While politicians support data release and assume that the positive value of open data will dominate, many governmental organizations are reluctant to open their data, as they are afraid of the dark side. The objective of this paper is to provide a decision-making model that assists in trade-offs between the pros and cons of open data. Data disclosure is dependent on the type of data (e.g. its sensitivity, structure and quality) and the context (e.g. organizational policies, legislation and the political influences). Based on the literature and fifteen in-depth interviews with public sector officials and data archivists, this paper identifies contextual and dataset-related variables which influence a trade-off. A decision-making model is presented capturing trade-offs, and in this way providing guidance for weighing the creation of public value and the risks. - Real-time operations
Many industries in the global economy already operate in real time. ….
Governments are different. They often access accurate data only on a monthly or quarterly basis, even though they make critical decisions every day. This will change with software deployments that help governments unleash and use current data to make more informed decisions about how they can allocate public resources effectively.
- Smarter cities
Studies on human migration patterns indicate that more people are moving to cities. By 2025, an estimated 60% of the world’s population will live in an urban centre. High rates of urbanization will force cities to use their existing resources more efficiently. Networked infrastructures – including roads, phone lines, cable networks, satellites and the internet – will be important parts of the solution to this challenge….For example, MIT and Copenhagen recently collaborated on an electric-hybrid bike wheel that monitors pollution, road conditions and traffic. The wheel allows cities to monitor their environments at a level that was previously unfeasible with cheap sensors and manual labour, offering a quantum leap in networking capability without using further human or capital resources.
- Increased citizen engagement
Smart networks are wonderful things, but cities need to guard themselves against making efficiency a sacred cow. There is inherent tension between the ideals of democracy and efficiency, between the openness of platforms that encourage engagement and centralized systems. Rather than focus solely on making everything smart, cities will have to focus on slowing down and improving the quality of life.
These considerations will cause cities to increase citizen engagement. Transparency is a subset of this goal. Open data platforms, such as data.gov and data.gov.uk, host troves of machine-readable government information that allow communities to target and solve problems for which governments do not have the bandwidth. Crowdfunding platforms, such as neighbor.ly, allow citizens to participate in the civic process by enabling them to invest in local capital projects. These types of civic tech platforms will continue to grow, and they will be vital to the health of future democracies.
- 21st-century reporting software for governments
The information technology that powers government is notoriously antiquated. …
New reporting technology, such as the system from OpenGov, will automatically pull and display data from governments’ accounting systems. These capabilities empower employees to find information in seconds that would have previously taken hours, days or even weeks to find. They will expand inter-departmental collaboration on core functions, such as budgeting. And they will also allow governments to compare themselves with other governments. In the next decade, advanced reporting software will save billions of dollars by streamlining processes, improving decisions and offering intelligent insights across the expenditure spectrum.

The internet was conceived as a knowledge-sharing platform. Over the past few decades, technologists have developed tools such as Google and Wikipedia to aid the flow of information on the web and enable ever greater knowledge sharing. - Europe is gaining in digital maturity: With an average score of 73% in 2014, user-centricity is confirmed as the most advanced indicator at the EU-28+ level, ending 3 percentage points higher than a year earlier. The results indicate year-on-year progress across all the European countries compared.
- Mobile – a missed opportunity: Only one in four public sector websites is mobile friendly which misses out a large segment of service users.
- Improved Transparency but still long way to go to build trust: We saw a 3 percentage point improvement from the previous measurement, but it is still unsatisfactory as it stops at 51%.
- Slowly moving to smarter government: 1-point improvement to adopting key enablers in technology risks the transition to a smart government. Key enablers, such as authentic sources, allow for automation of services and re-use of data to further reduce burdens.
- The Digital Single Market is yet to come: Set as one of the ten priorities by the Juncker Commission, cross-border mobility is not yet even halfway to being fully achieved.
Innovation to Drive the European Advantage
New technologies and models offer governments to apply innovative solutions to deliver better, faster and cheaper services.
We put forward four key recommendations for European public sector organizations to innovate.
- Enable: Build a shared digital infrastructure as the basis. The infrastructure foundation is required to develop any technology building blocks to digital transformation – across agencies, and tiers.
- Entice: Move from customer services to customized services. Services that entice and engage users to go online also keep them there.
- Exploit: Make online services mandatory. Aim to make ‘By digital by default’ become the natural next step.
- Educate. Educate. Educate: Practitioners, civil servants, leaders and users must be trained up in digital skills.

