia to rich countries like Finland, and in the offices of mayors as well as the halls of central government.
Whatever their location, the study suggests they go about things in similar ways, with a lot of emphasis on harnessing technology. The most popular idea is co-creation—getting one’s customers to help invent and improve products and services. Boston’s Office of New Urban Mechanics has produced a series of apps which provide citizens with a convenient way of reporting problems such as graffiti and pot holes (by taking a photograph and sending it to city hall, users provide it with evidence and GPS co-ordinates). The staff-suggestion scheme introduced by PS21 in Singapore has produced striking results: one air-force engineer came up with the idea of scanning aircraft for leaks with ultraviolet light, just as opticians scan the cornea for scratches….
The most striking thing about these institutions, however, is their willingness to experiment. Policymakers usually alternate between hostility to new ideas and determination to implement a new policy without bothering to try it out first. Innovation centres tend to be both more daring and happy to test things. Sitra, for instance, is experimenting with health kiosks in shopping centres which are staffed by nurses, provide routine care and stay open late and on weekends. The Centre for Social Innovation in Colombia has developed computer games which are designed to teach pre-teenagers to make sensible choices about everything from nutrition to gang membership. Sitra also tracks the progress of each project that it funds against its stated goals….”
