Paper by Acquisti, Alessandro and Fong, Christina: “Surveys of U.S. employers suggest that numerous firms seek information about job applicants online. However, little is known about how this information gathering influences employers’ hiring behavior. We present results from two complementary randomized experiments (a field experiment and an online experiment) on the impact of online information on U.S. firms’ hiring behavior. We manipulate candidates’ personal information that is protected under either federal laws or some state laws, and may be risky for employers to enquire about during interviews, but which may be inferred from applicants’ online social media profiles. In the field experiment, we test responses of over 4,000 U.S. employers to a Muslim candidate relative to a Christian candidate, and to a gay candidate relative to a straight candidate. We supplement the field experiment with a randomized, survey-based online experiment with over 1,000 subjects (including subjects with previous human resources experience) testing the effects of the manipulated online information on hypothetical hiring decisions and perceptions of employability. The results of the field experiment suggest that a minority of U.S. firms likely searched online for the candidates’ information. Hence, the overall effect of the experimental manipulations on interview invitations is small and not statistically significant. However, in the field experiment, we find evidence of discrimination linked to political party affiliation. Specifically, following the Gallup Organization’s segmentation of U.S. states by political ideology, we use results from the 2012 presidential election and find evidence of discrimination against the Muslim candidate compared to the Christian candidate among employers in more Romney-leaning states and counties. These results are robust to controlling for firm characteristics, state fixed effects, and a host of county-level variables. We find no evidence of discrimination against the gay candidate relative to the straight candidate. Results from the online experiment are consistent with those from the field experiment: we find more evidence of bias among subjects more likely to self-report more political conservative party affiliation. The online experiment’s results are also robust to controlling for demographic variables. Results from both experiments should be interpreted carefully. Because politically conservative states and counties in our field experiment, and more conservative party affiliation in our online experiment, are not randomly assigned, the result that discrimination is greater in more politically conservative areas and among more politically conservative online subjects should be interpreted as correlational, not causal.”
Social Media Can Boost Disease Outbreak Monitoring, Study Finds
IHealthBeat: “Monitoring social media websites like Twitter could help health officials and providers identify in real time severe medical outbreaks, allowing them to more efficiently direct resources and curb the spread of disease, according to a San Diego State University study published last month in the Journal of Medical Internet Research, Medical News Today reports…
For the study, lead researcher and San Diego State University geography professor Ming-Hsiang Tsou and his team used a program to monitor tweets that originated within a 17-mile radius of 11 cities. The program recorded details of tweets containing the words “flu” or “influenza,” including:
- Origin;
- Username;
- Whether the tweet was an original or a retweet; and
- Any links to websites in the tweet.
Researchers then compared their findings with regional data based on CDC’s definition of influenza-like illness….
The program recorded data on 161,821 tweets that included the word “flu” and 6,174 tweets that included the word “influenza” between June 2012 and the beginning of December 2012.
According to the study, nine of the 11 cities exhibited a statistically significant correlation between an uptick in the number of tweets mentioning the keywords and regional outbreak reports. In five of the cities — Denver, Fort Worth, Jacksonville, San Diego and Seattle — the algorithm noted the outbreaks sooner than regional reports.
Tsou in a release said that the social media monitoring program detected outbreaks daily, while “[t]raditional procedures” typically “take at least two weeks.”
Selected Readings on Crowdsourcing Funds
The Living Library’s Selected Readings series seeks to build a knowledge base on innovative approaches for improving the effectiveness and legitimacy of governance. This curated and annotated collection of recommended works on the topic of crowdsourcing was originally published in 2013.
Crowdsourcing funds, or crowdfunding, is an emerging method for raising money that allows a wide pool of people to make small investments, gain access to ideas and projects they feel personally connected to, and spur growth in small businesses and social ventures. Popular crowdfunding platforms like Kickstarter and Indiegogo helped bring the practice into the public consciousness. Now, civic crowdfunding platforms like Citizinvestor and Spacehive are helping to apply this innovative funding model already in use for helping to fund artists, charities and inventors to help address public concerns traditionally considered under government’s purview.
Crowdfunding has also received recent attention from policymakers in the US through the US Securities JOBS Act, which provides an exemption from the registration requirements for offerings of securities by a company made through an SEC registered Crowdfunding Platform.

Platform enables business to track local and state legislation, and predict the outcome
Springwise: “We’ve already seen platforms such as Tweetminster use social media to keep citizens up-to-date with the latest goings on in the British Parliament. Now FiscalNote is providing businesses in the US with the tools to track the bills and legislature that affects their industry, as well offering insights into their potential results.