Accelerating the Use of Prizes to Address Tough Challenges
Tom Kalil and Jenn Gustetic in DigitalGov: “Later this year, the Federal government will celebrate the fifth anniversary of Challenge.gov, a one-stop shop that has prompted tens of thousands of individuals, including engaged citizens and entrepreneurs, to participate in more than 400 public-sector prize competitions with more than $72 million in prizes.
The May 2015 report to Congress on the Implementation of Federal Prize Authority for Fiscal Year 2014 highlights that Challenge.gov is a critical component of the Federal government’s use of prize competitions to spur innovation. Federal agencies have used prize competitions to improve the accuracy of lung cancer screenings,develop environmentally sustainable brackish water desalination technologies, encourage local governments to allow entrepreneurs to launch new startups in a day, and increase the resilience of communities in the wake of Hurricane Sandy. Numerous Federal agencies have discovered that prizes allow them to:
- Pay only for success and establish an ambitious goal without having to predict which team or approach is most likely to succeed.
- Reach beyond the “usual suspects” to increase the number of citizen solvers and entrepreneurs tackling a problem.
- Bring out-of-discipline perspectives to bear.
- Increase cost-effectiveness to maximize the return on taxpayer dollars.
- Inspire risk-taking by offering a level playing field through credible rules and robust judging mechanisms.
To build on this momentum, the Administration will hold an event this fall to highlight the role that prizes play in solving critical national and global issues. The event will showcase public- and private-sector relevant commitments from Federal, state, and local agencies, companies, foundations, universities, and non-profits. Commitments may include the announcement of specific, ambitious incentive prizes and/or steps that will increase public- and/or private-sector capacity to design high-impact prizes and challenges. For example:….

PUBLIC SAFETY: WEARABLE TECH IS TRANSFORMING EMERGENCY RESPONSE
The wearable technology market is expected to grow from $20 billion in 2015 to almost $70 billion in 2025, according to research firm IDTechEx. As commercial applications bloom, more will find their way into the public sector and emergency response.
This year has seen an increase in the number of police departments using body cameras. And already under development are wireless devices that monitor a responder’s breathing, heart rate and blood pressure, as well as potentially harmful environmental conditions, and relay concerns back to incident command.
But rather than sitting back and waiting for the market to develop, the U.S. Department of Homeland Security is determined to spur innovation in the field. DHS’ research and development arm is funding a startup accelerator program called Emerge managed by the Center for Innovative Technology (CIT), a Virginia-based nonprofit. Two accelerators, in Texas and Illinois, will work with 10 to 15 startups this year to develop wearable products and adopt them for first responder use….

A hot health-care trend is population health management: using data to improve health at a community level as well as an individual level. The growth in sophistication of GIS tools has allowed public health researchers to more clearly identify and start addressing health resource disparities.
Dr. Jeffrey Brenner, a Camden, N.J.-based physician, uses data gathered in a health information exchange (HIE) to target high-cost individuals. The Camden Coalition of Healthcare Providers uses the HIE data to identify high-cost “hot spots” — high-rise buildings where a large number of hospital emergency room “super users” live. By identifying and working with these individuals on patient-centered care coordination issues, the coalition has been able to reduce emergency room use and in-patient stays….
PARKS & RECREATION: TRACKING TREES FOR A BETTER FUTURE
A combination of advances in mobile data collection systems and geocoding lets natural resources and parks agencies be more proactive about collecting tree data, managing urban forests and quantifying their value, as forests become increasingly important resources in an era of climate change.
Philadelphia Parks and Recreation has added approximately 2 million trees to its database in the past few years. It plans to create a digital management system for all of them. Los Angeles City Parks uses the Davey Tree Expert Co.’s Web-based TreeKeeper management software to manage existing tree inventories and administer work orders. The department can also more easily look at species balance to manage against pests, disease and drought….
CORRECTIONS: VIDEO-BASED TOOLS TRANSFORM PRISONS AND JAILS
Videoconferencing is disrupting business as usual in U.S. jails and prisons in two ways: One is the rising use of telemedicine to reduce inmate health-care costs and to increase access to certain types of care for prisoners. The other is video visitation between inmates and families.
A March 2015 report by Southern California Public Radio noted that the federal court-appointed receiver overseeing inmate health care in California is reviewing telemedicine capabilities to reduce costly overtime billing by physicians and nurses at prisons. In one year, overtime has more than doubled for this branch of corrections, from more than $12 million to nearly $30 million….