Google's Civic Information API: now connecting US users with their representatives
Jonathan Tomer, Software Engineer at Google Blog: “Many applications track and map governmental data, but few help their users identify the relevant local public officials. Too often local problems are divorced from the government institutions designed to help. Today, we’re launching new functionality in the Google Civic Information API that lets developers connect constituents to their federal, state, county and municipal elected officials—right down to the city council district.
The Civic Information API has already helped developers create apps for US elections that incorporate polling place and ballot information, from helping those affected by Superstorm Sandy find updated polling locations over SMS to learning more about local races through social networks. We want to support these developers in their work beyond elections, including everyday civic engagement.
In addition to elected representatives, the API also returns your political jurisdictions using Open Civic Data Identifiers. We worked with the Sunlight Foundation and other civic technology groups to create this new open standard to make it easier for developers to combine the Civic Information API with their datasets. For example, once you look up districts and representatives in the Civic Information API, you can match the districts up to historical election results published by Open Elections.

- Change.org has implemented a new Decision Makers feature which allows users to direct a petition to their elected representative and lists that petition publicly on the representative’s profile page. As a result, the leader has better insight into the issues being discussed in their district, and a new channel to respond to constituents.
- PopVox helps users share their opinions on bills with their Congressional Representatives in a meaningful format. PopVox uses the API to connect the user to the correct Congressional District. Because PopVox verifies that users are real constituents, the opinions shared with elected officials have more impact on the political process.

Privacy in the 21st Century: From the “Dark Ages” to “Enlightenment”?
Paper by P. Kitsos and A. Yannoukakou in the International Journal of E-Politics (IJEP): “The events of 9/11 along with the bombarding in Madrid and London forced governments to resort to new structures of privacy safeguarding and electronic surveillance under the common denominator of terrorism and transnational crime fighting. Legislation as US PATRIOT Act and EU Data Retention Directive altered fundamentally the collection, processing and sharing methods of personal data, while it granted increased powers to police and law enforcement authorities concerning their jurisdiction in obtaining and processing personal information to an excessive degree. As an aftermath of the resulted opacity and the public outcry, a shift is recorded during the last years towards a more open governance by the implementation of open data and cloud computing practices in order to enhance transparency and accountability from the side of governments, restore the trust between the State and the citizens, and amplify the citizens’ participation to the decision-making procedures. However, privacy and personal data protection are major issues in all occasions and, thus, must be safeguarded without sacrificing national security and public interest on one hand, but without crossing the thin line between protection and infringement on the other. Where this delicate balance stands, is the focal point of this paper trying to demonstrate that it is better to be cautious with open practices than hostage of clandestine practices.”
Citizen participation in municipal budgeting: Origins, practices, impact
For residents of other countries, more options exist. A practice known as “participatory budgeting” (PB) allows citizens to determine how some government funds are used. As detailed in a 2010 study by political scientist Yves Sintomer of the University of Paris and others, “Learning from the South: Participatory Budgeting Worldwide,” it was first developed in Porto Alegre, Brazil, in the late 1980s. Residents took part in local and citywide assemblies to help establish spending priorities for a select portion of the city’s spending budget. Larger issues such as taxation, debt service and pensions were specifically excluded. (A 2003 study from the Inter-American Development Bank and Harvard University goes deep into the specifics of the Brazilian experience.)
Since this beginning, participatory budgeting has spread to hundreds of other cities around the world, Sintomer and his team state: “There are between 511 and 920 participatory budgets in Latin America: more than the half of the participatory budgets in the world, where we can count between 795 and 1,469 experiences.” The range of numbers is an indication of how widely definition of participatory budgeting varies. Interest in the United States has been growing, with a number of New York council districts using the technique, as well as Chicago and Vallejo, California.
A 2013 paper in the International Journal of Urban and Regional Research, “The Struggle for a Voice: Tensions between Associations and Citizens in Participatory Budgeting,” notes that “the heterogeneous nature of the existing experiments calls into question even the possibility of defining [participatory budgeting].” Similarly, in a 2012 issue of the Journal of Public Deliberation dedicated to the issue, the authors note that “there is no standardized set of ‘best practices’ that governments are adopting, but there are a broader set of principles that are adapted by local governments to meet local circumstances.” Writing in the issue, Brian Wampler of Boise State University, states that there are four main principles: active citizen participation; increased citizen authority; improved governmental transparency; and reallocation of resources to improve social justice.