Helping the public sector get innovative while saving money
European Commission Press Release: “Innovation procurement is a public procurement practice according to which public authorities request businesses to develop or buy innovative products or services that fit these organisations’ specific needs. For example, it could help hospitals use e-health tools allowing doctors to monitor their patients’ condition from a distance; it could allow local authorities to improve traffic management in their region, hence reducing congestion and pollution, improving road safety and using the road network effectively; it could also help cities better manage street lighting to make roads safer and more attractive, while increasing energy efficiency; it could help public administration improve efficiency through the use of cloud solutions. Public Procurement in Europe represents a 19% of GDP in Europe -or around € 2,400 billion a year. Innovation procurement also helps boost smaller, more innovative companies, as it means using public procurement funds to buy products or services also from smaller suppliers who are trying to find new ways of dealing with specific needs.
The European Assistance for Innovation Procurement (EAFIP) initiative will help those in charge of public procurement design and implement processes to access such services.

- it will provide them with a toolkit to help in the procedure;

Government at a Glance 2015
New report and dataset by the OECD: “Government at a Glance provides readers with a dashboard of key indicators assembled with the goal of contributing to the analysis and international comparison of public sector performance. Indicators on government revenues, expenditures, and employment are provided alongside key output and outcome data in the sectors of education, health and justice. Government at a Glance also includes indicators on key governance and public management issues, such as transparency in governance, regulatory governance, public procurement and the implementation of employment and remuneration reforms since 2008. While measuring government performance has long been recognized as playing an important role in increasing the effectiveness and efficiency of the public administration, following the economic crisis and fiscal tightening in many member countries, good indicators are needed more than ever to help governments make informed decisions regarding tough choices and help restore confidence in government institutions… (More)”
Who knew contracts could be so interesting?
Steve Goodrich at Transparency International UK: “…Despite the UK Government’s lack of progress, it wouldn’t be completely unreasonable to ask “who actually publishes these things, anyway?” Well, back in 2011, when the UK Government committed to publish all new contracts and tenders over £10,000 in value, the Slovakian Government decided to publish more or less everything. Faced by mass protests over corruption in the public sector, their government committed to publishing almost all public sector contracts online (there are some exemptions). You can now browse through the details of a significant amount of government business via the country’s online portal (so long as you can read Slovak, of course).
Who actually reads these things?
According to research by Transparency International Slovakia, at least 11% of the Slovakian adult population have looked at a government contract since they were first published back in 2011. That’s around 480,000 people. Although some of these spent more time than others browsing through the documents in-depth, this is undeniably an astounding amount of people taking a vague interest in government procurement.
Why does this matter?
Before Slovakia opened-up its contracts there was widespread mistrust in public institutions and officials. According to Transparency International’s global Corruption Perceptions Index, which measures impressions of public sector corruption, Slovakia was ranked 66th out of 183 countries in 2011. By 2014 it had jumped 12 places – a record achievement – to 54th, which must in some part be due to the Government’s commitment to opening-up public contracts to greater scrutiny.
Since the contracts were published, there also seems to have been a spike in media reports on government tenders. This suggests there is greater scrutiny of public spending, which should hopefully translate into less wasted expenditure.
Elsewhere, proponents of open contracting have espoused other benefits, such as greater commitment by both parties to following the agreement and protecting against malign private interests. Similar projects inGeorgia have also turned clunky bureaucracies into efficient, data-savvy administrations. In short, there are quite a few reasons why more openness in public sector procurement is a good thing.
Despite these benefits, opponents cite a number of downsides, including the administrative costs of publishing contracts online and issues surrounding commercially sensitive information. However, TI Slovakia’s research suggests the former is minimal – and presumably preferable to rooting around through paper mountains every time a Freedom of Information (FOI) request is received about a contract – whilst the latter already has to be disclosed under the FOI Act except in particular circumstances…(More)”