A 2013 study in the American Review of Public Administration, “Citizen Input in the Budget Process: When Does It Matter Most?” examines the impact of public participation on organizational effectiveness. The researchers, Hai (David) Guo and Milena I. Neshkova of Florida International University, used survey data from state departments of transportation to examine the effectiveness of citizen input at four different stages of the budgeting process: information sharing, budget discussion, budget decision and program assessment.
The findings of the study include:
- Citizen participation is positively correlated with higher organizational performance. “In general if a state DOT adopts more citizen input strategies in the budget process, it achieves better outcomes. In other words, other things held equal, more citizen participation in the budget process is associated with fewer poor-quality roads and less fatalities on state highways.”
- In terms of road condition, citizen participation makes a difference at all but the budget discussion stage.
- Overall, citizen input matters most at the information-sharing and program-assessment stages. Consequently, “public managers should seek public input at these stages not only because it is normatively desirable but also for the very practical reasons of achieving better performance. When conveyed at the information-sharing stage, citizens’ preferences can be taken into account by decision makers and incorporated into the budget priorities.”
Transparency 2.0: The Fundamentals of Online Open Government
MakerBot Launches Mission To Put 3-D Printers In Every U.S. Public School
Brooklyn-based MakerBot Industries has announced a new crowdsourcing initiative with DonorsChoose.org, Autodesk, and America Makes to put 3-D printers in each of America’s public schools. MakerBot Academy could put as many as 5,000 printers in public schools by the end of this school year, says MakerBot CEO Bre Pettis.
The initiative is a response to President Obama’s call for more home-grown manufacturing in his recent State of the Union address. Each 3-D printing bundle comes with a MakerBot Replicator 2 printer, three spools of PLA filament (in red, white, and blue, of course), and a year of MakerBot Makercare for about $2,250, plus a $98 threshold raised by someone with ties to the school.
Individuals and corporations can visit DonorsChoose.org to donate to the pot for the project, and teachers register on the site to receive a bundle. Teachers have until Nov. 18 to enter the Thingiverse Math Manipulatives Challenge, where they can upload designs for teachers to use in the classroom. First-place winners get to send a 3-D printer bundle to the classroom of their choice.
“Hands-on learning and applied learning is the way to engage students, and there’s nothing more hands on and applied than 3-D printing,” says Charles Best, founder of CEO of DonorsChoose. “The impulse to construct is deeper than a teaching strategy. It’s a human need.”
White House Unveils Big Data Projects, Round Two
Information Week: “The White House Office of Science and Technology Policy (OSTP) and Networking and Information Technology R&D program (NITRD) on Tuesday introduced a slew of new big-data collaboration projects aimed at stimulating private-sector interest in federal data. The initiatives, announced at the White House-sponsored “Data to Knowledge to Action” event, are targeted at fields as varied as medical research, geointelligence, economics, and linguistics.
The new projects are a continuation of the Obama Administration’s Big Data Initiative, announced in March 2012, when the first round of big-data projects was presented.
Thomas Kalil, OSTP’s deputy director for technology and innovation, said that “dozens of new partnerships — more than 90 organizations,” are pursuing these new collaborative projects, including many of the best-known American technology, pharmaceutical, and research companies.
Among the initiatives, Amazon Web Services (AWS) and NASA have set up the NASA Earth eXchange, or NEX, a collaborative network to provide space-based data about our planet to researchers in Earth science. AWS will host much of NASA’s Earth-observation data as an AWS Public Data Set, making it possible, for instance, to crowdsource research projects.
An estimated 4.4 million jobs are being created between now and 2015 to support big-data projects. Employers, educational institutions, and government agencies are working to build the educational infrastructure to provide students with the skills they need to fill those jobs.
To help train new workers, IBM, for instance, has created a new assessment tool that gives university students feedback on their readiness for number-crunching careers in both the public and private sector. Eight universities that have a big data and analytics curriculum — Fordham, George Washington, Illinois Institute of Technology, University of Massachusetts-Boston, Northwestern, Ohio State, Southern Methodist, and the University of Virginia — will receive the assessment tool.
OSTP is organizing an initiative to create a “weather service” for pandemics, Kalil said, a way to use big data to identify and predict pandemics as early as possible in order to plan and prepare for — and hopefully mitigate — their effects.
The National Institutes of Health (NIH), meanwhile, is undertaking its ” Big Data to Knowledge” (BD2K) initiative to develop a range of standards, tools, software, and other approaches to make use of massive amounts of data being generated by the health and medical research community….”
